Conduct a work session on proposed Chesterfield County Comprehensive Plan
revision.
Summary of Information:
At their February 12, 2009 meeting, the Board of Supervisors deferred for 60
days a decision on awarding a consulting contract to the Renaissance Planning
Group for revisions to the Chesterfield County Comprehensive plan, and
requested that staff schedule a work session. Staff has invited Dr. Michael
Chandler to make a brief presentation on comprehensive planning and the
comprehensive plan challenges facing Chesterfield County. Dr. Chandler is
Director of Education for the Citizen's Planning Education Association of
Virginia (CPEAV). (See Attachment A for Dr. Chandler's biography.)
Representatives from the Renaissance Planning Group team will also be present
to answer questions.
For reference, Attachment B is a copy of the scope of work from the
Comprehensive Plan Request For Proposals (RFP).

Michael Chandler is Director of Education for the Citizen's Planning Education
Association of Virginia (CPEAV), a planning consultant, and a Professor Emeritus in the
Department of Agricultural and Applied Economics at Virginia Tech. In his CPEAV role
he conducts the Virginia Certified Planning Commissioners' Program, the Virginia
Certified Boards of Zoning Appeals, the annual CPEAV Commonwealth Planning and
Zoning Conference, as well as other training and educational offerings. He assumed this
position on July 1, 2003 following his retirement from Virginia Tech.
During his 27 plus year career with Virginia Tech, he was responsible for the design,
delivery and evaluation of off-campus extension and continuing education programs
focused on community planning, land use, and public management issues. Prior to
joining the faculty of Virginia Tech, Mr. Chandler worked two years as a legislative
research specialist in Georgia, five years as a land use planner/community development
agent in selected Virginia localities and two years as a high school government teacher.
Mr. Chandler attended Old Dominion University in Norfolk, Virginia where he received
the Bachelor of Science degree in Secondary Education. He continued his formal
education at Virginia Polytechnic Institute and State University (Virginia Tech) where he
was awarded the Master of Urban and Regional Planning degree. Mr. Chandler's formal
education also includes a Doctor of Philosophy in Public Administration from the
University of Georgia.
Mr. Chandler was a member of the Blacksburg Planning Commission for three years (two
years as chairman) prior to his election to the Blacksburg Town Council in 1984. He was
re-elected to a fifth term in 2000 and served on the Council through December 31, 2002.
He resigned his seat upon relocating to Chesterfield County in 2003. Mr. Chandler is
active in several state and national professional associations. From 1992 to 1994, Mr.
Chandler served as President of the Virginia Citizens Planning Association. He also
served a two year term (1996-98) as President of the Virginia Chapter of the American
Planning Association (NAPA). From 2000-2004, he served a term on the American
Planning Association National Board of Directors. In addition to providing planning
consultative services, Mr. Chandler has conducted planning commission and board of
zoning appeals training programs, seminars and conferences in 43 states since 1990. He

PURPOSE
The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a
contract through competitive negotiations for consulting assistance in the revision of The Plan
for Chesterfield, the county's comprehensive plan.
1.1 The purpose of the revision is to develop a more workable comprehensive plan that will:
A. Provide an overall future vision for the county
B. Educate the public and promote their involvement in the county's future
C. Guide the wise use of land and resources
D. Protect the environment
E. Promote employment opportunities
F. Preserve established communities
G. Guide property owner and developer decisions
H. Establish a factual basis for coordinated decisions affecting the future
I. Objectively anticipate future needs
J. Promote the most cost effective use of tax dollars
2. GENERAL TERMS AND CONDITIONS
2.1 Submittals, in eight (8) copies, marked "Title" will be received no later than 5:00 P.M., Local
Time Prevailing, on October 1, 2008, in:

2.2 Should you decide to utilize an express delivery service, please note that we are located at the
Intersection of Ironbridge Road (State Route 10) and Lori Road. Proposals will not be
accepted via Fax machine or Internet E-mail.
2.3 Mark outside of envelope with RFP #08-9736 and proposal subject, "Chesterfield County
Comprehensive Plan Revision".
2.4 Time is of the essence and any proposal or addenda pertaining thereto received after the
announced time and date for submittal, whether by mail or otherwise, will be rejected. It is the
sole responsibility of the offerors for ensuring that their proposals are stamped by Purchasing
Department personnel before the deadline indicated in Section 2.1. Proposals and/or any
addenda pertaining thereto, received after the announced time and date of receipt, by mail or
otherwise, will be returned. However, nothing in this RFP precludes the County from
requesting additional information at any time during the procurement process.
2.5 In the event that Chesterfield County government offices are closed due to inclement weather
and/or emergency situations at the time set aside for apre-proposal meeting and/or receipt of
proposals, the pre-proposal meeting and/or published due date will default to the next open
business day at the same time.

2.7 Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict
competition. On the contrary, all responsible firms are encouraged to submit proposals. The
County reserves the right to award in part, in whole, and/or to award to multiple contractors, or
to reject any or all proposals received. Any requirements listed herein are intended to
describe qualifications, certifications and/or experience considered to be vital and should be
used as guidelines for proposal submission. Firms not meeting specific requirements listed
herein are encouraged to list and/or demonstrate alternate qualifications, certifications and/or
experience for consideration.
2.8 Any proposal submitted MUST include the Signature Sheet which has been signed by an
individual authorized to bind the offeror. All proposals submitted without such signature may
be deemed non-responsive.
2.9 RFP Process: Offerors are to submit written proposals which present the offeror's
qualifications and understanding of the work to be performed. The offeror's proposal should
be prepared simply and economically and should provide all the information which it considers
pertinent to its qualifications for the project and which respond to the Scope of Services and
Evaluation Criteria listed herein. Emphasis should be placed on completeness of services
offered and clarity of content. Offeror is requested to respond to each section/subsection in
the order in which it appears in the RFP.
2.10 For information pertaining to the award on this procurement transaction, offerors may access
public notification electronically at

2.11 Proprietary Information: Section 2.2-4342 F of the Code of Virginia states: "Trade secrets or
proprietary information submitted by a bidder, offeror, or contractor in connection with a
procurement transaction or prequalification application submitted pursuant to subsection B of
§2.2-4317 shall not be subject to the Virginia Freedom of Information Act (§2.2-3700 et seq.);
however, the bidder, offeror or contractor shall (i) invoke the protections of this section prior to
or upon submission of the data or other materials, (ii) identify the data or other materials to be
protected, and (iii) state the reasons why protection is necessary." Proposals not in
compliance with section 2.2-4342 F will be subject to disclosure.
2.12 Total Quality Improvement Initiative: In order to continuously improve the efficiency and
effectiveness of all public services provided, Chesterfield County has adopted and
implemented the TOTAL QUALITY concept in its approach to organizational management.
Listed herein for all prospective offerors to the County is an overview of the County's TOTAL
QUALITY IMPROVEMENT (TQI) initiative. Offerors should review this information in order to
familiarize themselves with the management philosophies and environment of the County prior
to responding to Request for Proposals.
Chesterfield County is a leader in the application of innovative and successful management
approaches. The County's leadership has resulted in numerous awards and broad recognition
of the County and its employees. A constantly growing demand for additional and enhanced

The TQI initiative includes specific guidelines for values and principles regarding the
involvement of every employee within the organization. Implementation of TQI demonstrates
the County's commitment to the importance of each individual.
A high standard of ethics, fairness, integrity, trust, responsibility, and creativity are integral
concepts of the TQI Initiative. The County's organizational values center on customer focus,
ethical behavior, teamwork, leadership, continuous improvement, open communications,
employee involvement, progressive thinking, and data driven decisions. Adherence to these
values is expected of all employees of the County, and the County, therefore, expects that all
vendors will strive for and continuously improve their customer service.
2.13 The County's Definition of Total Quality Improvement: TQI is the employee, customer, and

individual employee commitment to improving work processes through the analysis and
utilization of data.
2.14 Chesterfield County's TQI Mission Statement: Providing a first choice community through

participate in the continuous evaluation and quality improvement of our services in order to
meet or exceed customer expectations.
2.15 Commitment to Diversity and Chesterfield Businesses: Chesterfield County is a growing
progressive community consisting of an increasingly diverse population. This diversity
provides for a dynamic and robust community that promotes growth. Chesterfield County
believes that all of its citizens should benefit from this economic growth without regard to race,
color, religion or economic status. The county is committed to increasing the opportunities for
participation of minority-owned businesses, women-owned businesses, and businesses
located in Chesterfield County to ensure diversity in its procurement and contract activities.
These businesses are encouraged to respond to all Invitations for Bids and Requests for
Proposals. In addition, the county strongly encourages each contractor and/or supplier with
which the county contracts to actively solicit minority-owned businesses, women-owned
businesses, and businesses located in the county as subcontractors/suppliers for their
projects.
Upon award/completion of work, the County will require the contractor to furnish data
regarding subcontractor/supplier activity with Minority-Owned Businesses (MOB), Women-
Owned Businesses (WOB), and Chesterfield Businesses (CB) on a Certification of
Subcontractor/Supplier Activity form. The form will be provided to the contractor by the
Purchasing Department. This information will enable the County to document the dollar level
of activity and measure the success of its purchasing and contracting efforts in this endeavor.
Definitions:
Women-Owned Business (WOB) - a business concern that is at least 51 % owned by one or
more women who are U. S. citizens or legal resident aliens, or in the case of a corporation,
partnership, or limited liability company or other entity, at least 51 % of the equity ownership
interests is owned by one or more women who are citizens of the United States or non-citizens
who are in full compliance with the United States immigration law, and both the management
and daily business operations are controlled by one or more women who are U.S. citizens or
legal resident aliens. (Code of Virginia 2.2-1401)

