Stegmaier Summary of Actions Taken by the Board on April 29, 2009 3:00 P.M. SESSION ? Mr. Stegmaier provided an update regarding the success of the Chesterfield Chamber of Commerce’s Celebration of Vine event, which took place at the Chesterfield County Government Complex. He also provided an update on the proposed Zip Code changes and stated a meeting is scheduled with representatives from Congressmen Cantor’s and Forbes’ offices to discuss options for moving forward toward a solution beneficial to the county, the Post Office and postal customers. ? Dr. Nelson provided details of the Swine Influenza. He stated the county has a pandemic plan in place. He further stated there have not been any cases reported in Central Virginia at this time. ? Students from county high schools who will be in Model County Government Day on April 30 introduced themselves and provided the name of the county official they will shadow. RESOLUTIONS Adopted Resolution recognizing May 2009, as “Older Americans Month” in Chesterfield County. Adopted Resolution recognizing Alliance Engineering for its voluntary contributions to the John J. Radcliffe Appomattox River Conservation Area. Adopted Resolution recognizing Mr. John G. Schickler, Information Systems Technology Department, upon his retirement. DEFERRED ITEM Deferred to May The FY2010 Community Development Block Grant Program and the 27, 2009 HOME Investment Partnership Annual Plan. Adopted The FY2010-FY2015 Capital Improvement Program and appropriated funding for FY2010 as follows: $48.2 million for the county CIP; $58 million for the Utilities CIP; and $51.4 undesignated in the county CIP. 1 NEW BUSINESS Approved Appointment of Ms. Brenda Robinson, Mr. Dave Anderson, Ms. Katherine B. Hostetler, Mr. Robert Dunn, and Mrs. Marcia Phillips to serve on the Citizen’s Recycling Advisory Committee, whose terms will expire on April 29, 2010. Approved Appointment of Mr. Keith A. Chisolm to the Personnel Appeals Board, whose term will expire on December 31, 2011. STREETLIGHT Streetlight installations in the Bermuda District: in the Falling Creek Approved Hills subdivision, on Allerton Street, between Dundas Road and Parkdale Road, on the existing pole; in the Brynmore Subdivision, on Brynmore Drive in the vicinity of 10472/10478; and on Crooked Branch Terrace in the vicinity of 10442/10448. Helms and Selina Helms for an existing cinderblock garage to encroach within a 10-foot easement for utilities across Lot 32, Map of Chesterwood Subdivision, subject to the execution of a license agreement. Approved Request for permission from Matoaca United Methodist Church to install a private water service within a private easement, to serve property on Fitzhugh Street.. Approved Appropriation of grant funds for the Sheriff’s Office Booking Data Sharing Project. Approved Ratified the request sent to the State Department of Corrections to hold a public hearing on a proposed lease at 7415-7485 Midlothian Turnpike for a state probation and parole office. Approved Establishment of the Chesterfield County Citizen’s Recycling Advisory Committee. Approved Appropriation of funds from the Governor’s Opportunity Fund for the Sabra Dipping Company. Approved Transfer of Dale District Improvement Funds to the County Library to purchase a portrait of Kelly Miller for the Meadowdale Library Meeting Room. 3 REPORTS Accepted Report on Developer Water and Sewer Projects and Report on Status of General Fund Balance, Reserve for Future Capital Projects, District Improvement Funds and Lease Purchases. CITIZEN COMMENT PERIOD Ms. Carrie Coyner addressed the Board relative to the county reviewing the Sign Ordinance regarding civic and charitable organizations’ signs. Mr. Vernon McClure addressed the Board relative to the need for the county to review the fees related to the homebuilders to assist with some companies being able to survive the economic downturn. CLOSED SESSION A closed session was held pursuant to Section 2.2-3711(A)(7), Code of Virginia, 1950, as amended, for consultation with legal counsel regarding specific legal matters requiring the provision of legal advice with respect to the application of “guidance” by The Chesapeake Bay Local Assistance Board on the Chesapeake Bay Preservation Act. 6:30 P.M. SESSION Reverend Kevin Cook, Broad Rock Baptist Church, gave the invocation. Shirley Callahan, FSO-PA Officer, United States Coast Guard Auxiliary, led the Pledge of Allegiance to the flag of the United States of America. CITIZEN COMMENT PERIOD Mr. Bob Olsen addressed the Board regarding the enforcement of the Sign Ordinance. He stated staff is doing their job removing the illegal signs.
