Richmond Kicker -Poseidon Swim Club Project Update The 34.5 acre state-of--the-art sports complex with six athletic fields and full scale aquatics center has been named the Youth Sports Complex Ukrop Park in honor of the Ukrop family. The 50,000 square foot Poseidon Aquatics Complex has been delayed for approximately six months to allow for additional fundraising efforts. Rough grading is well underway for the athletic fields. Plans call for putting down the natural turf sod in a couple of weeks as weather permits and the schedule calls for completion of the soccer project in time for a June 2009 opening. The four natural turf and the two Sportexe artificial turf fields will all be lighted in the initial construction. Sports lighting work is underway now with most of the light pole foundations in place. 2. Accreditation for Chesterfield County's Purchasing Department The Purchasing Department has attained its recertification of the National Institute of Governmental Purchasing's (NIGP) Outstanding Agency Accreditation Achievement Award. This award formally recognizes excellence in public procurement. The Purchasing Department was required to respond to a detailed application that required substantial documentation and a demonstration of best practices. In awarding this recognition to Purchasing, NIGP's stated, "Many governmental agencies have attempted to achieve this Accreditation status - only to realize that their practices fall short of the required standards of performance. While the NIGP membership represents 2,600 governmental agencies throughout the United States and Canada, only 105 governments have attained this distinction. Clearly, Chesterfield County has joined an elite group of purchasing organizations that represent the highest standards of quality and efficiency in government!" 3. International Organization of Standazdization (ISO) 14001 registration Jay to call on Chief Eanes to help recognize the Department of General Services' Waste and Resource Recovery Division and the Department of Utilities' Falling Creek Wastewater Treatment teams for their exemplary environmental management system implementation. [Jay to come down to present plaque to WARR) The Waste and Resource Recovery Department is recognized for receiving the International Organization of Standardization (ISO) 14001 registration. They join the departments of Fleet Management, Pazks and Recreation and the Office of Environmental Management in this achievement. Chesterfield County is currently the only county in the United States to have departments that are ISO 14001 registered. The Falling Creek Wastewater Treatment Plant is recognized for receiving the Virginia Department of Environmental Quality's Exemplary Environmental Enterprise (E3) certification. Chief Eanes to call on Mr. Rick Weeks, Deputy Director of the Department of Environmental Quality, to make comments pertinent to the County's Environmental Management System and to present DEQ's Exemplary Environmental Enterprise (E3) certification to the Falling Creek WWTP team. Trani County Administrator's Comments: County Administrator: Board Action Requested: Mr. Warren has requested that the Board of Supervisors adopt the attached resolution recognizing the noteworthy accomplishments of Dr. Eugene P. Trani who has announced his intention to retire from Virginia Commonwealth University effective July 1, 2009. Summary of Information: This resolution recognizes Dr. Eugene P. Trani, Ph.D., who has led Virginia Commonwealth University as its president since 1990, and has significantly broadened VCU's impact on the region and the state through his dynamic, effective and forward-thinking leadership. Trani, Ph.D, is president of Virginia Commonwealth University in Richmond, Virginia; and WHEREAS, Dr. Trani became the fourth president of VCU in 1990; and WHEREAS, During Dr. Trani's tenure as president, VCU has significantly expanded its physical presence, as well as the important role of the university and its health system in the Richmond Metropolitan Area; and WHEREAS, VCU offers more than 205 undergraduate, graduate, professional, doctoral and post-graduate degree and certificate programs; and WHEREAS, more than 32,000 students and 17,000 faculty and staff comprise the VCU family; and WHEREAS, VCU currently enrolls more than 2,700 Chesterfield County residents in its undergraduate programs; and WHEREAS, Dr. Trani also created VCU's School of Engineering, in which a high percentage of the students are Chesterfield County residents; and WHEREAS, VCU's Business School, which Dr. Trani helped prosper and grow, also attracts many Chesterfield County residents; and WHEREAS; the VCU Health System provides a wide array of medical services, along with Central Virginia's only Level 1 Trauma Center; and WHEREAS, The Virginia BioTechnology Research Park is a thriving incubator for companies working in pharmaceutical development, medical diagnostics and devices, biomedical engineering, environmental biosciences, forensics and laboratory services; and WHEREAS, July 1, 2008 marked VCU's 40th anniversary; and WHEREAS, for nearly two decades, Dr. Trani has been a driving force in the continued viability and leadership role that. This work session will include a presentation on the County Administrator's overall Proposed FY2010 Budget, followed by recommendations of the Citizen's Budget Advisory Committee. A presentation from the School Superintendent is also scheduled for this date. Budget work sessions will continue on March 16th and additional work sessions are scheduled for March 25th and April 15. C!