the Eppington Room at the Sheraton Park, South and welcomed the
Legislative Delegation who was present to discuss the proposed
1988 Legislative Program.
3. CONSIDER R~Q~ST OF ~WIFT C~=& ELemENTARY sCBOOL P.T.A. FOR
BI~GO/P~FFLEPEP/~IT
On motion of Mrs. Girone, seconded by Mr. Appleqate, the Beard
approved the request for a raffle permit for the Swift Creek
Elementary School P.T.A. for calendar years 1987 and 1988.
Vote: Unanimous
2. DISCUSSION OF xu~ PROPOSED 1988 LEGISLAT~¥~ PR(XT~RAM
Mr. Micas and Mrs. DeHart presented each program item, and
discussion ensued as to the type action to be taken on each
proposal, sponsorship, etc, (A copy Of the Legislative Program
is filed with the papers e£ this ~eard.) Mr. Daniel stated
each item, with the exception of those deletedr were
specifically agreed upon by the Board of Supervisors as the
Legislative ~acket.
~r. Dodd expressed concern relative to tax relief for certain
industries in the County, Ee stated the County has, over the
past several years, actively been involved in the recruitment
of foreign economic development to the County, and he felt some
of the taxation methods are counterproductive to those efforts
and will discourage new manufacturing businesses from
contemplating locating in the County. Re stated he felt
strongly that clarification from the State is necessary on
these laws/statutes and requested the Board and staff pursue
the interpretation of the laws relative to manufacturing
machinery/tool taxes.
Due to previous commitments, Mr. Applegate and Mr. Dodd excused
themselves from the meeting.

In addition to the proposed program, items wore discussed
relative to growth management for 1988 and the Joint
Leqislative Audit and Review Commission on Funding th~
Standards of Quality fo~ education programs, which ~opert
included options for distributing funds for the state's share
of the standard of quality costs.

On motion of Mrs. Girone, seconded by Mr. Daniel, the BoaId
adjourned until 9:00 a.m. (EST) on December 9, 1987.
