Floyd, Tax Map Sec. 80-2 (1) Part of Parcel 1 Mr. Floyd requests a variance to build a dwelling on a parcel of land which has no public road frontage. Mr. Henry E. Myers, Jr., is the present owner of this parcel. If the variance is granted, part of parcel one will be con- veyed to Mr. Floyd who plans to build a dwelling on this site at a future date. There is no public water or sewer in this area. Mr. Myers plans to subdivide the remainder of parcel one when public water becomes available in this area. If this variance is approved, we recommend that a 50 ft. wide road easement, with a 70 ft. wide turnaround at the end of the easement, be dedicated to the County. DeAngelis,requesting the rezoning from Agricultural (A) to General Business (B-3) of a parcel of land of rectangular shape, containing 9.36 acres, fronting approximately 450 feet on Hull Street Road (Rt.360) extending southwardly to a depth of approximately 800 feet, and being located approximately 1200 feet east of the intersection of Hull Street Road and Baldwin Creek Road (Rt.730) in Clover Hill Magisterial District. Refer to Tax Map Sec. 73 (1) parcel 16-3 ( Sheet No. 19) . 1-ir.Moore explains the reasons for his request to B-3. Mr. DeAngelis further explains that he wishes to repair mobile homes and self --contained travel trailers. mr. Horner states he is greatly concerned about this use in this area. Refer to Tax Flap Sec. 51-1 (1) parcels 1 &. 2 and 40-13 (1) parcel 8-1 (Sheet No. 15). Mr. Moore cites his reasons for requesting Residential-2 zoning. He states that the original request of R-7 can be waived at this time and requested that the entire tract be zoned R-2 but he states further that his client may at a later date again request multi- family zoning on a portion of this property. Robert Wolf, President oc the Chesterfield County Civic Association, Chapter 1, and cites the problems in the County involving trash pick- up and presented petitions signed by 434 people requesting weekly pick --up in heavily populated areas. It was pointed out to Mr. ?golf than garbage collection was available for most of the people in the County from private sanitation companies, that cxt would be a tremendous problem for the County to pick up trash and garbage County -wide, and that the matter would be discussed further. It was pointed out that the State Health Department had initiated a policy in which the governing body of each locality must approve the construction of a sewage treatment plant in the locality and that the Day Realty of Richmond, Inc. had requested approval of a sewage treatment package plant at the irTalthall Interchange for the Day's End Inn, On motion of Mr. layers, seconded by 1�1r. O'l�eill, it is resolved that approval be given for a sewage treatmentplant provided the developers will $300.00 per room for connection privileges. Ayes: 11lr. Horner, Nor. It was generally agreed that Mir. Mike Ritz, County Planner and the County Administrator, meet with the Chesterfield Baseball Clubs and work out an agreement covering the use of four more ball f i_.lds in the new park and present said agreement to this Board for further approval. Mr. Ritz presents preliminary plans for the development of a new park :t the Courthouse and Rt.360. Upon consideration whereof and on motion of Mir. Apperson,seconded by Mr.Myers, it is resolved that the preliminary plans be and they her:fby are approved and the County Planner is authority to secure final plans and secure bids for the construction of the project. On motion of Mr. Krepela, seconded by I,).r.Myers, it is resolved that the following resolution be and it hereby is adopted: BE IT RESOLVaD, by the Board of Supervisors of Chesterfield County, Virginia, in session assembled: That the entire area embraced within a one mile radius from the Philip Spencer Hancock monument in front of Midlothian High School, or in the event the monument is moved, within a one mile radius from Midlothian High School in the community of Midlothian be, and the same is hereby designated as a Bird Sanctuary. That it shall be unlawful to trap, hunt, shoot or attempt to shoot or molest in any manner any bird or wild fowl or to rob bird nests or wild fowl nests. That provided, however, if starlings or similar birds are found to be congregat&ng in such numbers in a particular area that they constitute a nuisance or menace to health or property in the opinion of the proper health authorities of Chesterfield County, then in such event, said health authorities shall meet with representatives of the Audubon Society and Midlothian Garden Club and Nlidlothian District Supervisor, after having given at lea,.