~ ~ U O ^ OU0064 Citizens Budget Advisory Committee Report to the Chesterfield Board of Supervisors March 2009 Background: The Citizens Budget Advisory Committee (CBAC) was appointed by the Board of Supervisors in October 2008. The committee first met in November 2008 and was led by Director of Budget and Management, Allan Carmody with assistance from Budget Analyst Kelly Zeoli. Allan appropriately ran the CBAC in the first few meetings as we focused on developing an understanding of the County's budget process and how that process fits within the County's goals and objectives. After developing a base understanding, the committee agreed that we needed to begin to set the agenda and run the meetings to truly establish our independence. Recognizing that we only had about two months to address the 2010 budget we began meeting every two weeks. Given the brief time available to us, we focused on the remaining shortfall (General Fund) in the current budgeting process with particular attention to the proposed Capital Improvement Program and the proposed departmental cost reductions. CBAC: Gary Armstrong Sheryl Bailey Bob Bryant Dick Jacobs Brett Sheffield Committee Objectives: We discovered in our initial work that we have three primary objectives as a third-party, independent advisory committee. They are: 1) Business Approach: The individual background's of all of the committee members has allowed fora "business approach" in assessing existing processes and methodologies in handling the budget shortfall. 2) Citizen Perspective: The committee members are also residents of the County and allows for commentary as citizens as well. 3) Transparency: Our independent, third party status brings in another level of transparency to the public which will be increasingly important as this budget and future budgets come under close scrutiny. Budget Process Findings: The Biennial Financial Plan and the long-term Capital Improvement Plan was shared with us from the outset and in our first few meetings we discussed the County's budget processes and objectives. We determined the following: - The overall budget process and the County's financial policies appear well structured and appropriate and the leadership managing that process appears talented, dedicated, and operating with a sense of urgency during this period of declining revenue sources. - The budget process is tied to strong governance procedures and the Office of Budget and Management closely adheres to those procedures and designated timelines. - The County Administrator is well informed and significantly involved in the process. - Maintaining adherence to the financial policies, particularly the undesignated fund balance requirement of 7.5%, and debt service ratios for the next two years' budgeting will be very important given the uncertainty of future General Fund revenue sources. Capital Improvement Program Recommendations: In the process of assessing the CIP and looking for additional cost savings the CBAC requested a "tiered" CIP reflecting 1) essential projects needing immediate attention, 2) essential projects that could be delayed a year or two, and 3) projects that had no definite timeline and would have a minimal impact on service delivery. After review and discussion, the committee determined that there was an opportunity to save approximately $3 million in operating budget funds by reducing the proposed CIP by 10%. This savings would come through further delaying non-essential projects, eliminating some projects, and taking advantage of lower costs on projects being bid currently. The Budget and Management staff have been analyzing our recommendation and will report back to the committee. General Fund Budget Recommendations: The committee spent the better part of three meetings reviewing the FY 2010 Budget Expenditure Reduction Summary. It is important to note that committee members agreed that we are not appropriately equipped to definitively say whether certain services are needed or not and that we would not spend time assessing the value of certain departments at this time. We do recognize that there are likely new ways to approach providing traditional services and that more "business-like" approaches may be applicable for certain departments in upcoming years. With that said we would like to put forth the following recommendations: - Extend job vacancy for open positions for 30 to 90 days saving payroll dollars for positions turning over. In an analysis by the Budget Office it was