Minority-Owned Business (MOB) - a business concern that is at least 51 % owned by one or
more minority individuals or in the case of a corporation, partnership, or limited liability
company or other entity, at least 51 % of the equity ownership interest in corporation,
partnership, or limited liability company or other entity is owned by one or more minority
individuals and both the management and daily business operations are controlled by one or
more minority individuals. (Code of Virginia 2.2-1401)
Chesterfield Business (CB) -any private business enterprise, located within the jurisdictional
boundaries of Chesterfield County.
2.16 Cooperative Procurement (Use of this contract by other public bodies): This procurement is
being conducted by Chesterfield County in accordance with the provisions of 2.2-4304 of the
Virginia Public Procurement Act (VPPA). Except for contracts for architectural and
engineering services, if agreed to by the contractor, other public bodies may utilize this
contract. The Contractor shall deal directly with any public body it authorizes to use the
contract. Chesterfield County, its officials and staff are not responsible for placement of
orders, invoicing, payments, contractual disputes, or any other transactions between the
Contractor and any other public bodies, and in no event shall the County, its officials or staff
be responsible for any costs, damages or injury resulting to any party from use of a
Chesterfield County contract. Chesterfield County assumes no responsibility for any
notification of the availability of the contract for use by other public bodies, but the Contractor
may conduct such notification.
2.17 Non-Appropriation: The continuation of the terms, conditions, and provisions of this contract
beyond the fiscal year is subject to approval and ratification by the Chesterfield County Board
of Supervisors (and the Chesterfield County School Board, as applicable) and appropriation by
them of the necessary money to fund said contract for each succeeding year.
2.18 Choice of Law and Venue: Any disputes under a resulting contract, that cannot be resolved
between the County of Chesterfield and the contractor, must be resolved in the Circuit Court of
Chesterfield County, Virginia. Any resulting contract shall be governed by the laws of the
Commonwealth of Virginia.
2.19 Termination: It shall be the sole right of the County, to terminate any contract upon written
notification to the Contractor.
2.20 Modification: The resulting contract shall not be amended, modified, or otherwise changed
except by the written consent of the Contractor and the County given in the same manner and
form as the original signing of this Contract.
2.21 Nondiscrimination Clause: In accordance with Section 2.2-4311 of the Code of Virginia, every
contract for goods or services over $10,000 shall include the following provisions:
A. During the performance of this contract, the Contractor agrees as follows:
The Contractor will not discriminate against any employee or applicant for
employment because of race, religion, color, sex, national origin, age, disability,
or other basis prohibited by state law relating to discrimination in employment,
except where there is a bona fide occupational qualification reasonably
necessary to the normal operation of the Contractor. The Contractor agrees to
post in conspicuous places, available to employees and applicants for
employment, notices setting forth the provisions of this nondiscrimination

clause.
2. The Contractor, in all solicitations or advertisements for employees placed by or
on behalf of the Contractor, will state that such Contractor is an equal
opportunity employer.
3. Notices, advertisements and solicitations placed in accordance with federal law,
rule or regulation shall be deemed sufficient for the purpose of meeting the
requirements of this section.
B. The Contractor shall include the provisions of the foregoing paragraphs in every
subcontract or purchase order of over $10,000, so that the provisions will be binding
upon each subcontractor or vendor.
2.22 Right To Audit: Contractor's records shall be open to inspection and subject to audit and/or
reproduction, during normal working hours, by the County to the extent necessary to
adequately permit evaluation and verification of any invoices, payments or claims submitted by
Contractor of any of its payees pursuant to execution of the contract. Such records subject to
examination shall also include, but not be limited to, those records necessary to evaluate and
verify direct and indirect costs (including overhead allocations) as they may apply to costs
associated with this contract.
For the purpose of such audits, inspections, examinations and evaluations, the County shall
have access to said records from the effective date of this contract, for the duration of the
work, and until two (2) years after the date of final payment by the County to Contractor
pursuant to this contract.
The County shall have access to Contractor's facilities, shall have access to all necessary
records, and shall be provided adequate and appropriate work space, in order to conduct
audits in compliance with this article. The County shall give Contractor reasonable advance
notice of intended audits.
Contractor shall require all subcontractors, insurance agents, and materials suppliers (payees)
to comply with the provisions of this article by insertion of the requirements hereof in a written
contract agreement between Contractor and payee. Failure to obtain such written contracts
which include such provisions shall be reason to exclude some or all of the related payees'
costs from amount payable to Contractor pursuant to this contract.
If an audit inspection or examination in accordance with the article, discloses overcharges (of
any nature) by Contractor to the County in excess of five percent (5%) of the total contract
billings, the actual cost of the County's audit shall be paid by Contractor.
2.23 Insurance: The contractor shall purchase and maintain in force, at his own expense, such
insurance as will protect him and the County from claims which may arise out of or result from
the Contractor's execution of the work, whether such execution be by himself, his employees,
agents, subcontractors, or by anyone for whose acts any of them may be liable. The
insurance coverage shall be such as to fully protect the County, the Engineer (if applicable)
and the general public from any and all claims for injury and damage resulting by any actions
on the part of the contractor or his forces as enumerated above. The Contractor shall furnish
a Certificate of Insurance, naming Chesterfield County as additional insured. Should any of
the policies be canceled before the expiration date, the issuing company will mail 30 days
written notice to the certificate holder. The Contractor shall furnish insurance in satisfactory

limits, and on forms and of companies which are acceptable to the County's Attorney and/or
Risk Management and shall require and show evidence of insurance coverages on behalf of
any subcontractors (if applicable), before entering into any agreement to sublet any part of the
work to be done under this Contract.
The Contractor shall maintain during the term of this contract the following coverage and
minimum limits, with insurance companies rated no less than VII and A by A.M. Best
Company:
General Liability
Professional Liability
Auto Liability
Workers' Compensation
Umbrella/Excess
$1,000,000 per occurrence
$1,000,000 per occurrence
$1,000,000 per occurrence
Virginia statutory limits
$1,000,000 per occurrence
The Contractor shall be responsible for maintaining current certificates of insurance on file with
the County, and the Insurance Company shall be responsible for notifying the County thirty
(30) days prior to the expiration, cancellation, non-renewal, or material change in the
coverage.
Instructions Regarding Insurance Certificates: The Contractor and his insurance company
should carefully review the insurance requirements applicable to this job. All requirements
must be met before the County will execute the contract. In particular, we would call your
attention to the following:
A. Please note that the Insurance Certificate must state that the Commercial General
Liability and the Umbrella Liability Insurance Policies name Chesterfield County as
additional insured. This requirement may be met by placing the following language on
the Certificate. Many Certificates have a space headed "Description" where the
language may be inserted as follows:
Chesterfield County is additional insured or that
Chesterfield County is additional insured with respects to General Liability;
and/or Umbrella Liability policies.
B. The Insurance Certificate must also contain the required statement concerning notice
of cancellation or other change in coverage. The statement used on some Certificate
forms is not acceptable. The statement which is required by the contract documents
reads as follows:
"Such certificate shall provide that in the event of the cancellation of the policy or
policies listed on such certificate, not less than 30 days notice in writing shall be given
to the County."
NOTE: This requirement may be achieved through modifications to the
cancellation clause by striking the words 'endeavor to' in the second line and by
striking the clause reading 'but failure to mail such notice shall impose no
obligation or liability of any kind upon the insurer, its agents or representatives."
OR In lieu of modifying the cancellation clause, Chesterfield County may be
listed an additional insured as an endorsement to the policy or by endorsement
to the policy the insurer will provide 30 day cancellation notice to Chesterfield
County. The endorsement should be on a separate form and attached to the

certificate.

