MINUTES

Mr. Robertson called the meeting to order at 9:05 a.m. and
introduced Senator Paul Trible who was present to meet with the
Board and discuss issues of concern to Chesterfield County.
Senator Trible stated his purpose was to underscore his
commitment to the County and he hoped that they could work
together in the days ahead and establish a good line of
communication. He introduced Ms. Judy Peachee who is responsible
for the operation of his Richm~]d office.'
Mr. Hedrick stated that the students were present at the meeting
today as it was Student Government Day in Chesterfield. Senator
Trible told the students that the decisions at the local level
affect the residents more in the County than those made in
~ashington.
Mr. Robertson stated that the County urged the support for the
continuation of the federal revenue sharing program. Senator
Trible stated that he has supported and will continue to support
this in the future. He stated he felt the current funding level
would be maintained.
Mr. Robertson addressed the reductions of Medicaid which have a
~rastic impact on local governments who own nursing homes in
Virginia. Senator Trible stated that he had checked into this
matter and it is a state decision, not federal. Mr. Hedrick
stated that it was felt that the federal government did have a
role in this matter as it wants equitv, and it was felt that if
the Senator asked questions, it may get the State's attention.
Senator Trible stated he would pursue the matter.
Mr. Robertson addressed -the matter of highways which are the
County's most. pressing need and mentioned the allocation of 5¢
road tax and the Richmond-Petersburq Toll Extension. Senator
Trible sta'ted he wculd support federal approval of the continua--
tion of the to]! assuming there was equitable distribution ef
those monies which he felt had been done. He stated that he was
interested in Petersburg's concerns but he felt that dealt more
with the interchange. He stated he would support the
continuation of the tolls, an equitable distribution of funds and
the satisfaction of Petersbdrg with regard to the interchange.
Mr. Hedrick stated this was a ~rst ~or three major jurisdictions
in the area agreeing on a p~'oject of this magnitude. Mr. Dodd
stated that of the total growth in Virginia in the past 10 years,
10% has been realized in Chesterfield snd any federal help
regarding highways would be appreciated. Mrs. Girone mentioned
the fact that Petersburg and Hopewel! are concerned about the new
designation of the SMSA which may be bad for them while good for
Chesterfield County. Senator Trible stated that there could be a
second designation such as Richmond/Petersburg and that some
consideration of the plight of the Petersburg area should be
given.
Mr. Daniel inquired if the 5¢ road funds could be used on Route
288 and Powhite Parkway. Senator 1~rib]e stated the federal
highway department had not told h~m where those funds could be
used.
Mr. Robertson stated that the Boar(] was also concerned with the
equitable distribution of EPA funds. Senator Trible stated he
would support this.
Mr. Robertson stat(~i the Bo~rd was concerned about the 208 Water
Quality Management Plan. Senator Trible stated he was concerned
with downstream effects. Mr. Hcdrick stated that Prince George,
Hopewell and Henrico ieel they will be adversely affected which
he did not feel was true and e>~plai, ned the outfall and the
absorbtion rate which .~s much greater in that portion of the
river. He stated it was an emotional issue. Mrs. Girone stated
this has been worked on for 11 years and ratified by the RRPDC
and the Crater Planing District Commission. Senator Trib!e
stated this has been submitted to the Governor and EPA will have
to make J~ts funding by July 9th. ~'~rs. Girone stated she was
concerned about how the nation could continue to afford to do
this in the future.
Mrs. Girone inquired about the withholding of interest on savings
accounts. Senator Trible indicated he did not feel this would
pass.
Mr. Dodd inquired about the Senator's position on National.
Defense. Senator Trible stated he felt the Nation must do more.
Senator Trible also indJ. cated he believed in a ba].anced budget
and that a constitutional amendment should be adopted which would
require this.
Mr. Dodd stated his concern about CETA. Senator Trible stated
that the Jobs Training Act is a step in the right direction and
he felt retraining people is important.
Mrs. Girone stated that some of the mandated programs regarding
the formula of true unemployed is not accurate. Senator Trible
requested that this information be forwarded to him and he would
take the input back to Washington.
Mr. Daniel stated he was concerned with the federal mandates and
no additional funds w~.th which to carry them out.
The Board thanked Senator TrJb]e for his time in coming to
Chesterfield County and for his interest.
The Senator answered questions from students who were present.
On motion of Mr. Dodd, seconded by Mr. Daniel, the Board ad-
journed at 9:55 a.m. until 7:00 on April 6, 1983.