estimated that approximately $480,000 could be saved annually by extending vacancy 30 days (under normal turnover conditions). - The committee would like to see "Return on Investment" analysis of new initiatives, outsourcing opportunities, and new CIP projects to understand the financial impacts to the County and the taxpayer. - Auditing of departments with a focus on processes and efficiency. It is possible the CBAC could have oversight with this process and its recommendations. - Focus additional budget reductions in the administrative budget areas (Management Services) that serve the internal staff versus cutting services that directly impact citizens (Human Services). - A concerted effort throughout the County administration to leverage technology and document cost savings attributed to the increased use of technology. Every County department should be urged to utilize technology based solutions to save on human resource costs, enhance revenue collection, while potentially improving citizen access to services. - Consider volunteer recruitment on a broader scale to aid in delivering County services or potentially "privatizing" certain services. - The committee also recommends that a much stronger partnership between the BOS and the School Board be established especially pertaining to budgeting. Summary: The committee recognized early on that many budget decisions can be very complex as you consider citizen impact, local verses outside revenue sources, mandated services, environmental regulations, etc. This is further complicated by the significant uncertainty surrounding nearly all revenue sources in future years. Fortunately, the County has positioned itself well for this economy, however, our committee considers this a critical time to prepare for more difficult financial times over the next several years. While the CBAC has learned much we, in many ways, have just begun to scratch the surface. Our first three months have focused on potentially affecting the 2010 budget process, but our future work will move into longer term processes and issues relative to the budget. There is much more to learn about the County's finances and much to learn about how this committee will affect the County's approach to budgeting going forward. We look forward to hearing more from the BOS concerning their expectations for our committee and any particular areas of concern where we can bring that "outside" viewpoint. Virginia was the first state to establish a commission of this nature, which is fitting considering that Virginia has, by far, more Civil War sites than any other state, including nearly 400 battlefields, trails, historic homes and cemeteries linked by the Civil War trails program. The state commission was organized in order to prepare for, and commemorate, the sesquicentennial of Virginia's participation in the Civil War and tell the stories of the war from the perspectives of Union, Confederate and African-American and local individuals. The state commission charged each locality to form their own committee to plan for the state's commemoration by inventorying, preparing and highlighting the many rich historical resources each locality has to offer to its community and tourists. My name is William Brooks I reside at 7848 Senate St. in the Bermuda district. I have lived in Chesterfield County for 28 years. I have never been before this board before and I hope this is my one and only time to be here. On 3/3/09 I was informed I was in violation of zoning ordinance section 19-95 for having 3 dogs. After speaking with Ms Jessica Crews of the Chesterfield County Zoning Administration office Ms Crews Stated that this ordinance is only enforced after her department receives a citizen or neighbor complaint. The identity of the person that complained was not directly disclosed to me. (SEE PICTURE) I live on a corner lot with one neighbor adjacent to my property to the west that I am very good friends with, we share a fence line and a love for dogs. The next closest residence is a rental duplex with some buffering to my north. Ms Crews said the only option I had was to get rid of one of my dogs or spend $1,200 for an exception or an appeal. I am retired and do not have the income to file for an exception. I have three dogs that I love like they were my children. One is 14 years old and is showing her age but she still enjoys her life, One is 8 and the other is 7. I did not know about this ordinance. I do not intend to keep three dogs after the oldest one passes on. I ask you to please grant me a temporarily exception to this ordinance or grandfather my residence in until my oldest dog passes away. Or change the ordinance to 3 dogs. Please do not force me to have her put to sleep before it's her time to go or force me to move out of the County. Thank you so much for your consideration on this matter. My name is Shelia Gillen William Brook's daughter. Every time my family and I visit my father when we go to leave he jokes with us "which one of these dogs do you want to take with you" We are pretty