2.25 Drug Free Workplace: During the performance of this contract, the contractor agrees to:
A. Provide adrug-free workplace for the contractor's employees
B. Post in conspicuous places, available to employees and applicants for employment, a
statement notifying employees that the unlawful manufacture, sale, distribution,
dispensation, possession, or use of a controlled substance or marijuana is prohibited in
the contractor's workplace and specifying the actions that will be taken against
employees for violations of such prohibition
C. State in all solicitations or advertisements for employees placed by or on behalf of the
contractor that the contractor maintains adrug-free workplace
D. Include the provisions of the foregoing clauses in every subcontract or purchase order
over $10,000, so that the provisions will be binding upon each subcontractor or vendor
For the purposes of this section, "drug-free workplace" means a site for the performance of
work done in connection with a specific contract awarded to a contractor in accordance with
this chapter, the employees of whom are prohibited from engaging in the unlawful
manufacture, sale, distribution, dispensation, possession or use of any controlled substance or
marijuana during the performance of the contract.
2.26 Environmental Management: Contractor shall be responsible for complying with all applicable
federal, state, and local environmental regulations, if any. Additionally, the Contractor must
meet all Chesterfield County Environmental Management System (EMS) requirements. For

2.27 Faith-based Organization: Chesterfield County does not discriminate against faith-based
organizations in accordance with the Code of Virginia, Section 2.2-4343.1.
2.28 Finance Charges: Chesterfield County will not pay any finance charges imposed on any
invoices submitted by the contractor relative to this RFP.
2.29 Contractor Background Checks: In order to preserve the integrity and security of county
government operations, contract workers may be required to undergo a criminal background
check conducted by Chesterfield County. The County will conduct these checks for any
worker it believes will have unsupervised access to County designated Security Sensitive
areas. Contract workers providing goods, services or construction in these designated areas
are required to confine themselves to the area of the work. Based on the results of the

background check, the contract worker may be disqualified from providing work/services for
Chesterfield County.
2.30 Sensitive Information Handling: Any information in the possession of the county/schools which
is specific to a student, citizen, county/school business function, private business entity or
other government entity which is not generally available to the public shall be designated
Sensitive Information. Contract workers will under no circumstances remove Sensitive
Information from county facilities. Any Sensitive Information which must reside temporarily on
a hard drive or portable storage device (USB Key, CD ROM, memory card, etc.) for processing
must remain within the county facility. No Sensitive Information may be remotely accessed by
contract workers by dial in, VPN, web interface or other means without expressed consent of
the department head and the Information Security Manager (county) or Director of Technology
(schools). Any access to county/schools information by contract workers from outside the
county Intranet shall be in accordance with existing Information Systems Technology
(IST)/Chesterfield County Public Schools (CCPS) Technology department security policies
and procedures. Contract worker network connected computer equipment will be subject to all
applicable IST/CCPS policies and procedures. Any exception to this application of policies
shall be approved by the CCPS Department of Technology /county Information Security
Manager and Chief Information Officer or designees.
2.31 Precedence of Terms and Conditions: Any and all Special Terms and Conditions contained in
this Request for Proposal that may be in variance or conflict with these General Terms and
Conditions shall have precedence over these General Terms and Conditions. If no changes or
deletions to General Terms and Conditions are made in the Special Terms and Conditions,
then the General Terms and Conditions shall prevail in their entirety.
2.32 Vendor Rewards/Gift Programs: It is the policy of the County not to participate in any rewards
programs offered by vendors and not to accept any gifts or gift cards, or other rewards from
vendors for purchases made by the County. If you customarily provide, or if you plan to
provide, rewards programs, gifts or gift cards, or other rewards to your customers for
purchases made by such customers, you must identify this fact in your proposal and
demonstrate in the proposal how you have applied the value of such rewards to a reduction in
the price of the goods and/or services being offered to the County.
2.33 Section 2.2-4311.1 Code of Virginia -Illegal Immigrants: The Contractor agrees that he does
not, and shall not during the performance of this contract knowingly employ an unauthorized
alien as defined in the federal Immigration Reform and Control Act of 1986.
3. BACKGROUND
3.1 Chesterfield County
Chesterfield County is located in central Virginia, immediately south of the City of Richmond.
There are no incorporated areas within Chesterfield County's 447 square miles and this
comprehensive plan revision will apply to that entire area. The county has experienced
significant population growth in the last thirty years, from a population of 141,372 in 1980 to an
estimated 310,000 in 2008. Projected 2020 population is 386,400. Under the current
comprehensive plan, an additional 102,200 residential units are projected to be constructed by
plan build-out, an 86 percent increase over the 119,000 residential units in the county as of
December 2007. Chesterfield County is divided into five magisterial districts, each of which is
represented by one supervisor, one planning commissioner and one member of the
Chesterfield School Board.

3.2 The Plan for Chesten`ie/d -Chesterfield County's Current Comprehensive Plan
Chesterfield County's first comprehensive plan was approved in 1967. The original
components of Chesterfield County's current comprehensive plan, The Plan for Chesterfield,
were adopted by the Board of Supervisors between 1983 and 1987. Originally made up of five
area plans addressing issues mainly relating to land-use and transportation, the county's
comprehensive plan has evolved into a collection of 21 "area" plans and five "countywide"
plans, addressing public facilities, thoroughfares, water quality, etc. While the county's area
plan approach has produced strong community-oriented plans over the years, there is now
general agreement that many components of The Plan For Chesterfield are out of date and
the plan lacks an overall comprehensive countywide future vision and development strategy,
not only for newly growing areas, but for the county's established communities as well.
4. TIMELINE FOR RFP AND AWARD OF CONTRACT
It is estimated that the contract will be awarded at the December 17, 2008 Board of
Supervisors meeting. Award of the contract in December will be contingent on the completion
of all evaluations/negotiations.
5. PRIMARY OBJECTIVES
5.1 The revised comprehensive plan should incorporate the following primary objectives:
A. Establish an overall countywide vision with implementable policies and objectives.
B. Bring all components of the plan up to date.
C. Address all state law requirements for comprehensive plans as outlined in Section
15.12223 of the Code of Virginia (including the establishment of Urban Development
Areas).
D Incorporate relevant principles and concepts outlined in other county reports and
studies, including Committee on The Future reports and Chesterfield County's 2006-
2010 Strategic Plan.
E. Identify the extent that Chesterfield County wants to grow.
F. Enable objective, data-driven decisions relating to future development.
G. Integrate the most important components of existing area plans with broader
countywide objectives.
H. Clarify and consolidate the more than 120 land-use recommendation classifications
now in the plan.
I. Coordinate land-use recommendations with public facilities objectives, including
transportation, utilities, public safety (police, jail, fire and EMS) and schools.
J. Assess current public facility levels of service and analyze the potential cost of facilities
that may be needed to implement the recommendations of a revised comprehensive
plan.
K. Acknowledge the importance of public school location and design (for both existing and
future facilities) to Chesterfield County's future.
L. Provide a detailed assessment of the county's transportation needs and develop
recommendations to address those needs based on land-use recommendations.
M Consider innovative land-use alternatives (i.e. new urbanism) and public facilities
financing options.
N. Establish an economic development plan that promotes employment opportunities in
conjunction with other plan elements and broader development objectives.
O Assess environmental concerns, including water quality, and make recommendations

to balance environmental objectives with the county's overall development objectives.
P. Incorporate green infrastructure and sustainability concepts.
Q. Promote energy conservation in relation to land-use and public facilities location.
R. Address county housing issues, including workforce housing needs.
S. Establish an integrated revitalization strategy for the county's aging areas.
T. Promote good civic design and protect features of significant historical interest.
U. Provide tangible implementation strategies.
6. SCOPE OF SERVICES
6.1 Chesterfield County envisions amulti-step comprehensive plan revision process as outlined in
Attachment A.
6.2 The revision process includes the following principal components and at a minimum, the
consultant will provide the following services:
6.2.1 Public Participation and Involvement Program
A. The consultant shall create and implement a Public Participation and Involvement
Program. This program should be designed to provide for a variety of opportunities for
public input and education about The Plan For Chesterfield revision. Opportunities for
input should be planned throughout the comprehensive plan revision process. A
variety of formats should be employed to gather meaningful input and to keep the
public informed. The formats employed should include, but not be limited to, the
following:
Schedule and Procedures for Public Involvement: One purpose of the Public
Participation and Involvement Program is to insure that citizens and other
stakeholders are aware of the planning process, to encourage participation
during the revision of the comprehensive plan and to ensure a broad
participatory base. The Public Participation and Involvement Program must
provide for adequate public notice to keep the general public informed of the
comprehensive plan revision; opportunities for the public to provide written
comments on the comprehensive plan; and consideration of and response to
public comments. To that end, planning process, public involvement process
and opportunities for input must be adequately publicized.
2. Publicizing the Process: Prior to commencing The Plan For Chesterfield
revision, the consultant should develop and publish a schedule for completion
of the comprehensive plan, identify time frames for completion of the various
steps of the planning process and describe procedures for actively involving
residents, businesses, private sector interest groups and the general public
throughout the county in all phases of the planning process. The following
approaches should also be considered:
a. Community organizations (periodic updates)
b. A website focusing on the plan and its process

d. Cable television (advertising on the community schedule)
e. Advertising public meetings/hearings and other official actions.
3. Public Information Materials: Public information materials should be created
and used to help the public understand components of the comprehensive plan.
These materials should be distributed at public meetings/hearings to educate
the public and establish visible, continuous public feedback. These materials
should also be posted on the county's website following the public
meeting/hearing at which they were distributed. The draft comprehensive plan
should be posted on the county's website for official public review and comment
and should remain posted through adoption.
4. District Public Meetings: The consultant shall facilitate two public meetings in
each of the county's five magisterial districts during the comprehensive plan
revision process.
First District Public Meeting: The first public meeting should provide for
public participation and input during the process of developing and
articulating the vision, principles and priorities as outlined in Section
6.2.4 (Countywide Visioning Process). The summary from this public
meeting should assist in the development of the comprehensive plan's
vision statement and work to articulate preliminary goals and policies.
Second District Public Meeting: The second public meeting should be a
combined public open house/public workshop format. An open house
period should be scheduled to allow drop-in review of the draft
comprehensive plan revision. Displays and materials should be
available for members of the public to review and the consultants should
be available to receive verbal input. Comment cards should also be
provided for written input. Another timeslot should be scheduled for a
structured presentation and workshop. During the structured timeslot,
the consultants should present the draft revised comprehensive plan. A
facilitator should record comments and reactions to the presented
information. The purpose of this public meeting is to allow public
participation and input during the development of the plan.
5. Board of Supervisors. Planning Commission and School Board Meetings: The
consultant shall facilitate four joint meetings with the Chesterfield County Board
of Supervisors, Planning Commission and School Board. These meetings
should be designed to keep them informed of progress, to gather suggestions
prior to large public presentations and to receive input on draft products
throughout the course of the project. The Board of Supervisors, Planning
Commission and School Board should also be asked to review and comment
on the draft revised comprehensive plan.
6. Public Hearings: The consultant shall facilitate three public hearings during the
comprehensive plan revision process. The county shall advertise all public
hearings in compliance with the public hearing notification procedures normally
used in announcing and conducting public hearings. County staff should record
public comments.

