STAFF' S REQUEST ANALYSIS AND RECOMMENDATION 09SN0170 June 24, 2009 B S Chesterfield County Board of Supervisors Dale Magisterial District Northeast corner of Lucy Corr Boulevard and Courts Complex Road RE VEST: Conditional Use Planned Development to permit exceptions to Ordinance requirements relative to signage. PROPOSED LAND USE: Exceptions to the Ordinance are requested to permit additional freestanding signs for improved identification for Lucy Corr Village. Specifically, a second project identification sign is planned on the periphery of the project and other freestanding signs (including directory, directional and building identification signs) are planned internal to the project. PLANNING COMMISSION RECOMMENDATION RECOMMEND APPROVAL SUBJECT TO THE CONDITIONS ON PAGE 2. STAFF RECOMMENDATION Recommend approval for the following reason: The proposed signage would permit clearer identification of Lucy Corr Village and the buildings, uses and community services within its mixed use campus. (NOTE: CONDITIONS MAY BE IMPOSED. THE CONDITIONS NOTED WITH "STAFF/CPC" WERE AGREED UPON BY BOTH STAFF AND THE COMMISSION. CONDITIONS WITH ONLY A "STAFF" ARE RECOMMENDED SOLELY BY STAFF. CONDITIONS WITH ONLY A "CPC" ARE ADDITIONAL CONDITIONS RECOMMENDED BY THE PLANNING COMMISSION.) Providing a FIRST CHOICE community through excellence in public service CONDITIONS (STAFF/CPC) 1. The following signs shall be permitted in addition to those signs permitted by the Zoning Ordinance: A. A second project identification sign not to exceed 100 square feet in area and twenty (20) feet in height generally located at the intersection of Lucy Corr Boulevard and Courts Complex Road; B. The following signs shall be located internal to the project, not along the public roads and not legible outside of the project: i. Three (3) on-site directory signs, each limited to a maximum area of twenty (20) square feet and eight (8) in height; 11. Eight (8) freestanding signs identifying buildings and uses within the project each limited to a maximum area of twenty (20) square feet and eight (8) feet in height; and 111. On-site dlrectlonal signs each llmlted to a maximum area of four (4) square feet and five (5) feet in height. A business logo shall also be allowed on on-site directional signs permitted in accordance with Ordinance requirements which are legible from the adjacent public road. (STAFF/CPC) 2. Existing Zoning: R-MF with Conditional Use Planned Development and A 2 09SN0170 JUN24-BOS-RPT Size: 43.2 acres Existin Land Use: Public/semi-public -Lucy Corr Village, a continuing care retirement community including Lucy Corr Nursing Home, child and adult day care centers, multi- and single family residential uses and the County's employee medical center Adjacent Zoning and Land Use: North - A; Vacant South, East and West - A; Public/semi-public (Mental Health & Health Departments, Courts buildings & County Public Works buildings) UTILITIES; ENVIRONMENTAL; AND PUBLIC FACILITIES This request will have no impact on these facilities. Virginia Department of Transportation: All signs located within VDOT maintained right of way or within any limits of clear zone must be approved by VDOT prior to installation. Signs shall not be placed within any sight limits. Only identification signs will be permitted within the limits of right of way and shall not exceed forty (40) square feet. Signs shall be installed on NHRCP 350 approved posts. T .ANTI T 1CF. Comprehensive Plan: Lies within the boundaries of the Central Area Plan which suggests the property is appropriate for office uses to include government buildings and other public facilities. Area Development Trends: The subject property is located within the boundaries of the Chesterfield County Government complex. Surrounding uses include the Mental Health and Health Department offices, County Courts and Public Works buildings. It is anticipated that office uses, including government buildings and other pubic facilities will continue within the immediate area consistent with the recommendations ofthe Plan. 3 09SN0170 JUN24-BOS-RPT Sins. Lucy Corr Village is anon-profit continuing care retirement community which is located within the County government complex. A variety of uses are provided within the Lucy Corr Village campus to serve its residents and the general public including a health care center (nursing home), independent and assisted living (single and multi-family dwellings), adult day services, rehabilitation and memory support services, and the Chesterfield County employees' medical center. The Health Care Commission, which operates the Village, is seeking to update signage to better identify these various uses, programs and services offered in different locations throughout the campus. Currently, the Ordinance permits one (1) project identification sign (fifty (50) square feet in area and fifteen (15) feet tall) along Courthouse Road; identification signs at secondary entrances to the Village (fifty (50) square feet in area and fifteen (15) feet tall); and on-site directional signs (four (4) square feet in area and five (5) feet tall) provided they are legible from the adjacent public roads. Given that the Village incorporates a mix of residential and nonresidential uses, signs typically permitted for office or medical complexes (i.e. directory and building identification signs) are not permitted in this project. As such, additional signs are proposed to assist the residents and general public in navigating through this campus. The conditions outline the additional signage requested to include a second project identification sign, generally located at the intersection of Lucy Corr Boulevard and Courts Complex Road. Additional proposed signs which would be located internal to the campus include directory signs, freestanding signs identifying buildings and uses and directional signs. All directional signs would be permitted to incorporate a business logo to assist in unifying the campus. CONCLUSION The Health Center Commission indicates that residents and citizens who frequent the Lucy Corr Village campus have experienced difficulty in locating facilities and services. The proposed signage would permit clearer identification of the buildings, uses and community services within the Village. Given these considerations, approval of this request is recommended. CASE HISTORY Planning Commission Meeting (5/19/09): The applicant's agent accepted the recommendation. There was no opposition present.