sure he is not serious because every time he visits our home after being there for an hour he is worried about his dogs getting fed on time, making sure they're OK and of course that they are tucked away in bed by 7:OOp.m. These dogs mean a lot to my father and he even fixed up the enclosed porch on the side of the house with heat, air conditioning and a ceiling fan. This porch is where the dogs are crated and spend the night. They live high on the hog! It is also connected to the fenced in portion of the yard so they can come and go in and out of the house. The dogs are not aggressive, they never run loose and only bark at strangers. They are always current on there rabies, other vaccines and dog licenses. My father is adamant about keeping the dogs waste cleaned out of the yard and disposed of properly. He does this not only for sanitary reasons but also for his grandkids that love to play in the back yard. My dad is a tough man with a big heart. When he called me in tears and told me he was going to have to put Lucy to sleep or face a $1,000 monthly fine from the County. Please consider this exception to this ordinance until Lucy has passed on. She is 14 years old and does not have much time left. We have always had three dogs and knew nothing of this law. When my dad called me in tears and told me he was going to have to put Lucy to sleep or face a $1,000 monthly fine from the county, it broke my heart to hear him so sad. I recently became aware of certain items that have been proposed in the 2009 Federal budget that involve Chesterfield County, and were requested by our House Representative Randy Forbes. Now I am not claiming that these budget items are things which the county does not need. Most if not all of them are needed by the county. What I have an issue with is the process that was used to acquire funding for these items. The process that was used allows us to pass our responsibility for the cost of these items on to others, who gain no direct benefit from the items in question. Also by using this process, the debate about the relative merit of these items is not being discussed in an open forum, from what I can see. I find both of these facts to be very troubling. Now I know a lot of the arguments for doing things this way. For example some would say that everybody does it, well that maybe true, but it does not necessarily make it right. It may even be the case that some of these items are needed because of unfunded mandates from Congress. Well every individual and business in this county has to take money out of their pockets to pay for mandates from Congress, I do not see why the county can not do the same. Also some would say that we do not have the money. To this I say we then need to find the money. First by cutting out luxuries, if there are any, from the County budget. Once we have done that, if it is necessary, then we will have to raise taxes. I realize that raising taxes is just as unpopular with the citizens of this county as cutting the budget. I do not want to see my taxes raised. But I believe the main reason that most people feel this way, is because they have seen politicians in the past spend their money unwisely and in a wasteful manner. Unfortunately this makes the job of convincing the citizen about the justification of any needed tax increase very hard. But your job as Supervisors is to make the hard decisions when necessary. Summary of Information: The Planning Commission held a public hearing on January 20, 2009 to consider the attached proposed amendment that allows the Director of Environmental Engineering to grant an extension to the two years currently required to have the roads taken into the State secondary system. The current ordinance (Section 17-73) requires streets to be accepted into the State system not more than two years after the date of plat recordation for any subdivision section. Due to recent declines in residential building, developers are not able to have their subdivisions accepted into the State system within the required two-year time frame. Preparers Richard M. Additional building permits would allow the developer to comply with VDOT's requirement of three occupied homes per street. The Planning Commission added an appeal process of the Director's decision to the Planning Commission. The Planning Commission voted 5-0 to recommend adoption to the Board of Supervisors. Districts: Countywide . 