a. First Public Hearing: This hearing should be held at the beginning of the
comprehensive plan revision process and prior to the commencement of
substantial work on the development of the plan. The purpose of the
first public hearing is to inform the public about the purpose of the plan
and the planning process, schedule and public participation program to
be followed during the preparation of the plan.
b. Second Public Hearing: This Planning Commission hearing shall be
held once the draft comprehensive plan has been completed. Citizens
shall have the opportunity to comment on the contents of the draft plan.
c. Third Public Hearing: This hearing shall be held as part of the adoption
process. At this final public hearing, the Board of Supervisors shall hold
a public hearing on the final comprehensive plan draft as recommended
by the Planning Commission. Citizens shall have the opportunity to
comment on the contents of the draft plan.
7. Chesterfield County Comprehensive Plan Steering Committee: As a part of a
broad public outreach effort, a group of citizen, business and property owner
stakeholders should be appointed by the Board of Supervisors to serve on the
Chesterfield County Comprehensive Plan Steering Committee. A consultant
initiated stakeholder analysis should identify potential committee members by
answering two major questions: "Who are the stakeholders that should be
involved in the planning process;" and "How will we involve then in the planning
process?" The stakeholders appointed to the committee must commit to
working toward a countywide vision and must be committed to gaining
consensus. The steering committee should work with the consultants and act
as a sounding board for ideas, concepts and recommendations prior to bringing
them to the policymakers. The Steering Committee should have no more that
15 members excluding staff. The consultant should develop rules of procedure
for the steering committee to follow. The consultant should create and facilitate
a process for the steering committee that should adhere to the comprehensive
plan revision's schedule.
6.2.2 Background Research and Analysis
The consultant should co-ordinate, using staff generated information, all background research
and analysis necessary for this comprehensive plan revision. With guidance from the
consultant, Chesterfield County staff shall use existing information and data resources,
including that available through the county's Geographic Information System (GIS), to assist
the consultant in this analysis.
6.2.3 Preparation of Issue Reports
The consultant should prepare, with assistance from staff, issue reports of five to ten pages in
length for each of the following topics. Where appropriate, these reports can reference existing
studies rather than providing detail about the findings of those studies. These issue reports,
which shall not be adopted as part of the revised comprehensive plan, should be used to
identify major trends, issues and concerns. They will form the information foundation for the
countywide visioning process and subsequent comprehensive plan elements.

A. Existing Studies. Policies and State Reauirements Issue Report
The existing studies, policies and state requirements issue report should contain an
analysis and evaluation of relevant planning principles and concepts outlined in other
county reports and studies, including Committee on The Future reports and
Chesterfield County's 2006-2010 Strategic Plan. It should also review all
comprehensive plan requirements of the Code of Virginia. Specifically, the report
should address the urban development area requirements outlined in Section 15.1-
2223.1.
B. Population and Growth Trends Issue Report
The population and growth trends issue report should contain an analysis and
evaluation of the following, based wherever possible on existing County data
resources:
Demographic analyses by age, household size, education level, income,
employment, or other appropriate characteristics, including twenty-year
projections in five-year increments.
2. A build-out projection of population growth potential under the current Plan for
Chesterfield based on data contained in the county's Development Potential
Database.
3. An assessment of regional population and growth trends, and their potential
impact on Chesterfield County.
C. Land-use Issue Report
The land-use issue report should contain an analysis and evaluation of the following,
based wherever possible on existing County data resources:
Patterns of existing land-uses, based on the inventory listed in the Planning
Department's Development Potential Database.
2. Trends and events that have shaped the development of land in Chesterfield
County, such as the construction of major public transportation facilities, water
and sewer facilities and other community facilities, annexations, large-scale
private land developments and purchases of land for open space, parks and
recreation purposes.
3. An assessment of the role that established communities (i.e. Brandermill) and
villages (i.e. Chester and Ettrick) play in the county's development pattern.
4. Other trends and events that may affect future development and redevelopment
patterns, including an analysis of the potential impact of vacant land already
zoned for development.
5. The type, location and quality of Chesterfield County's agricultural lands.
6. The need for revitalization, including the renewal of blighted areas and the
elimination or reduction of uses that are inconsistent with the dominant
character of existing land-uses or future land-uses within Chesterfield County.
7. An assessment of the more than 120 land-use recommendation classifications

now in The Plan for Chesterfield, with recommendations on how to consolidate
and simplify them into workable countywide standards.
8. Identification of any existing area plan boundaries that, because of their unique
nature and/or special characteristics (i.e. Midlothian, Chester), should be
designated in the revised comprehensive plan.
9. Twenty year and build-out projections of residential and commercial land-uses
under the current Plan For Chesterfield based on data contained in the county's
Development Potential Database.
10. An assessment of energy consumption issues associated with the county's
existing land development pattern (i.e. gasoline consumption).
11. An analysis of land-use patterns in adjacent jurisdictions that impact
Chesterfield County.
12. An assessment of land-use tools (i.e. transfer of development rights) available
to Virginia localities.
13. A summary outlining the importance of coordinating land-use planning with
transportation, economic development, environmental, public facilities location,
public safety, water and wastewater systems, housing and revitalization
planning objectives.
D. Transportation Issue Report
The transportation issue report should contain the following, based wherever possible
on existing County data resources:
1. An inventory and general assessment of existing and committed transportation
facilities and services by function, type, capacity and condition that includes
information regarding:
a. The capacities of existing and committed facilities.
b. The degree to which those capacities have been reached or surpassed
on existing facilities and whether or not the mobility for people and
goods can be provided on other modes without adding additional
capacity and the assumptions on which those capacities have been
determined.
2. An evaluation of the general physical and operational condition of each
transportation facility.
3. An assessment of energy consumption issues associated with the county's
existing transportation infrastructure.
4. A traffic circulation component that contains an analysis of system expansion
needs and transportation system management needs, including inventories of
roads, forecasts and studies of:
a. The existing traffic circulation levels of service and/or other

transportation performance measures and system needs, based upon
existing design capacities, land-use assumptions employed in
estimating travel and average daily trips, peak-hour travel patterns,
accident frequency data and population densities.
b. The projected traffic circulation levels of service and/or other
transportation performance measures and system needs for at least
twenty years, based upon the future land-uses shown in the county's
existing land-use plan.
5. An analysis of alternative transportation demand management strategies.
6. An analysis of mass transit system needs and transportation system
management needs, including forecasts and studies of:
a. Existing mass transit needs, based upon such factors as the number of
vehicles, vehicle miles traveled, vehicle hours traveled, service
frequency, peak- hour capacities, ridership, revenue by mode, percent
of auto ownership and population characteristics of users of mass
transit.
b. The projected mass transit levels of service and/or other transportation
performance measures and system needs for at least twenty years,
based upon future land-uses shown on the land-use plan map and
major mass transit trip generators and attractors shown on the existing
land-use map.
c. Mass transit analysis and potential recommendations currently being
developed by the Richmond Area Metropolitan Planning Organization
(MPO) as part of its Richmond Regional Mass Transit Study (RMTS).
7. A summary outlining the importance of coordinating transportation planning with
land-use, economic development, environmental, public facilities location,
public safety, water and wastewater systems, housing and revitalization
planning objectives.
E. Economic Development Issue Resort
This economic development issue report should contain an analysis and evaluation of
the following, based wherever possible on existing County data resources:
An analysis of the amount, type, general location and distribution of commerce
and industry and the location of major employment centers within Chesterfield
County.
2. Job composition and growth or decline by industry sector, including an
identification of categories of commercial, industrial and institutional activities
that could reasonably be expected to locate within Chesterfield County.
3. Existing labor force characteristics and future labor force requirements of
existing and potential commercial and industrial enterprises and institutions in
Virginia and the Richmond metropolitan area.

