SESSION RESOLUTIONS Adopted Resolution recognizing April 19-25, 2009, as “Administrative Professionals Week.” WORK SESSION A Work Session was held regarding the County Administrator’s proposed FY2010 budget, the proposed FY2010 Community Development Block Grant and HOME Investment Partnership Annual Plan, the proposed FY2010-FY2015 Capital Improvement Program and Utilities Ordinance changes. DEFERRED ITEM Approved Award of consulting contract to Renaissance Planning Group for revisions to Chesterfield County’s Comprehensive Plan. NEW BUSINESS Adopted Ordinance amendments relating to Department of Utilities fee changes. Adopted Ordinance establishing the annual tax levy on various classes of real estate and personal property. Deferred to April The FY2010 Community Development Block Grant Program and the 29, 2009 HOME Investment Partnership Annual Plan. Deferred to April The FY2010-FY2015 Capital Improvement Program. 29, 2009 Adopted, as The FY2010 Biennial Financial Plan. amended Adopted Resolution appropriating funds for FY2010. 1 APPOINTMENT Approved Appointed Ms. Dorothy Jaeckle to serve on Virginia’s Gateway Region Board. STREETLIGHT Approved Streetlight installation at the entrance to the Harbour Ridge subdivision, at the intersection of Harbour Pointe Road and Harbour Ridge Road and at the entrance to the Providence subdivision, at the intersection of Providence Ridge Road and Reams Road, on the existing pole. CONSENT ITEMS Adopted Resolution recognizing the twentieth graduation of the Chesterfield County Police Department Citizens’ Academy. Approved Transfer of District Improvement Funds from the Bermuda, Dale, Clover Hill, Matoaca and Midlothian District Improvement Funds to the Police Department to support the TRIAD program. Approved Music/entertainment festival permit for Chesterfield Berry Farm’s Music Festival Series. Approved Request from the Central Virginia Firefighters and Arson Investigators Association for a permit to stage a Fireworks Training Exercise at the Chesterfield County Fairgrounds. Approved Acceptance of parcels of land within Magnolia Green. Approved Authorization of the receipt and appropriation of grant funds from the 2008 State Homeland Security Program. Approved Request for permission from Mary W. Cole to install a private sewer service within a private easement to serve property on Lunswood Road. Request for permission from Cleveland and Martha P. Lamison for a Approved fence to encroach within at 16-foot drainage easement across Lot 57, Rountrey, Section 1. Approved Request for permission from U. Annette Richardson to use an existing private sewer service within a private easement serving property on Beverly Street. Approved Request to quitclaim a portion of a 20-foot sewer easement across the property of Currin and Associates, LLC. 2 Approved Request to quitclaim a 20-foot sewer easement across the property of Ironbridge Road Properties, LLC. Approved Appropriation and transfer of additional funds and authorization to award a construction contract for the Branders Bridge Road (Stoney Glen) Project. Approved State road acceptance of roads in Harrowgate Meadows, Section 2; Clover Hill Industrial Park, Phase I; The Sanctuary at Watermill, Section A; Berkley Village Section A at Charter Colony; Stewart Village Section A at Charter Colony; and Charter Park Drive REPORTS Accepted Report on Developer Water and Sewer Projects; Report on Status of General Fund Balance, Reserve for Future Capital Projects, District Improvement Funds and Lease Purchases; and Report on Roads Accepted into the State Secondary System. 6:30 P.M. SESSION Pastor Mary Beth Blinn, Providence United Methodist Church, gave the invocation. Eagle Scout Matthew Weinstock led the Pledge of Allegiance to the flag of the United States of America. RESOLUTIONS Adopted Resolution recognizing Mr. Matthew Sloan Weinstock, Mr. Jake Samuel Upson, Mr. Matthew Hunter Johnson, Mr. Richard Bradley Amos, and Mr. Alan Keith Nowlin, Jr. upon attaining the rank of Eagle Scout. Adopted Resolution recognizing April 21-25, 2009, as “Chesterfield County Classics Week”. Adopted Resolution recognizing Miss Stephanie Connelly, 2009 Miss Chesterfield; Miss Vishaka Ravishankar, Miss Chesterfield Outstanding Team; Miss Carson Kirk, Miss Chesterfield Outstanding Preteen; Miss Sydney Carmony, Little Miss Chesterfield; and Miss Nicole Gery, Miss Chesterfield Princess. PUBLIC HEARINGS Denied Amendment to the County Code relating to Crime Prevention Through Environmental Design. 3 Approved Resolution authorizing and providing for the issuance, sale and delivery of Utility Water and Sewer Revenue Bonds, Series 2009. Approved The abandonment of portions of State Avenue. Approved Ordinance to vacate an 80-foot unimproved right of way known as Grindall Parkway with Grindall Creek Park, Section B, Plan of Rearrangement of lots in Blocks B, C, D, and E. Approved Ordinance to vacate a portion of an 18-foot unimproved right of way known as Cross Street within Revised, A Map of Property of E.A. Hartley and Brothers Incorporated and Augustus Wright Estate. Approved Ordinance to vacate a portion of a 16-foot drainage and utility easement across Lot 13, Block J, Forest Acres, Section C. Approved Exercise of Eminent Doman for a temporary construction easement and permanent drainage easement for the Otterdale Road Bridge Replacement Project.