000148 AN ORDINANCE TO AMEND THE CODE OF THE COUNTY OF CHESTERFIELD, 1997, AS AMENDED, BY AMENDING AND RE-ENACTING SECTION 17-73 OF THE SUBDIVISION ORDINANCE RELATING TO ACCEPTANCE OF SUBDIVISION STREETS INTO THE STATE SYSTEM OF MAINTENANCE, SURETY REQUIREMENTS AND EXCEPTIONS RELATING THERETO BE IT ORDAINED by the Board of Supervisors of Chesterfield County: (1) That Section 17-73 of the Code of the Count~of Chester reld, 1997, as amended, is amended and re-enacted to read as follows: Sec. 17-73. Installation of improvements and bonding. (a) Prior to record plat approval, after all other required approvals are obtained, all improvements shown on the approved construction plans shall be completed to the satisfaction of the directors of environmental engineering and utilities, at the expense of the subdivider. In lieu of actual completion of the required improvements, the subdivider may record a plat by furnishing to the director of environmental engineering surety in the form approved by the county attorney's office consisting of: (1) A certified check; (2) Cash escrow; (3) A surety bond; or (4) A bank's letter of credit. The amount of the surety shall be sufficient to cover the costs and guarantee the installation and completion of all required improvements. The surety amount shall be approved by the director of environmental engineering based upon unit prices for new construction in the county. The surety may also include a reasonable allowance for estimated administrative costs, inflation and potential damage to existing streets or utilities which shall not exceed 25 percent of the estimated construction costs. If the subdivider proceeds by this method, the subdivider shall install and complete the required improvements to the satisfaction of the director of environmental engineering subject to the following conditions: (1) The streets shall be accepted into the state system not more than two years after the date of plat recordation. (2) No more than 60 percent of the building permits in any recorded section of a residential or residential townhouse subdivision shall be issued until the paving requirements in that section have been completed. 000149 1925:80323.1 (3) Except as provided in subsection (4) below, no more than 90 percent of the building permits in any section of a residential or residential townhouse subdivision shall be issued until the streets have been constructed to state standards and accepted into the state system as applicable. (4) A subdivider that initially provides surety in an amount equal to 125 percent of the cost of all the improvements shown on the approved construction plans shall be eligible to have 100 percent of the building permits in a residential or residential townhouse subdivision released prior to the streets having been completed and accepted into the state system. In addition, the subdivider must waive, by contract, its right to partial releases of the surety as provided under subsection (b) of this section and Code of Virginia, § 15.2-2241; instead, the subdivider will be entitled to only one partial release of not more that 40 percent of its surety available once 90 percent of the building permits in any section have been issued. (5) An extension may be approved by the director of environmental engineering to conditions one and three. The person requesting an extension may appeal the director's decision to the Planning Commission which shall render a decision won the appeal within two months after the date of the Commission's first hearing on the matter unless the requester consents to action beyond such time or withdraws his appeal. (b) Surety reductions, as approved by the director of environmental engineering may be made in a cumulative amount of not more than 90 percent of the total cost of satisfactorily completed required improvements. Surety reductions based upon the percentage of improvements completed may not occur before the completion of at least 30 percent of the improvements. The director of environmental engineering shall not execute more than three surety reductions in any 12-month period per bonded subdivision section. Upon final completion and acceptance of said improvements in residential or residential townhouse subdivisions with streets, the release of any remaining surety shall be subject to the requirements of section 17-74. For the purpose of final release, the term "acceptance" shall be defined as the date of the meeting of the county's board of supervisors (board), at which the board is formally advised of the street acceptance by VDOT and assignment of the state route number(s). Upon final completion and acceptance of said improvements in residential townhouse subdivisions, the release of any remaining surety shall be subject to requirements of section 17- 74. For the purpose of final release the term "acceptance" shall be the date of the written notice to the subdivider of the completion of the required improvements to the satisfaction of the director of environmental engineering. Summary of Information: Single family dwellings are a permitted use in all of the county's residential zoning districts and they can be occupied by a family or also by up to four unrelated persons. The 2008 General Assembly passed two different bills that impact zoning violations arising out of the number of unrelated persons living in a single family dwelling. The changes affect the possible penalty for these violations and the time period to file an appeal from the notices of violation. The zoning ordinance currently contains a maximum penalty for these violations of $2,000 with subsequent violations punishable by a fine of up to $2,500. The first proposed