Mr. Graham Jennings, representing Nir. Lynn A. Hamilton, comes before
the Board requesting the regoning from Agricultural (A) to General
Industrial (N-2) of a parcel of land of irregular shape, containing
approximately 12 acres, fronting 1029 feet on Cld Bermuda Hundred
Road (Rt.618) extending southwardly to a depth of approximately
500 feet and being located approximately 100 feet east of the
intersection of Old Bermuda Hundred Road and R amblewood Drive
in Bermuda i\-iagisterial District. Refer to Sheet 33 (Tax Map Sec.
117-14 (1) parcel 1).
Mr. Jennings presents Mr.Richard Dunn, who explains that the
Poore Sign Company who is purchasing the 11 acres in question can
use only one --half of the property and that the other half will
probably be sold to the American Alchemy Company which needs M-3
zoning, which will be requested at a later date.
He states that the r'_oore Sign Company prefabricates and stores new
signs and requested M-2 Zoning, and that there is no opposition
present to this request.

The Chairman asked if Mr. Danielson agreed to the suggestdd re-
commendations of the Planning staff and after a slight amendment
to Item 8 he agreed to the amendments.
Upon consideration whereof, and on motion of Mr. Apperson,seconded by
Mr. Flyers, it is resolved that the Conditional Use to allow the
operation of a Funeral Home on a parol of land fronting on Rt. 10,
420 f3et and extending westwardly approximately 825 feet,�Said
parcel being the northern part of a plat of land requested for
B-3 zoning and is as shown on a map recorded with the Board's papers
with the amended restrictions suggested by the Planning Staff:
1. That the rezoning to the Agricultural (A) classification
and Conditional Use be permitted on no larger a parcel
than that encompassing an area south of the northeast
property line measuring 400 feet along the west line of
U.S. Rt. 10.
2. The developer shall provide an accurate account of the
drainage situation showing existing drainage and the
impact this project will have on the site and surrounding
area. The developer shall submit a plan to the County
Engineering Department which will provide for on and off
site drainage control. The plan shall explain the method
and show the facilities to be utilized in the hydraulic
engineering of this project. T,�L: plan shall be approved
by the Encineering Department prior to the issuance of any
building permit and implemented prior to the issuance of
any occupancy permit.
3. The developer shall submit a plan for erosion and sediment
control to the County Iiingineerirag Department. Such a plan
is to be comprised of vegetative and engineering practices

(as outlined in the "Erosion and Sediment Control Technical
Handbookf° published by the James River Soil and Conservation
District) to lbe utilized as erosion and sediment measures for
the project. The plan shall be approved prior to any clearing,
grading or otherwise disturbance of the soil,terrain or existing
vegetation.
4. Utility Ofater & Sewer) plans shall be submitted to and approved
by the County Engineering Department prior to the issuance of
any building permit. All necessary water, and sewer and drainage
easements as may be determined by the County Right-of-way Engineer
shall be granted to and for the County of Chest�rf ield free and
unrestricted prior to the issuance of any building permit.
5. Sixty (60) feet of right--of-way measured from the centerline
along Rt. 10 shall be dedicated free and unrestricted to and
for the County of Chesterfield by a deed of dedication prepared
by the County Right -of -Way Engineer upon receipt of a proper plat.
This shall be accomplished prior to the issuance of any building
permit.
6. No structure shall be erected closer to the front property line
than a distance of 200 ft. Side and rear yards shall be a
minimum of 100 ft.
7. A more or less semi -circular driveway shall be provided having
a width of not less than 14 ft. This drive shall have no
more than two means of ingress and egress on Route 10.
8. All parking shall be located to the rear and sides of the
funeral home structure. Parking spaces 10 ft. x 20 ft. in
size shall be provided as required under tirticle 24 of the
Chesterfield County Zoning C.rdinance.
9. All parking spaces and driveways shall be paved utilizing
curb and gutter.
10. All final site, layout and landscaping plans shall be
submitted to and approved by the Planning Department in
accordance with Article 25 of the Zoning Ordinance. This
shall be accomplished prior to the issuance of any building
permit. Such plans shall include the above noted conditions
and requirements showing them graphically and/or with notes
pertinent thereto.

to a depth of approximately 400 feet, and being located approximately

Mr, Lee R. Coleman comes before the Board stating that on May 911973,

He states further that he has tried desperately to obtain this
widening strip, that he has dedicated to the County a 10 -ft.
widening strip ori his property.
On motion of Mr. Horner, seconded by Mr. Apperson, it is resolved
that a Variance be granted to >.r. Coleman to allow the construction
of a dwelling on a 30 -ft. road as shown on a plat recorded with the
3oard's papers, with the understanding that the County has no
responsibility to construct or maintain this roadway.

There was a discussion of the contract with the Richmond Metropolitan
Authority and the County's request for assurance from the Highway
Department that Rt. 288 would be extended to meet the proposed
extension of Powhite Parkway and it was cited that if the Powhite
Parkway is extended by toll facilities certainly Rt.288 should also
be constructed and stated that the Highway Commission and Mr.Fugate
have verbally assured the County that this would be done.
There was presented a letter from the Richmond P,;etropolitan Authority
concerning the us of the Powhite Parkway by school buses, which
letter stated that all County vehicles must pay the toll charged and
that an exemption on County Vehicles would not be given under the
Bond resolution.
There was presented the final budget of the Highway Department
for Primary roads in the fiscal year 1973-74, which budget is filed
with the papers of this Board.

the school site at the northwestern intersection of Little Creek
Lane and Hopkins be and it hereby is approved.