4. Assessments of the locational characteristics of the Chesterfield County and
Richmond metropolitan area with respect to access to transportation to markets
for its goods and services.
5. Assessments of relevant historic, cultural and scenic resources and their

within Chesterfield County.
7. Patterns of unemployment in Chesterfield County and the Richmond
metropolitan area.
8. Inventories of commercial, industrial and institutional lands within Chesterfield
County that are vacant or significantly underused, as identified in the
Chesterfield County Development Potential Database.
9. Assessments of organizational issues within Chesterfield County for
encouraging economic development and the roles and responsibilities of other
organizations that are involved in economic development efforts within
Chesterfield County and the Richmond metropolitan area, including the
potential for cooperative efforts with other local governments.
10. The adequacy of the existing and projected housing stock within Chesterfield
County for employees of existing and potential future commercial and industrial
enterprises and institutions within the county.
11. Assessments of regulations and permitting procedures imposed by Chesterfield
County on commercial and industrial enterprises and institutions and their
effects on the costs of doing business as well as their effect on the attraction
and retention of jobs and firms, and how they compare with other Richmond
Metropolitan area localities and the State.
12. An assessment of tourism assets in Chesterfield County.
13. A summary outlining the importance of coordinating economic development
with land-use, transportation, environmental, public facilities location, public
safety, water and wastewater systems, housing and revitalization planning
objectives.
F. Environmental Issue Reoort (Including Water Quality)
The environmental issue report should contain an analysis and evaluation of critical
and sensitive areas that are within the jurisdiction of Chesterfield County or that may
be shared with abutting local government units, including:
Aquifer systems.
2. Watersheds, including an assessment of existing watershed studies (i.e. the
Upper Swift Creek Watershed Master Plan).
3. Wetlands.

4. Other wildlife habitats, including animals, birds, fish and plants and including
habitats for federal and state listed endangered and threatened species.
5. An appraisal of the relative importance of each critical and sensitive area
identified.
6. An assessment of the carrying capacity of any natural resources identified
above and a determination of any mitigating measures (such as changes to
land development regulations, modification of site plans, uses of alternative
technologies and/or public acquisition) that may need to be taken to offset or
accommodate the impacts of development.
7. A determination of whether proposals or actions contained in any other
elements of The Plan for Chesterfield shall affect and/or conflict with any critical
and sensitive areas identified in this analysis.
8. A summary outlining the importance of coordinating environmental objectives
with land-use, transportation, economic development, public facilities location,
public safety, water and wastewater systems, housing and revitalization
planning objectives.
G. Public Facilities and Levels of Service Issue Report
For the purposes of this issue report and for all elements contained within the
comprehensive plan revision, public facilities should include, but should not be
limited, to the following publicly operated facilities or public utilities within
Chesterfield County:
a. Water systems. (Note that details should be addressed in the separate
water and wastewater systems issue report.)
b. Wastewater systems. (Note that details should be addressed in the
separate water and wastewater systems issue report.)
c. Stormwater, including major drainageways (i.e., major trunk lines,
streams, ditches, pump stations and retention and detention basins) and
outfall locations.
d. Solid waste, including landfills, incinerators and transfer stations.
e. Public elementary and secondary schools and may also include post-
secondary and adult education and vocational training facilities.
Parks and recreation, including local parks and recreational facilities,
such as community centers, swimming pools and gymnasiums.
g. Local public libraries and other cultural facilities.
h. Public safety, including police, sheriff/jail, fire protection and emergency
medical services (EMS) facilities.
Hospitals and public health facilities, such as clinics or community health

j. Chesterfield County government buildings, court houses, maintenance
and storage buildings and yards and garages.
k. Cell telephone towers.
Gas, electric, steam, telecommunications facilities and other public

2. The public facilities issue report should contain an assessment of all significant
existing public facilities, including:
a. An identification of the entity having operational authority for the facility;
the geographic service area of the facility; the design capacity of the
facility, as appropriate; the current demand on the facility capacity, as
appropriate; and the level of service provided by the facility.
b. An evaluation of the performance of existing facilities based on best
available data, of the condition and expected life of the facilities and of
facility capacity surpluses and deficiencies for each facility's service
area.
c. To the extent possible, the general assessment should consider
measures of optimizing the utilization of existing facilities (e.g.,
multipurpose facilities and increased productivity or increased or
changed operating hours) as an alternative to expansion and/or new
construction.
d. An assessment of energy consumption in relation to the location of
public facilities.
3. In addition to the analysis described above, the public facilities issue report
should contain a more detailed analysis of the role that public school location
and design will play in Chesterfield County's future.
4. A summary outlining the importance of coordinating public facilities location
objectives with land-use, transportation, economic development, environmental,
public safety, water and wastewater systems, housing and revitalization
planning objectives.
Note: Where practical, information used to develop this issue report should be based
on research done for the 2008 Chesterfield County Public Facilities Plan.
H. Water and Wastewater Svstems Issue Reoort
The water and wastewater systems issue report should contain an analysis and
evaluation of the following:
a. An assessment of Chesterfield County water systems, including
sources, treatment, storage, pumping and primary distribution, both
private and public.

treatment and primary collection, both private and public.
c. An analysis of water and wastewater options where public water and
sewer are not available.
d. Research on the impact of the mandatory use of public water and

and septic systems and their potential impact on the pattern of growth in
the county.
An assessment of the relationship between water/wastewater systems
and land uses, including water reuse opportunities for certain industrial
land uses.
2. A summary outlining the importance of coordinating water and wastewater
systems objectives with land-use, transportation, economic development,
environmental, public safety, housing and revitalization planning objectives.
Note: The Chesterfield County Utilities Department maintains the county's Water and
Wastewater Facilities Plan, which was adopted in 1999 and addresses countywide
water and wastewater system expansions and upgrading through the year 2025. This
plan is in the process of being updated and it is the county's intent to coordinate the
findings and recommendations of the Water and Wastewater Facilities Plan with the
revised comprehensive plan.
Housing Issue Report
The housing issue report should contain an analysis of the following, based
wherever possible on existing County data resources:
a. An evaluation of and summary statistics on housing conditions within
Chesterfield County for all economic segments. The evaluation should
include, to the extent data is available, the existing distribution of
housing by type, size, gross rent, value and condition, the existing
distribution of households by gross annual income and the number of
households by identified income levels.
b. A general twenty-year projection in five-year increments of total housing
needs by type and density ranges, based on the demographic
projections contained in the population and growth trends issue report.
c. An assessment of housing needs, especially the need for workforce
housing, of employees of major employers located within Chesterfield
County and the degree those needs can be addressed by existing or
future housing provided within the county.
d. An assessment of special needs housing, including the housing needs
of those over age 55.

e. An analysis of the capabilities, constraints and degree of progress made
by the public and private sectors in meeting housing needs, including
those for workforce housing and special needs housing, within
Chesterfield County.
f. An identification of local regulatory barriers to workforce housing and/or
housing rehabilitation.
g. An analysis of any proposals affecting Chesterfield County contained in
any state and/or regional housing plan.
h. A summary of Virginia state housing maintenance and related code
enforcement statutes.
A summary outlining the importance of coordinating housing planning
objectives with land-use, transportation, economic development,
environmental, public facilities location, water and wastewater systems
and revitalization planning objectives.
J. Revitalization Issue Report
This revitalization issue report should contain an analysis and evaluation of areas in
Chesterfield County that should be designated for revitalization efforts. The analysis
should include, but not be limited to:
1. An assessment of revitalization related conditions within the 25 communities
identified in the Chesterfield County Communities Report. Thee conditions
could include, but not be limited to:
a. Loss of retail, office and industrial activity, use, or employment.
b. A predominance of deteriorating or deteriorated structures.
c. Abandonment of structures.
d. Environmentally contaminated land.
e. Defective or inadequate street or lot layout.
f. Unimproved vacant land that has remained so for a period of ten years
and that by reason of its location, remoteness, lack of means of access
to developed areas, or topography, or nature of the soil, is not likely to
be developed through the instrumentality of private capital.
g. Deterioration in public improvements such as streets, street lighting,
curbs, gutters and sidewalks.
h. Tax or special assessment delinquency exceeding the fair market value
of the land.
2. An evaluation of communities within Chesterfield County that may be
candidates for revitalization efforts based on the above assessment and