amendment is to increase the maximum allowable penalty to $5,000 with a maximum fine of $7,500 for subsequent violations. Preparers Kirkland A. Currently, any notice of violation can be appealed to the Board of Zoning Appeals for 30 days after it is issued. The new state law allows the appeal period to be reduced from 30 days to 10 days for notices of violation for the number of unrelated persons occupying single family dwellings. Notices of violation for other zoning violations are not affected. The Planning Commission held a public hearing on these two proposed amendments on January 20, 2009. In addition, a requested restriction must meet either of the last two criteria, in that: 3) the roadway is residential in nature; or 4) the roadway must be functionally classified as either a local or collector road. The county's consultant appraised the acquisition at $64,755.00 and no damages. An offer, based on the appraisal was made to Barry C. Hodge (General Counsel) on February 13, 2009. We have received no response to the offer. 3. The parcel owned by Robert B. Reynolds and Constance G. Reynolds has no address or GPIN number. The county needs to acquire 0.16 acre in fee right- of-way and 0.02 acre in permanent easements from this owner. The county's consultant appraised the acquisition at $745.00 and no damages. Several calls were made in order to set up a time to discuss the offer amount. There were no responses to those requests. Mr. Reynolds has since made contact with the county's consultant and notified them that they had been out of town. An offer, based on the appraisal was made to Mr. and Mrs. Reynolds on February 24, 2009. No counter offer has been made at this time. 4. Staff will continue to attempt to negotiate a settlement with the owners after certificates are filed, and pursuant to the certificates, each owner, upon request, will be paid the amounts which the county's appraisals reflect they are owed. The Corps of Engineers and Department of Environmental Quality permits have not yet been issued for the project. Staff expects the permits to be issued prior to the projected notice to proceed date of March 23, 2009. Construction cannot occur until permits are issued. We are constantly reminded it's all about "their money" The people could would not risk not even those holding the approval of their budget demands could risk being scorned by the administration' screams of "the poor children" and how we would deprive them of an education, if we questioned the school board or the administration on the out of control spending. We have documented millions of dollars that have been misused In our last election the situation warranted that we make major changes or consider selling our homes - because our local government was NOT representing the needs of the people. We made the decision to do something about the waste and out of control spending - we elected a new board of supervisors (but made the decision to hold on to you Mr. Warren) who we believed we could trust, leaders of character and integrity. We chose wisely, Your commitment and especially your communication and involvement with the citizens has resulted in changes that has restore faith in our ability to overcome even the present state of economy. I am speaking for citizens ,organizational groups, educators, senior citizens and veterans( 20% population of veterans), For too, too long the lack of accountability and the out of control spending has been allowed because of the rick of being scorned by the school board and the administration with their screams of "children first", must keep all the teachers, (good or bad). Who was going to risk scaring a child for life by questioning the school boards accountability to the taxpayer. What do we need from you? We need for you not to allow the tactics that are being used to once again give the school board what they want when they want it with no accountability. This week I attended a budget rally, at the request of a teacher, and was not surprise by what I witnessed. The theme, to pressure the parents and teachers to contact the supervisors with specific instruction on how to get the BOS to give the school board and the Supt what they want -desperate people do desperate. as they have done in the past. It did not stop at the motivional speaker, the chairman and the Supt were part of the push Some of the parents and teachers afterwards were insulted at the instructions especially after giving specific instructions, the Chairman stated, but its not them against us, we are working with the supervisors. Maybe I'm become a little more selfish with my time maybe it's the age, but politics can some time just not as patience I speak on behave of various groups and I asked that all though we are not scheduling motivational rallies to convince people to force our supervises to fold under the pressure of the school administration, we are here - we elected you to enforce change, to clean up the out of control spending, the misuse and blatant abuse of taxes because of a lack of the