20%, the Industrial Recovery Act and how it affects the County, the
debt service of the utilities, the reevaluation of the rates every
18 months, the possibility of mandatory connections to the water
andsewer systems, deposits to be required, etc.
Mr. Bookman states that he is interested in looking at a 12% increase
in water rather than the 20% increase. Mr. Quaiff states that he
does not think it would help the water situation in a long range
period. Mrs. Girone discusses further the mandatory connections.
Mr. Micas states that the County could run into a problem if the
capacity were not available and connections were mandatory.
Mr. Dodd inquires further into the increase of connection fees and
it was agreed by all that a $100 increase be recommended for the
installation of sewer on a new house and $150 on an existing home.
There was some discussion of the water connection fee and it was
generally agreed that the fee be $500 for anyone wishing to connect
unless they do have a prior commitment for the old rate be recommended
for incorporation in the ordinance.
It was on motion of Mrs. Girone, seconded by Mr. Bookman, resolved
that the County Attorney draft an ordinance increasing the water rates
20% and the sewer rates 5T/..as recommended by -the Utility Dept., $500 for water corm -
ection fees.-unless previously committed, increasing the sewer connection
fee $100 for new homes And $150 for existing homes, eliminate existing
refund for water connections,'-and advertise this ordinance for a Public Hearing on
�KiL AIMM 18, 1977, at 7:00 p.m.

It was on motion of Mr. Bookman, seconded by Mr. Dodd, resolved that
this Board go into Executive Session to discuss personnel matters.

Reconvening:
After some discussion of the matter, it was generally agreed that the
architects, Carlton, Taylor and Clark be asked to submit a proposal
for remodeling the old Data Processing facility at the Courthouse
for the Social Services Department.
It was on motion of Mrs, Girone, seconded by Mr. Bookman, resolved
that this Board go into Executive Session to discuss matters of
potential litigation and personnel.

On motion of Mr. Bookman, seconded by Mr. Dodd, be it resolved
that the Treasurer be and he hereby is authorized to negotiate
short-term loan not to exceed $2,000,000 in accordance with
Section 15.1-545 and 15.1-546 of the Code of Virginia.
Ayes: Mrs. Girone, Mr, Bookman and Mr. Dodd.
It is on motion of Mr. Dodd, seconded by Mr. Bookman, resolved
that the Treasurer of Chesterfield County be, and he is authorized
to transfer the sum of $465,000 from account 77-67.1, Reserved
for Interest Payable to account 72-83, Revenue Realized.

On motion of Mrs. Girone, seconded by Mr. Bookman, it is hereby
resolved that the following paragraph of the minutes of June 23,
1976: (It is resolved that the Board approves a permanent trans-
fer of $1,215,000 from Fund 66 Water Meter Installation Fund
to Fund 63 Water Improvement, Replacement and Extension Fund)
should be corrected to read as follows:
That the Board approves the permanent transfer of $1,215,000
from Fund 66 Water Meter Installation Fund to Fund 64 Water
County Construction Fund.
Ayes: Mrs. Girone, Mr, Bookman and Mr. Dodd,
Mr. Ramsey reviews the proposed 1977-78 Revenue Sharing Budget
and the Board revised the anticipated expenses to include
a category for Vehicles & Equipment. It is agreed to vote to
accept the Revenue Sharing Budget after the public hearing
on March 23rd,
Mr. Hodge introduces Mr. Brady Rackley, the new Assistant Director
of Data Processing.-. and reviews the status of the Burroughs
Computer. Mr. Hodge states there have been some technical
problems with the computer and it will not be delivered until
at least July and the data base program will not be ready for
9-12 months. Mr. Hodge further states'there are three alternatives:
1) Stay with the present contract with Burrougns; z) Go with
IBM which would require rebidding or 3) Use a substitute computer
which Burroughs can have here by May lst, but does not address
the software problem.
After considerable discussion of cost to get out of the present
contract versus the alternatives, it is agreed that Mr. Hodge
and Mr. Micas should work together and come up with a recommen-
dation to present to the Board on March 9, 1977.
It is on motion of of Mr. Bookman, seconded by Mr. Dodd,
resolved that this Board adjourns at 5:50 p.m. until 9:00 a.m.,
March 9, 1977.

SUBJECT:
I know that the financial condition of the water and
sewerage system is not a pleasant task to resolve, but I feel strongly
that we must take some positive actions immediately or we will be
faced with a situation which will be even more difficult.
Unless we get our water and sewerage system finances back
on a sound basis, we will be faced with some or all of the following:
1. Defaults on our bond payments.
2. Moratorium on water and sewer connections.
3. Water shortage
4. Citiations for not meeting water quality standards.
5. The inability to meet the needs of existing and
new residential, commercial, industrial and
institutional establishments.
The sewerage system has never been on a really sound
financial footing. The water system in recent years has been in a
relatively better position, but the fast growth of the County and the
increased costs have made it difficult to keep pace at the present
rates.
The need for increases in the water and sewer rates have
been discussed for years. Because they have been deferred for such
a long time, it makes the task more difficult to face at this time.
Fortunately, the present Board has recognized the problem and did
enact an interim rate increase early in 1976.
For several years, the Utility Department has presented a
monthly financial report which showed that we could not meet our
proposed construction program, debt service and operating cost with
our present rate structure.
On August 18, 1976, a report was submitted by J. K.
Timmons and Associates, Incorporated which showed that drastic steps
were needed.
The Board authorized the hiring of a rate consultant on
January 28, 1976 and the contract was signed with R. W. Beck and
Associates on March 4, 1976.

This report was presented to the Board on November 12,
1976. This report confirms that the County faces multimillion
dollar deficits if the water and sewer rates are not increased.
In order to meet the amount of expenditures outlined in
the report, it will be necessary to raise the same amount of revenue
shown in the report. Most of the expenditures are necessary to meet
the expected growth and to keep the water and sewerage sytem viable.
There are some alternate methods of raising the necessary revenue
and they will be presented at this time.
I would like to report that we have finally received
approval of our Step II Grant which will enable us to proceed with
the design for expansion of our Falling Creek Plant. Because of
the delay in receiving this approval, we could be in serious condition
before the addition to the plant is complete.
