The Chairman of this Board is authorized to sign this application, to accept the offer for Federal funds and to sign all other documents in connection with these projects. Ayes: Mr. Horner, Mr. Apperson, Mr.Krepela and Mr. O#Neill. On motion of Mr. Myers, seconded by Mr.Krepela, it is resolved that the request of the Day Realty of Richmond, Inc. for approval to proceed with the construction of a motel in the northwest quadrant of the Walthall Interchange on Rt.95, be and it hereby is granted, with the stipulation that if the motel is constructed with a sewage treatment plant, paid for by the Day Realty Company, that when public sewer is available the private sewage treatment plant will be abandoned and the Motel be placed on public sewer the connection for which will be the normal rate of the County U00.00 per room. Ayes: Mr. Horner, Mr. Myers, Mr. Apperson, Mr.Krepela and Mr.0,Neill On motion of Mr. Horner, seconded by Mr. Apper on, it is resolved that this Board will cooperate with the Highway Department to pay up to $15,000 to improve the drainage at the intersection of Walmsley Boulevard and Chippenham Parkway. Ayes: Mr. Horner, Mr, Myers, Mr. Apperson, Mr. Krepela and Mr.O'Neil- On motion of Mr.Horner, seconded by Mr. Krepela, it is resolved that Mr. Oliver Rudy, Commonwealths Attorney,be requested to investigate the possibility of charging more for increasing the connection charge:? for public sewers on lots that will not percolate in subdivisions. Ayes: Mr. Horner, Mr. Apperson, Mr.Krepela and Mr.O'Neill. On motion of Mr. O'Neill,seconded by Mr. Apperson, it is resolved that the Chairman and County Administrator be authorized to sign sewer easement agreements with Stephen Lee Bowman and William V. On motion of Mr. Apperson,seconded by Mr.Krepela, it is resolved that since the Governor has declared December 31, 1973 to be a public holiday, that the County employees also be given holiday on December 31, 1973. PAINTER, COUNTY ENGINEER EXECUTIVE SECRETARY ENGINEERING AND UTILITIES DEPARTMENT December 10, 1973 Re: Sewer Service for Michaux Creek Drainage Area The County has been asked by a number of property owners on the Michaux Creek watershed to provide sewer service to the area. This area drains to the James River through Powhatan County and there are no plans at this time to extend the trunk sewer up the James River from the City of Richmond - Chesterfield County line. The only other way to provide sewer service to the area is to construct a pumping station at some location on Michaux Creek and pump to a point where the sewage will drain by gravity to the Falling Creek trunk sewer that is now under construction. In order for the Falling Creek trunk sewer to handle this additional flow, it will be necessary to enlarge this sewer for a considerable distance at an additional cost of approximately $95,000.00. Bids have already been received on the Falling Creek trunk and the County must make an immediate decision on whether this additional money will be spent to accommodate this flow from another drainage area. It is proposed that the sewage from Michaux Creek drainage area will be pumped to the headwaters of a branch of Falling Creek near Route 60 and Coalfield Road in Midlothian. This sub -trunk flows in a southeasterly direction through the Isaac Walton property to Falling Creek. This sub - trunk has been designated as the Walton Creek sewer. The estimated cost of the sewer to serve the normal flow from Walton Creek is $348,000. The cost to enlarge this sewer to accommodate the pumped flow from Michaux Creek will depend on how much of Michaux, Creek is served. Cost estimates have been made locating the pumping station approximately one third the distance between Route 60 and the Powhatan line (Point "A"),at a point approximately two thirds this distance (Point "B"),and at the Powhatan line (Point "CII). As there are no County funds available to help finance this sewerage system, the entire amount must be financed by the property owners who can be served. Recently a local physician made one call to the County jail, attended (15) persons and charge the county $225.00. I respectfully request the Board Of Supervisors to approve the hiring of one well qualified registered nurse or a degree nurse to be responsible for our jail medical program.The department of Welfare be Institutions will pay two-thirds of the salary for a well qualified person. Burnett, Executive Secretary Chesterfield, Va. Dear Mr. Burnett: In On August 8, 1973, Albert Thomas was arrested by Chesterfield County Police and placed in our jail. Subject had bleeding ulcers and upon recommendation of Dr. Waddill a court order was obtained, and he was transferred to the penitentiary hospital. On Sepbember 9, 1973, subject was transferred to Medical College Hospital for additional treatment, for which we were charged $5,456.71. On October 22, 1973, subject was transferred from Medical College Hospital back to the penitentiary hospital. We have not received our bill from the penitentiary hospital as of this date. I respectfully request the Board Of Supervisors to appropriate $6,000.00 to pay above mentioned medical bills. This will be a significant loss to our operation unless we can find replacement projects. It is our understanding that the Chiefs have recommended that the return on sales of County tags be increased now that the cost will be increased by 50%. I would like to suggest that a modest increase in the return on County Tag sales would be very benificial to Company #4 as well as the other fire companies who use the sales for a major portion of their income.