classification into four groups:
a. New and developing communities (No revitalization efforts needed)
b. Sustaining communities (No revitalization efforts needed)
c. Sustaining but requiring preventive action(s)
d. Established revitalization areas
3. An evaluation of Chesterfield County's existing revitalization efforts (i.e.
Community Development Block Grant program).
4. A summary outlining the importance of coordinating revitalization objectives
with land-use, transportation, economic development, environmental, public
facilities location, water and wastewater systems and housing planning
objectives.
6.2.4 Countywide Visioning Process
The consultant should lead a countywide visioning process as part of the comprehensive plan
revision. This visioning process is intended to better understand the values and concerns of
Chesterfield citizens, property owners and business owners, and use these values as a basis
for future planning. The visioning process should highlight the trends and forces that are
affecting the Chesterfield community, articulating abig-picture view to guide short-term
decisions and long-term initiatives, as well as developing a comprehensive plan structure to
achieve the vision.
The consultant should consider the use of various participatory strategies to engage
Chesterfield citizens, property owners and business owners in identifying problems and
opportunities facing the county, and depict a formal expression of an overall image of what
Chestertield County wants to be and how it wants to look in the future. This countywide
visioning process needs to be closely coordinated with the Public Participation and
Involvement Program outlined in 6.2.7
6.2.5 Priorities and Principles Statement
Upon completion of the issue reports and their review by the comprehensive plan steering
committee, the consultant should prepare a Priorities and Principles Statement based on
committee and staff input, as well as the results of the visioning process. The purpose of this
statement is to establish the overall philosophical framework for the revised comprehensive
plan, outlining potential vision and policy elements that could be incorporated into the draft
plan. Acting as a "midway" assessment point, the Priorities and Principles Statement should
give the comprehensive plan steering committee, Planning Commission, Board of Supervisors
and School Board an opportunity to review where the plan revision is going, and to "check ofP'
on the general direction of potential vision and policy elements.
6.2.6 Fiscal Impact Assessment
Based on the findings of the issue reports and the general agreement of direction provided by
the Priorities and Principles Statement, the consultant, working in conjunction with staff, should
undertake a fiscal impact assessment prior to the preparation of individual draft plan elements

described below. The purpose of this fiscal impact assessment would be to gauge the
potential costs associated with possible new initiatives and provide findings that then could be
incorporated into the draft comprehensive plan revision, including pending goals, objectives
and policies. Prior to undertaking such an analysis, the consultant should reference the
findings of the Chesterfield County Growth Analysis, a 2004 study on the potential cost of
build-out associated with the county's adopted comprehensive plan.
6.2.7 Preparation of Plan Elements (Part of Comprehensive Plan)
The consultant shall be responsible for preparing the following plan elements, which should be
then presented as the revised Plan for Chesterfield. Each element should contain a statement
explaining how it relates to other elements.
A
Introduction and Background Element
This element should serve as the general introduction for the revised Plan for
Cheste~e/d. It should include, but not necessarily be limited to:
A description of existing conditions and characteristics.
B
2. A description of the major trends and forces considered by Chesterfield County
in formulating this plan.
3. A summary of the major problems currently or potentially facing Chesterfield
County during the next five-year period.
4. A summary of the major opportunities and advantages as well as
disadvantages for growth and development that affect Chesterfield County,
including specific areas within the county.
5. A narrative describing the public participation process.
6. The legal authority or mandate for the plan.
Countywide Policy Plan Element -Vision, Goals and Objectives
This element should serve as the comprehensive plan's countywide statement
of goals, objectives and recommended actions. It should incorporate a narrative
describing the connections to all the other plan elements.
2. Specifically, the Policy Plan Element should:
a. Establish a vision statement, followed by overall goals and objectives to
implement all plan elements.
b. Identify opportunities to coordinate green infrastructure and
sustainability objectives.
c. Provide a summary of the anticipated implications of Chesterfield
County's selected vision for other elements of the revised
comprehensive plan.
d. A summary of the goals, policies and recommendations detailed in each

of the following elements.
e. Develop a policy and identify procedures for subsequent amendments
to the revised comprehensive plan.
C. Land-use Element (including Urban Development Area designation)
The purposes of the Land-use Element are to:
a. Translate the vision statement contained in the Countywide Policy Plan
Element above into physical terms, to the extent possible.
b. Provide a general pattern for the location, distribution and
characteristics of the future land-uses within Chesterfield County over a
twenty-year planning period.
c. Serve as the element of The Plan For Chesterfield upon which all other
elements should be based.
2. The Land-use Element should be in both textual and map form. The Land-use
Element should include, but need not be limited to, the following:
a. An existing land-use map or maps series at an agreed upon scale.
b. Based on the land-use issue paper, visioning and the Priorities and
Principles Statement described above, a statement, with a summary of
supporting analysis, of land-use goals, policies and guidelines regarding
the general distribution, location and characteristics of future land-uses,
including land-uses in areas that may be redeveloped.
A future land-use plan map at an agreed upon scale that shows for the
twenty-year planning period:
General locations of future land-uses by net density, intensity, or
other classifications.
2. Aland-use key that clarifies and consolidates the more than 120
land-use recommendation classifications now in The Plan For
Chesterfield.
3. The boundaries of the area(s) to which sewer and water services
are expected to be provided within time frames specified in the
Water and Wastewater Systems Element.
4. Areas identified by Chesterfield County and/or other agencies as
critical and sensitive areas.
5. Areas or specific buildings or sites of local architectural, scenic,
cultural, historic, or archaeological interest.
6. The boundaries of any area plans (i.e. Midlothian, Chester, etc.)
that are recommended for inclusion in the revised

comprehensive plan.
7. A delineation of land areas that may be subject to natural
hazards, such as flooding, unstable soils, which have slopes of
25 percent or more, or that otherwise, have significant
constraints on their development.
8. A delineation of any areas designated for revitalization.
9. Urban development areas, designated pursuant to Virginia Code
Section 2223.1.
d. A narrative that describes how the proposed future land-use plan, as
shown on the future land-use plan map identified above, results in the
application of the goals, policies and guidelines identified in the
countywide Policy Plan Element.
3. If deemed necessary, the information contained in the revised comprehensive
plan land-use plan map can be delineated in multiple Geographic Information
System (GIS) layers, rather than represented on one paper map.
4. The Land-use Element should contain actions to be incorporated into the long-
range program of implementation as required in the Implementation Element
below.
D. Transportation Element
The purposes of the Transportation Element are to provide and encourage a
safe, convenient, efficient and economical multimodal transportation system
that is adequate to serve local transportation needs, that serves, supports and
reinforces the future land-uses as shown on the land-use plan map and that is
coordinated with state and regional transportation plans, including those
required by federal law. In order to achieve these purposes, the Transportation
Element should:
a. Consider all pertinent modes of transportation, including mass transit,
air, water, rail, private vehicles (including motorcycles), bicycle and
pedestrian.
b. Accommodate the special needs of the transportation disadvantaged.
c. Establish the framework for the acquisition, preservation and protection
of existing and future rights-of--way from building encroachment.
d. Incorporate transportation performance measures that gauge mobility in
multimodal terms where modal options exist and that ensure that
adequate public transportation facilities shall be provided to serve,
support and reinforce the future land-uses as shown in the land-use
plan.

3. Based on the findings of the transportation issue paper, visioning and the
Countywide Policy Plan Element described above, the Transportation Element
should contain a statement of Chesterfield County's goals, policies and
guidelines with respect to transportation.
4. To the maximum extent possible, the Transportation Element should attempt to
integrate transportation modes in order to offer people choice in mobility.
Therefore, the Transportation Element should include several components,
each of which should enable Chesterfield County to consider the full range of
issues posed by the construction, improvement, maintenance and operation of
present and prospective transportation facilities and their relationship to each
other. Each component identified in paragraph 5 below should contain the
following type of information:
a. A description, in map and narrative form, of the location of planned
facilities, services and major improvements.
b. An identification of any proposals or recommendations in relevant state
or regional transportation plans or other functional plans and a
statement of their relationship to this Transportation Element.
5. The Transportation Element should include the following components:
a. A thoroughfare plan that:
Contains the general locations and extent of existing and
proposed streets and highways by type, function and character
of improvement (e.g., collector roads, arterial roads, limited and
controlled access facilities and the number of traffic lanes for
each roadway).
2. Includes specifications regarding the removal, relocation,
widening, narrowing, acquisition, preservation, protection,
vacation, abandonment and change of use or extension of any
public ways, including rights-of-way, viaducts and grade
separations.
3. Includes recommendations on street or highway standards,
building line setbacks and control of access as well as measures
to enhance joint use of transportation corridors, including
integration of context-sensitive highway design and provisions
for alternative modes of transportation.
4. Contains specific actions and requirements for bringing into
compliance any facilities or services that do not satisfy an
adopted transportation pertormance measure.
b. Amass transit component.
c. A port, aviation and railway component that contains:
The locations of existing and proposed ports, harbors, airports,

high-speed rail lines, rail lines and related transportation
facilities, including any proposed improvements or expansions
and any adopted transportation performance standards.
2. Measures for the management or control of land-uses and
natural resources located adjacent to major land, air and water
terminals, including those that involve the cooperation of
adjoining or affected local governments.
d. A bicycle and pedestrian traffic component that contains:
The locations of existing and proposed bicycle facilities,
sidewalks, exercise and hiking trails and riding facilities.
2. Recommendations for standards for such bicycles and
pedestrian facilities.
6. For each component addressed in the Transportation Element, an evaluation of
financial considerations should be included that contains:
a. An analysis of funding capability, including existing as well as probable
alternative funding sources and mechanisms.
b. A multiyear financing plan based on the needs of, the timing for and the
rough cost estimates of, planned transportation facilities and
improvements identified in the individual components of the
Transportation Element. And
c. If probable funding falls short of meeting identified needs, an analysis of
how additional funding should be obtained, or how land-use
assumptions should be reassessed to ensure that level of service
standards will be met.
7. The Transportation Element should contain actions to be incorporated into the
long-range program of implementation as required in the Implementation
Element below. These actions may include, but should not be limited to,
proposals for:
a. Comprehensive plan recommendations that would not support
development approval if the development causes the level of service of
an individual transportation facility to decline below the transportation
performance measures adopted in the Transportation Element, unless
transportation improvements or strategies (e.g., increased mass transit
service, improved facilities for pedestrians and bicycles, transportation
demand management strategies, or transportation systems
management measures) to accommodate the impacts of development
are made concurrent with the development.
Comprehensive plan recommendations that protect or enhance
transportation facilities, corridors and sites to ensure that they can fulfill
their identified functions (e.g. access control measures, design
guidelines and coordinated development review processes).