Pir. Graham Jennings comes before the Doard representing the owner
of El Rancho Trailer Park, which is presently zoned MH -1 and has

He states further that the present septic system is inadequate to the
point that t'. -,e Health Department is reluctant to allow furthE;r
operations.
'The County Engineer states that the cost of tying into the Buford
lagoon would be approximately $96,300.00.

as soon as possible, provided the owner of the El Ranchp will give

The County Engineer advised the 3oard that there had been some
discussion of possibly moving the proposed Ashton Creek Pumping
Station eastwardly in order to serve more land. However, it would
cost approximately $180,000 to accomplish this and it appears that few,
if any, of the adjacent land owners will support this proposal.
Upon consideration whereof, and on motion of Air. 11`iyers, seconded by
Nr. O'Neill, it is resolved that the County Engineer be authorized
to keep the,shtcn Creek Pumping Station at its presently planned
location unless there is a substantial change in participation from
adjacent property owners.

building permit and implemented prior to the issuance of
any occupancy permit.
3. The developer shall submit a plan for erosion and sediment
control to the County Engineering Department. Such a plan
is to be comprised of vegetative and engineering practices
(as outlined in the "Erosion and Sediment Control
Technical Handbook" published by the James River
Soil and Conservation District) to be utilized as
erosion and sediment measures for the project.
The plan shall be approved prior to any clearing,
grading or otherwise disturbance of the soil,
terrain or existing vegetation.
4. Utility (water & sewer) plans shall be submitted
to and approved by the County Engineering Department
prior to the issuance of any building permit. All
necessary water, and sewer and drainage easements as
may be determined by the County Right-of-way Engineer
shall be granted to and for the County of Chesterfield
free and unrestricted prior to the issuance of any
building permit.
5. Sixty (60) feet of right-of-way measured from the
centerline along Rt. 10 shall be dedicated free and
unrestricted to and for the County of Chesterfield
by a deed of dedication prepared by the County Right-
of-way Engineer upon receipt of a proper plat. This
shall be accomplished prior to the issuance of any
building permit.
6. No structure shall be erected closer to the front
property line than a distance of 200 ft. Side and
rear yards shall be a minimum of 100 ft.
7. A more or less semi -circular driveway shall be pro-
vided having a width of not less than 14 ft. This
drive shall have no more than two means of ingress
and egress on Route 10. #,,.1
8. All parking shall be located to the rearAof the
funeral home structure. Parking spaces 10 ft. x 20
ft. in size shall be provided as required under
Article 24 of the Chesterfield County Zoning Ordinance.

ages on the south line of State Route 618,adjoining the S. A. L.
Railroad, in Bermuda District of Chesterfield County, Virginia, from
the present owners, Mr. and Mrs. Lynn A. Hamilton,, subject to the
appropriate zoning. Mr. and Mrs. Lynn A. Hamilton have applied for
M-2 Industrial Zoning for the property, the property being presently
zoned` Agricultural. M-2 Zoning is necessary for Moore Sign Corpora-
tion to build a plant in which to manufacture, assemble and store
various,signs with outside storage. Moore Sign Corporation has now
sold 5.88 acres, being Parcel A on the plat of Chas. H. Fleet &
Associates, dated May 1, 1973, to Prillaman Chemical Company, which
company owns American Alchemy Company, as Moore Sign Corporation does
not need but half of the 11.768 acres on which to b6ild the planned'
sign facility. Moore Sign Corporation intends to build on Parcel B

TYPE OF OPERATION
Although a 'large part of fir. Moore's original business
was sign painting, the artistry has nearly gone from the major part
of the business ;of Moore Sign Corporation. The business is now one
of manufacturing some signs, prefabricating a lot of signs, such as
Humble Otl signs, and the erection and installation of many signs
which the company may or may not have manufactured.
Moore Sign Corporation manufactures or prefabricates hotel
suns, motel' signs, restaurant signs, industrial park signs, and
gasoline company signs, and the like
They do .work for all of the major oil companies in the
area and have just completed a contract with Humble Oil to change all
of their signs from ESSO to EXXON in about half of the State of Vir-
ginia and part of North Carolina.
Moore Sign Corporation owns tato Hydrolic Sign Cranes, one
small one at a cost of $30,000.00 and another large one at a cost of
$56,000.00 and rents others as needed The larger crane is the largest
crane designed for installation of signs east of the Mississippi.

PLANNED CONSTRUCTION
Moore Sign Corporation intends to build an office and
manufacturing plant combination with about 5,000 square feet on
Parcel B and is willing to build a second building of about
4,500 square feet to provide inside storage if the Board prefers
M-1 Zoning for Parcel B. Besides employees parking, the company
trucks and cranes will be parked on the premises. Mr. William
Johnson of Whitehead -Leach Construction Company is preparing the
plans and specifications and it is hoped that the plans and layout
will be available by the time the Board considers this zoning case.
