He sta~ed the purpose of the work session was to provid~ the Board with an Overview of the Debris Landfill Report and utility Rate Study. 2. WORK SESSION - DEB~AIS LANDFILL REPORT Mr. ~ammer introduced Mr. Mike Piore, President of Resource International, Ltd., wke presented an overview of the Debris Landfill Study for Chesterfield County, which included a de,trip,ion of various waste ~!rpes and quan~i~i~s of waste; waste dipposal sites; existing and pro~ected waste disposal capacity; environmenta! analy~es and impaots~ operationa~ and design influences; risk assessment; conclusions and raCe,emendations; submission requir~men% checklist; si=e suitability criteria; etc. Discussion~ questions~ comments ensued relative to the defini=ion of a properly operated landfill si=e; certification of loads in accordance with contracts; leachate generation exi~tinq l~gal landfill operation~; th~ l~ngth of time it would tak~ to initiate proceeding for construction of an additional landfill; appropriate siting of an additional landfill; en£orcement for closing of illegal landXill operations; alternatives for the County if prlva~e induSkry do~m not demire to be involved in the landfill business; implementation of stricter regulations relative to operation of l~mdfills; Mr. Mayas supported the closing of illegal landfill opera,ions but stated they are a separate and distinct issue from legal ~an~fill op~rations and should he handled as such~ dimaqreed that action should be taken within the next six (6) to twelve (12) month time f=ame for initiating the process for an additional debris landfill in the County as indicated by the COnSUltant es k= did not fuel an additional landfill facility was needed; and stated he felt the report gave little consideration to the health and welfare of residents who well water and who live adjacent to or within close proximity of landfills. Mr. Currin stated he felt that by initiating the re¢o~ended ~tand~rd~ the County will have taken a ~tep in the right direction toward its responsibility for its citizens welfare with respect to waste di~posaI. He stated he felt strict enforcement would close down illegal Iandfill opera=ions, which would serve to use up the remaining fill capacity at existing legal operations mere rapidly and would therefore necessitate an additional facility sooner than anticipated. Mr. Sullivan stated he felt the report was well-prepared and presented; expressed concern that action should he take~ inum~di~tely for implea]enting standards to regulate landfill operations and the process for an additional landfill facility; that strict enforcement to close illegal landfill operation~ necessary; and voiced suppe~t for implementing all the consultant's recommendations for granting !andfil~ permits well as =he recommendation for a public hearing on th~ matter at the earliest possible date. Mr. Appleqate co~mended staff and Mr. Fiore for %~he report; stated he £el~ ~he County is at a critical point with respect to its waste disposal problems; that illegal operations shoul~ be shut down and if additional staff ware needed there wo=ld be no objection from the Board; add that a public hearing on the matter should be held to receive citizens' ccncern~ and It was generally agreed to set the date of August 24, I988, at 7=00 p.m., for a public hearing to consider action on the implementation of standards for regulating l~n~ill operatieas within the County as recommended in ~he Debr~ Landfill Report for Chesterfield County and to r~cei~e public ce~ent on tke matter. It was generally agreed to recess for five (5) minutes. Reeonvening: 3. WORK ~ION - UTILITY ~ATE STUDY Mr. Ra~sey introduced Mr. Joh~ Bragg, A~sistant Director of Utiliti~ for Finance, who presented an overview of the rate ~etting cOnnepte and th~ Utility ~ate Study, which included a description of the objectives o~ the study, operating ~evenues~ projections of 6%; the new home buyer bearing the financial burden for existing and new develot~men%; ~onsi~eration for a present, be prepared indicating the average water/sewer b~ll 88-573 expense per month for av~rag~ r~i4a~t~ as well as information Iefleotlng the actual constant dollar rate on water ~o he could provide his oon~tituent~ with any requested information. He statsd he basically supported the Concept but would like the committee to bs alert to the fact %hat he felt there should be s different et~uctur~ to consider establishing a system for existing resid~nt~ ~o they would Dot have $o bear she burden of Mr. Applegat~ expressed concerns regardin9 the refund policy fo~ oversizing lines and stated he felt the County should pay its. share of the co~t since it requir~ it and the developer pay his share. Nr. Daniel excused himself from th~ meetinq due to a prior conmmle-ment. Mr. Sal~ stated a public hearing has b~en ~ch~duled on september 14, 1988, at 7:0~ p.m., regarding the Utility Rate ~n motion of Mr. Sullivan, seconded by Mr. Mayas, the Board want into Executtve.$ss~ion for consultation with legal counsel regarding potential litigation ~elating to Route 288, pursuant eo ~e¢=ion ~.1-344 (a)(6) of ~he Code of virginia, [950, ~ amended. Ayes= Mr. Appl~gate, Mr, ~ullivan, Mr. Cut. in and Mr. Mayas. Absent: ~r. ~eniel. On motion of Mr. Mayas, seconded by Mr. Currin, the Board adjourned at 12:~0 p~m. until ~:00 a.m. on AugUSt 2~, 1988.