>t three days actual notice of the time and place of said meeting. If, as a result of said meeting, no satisfactory alternative is found to abate such nuisance, then said birds may be destroyed in such numbers and in such manner as it deemed advisable by said health authorities under the supervision of the Chief of Police of Chesterfield County, Ayes: T-r.Horner, Mr. Myers, Nr. Background Lone Star Properties, Inc., is a wholly owned real estate development subsidiary of Lone Star Industries, Inc. , a major, publically owned diversified corporation with operations throughout the United States. Lone Star Industries' eastern regional headquarters is located in Richmond. The Company has been part of the economic growth of the Richmond area for many years. The company is presently engaged in real estate development activities in New York, Virginia, Georgia, Texas, California and Hawaii. To assist Lone Star Properties, Inc., in planning the proposed development the services of the following consultants have been retained; J. ' K. Timmons and Associates - Planners and Engineers; Howard P. Hoffman Associates, Inc. -Real Estate Consultants; Grad -Hoffman, Inc., - Land Planning Consultants. The property consists of about 300 acres located approximately 3 miles southwest of the city limits of Richmond. The site is located off Newbys Bridge Road, 2000 feet south of the intersection of Walmsey Boulevard and Newbys Bridge Road. Its southern boundary is Falling Creek. A pipeline and a power line traverse the property, one on the east and one on the south, but they are located in such a fashion as to not hinder the develop- ment potential of the site. The property has 2000 feet of frontage off Newbys Bridge Road. The site is densely wooded with one major cleared section toward the southern portion of the property. The terrain is gently rolling with no unusual physical features which would present developmental problems. The site slopes gently downward from an elevation of 200 feet. The properties adjacent to the site are predominately vacant and wooded although several homes are located nearby. The Richmond Christian School is located opposite the subject property on Newbys Bridge Road. ,W . The property is close to shopping, and other facilities and services are located a few minutes away on Hull Street Road. Although the property is very close to intensive commercial development, it is located in a country - like setting which provides a great deal of natural amenities. Its convenience to, yet remoteness from, commercial development gives the property excellent locational attributes for residential development. The property was originally acquired by the Company in the early 19601s for a stone quarry. B. Proposed Development We respectfully request that our property, currently zoned as agriculture, be rezoned to permit the development of single family homes on one portion and townhouses for sale on another portion of the property. We would like to develop 400 single family homes on 176 acres of the property and 600 townhouses on 111 acres. This would mean a density of 2. 3 single family homes per acre and 5. 4 townhouse. units per acre. It is anticipated that the single family homes will be 3 and 4 bedroom units with several architectural styles and will sell for a basic price of about $35, 000. The townhouses will be well designed with many amenities. It is anticipated that the majority of units will be two bedroom. They will sell for about $30, 000. Swimming pools, tennis courts, and a club house facility will be provided. Based on our market study, we expect to complete and fully occupy the development within 3 to 5 years. Both the single family homes and townhouses will be built simultaneously. Assuming a 3 year completion schedule the following time table is projected. A Within the proposed R-2 zone, a 44 acre parcel along the Falling Creek floor ,plain will be dedicated to the County as a recreational area. The site is located near two major 4 lane roads; Chippenham Parkway and Hull Street Road. The site can be reached from Hull Street Road by traveling south on Turner Road, then west on Walmsey Boulevard, and then southwest on Newbys Bridge Road, a total distance of approximately 1 mile. Hull Street Road connects into Chippenham Parkway, which forms a partial beltway around Richmond and intersects with Interstate Rte. 95, providing excellent highway access to destinations outside the Richmond area. The internal circulation network consists of a loop road with direct access from Newbys Bridge Road. An east to west road is proposed to permit access to Belmont Road and to permit the future connection of Belmont Road to Newbys Bridge Road. In addition a stub is provided to permit future connection of the site to Turner Road. The cost -revenue study prepared by Howard P. Hoffman Associates, Inc. shows that our proposed development will generate a surplus of over $100, 000 per .,year in tax revenue to the County. The cost -revenue study as originally submitted sets forth the costs and tax revenues which would result from our original proposal which included garden apartments and a slightly different number of single- family and townhouse -for -sale units. Since that initial proposal we have modified our request and have excluded garden apartments en- tirely from the project. We are now proposing a plan which would result in 600 townhouse units for sale and 400 single-family units. Our research indicates that the number of students generated by the single-family units will range from 1. 0 to 1. 