lack of management skills. Some of the areas that have been suggested for review by the board: A Academic Deans & Administrative Asst: (not needed or justified) on a quirk Dr Cannaday created these positions to use some extra money rather than turning it back to the state. In talking with academic deans & Admin Asst, they echo the same conclusion, They are glorified baby sitters because there are no consequences at the top for bad behavior. Administrators fear parents will call the school board, the supt or their elected members of the general assembly. With 4 layers of discipline personnel what does another layer achieve?. For the record: We have lot excellent administrators and deans to Hopewell, Petersburg, Henrico etc., a Car allowances - c. Return of the funds that were never turned (see attached list) d. Eliminating teacher who are not performing. (greater damage to students education) e. Eliminate administrators who show low performance rather than transferring them to adult ed or central office. f. Require that there be technical classes to address the massive demand of students the unemployed. People need trades, special skills now to survive. g. Kathy Kitchen stated she was going to retire h. A complete reorganization and evaluation of the adult education The number one priority is not "More Money", its discipline, Teachers are expected to be disrespected, called names, and their behavior is so bad there is no teaching -including the children who are there to learn I have a notebook filled with examples of what is taken place behind the doors of our schools. Teachers are told to deal with it and they also understand quickly what happens behind the walls of the school stays in school To you the Board of Supervisors, I can only stress to you, regardless to how many misled and unformed parents that you receive insisting that you give the School Administration what they want, most of the teachers, parents, and communities through-out Chesterfield are line up beside you. Desperate people do desperate things and the control that the School board and the school administration have enjoyed for almost 20 year will be difficult for them to let go of. Thank you for dedication. __ DID YOU KNOW THAT- OUR CHESTERFIELD OFFICIALS .. . D_ _ id not consider Drice when they awarded the contract to build Cosby High School? OUR officials paid $6 MILLION more than the lowest offer and never explained why. Paid almost $38.000/acre for land to build Cosby High? They also bought 6.644 acres of land they did not need or use for $252,000 that Chesterfield's Environmental Engineering Department warned them against purchasing. (A developer paid $5937 per acre for part of that land in 2004,rthe same year Chesterfield bought it.) Paid almost $1 MILLION chargeable to Genito-High School by March 2004 even though the Board. of Supervisors had never authorized building a high school on that site? (Of course, the Board of Supervisors later authorized building a school there.} Paid $85.263/acre ($5.8 min in 2005 for land in a potentially valuable commercial area to build the Genito High School? (1992-2004 assessment: $1.6 mil: 2005 assessment: $2.6 mil) Do not reuse designs for high schools such as Matoaca, but pay millions again and again for very sim~7ar high school designs? Never collected the $486.035 that should have been-credited to the county oa the Cosby High contract? An independent auditor verified this amount. 'I'bis was a double payment for design work. Dr: Cannaday said the county would get a credit, but then changed his mind. The Board of Supervisors decided not to pursue the collection. The county's explanation will not standup to examination by informed citizens, especially the taxpayers footing the bill. Paid $118.000 oer acre for land to band the Centerpointe Middle School ? That amounts to $173,000 per usable acre because they paid for Land the developer could not use in his. plans. It does not help that other land was donated.: Recently awarded a contract to baiId Centerpointe Middle School in a Iocation they cannot justify and never formally evaluated? Officials stopped the required evaluation process before it was started. There is no explanation available to justify that site over other potential sites.. It w~11 cost untold extra dollars in transportation. The school is clearly in the wrong place to serve the students in the western part of the county who need it most. Who benefited from this irresponsible decision? Relocate administrators/ofFicials-who do not work out, assigg them less responsible jobs and continue to pay them their previous salaries? Are paying $90,000 a year to the Adult Continniag Education Program Administrator-- almost twice the salary of three previous Administrators? Gave $9000 car allowances to selected school personnel paid more than $10(1,00[! a year? Cannot identify the high-level official who actually contracted for the $18,000 flight Lane Ramsey took in December 2005? What "First Choice" community does not track officials authorizing $20,000 contracts?