c. Transportation-related capital improvements or operating expenditures.
d. Context-sensitive highway design.
e. Any implementation agreements between Chesterfield County and other
local governments or between Chesterfield County and other
transportation providers.
E. Economic Development Element
The Economic Development Element presents an overview of the ways in which
citizens and businesses contribute to Chesterfield County's economy through
consumption, production, investment and job creation. Attainment and maintenance of
a mix of land-uses that will yield sufficient tax revenue to provide the services and
facilities called for elsewhere in the revised Plan For Chesterfield are reviewed and
discussed. The purposes of the Economic Development Element are to:
Translate any economic development related statements contained in the
Countywide Policy Plan Element above into physical terms, to the extent
possible, including, but not limited to:
a. Ensuring that adequate economic development opportunities are
available in order to provide a heightened quality of life and to enhance
prosperity.
b. Relating Chesterfield County's initiatives to the distinct competitive
advantages of its surrounding region that make the county attractive for
business and industrial growth and retention, including its historic,
cultural and scenic resources.
c. Assessing Chesterfield County's strengths and weaknesses with respect
to attracting and retaining business and industry.
d. Defining Chesterfield County's role in encouraging job retention and
growth and economic prosperity, particularly in relation to the availability
of adequate housing for employees of existing and potential future
businesses, industries and institutions within its jurisdiction,
transportation, broadening of job opportunities, stimulating private
investment and balancing regional economies.
2. Based on the economic development issue paper, visioning and the Priorities
and Principles Statement described above, the Economic Development
Element should contain a statement, with supporting analysis, of Chesterfield
County's economic development goals, policies and objectives. This should
include:
a. A definition of Chesterfield County's role and responsibilities as a
participant in the development of its region's economy.
b. An identification in the Land-Use Element of categories or particular
types of commercial, industrial and institutional uses desired by

c. A commitment to designate an adequate number of sites of suitable
sizes, types and locations and to ensure necessary community facilities
through The Plan For Chesterfield's Public Facilities Element.
d. A narrative that describes how the proposed future land-use plan, as

application of the goals, policies and guidelines identified in the
Countywide Policy Plan Element.
3. The Economic Development Element should contain actions to be incorporated
into the long-range program of implementation as required in the
Implementation Element below. These actions may include recommendations
for:
a. Rezoning of an adequate number of sites for commercial, industrial and
institutional uses during the twenty-year planning period.
b. Reuse of environmentally contaminated sites for commercial and
industrial activities.
c. Capital projects of transportation and public facilities to service
designated sites for commercial, industrial and institutional activities.
d. Creation of or changes in job training programs and partnerships.
e. Use of economic development programs authorized by state law and
grant and loan programs that use local, state, or federal monies.
Amendments to land development regulations that affect commercial,
industrial and institutional uses and other changes in administrative and
permitting processes of Chesterfield County to facilitate economic
development.
g. Programs of monitoring the needs of existing businesses and
institutions to ensure their retention and enhancement.
Design guidelines for commercial, industrial and institutional areas.
Further cooperation and enhancement of relationships with existing
business organization(s), such as a chamber of commerce and tourism
organizations.
j. Public information programs to market the economic development
potential of Chesterfield County.
F. Environmental Element (Including Water Quality)
The purposes of the Environmental Element are to:
Translate any environmentally related statements contained in the Countywide
Policy Plan Element above into physical terms, to the extent possible, including,
but not limited to:

a. Identifying the characteristics of critical and sensitive areas within
Chesterfield County as well as detail such areas that have been
previously identified in the Land-use Element.
b. Assessing the relative importance of these areas to Chesterfield County

c. Establishing the thresholds at which the identified areas begin to decline
in value as a resource.
d. Identifying mitigating measures that may need to be taken in such areas
to offset or accommodate the impacts of development.
e. Identifying conflicts between other elements of The Plan For
Chesterfield and land development regulations and critical and sensitive
areas.
f. Providing a factual basis for any land development regulations that
Chesterfield County may enact that apply to and protect critical and
sensitive areas.
g. Identifying opportunities for green infrastructure and sustainability
initiatives
2. The Environmental Element should be in both map and textual form.
3. Based on the findings of the Environmental Issue paper, visioning and the
Priorities and Principles Statement described above, the Environmental
Element should contain a statement of Chesterfield County's goals, policies and
guidelines with respect to the protection of critical and sensitive areas and a
map or map series that summarizes the areas to be protected.
4. The Environmental Element should contain actions to be incorporated into the
long-range program of implementation as required in the Implementation
Element below. These actions may include recommendations for:
a. Acquisition of identified critical and sensitive areas in fee simple or by
easement by the local government or by nonprofit conservation
organizations.
b. The designation of areas of critical state concern.
c. Enactment of land development regulations to protect identified critical
and sensitive areas.
d. Local capital improvements or modifications to local capital
improvements that should mitigate their effect on identified critical and
sensitive areas.
e. Any implementing agreements between the local government and other
local governments to protect critical and sensitive areas that are shared

future land-use pattern proposed in the Land-use Element and to meet
projected needs of Chesterfield County and its residents, or facilities
over which Chesterfield County exerts control or authority in their
location, character, extent and timing.
b. Establish levels of service for such public facilities so they will meet the
needs and requirements of Chesterfield County and its residents.
c. Ensure that such public facilities are provided in a timely, orderly and
cost-effective manner, including the optimization of the use of existing
facilities as an alternative to expansion or new construction.
Coordinate with other local governments, special districts and state and
federal agencies on the provision of public facilities that have multi-
jurisdictional impacts.
2. The Public Facilities Element should be in both map and textual form.
3. Based on the findings of the public facilities issue paper, visioning and the
Priorities and Principles Statement described above, the Public Facilities
Element should contain a statement of Chesterfield County's goals, policies and
recommendations regarding the general distribution, location and
characteristics of public facilities within Chesterfield County's jurisdiction,
including a statement of levels of service for each type or category of public
facility.
4. The Public Facilities Element should contain actions to be incorporated into the
long-range program of implementation as required in the Implementation
Element below. These actions may include recommendations for:
a. Future public facilities that are necessary or desirable to support the
Land-use Element and to meet projected needs of Chesterfield County.
b. For recommended new facilities, an evaluation of financial

over which Chesterfield County exerts control or authority in their
location, character, extent and timing.
b. Establish levels of service for such water and wastewater systems so
they will meet the needs and requirements of Chesterfield County and
its residents.
c. Ensure that such water and wastewater systems are provided in a
timely, orderly and cost-effective manner, including the optimization of
the use of existing facilities as an alternative to expansion or new
construction.
2. Coordinate recommendations contained in this element with any subsequent
revisions incorporated into the county's Water and Wastewater Facilities Plan.

The Housing Element should present strategies to ensure that housing opportunities
are provided within high quality neighborhoods that are safe and well planned. Efforts
should be made to provide a mix of housing at various densities and price ranges to
allow people of all incomes and ages to enjoy the quality of life afforded in Chesterfield
County. The housing element assesses local housing conditions and projects future
housing needs by housing type and price to ensure that a wide variety of housing
structure types, occupancy types and prices (for rent or purchase) are available for the
county's existing and future residents. Specific components of the Housing Element
should include, but not be limited to:
Translating any housing related statements contained in the Countywide Policy
Plan Element above into physical terms, to the extent possible. Specifically, the
Housing Element should consist of a statement of housing goals, policies and
recommendations for housing units, both new and rehabilitated, for workforce
and special needs housing within Chesterfield County (including housing for
those over age 55), as well as total need by housing type and density ranges.
The element should include summaries of supporting studies identified in the
housing issue report.
2. The Housing Element should contain recommendations to be incorporated into
the long-range program of implementation as required in the Implementation
Element below. These actions may include recommendations for:
Potential financing options for the acquisition, rehabilitation,
preservation, or construction of workforce and special needs housing,
the stimulation of public- and private-sector cooperation in the
development of workforce housing and the creation of incentives,
including tax abatement for the private sector to construct or rehabilitate
workforce housing.
b. Potential use of publicly owned land and buildings as sites for workforce
and special needs housing.