2 students per unit for a total of 400 to 480 students. The townhouse units will generate between 0. 2 and 0. 5 students per unit for a total of 120 to 300 students. This means that the proposed project will generate 520 to 780 school - age children. The cost to the County of educating a student is approximately $446 per year. This figure is the variable cost per student and has been calculated based on the School Board's 1972 budget. Applying the student numbers to the cost per student gives us a range of $231, 920 to $347, 880. This range represents the total variable cost of edu- cating the students expected to be generated from the proposed de- velopment. Mr. Michael Ritz May 29, 1973 Chesterfield County Planning Commission Page: 2 Our calculations for tax revenue are as follows: We figure that the single-family units should generate $437 in tax revenue per unit while the townhouse units will gen- erate approximately $364 in tax revenue per unit. Applying the number of units to this figure yields a total revenue of $393, 200. Subtracting the total cost from the total revenue gives us a surplus of between $45, 320 and $161, 280. The mid -point of this range is $103, 300. Therefore, roughly speaking, it seems reasonable to conclude that our proposal will yield a tax revenue surplus, over variable costs, of approximately $100, 000, which can be applied to fixed costs and other County expenditures. These figures are based on assumptions which from our experi- ence we feel are reliable but, as you have indicated, may need revision. It is for this reason that we provided a range in our study. Mr. Myers made a very valid point about other costs. However, as point- ed out on the first page of the cost -revenue analysis the portion of the an- nual school budget paid for by the County about equals the County general property tax. Utility costs appear to be self-supporting (i. e, paid for out of water and sewer revenues) and other County expenditures (i. e, those listed in the budget as General Government) about equal revenues from sources other than property taxes. Local sales taxes, licenses and per- mits, and state revenues (not including State school aid) make up the bulk of these revenues. The nature of these revenues from sources other than property taxes indicates that they will at least keep pace with increasing non -school costs. The mix of housing types is assumed to be your preliminary proposal of: single family: 375 units on 150 acres townhouse: 350 units on 60 acres r, multi -family: 350 units on 40 acres Cost -revenue considerations are limited to those for education for three reasons: 1. Education costs are usually most immediately and most severely affected by population increase; 2. Education is by far the largest item in the County budget, with the current school budget of $22, 480, 059* accounting for over 52% of the total County budget of $42,237,887; and 3. That portion of the annual school budget paid for out of County general revenues approximates the total County annual general property tax ($12,887,460 and $12,126,450, respectively, in the current fiscal year), which means that other County services are being paid for from sources other than property taxes. Figures from the current 1972-1973 County budget and school budget are used through- out this analysis. Both costs and revenues will undoubtedly go up in future years but an examination of past budget figures indicates that the important cost -revenue re- lationships will remain fairly constant. ., * This figure does not include amounts budgeted under the school program for school bond construction ($100,000), maintenance of the law library ($4,500), County nursing home ($698,380), or Ettrick Sanitary District ($35,710). The estimated current enrollment in the school system is 23,084 pupils. If the $12,887,460 County school appropriation is apportioned equally among these pupils, current school costs to the County are seen to be approximately $557 per pupil. This per student County cost, however, includes both fixed and variable costs. Fixed costs include such items as debt service, Board of Education expenses, administration, maintenance and all other expenses which are generally constant and do not vary directly with changes in school enrollment. Variable costs, on the other hand, are those expenses such as teachers' salaries, which do vary with school enrollment. In determining the impact of any proposed development only those costs associated with increased school enrollments should be considered. After reviewing the Chester- field County school budget, and based on our experience in many other analyses of this type, it was determined that 20-30% of the budget is fixed expense and therefore not related to any change in school enrollment.