County Administrator Mr. Steve Micas, County Attorney Mr. Jeffrey Muzzy, Dir. of Community Develop. Mr. Lane Ramsey, Dir. of Budget and Accounting Mr. Jay Stegmaier, Senior Budget Analyst Mr. Robertson called the meeting to order at the Courthouse at 3:05 p.m. (EST). Mr. Geoffrey Applegate and Mr. Jesse Mayes, Supervisors-Elect, were also present. Mr. Hedrick informed the Board that Mr. Bookman would not be present at the meeting todav and that Mr. Dodd may come in late as he was called out of town unexpectedly. 1. REQUEST FOR ADDITIONAL EASEMENT ?OR DUPONT On motion of Mr. Daniel, seconded by Mrs. Girone, the Board approved and authorized the Chairman to execute an agreement for a 10 ft. wide parcel of land for DuPont which is adjacent to the 30 ft. wide easement previously obtained and locate~ at the Chippenham interchange with 1-95 for a price of $2,460.00. It is noted the County will retain title to tilis parcel. Ayes: Mr. Robertson, Mr. Daniel and Mrs. Girone. Absent: Mr. Dodd and Mr. Bookman. 2. DECEMBER 23, 1983 DECLARED COUNTY HOLIDAY On motion of Mr. Daniel, seconded by Mr. Robertson, the Board declared December 23, 1983 as an additional holiday for County employees for 1983. Ayes: Mr. Robertson, ~.{r. Daniel an~ Mrs. Girone. Absent: Mr. Dodd and Mro Bookman. 3. EXECUTIVE SESSION Mr. Hedrick stated that an Executive Session was necessary to discuss the acquisition or use of real property for public purposes. WORK SESSION ON TAY~ ISoUEo Mr. E].mer Hodge was r~,re~.~ent to ~dj .... ~,~.~ ~ ~c .... tax issues relating to equity, industrial development a~'~d land use. 83-669 Mr. Robertson stated that before discussion begins regarding land use, his farm is currently under the land use program. Mr. Applegate stated that he also has land under the land use program in the County. Mr. Micas stated that with the two disclosures, this would be a law of general applicability and both would be free to discuss the issues. Mr. Hodge presented the Board with a report on three issues that had been previously requested by the Board: Machinery, Tools and Heavy Equipment Taxes Personal Property Taxes on Airplanes Land Use Mr. Jay Stegmaier discussed the machinery and tools tax rate and that of heavy equipment. He stated that most localities use this same basic method for assessing machinery and heavy equipment. He stated that it was felt that industrial development will be followed by the secondary industries and this is a tax inducement to manufacturers. He reviewed the tax rates of the other localities as compared to Chesterfield. He stated each $.10 reduction on the tax rate will mean a loss of $15,000-$20,000 to the County. He stated that to equalize both taxes for machinery and tools and heavy equipment would be $1.24 for each rather than $1.00 and $3.60, respectively. After some discussion of the matter, it was generally agreed that perhaps a slight reduction to the $3.60 could be made when the tax rates are established in March. Mr. Stegmaier stated the Commissioner will be changing the method of assessing airplanes as personal property. He stated that it will be 100% of the book value and the County should adjust the tax rate or the tax bills will rise three-fold. Mr. Daniel requested a report be prepared as to the tax assessed at the Byrd Airport, Petersburg, Hanover and other surrounding airports. Mr. Stegmaier stated that Henrico uses the depreciated cost method for assessing taxes. It was agreed that the tax rate plus the new method of assessment should be close to the tax rate that currently exists and if increases are necessary it could be accomplished in phases. Mr. Hodge discussed the land use program in the County. He reviewed and explained the forestal and agricultural district program. Mrs. Girone inquired if the County had reviewed each parcel in the program. Mr. Diggs stated that most have been reviewed but all should be finished in the near future. He stated some have been eliminated but others may take the appeal process for being eliminated and no assessment of dollars can be made at this time. There was some discussion regarding roll back for those parcels which qualify and the time limit they are allowed under the program before selling the parcels. Mr. Dodd joined the meeting. Mr. Stegmaier stated that Fairfax sets a minimum limit of 25 acres for the land use program, Hanover took this measure as a no growth area, etc. Mr. Dodd requested information regarding Amelia, Powhatan, etc. and to look at other considerations and not just real estate. Mrs. Girone stated she felt the County should wait a year to see what results have been gathered and how it affects the County. Mr. Dodd stated he would not like to see this program hurt the small landowner in the County. Further discussion ensued regarding classification and ownership of land use parcels for assessments and the use of agricultural and forestal districts. 3. EXECUTIVE SESSION On motion of Mrs. Girone, seconded by Mr. Daniel, the Board went into Executive Session to discuss acquisition or use of real property for public purposes as permitted by Section 2.1-344 la) (2) of the Code of Virginia, 1950, as amended. ~3-670 Ayes: Mr. Robertson, Mr. Dodd, Mr. Daniel and Mrs. Girone. Absent: Mr. Bookman. Reconvening: The Board recessed to travel to Brandy's Restaurant where a meeting with the Legislative Delegation was scheduled. Reconvening: 5. DINNER MEETING WIT}{ LEGISLATIVE DELEGATION The Board met and discussed the proposed 1984 legislative package with the Legislative Delegation. On motion of Mr. Dodd, seconded by Mrs. Girone, the Board adjourned at 8:30 p.m. until 10:00 a.m. on December 14, 1983. Ayes: Mr. Robertson, Mr. Dodd, Mr. Daniel and Mrs. Girone. Absent: Mr. Bookman.