e. Any other changes in local tax, infrastructure financing and land-use
policies, procedures and ordinances (including local land development
regulations) to encourage or support workforce housing and the
preservation and rehabilitation of existing housing stock, including
reserving infrastructure capacity for workforce housing.
f. Identification of federal funds and any state, local, or other resources
available for workforce housing.
J. Revitalization Element
The purposes of the Revitalization Element are to translate any revitalization related
statements contained in the Vision, Goals and Objectives Element above into physical
terms, to the extent possible.
1. The Revitalization Element should be in both textual and map form.
2. The Revitalization Element should include, but need not be limited to, the
following:
a. An identified revitalization area map or map series at an established
scale.
b. Based on the revitalization issue report, visioning and the Priorities and
Principles Statement described above, a statement, with a summary of
supporting analysis, of revitalization goals, policies and objectives.
3. The Revitalization Element could include, but not be limited to the following
potential recommendations regarding:
a. New land development regulations that apply to designated
revitalization areas.
b. Options for the use of property maintenance codes under existing state
law.
c. The creation of business retention and technical assistance programs
and of grant and loan programs to encourage the rehabilitation of
buildings, improve the appearance of building facades and signage,
stimulate business start-ups and expansions and otherwise attract
private investment to the area.

h. Acquisition of blighted property.
The demolition and removal of structures and improvements.
Programs of temporary and permanent relocation assistance for
displaced businesses and residents, including an estimate of the extent
to which decent, safe and sanitary dwelling units affordable to displaced
residents will be available to them in the existing local housing market.
k. Assembly and replatting of lots or parcels.
Disposition of any property acquired in revitalization areas, including the
sale, leasing, or retention by the local government.
m. Programs to market and promote revitalization areas and attract new
businesses.
K. Implementation Element
1. In order to achieve the goals, policies, objectives and recommendations
identified in each of the above elements, the Implementation Element should
contain along-range program of implementation of specific public actions. This
element may include, but should not be limited to, the following:
a. A time frame for identified actions. This time frame should cover a
period not less than five and not more than twenty years.
b. An allocation of responsibilities for actions among all local entities
having interests in carrying out recommendations.
c. A description of how the recommendations of The Plan For Chesterfield
will be coordinated with the county's adopted capital improvements
program (CIP).
d. Identification of implementation benchmarks.
e. A general description of any land development regulations or incentives
that could be adopted by Chesterfield County within the period of the
program of implementation in order to achieve the goals, policies and
guidelines set forth in this comprehensive plan and that may be further
detailed in the individual plan elements.

A description of other procedures and programs that Chestefield

8. PRICING SCHEDULE
8.1 Offerors are required to submit a cost proposal which details each phase of the work to include
number of hours and hourly rates for all staff assigned to a particular phase. The cost
proposal shall include a total amount that reflects the total cost for completion of the project.
The total amount shall not include pricing of any additional items that do not fall within any of
the requirements of the RFP. Designate such pricing as "Pricing for additional items" and
provide separate detailed pricing for each item.
9. TIME OF PERFORMANCE
9.1 Offerors should include a proposed time-line indicating initiation and completion of all
proposed phases and tasks of the revision, in addition to delivery of a draft plan to the
Chesterfield County Planning Commission.
Chesterfield County wants to establish an aggressive timeline for production of a draft revised
comprehensive plan. It is our goal to present a draft plan to the Chesterfield County Planning
Commission by June 2010. Should the consultant feel that this goal is not practical, they
should submit an alternative timeline they feel would best meet the objectives outlined in this
scope of work.
10. PROPOSAL SUBMISSION INSTRUCTIONS
10.1 In order to facilitate the analysis of responses to this RFP offerors should prepare the proposal
with the instructions outlined in this section and should structure the proposal response so that
it contains individual tabs/sections detailing proposed services.
A Offerors responses should be prepared as simply as possible with straightforward,
concise descriptions of the capabilities to satisfy the requirements of this RFP.
B. Expensive bindings, color displays, promotional materials, demo CDs etc., are not
needed. Emphasis should be concentrated on accuracy, completeness, and clarity of
content. All information should be presented in anon-technical format to ensure
understanding. All responses should be tailored specifically for Chesterfield County.
C. Chesterfield County encourages proposals that provide innovative alternatives to
addressing its primary comprehensive plan revision objectives. Information which the
offeror desires to present that does not fall within any of the requirements of the RFP
should be inserted at an appropriate place or be attached at the end of the proposal
and designated as additional material.
10.2 Detailed Submittal Format
Offerors are required to use the following format when preparing their responses:
A. Introduction letter, signed signature page and addenda acknowledgement, if applicable
B. Executive summary - Provide a narrative, prepared in non-technical terms,
summarizing the offeror's proposal. The executive summary should identify the primary
contact for the Proposal Team including name, address, telephone number and a-mail
address.

C. A detailed description of the services to be provided which addresses each of the
topics listed in Section 6 Scope of Services. Clearly state your firm's ability to meet or
exceed the requested services and any alternative solutions that would benefit the
County.
D. Statement of Qualifications -The offeror should include a description of the
organizational and staff experience as it relates to meeting the County's needs.
E. Key Individuals -The offeror should provide a list of key individuals to be assigned to
the County's contract, specify their role in administering the contract, and provide a
current resume for each individual.
F. References -All offerors shall include a list of a minimum of five references, from
similar projects only, who could attest to the firm's knowledge, quality of work,
timeliness, diligence, flexibility, and ability to meet budget constraints. Include names
and addresses, contact persons, phone numbers and a-mail addresses of all
references.
G. Proposed Price in accordance with the Pricing Schedule, Page 37.
11. COUNTY RESPONSIBILITIES
A. Chesterfield County envisions a collaborative relationship between the consultant and
staff in this plan revision process, and intends to play a proactive role in supporting the
consultant in the development of this comprehensive plan revision. The county
believes that its own staff is most familiar with the day-to-day issues faced by the
county and further recognizes that county staff will be working with and implementing
the comprehensive plan long after its preparation and adoption. Planning Department
staff anticipates devoting at least 80 hours of staff time weekly to this project, though
staff availability from other departments may be limited. Specifically, staff shall:
B. Be available for meetings with the consultant.
C. Under the general direction of the consultant, provide required research and analysis
for specifically defined topics for the background research and analysis phase.
D. Under the general direction of the consultant, produce the identified issue reports.
(Note: The Planning Department anticipates that this assistance will be provided
primarily by its staff, with general assistance from other county departments as
needed.)
E. Provide to the consultants all relevant county produced data, plans and reports.
F. Manage all GIS mapping and other analysis relating to this comprehensive plan
revision.
G. Assist in the reproduction and distribution of materials including mailings, meeting set-
up and other logistical and administrative functions.
H. Coordinate meeting organization logistics with the Comprehensive Plan Steering
Committee and the public.

J. Gather input from public meetings and summarize in a written format for review by the
consultants during the planning process.
K. Coordinate a Virginia Department of Transportation review of the proposed revised
comprehensive plan, as required by Section 15.2-2222.1 of the Code of Virginia.
L. Project Management -The Chesterfield Planning Department is managing this project
and shall be the primary liaison between the consultant and county staff. The Planning
Department will coordinate key components of the comprehensive plan revision with

to staff throughout the process.
E. Including time for meetings/conference calls with county staff every week, or as
directed by the Planning Department.

13. EVALUATION CRITERIA
13.1 These criteria are to be utilized in the evaluation of qualifications for development of the
shortlist of those offerors to be considered for negotiations. Individual criteria will be assigned
varying weights at the County's discretion to reflect relative importance. Offerors are required
to address each evaluation criterion in the order listed and to be specific in presenting their
qualifications.
Demonstrated ability of the firm to comprehensively meet all services detailed in the
RFP, either through its in-house capabilities or by teaming with other consulting firms.
2. Offeror's use of innovative approaches and implementation methodology to performing
the required services.
3. Experience and qualifications of the proposed personnel assigned to provide the
services.
4. Cost of services.
5. Experience of the firm in providing planning services to jurisdictions similar in size to
Chestefield County, either in Virginia or throughout the US.
14. AWARD PROCEDURE
14.1 Selection shall be made of two or more offerors deemed to be fully qualified and best suited
among those submitting proposals, on the basis of the factors involved in the Request for
Proposal, including price if so stated in the Request for Proposal. Negotiations shall then be
conducted with each of the offerors so selected. Price shall be considered, but need not be
the sole determining factor. After negotiations have been conducted with each offeror so
selected, the County shall select the offeror which, in its opinion, has made the best proposal
and award the contract to that offeror. Should the County determine in writing and in its sole
discretion that only one offeror is fully qualified or that one offeror is clearly more highly
qualified than the others under consideration, a contract may be negotiated and awarded to
that offeror.
15. REFERENCES
15.1 References may or may not be reviewed or contacted at the discretion of the County.
Typically, only references of the top ranked shortlisted offeror or offerors are contacted. The
County reserves the right to contact references other than, and/or in addition to, those
furnished by an offeror.

Summary of Information:
This time has been set to continue work sessions on the County
Administrator's Proposed FY2010 Budget.
This work session will include presentations of the Police and Fire EMS
budgets, various Constitutional Officers, and the Management Services
Division. Also scheduled is a presentation from the Community Services
Board. Budget work sessions will continue on March 25th and a final work
session is scheduled for April 15th' At the April 15th work session,
changes to the proposed budget will be reviewed prior to adoption.