* * In the current Chesterfield County school budget, for instance, $5,836,554 (approximately 25% of the total school budget of $22,480,059) can clearly be . attributed to fixed costs: $11923,297 to plant operation and maintenance, $ 393,900 to fixed charges, $ 10,000 to capital outlay, and $3, 509, 367 to debt service. The fixed cost per student, therefore, would range between $111 and $167. To be on the conservative side, the 20% figure ($111) was used in our cost calculations: Per Student County Cost $557 LESS Per Student Fixed Cost -111 Per Student Variable Cost $W6 The per student variable cost, then, represents the marginal or incremental cost of one additional student to the local taxpayers. The elimination of fixed costs from consideration might be subject to challenge, primarily on the ground that substantial residential development of any kind will have significant impact on the eventual need for new school construction and, consequently, on debt service, usually the largest items of fixed charges. How- ever, an evaluation of such impact of any given development would have to be based on a detailed analysis of specific school capacities and enrollments, school construction needs and costs and bond amounts and terms,at the time when school construction required partially or completely by such development is to be under- taken. Such an evaluation cannot be made at this time. It should, however, be noted that as indicated later in this report, surplus County funds should result from the pro- posed development. Such surplus funds should go a long way toward offsetting any necessary additional school debt service charges. Revenues for School Purposes In order to compare anticipated revenues for school purposes from the proposed development to school costs it is necessary to estimate the number of school child- ren that can be expected from the development. A number of studies and research reports done indicate that the following estimates of ranges of school pupils per unit are reasonable*: * Among the studies examined were: American Society of Planning Officials, School Enrollment by Housing Type, May, 1966; American Society of Planning Officials, Apartments in the Suburbs, June, 1964; Raymond, Parish and Pine, Inc., Tarrygreen, October, 1972; Manuel S. Emmanuel Associates, Inc., Multi -Family Housing Study, Town of Cornwall, New York, May, 1971; Sternlieb, George, T he Garden Apartment Development: A Municipal Cost -Revenue Analysis, 1964; Burchell, Robert Ward and Hughes, James W.,Planned Unit Development; and an extensive study of housing development and municipal costs in New Jersey. The actual ranges of pupils per dwelling unit in these and other studies are somewhat wider than those used, particularly for townhouses which range from 0.12 to 0.82 pupils per unit; but they are clustered around the ranges used. Single Family Townhouses Garden Apartments 1.0 - 1.2 pupils per unit 0.2 - 0.5 pupils per unit 0.2 - 0.3 pupils per unit Revenue estimates for the various kinds of units are all based on the assumption that property will continue to be assessed at about 30% of market value. Single Family Homes: Cost -Revenue Analysis It is assumed that the average sales price fo the single family houses to be constructed will be $351000 which would result in an average $10,500 annual assessment. At the current tax rate of $3.10 per $100 this would bring in an average of $325 per unit. In addition, personal property taxes per unit can be expected to average $112 based on the assumption of $3,000 worth of personal property per unit, taxed at the current rate of $3.40 per $100. Consequently tax income to the County would average $437 per unit. It was estimated that there will be an average of 1.0 to 1.2 school children per single family house and that the per student variable education cost will be $446. Therefore the estimated education cost per single family house will be between $446 (1.0 X $446) and $535 (1.2 X $446). The resulting annual estimated deficit will, therefore, be between $9.00 and $98.00 per unit. Townhouses: Cost -Revenue Analysis It is assumed that the average sales price of the townhouses to be constructed will be $30,000 which would result in an average $9,000 annual assessment. At the current tax rate of $3.10 per $100 this would bring in an average of $279 per unit. In addition, personal property taxes per unit can be expected to average $85 based on the assumption of $2,500 worth of taxable personal property per unit, taxed at the current rate of $3.40 per $100. Consequently tax income to the County would average $364 per unit. It was estimated that there will be between 0.2 and 0.5 school children per townhouse and that the per student variable education cost will be $446. Therefore the estimated education cost per townhouse will be between $89 (0.2 X $446) and $223 (0.5 X $446). The resulting annual estimated surplus will, therefore, be between $141 and $275 per unit. Multi -family: Cost -Revenue Analysis It is assumed that the average value of each dwelling unit in the proposed multi -family portion of the development will be $16,000 (construction cost plus land value) which would result in an average $4,800 annual assessment per unit. At the current tax rate of $3.10 per $100 this would bring in an average of $149 per unit. In addition, personal property taxes per unit can be expected to average $68 based on the assumption of $2,000 worth of personal property per unit, taxed at the current rate of $3.40 per $100. Con- sequently tax income to the County would average $217 per unit. It was estimated that there will be between 0.2 and 0.3 school children per multi- family unit and that the per student variable education cost will be $446. There- fore the estimated education cost will be between $89 (0.2 X $446) and $134 (0.3 . X $446) per dwelling unit. The resulting annual estimated surplus will, therefore, be between $83 and $128 per unit. The condition of cleanliness and sanitation throughout the facility was very good. _ Upon inspecting the kitchen, the menu presented to our representative appeared to be adequate in both quality and quantity. No legitimate complaints were received from the inmates in regard to the food service or any other condition concerning the operation of this institution. Mr. Taylor advised our representative an additional matron had been employed since the last inspection. Your jail staff now consists of four matrons and eleven male correctional officers. With this additional matron, adequate supervision can be provided for female prisoners confined in the Chesterfield County Jail as required by this Department's rules and regulations. A check of the jail files indicated the logs required by this Department were being maintained. Exemption from real estate taxation by certain elderly persons. For the calendar year commencing January, 1974, and notwith standing any other provision of this chapter, any real estate, subject to taxation under this chapter may be temporarily exempted _from--such---tax—whem-any--such__pr.operty is owned by and occupied as the sole dwelling of a person or persons—ne ess than sixty-five years of age; subject to the following restriction nd__conditions; 1. The Commissioner of Revenue shall also make such further inquiry of persons seeking such exemption, requiring answers under oath, as may be reasonably necessary, including production of certified tax returns, to determine qualification therefor. Such affidavit shall be filed not later than the first day of May of each year. 2. Such exemption may be granted for any year following the. date that the head of the household occupying such dwelling and owning title or partial title thereto reaches the age of sixty- five years. Floyd, Tax Map Sec. 80-2 (1) Part of Parcel 1 Mr. Floyd requests a variance to build a dwelling on a parcel of land which has no public road frontage. Mr. Henry E. Myers, Jr., is the present owner of this parcel. If the variance is granted, part of parcel one will be con- veyed to Mr. Floyd who plans to build a dwelling on this site at a future date. There is no public water or sewer in this area. Mr. Myers plans to subdivide the remainder of parcel one when public water becomes available in this area. This lot and the adjacent properties are occupied as described on the attached tax map. If this variance is approved, we recommend that a 50 ft. wide road easement, with a 70 ft. wide turnaround at the end of the easement, be dedicated to the County. This dedication should be with the understanding that the County will not maintain or improve this road until it is brought up to State standards by others. Balderson, Jr., Chief Planner SUBJECT: Staff Report on Proposed Chesterfield Branch Library Site Location (Central Branch) Pursuant to Article 15.1-456 of the State Enabling Legis- lation, the Planning Commission is charged with the responsibility of reviewing and making recommendations to the Board of Supervisors on the location, character, extent of all proposed public areas and buildings. In keeping with this charge, the Library Board of Trustees, through Mr. Elton R. Beverly, Chairman of the Board, has requested that the Planning Commission review a proposed site location for a central library and headquarters building in the vicinity of the intersection of Lori Road and Route 10. Specifically, this library site would be located to the north and east of the realigned Lori Road intersection (see attachment). The parcel in question is zoned Agricultural (A) as is all adjacent property with the exception of those parcels to the extreme northwest and southeast which are zoned Community Business (B-2). At present, the subject parcel is vacant and wooded as is the majority of adjacent property. However, it is intended that the adjacent parcel to the north will be used for the location of a County Vocational Technical High School. The proposed site contains approximately six acres and is owned by Chesterfield County. Upon review of the proposed location, Planning Staff is of the opinion that the site selected is in keeping with the proposed Courthouse complex plan and is so located as to provide the necessary centralization for a library headquarters facility. Also, the additional use of this facility as a central branch library will offer reasonable access to the residents of central Chesterfield. It should be pointed out that the building shown positioned on the site is for the purposes of location and orientation and should not be considered as a final building site plan.
