Dear Dr. Gill: ETTRICK, VIRGINIA August 16, 1954. ;Ve, the mreml.ers of the .Ettrick Volunteer Fire Department do herety respectfully request the ?;oard of Supervisors of the County of Chesterfield to give their most kind consideration to this Department when an ad(-'itional Fire Truck is purchased to re- place the twenty-year old Pumper now in service at Ettrick. This truck was purchased by the Sanitary District of Ettrick and was given to the County when the County assumed oper- ation of the Fire Departments several years ago. This truck has served the communities of Ettrick and Chesterfield County faith- fully and well. In addition to this pump=x, this Department is now operating with a Eooster truck built by the CrenshawEquipment of Richmond. The Pump-'r was built by Oren of Roanoke, Va. Secretary Chesterfield County Board of Supervisors Chesterfield, Virginia Dear Mr. Burnett: Ettrick, Virginia August 20, 1954 With reference to your letter of August 131 1954, we wish to advise that the Ettrick Sanitary District Committee held a meeting on August 19, 1954s to discuss Mr. Shropshire's proposed Specifications and Requirements for Ettrick sewerage and sewage treatment. At this meeting, the committee agreed with Mr. Shropshire's proposals, with one exception: In section III, the committee concurs on paragraphs 1 and 3; Ettrick to pay for these surveys. However, with reference to paragraph 2 of Section III, the committee doubts the feasibility of this plan. It is believed that the possible cost of easements along the river would be excessive. Also the distance frm the river to many homes and subdivisions is too great to permit property owners to economically construct sewer service lines from River Road and vicinity to the proposed collector line along the river. Therefore, the committee recommends this plan be omitted, or if it is includedj, then the cost of this portion of the survey be borne by the county. Sincerely yours, N 0 n n CHESTERFIELD COUNTY MA RCHES ON SURVEY IN MINIATURE, DEPICTING AN AREA WHERE YOUR INDUSTRY CAN OPERATE AT A PROFIT AND TELLING YOU THE REASONS WHY. To the many industrial firms in the north, east or middle west, which at one time or another have given more or less con- sideration to the idea of relocating a main plant, or the es- tablishment of a branch plant somewhere below the Mason and Dixon Line, this brief summary of the industrial resources and natural advantages of Chesterfield County, Virginia, should be studied with care. A huge volume could be written on Chesterfield County's industrial opportunities without indulging in superlatives at any given point because the sum total of all her industrial ad- vantages when considered as a whole, gives to Chesterfield, the classification of SUPER SUPERLATIVE among southern communities which aspire to industrial development. Eight major qualifications offered by Chesterfield County are as follows; (1) NEARNESS TO SUPPLIES AND MARKETS. If one should draw a circle of 500 miles circumference around Chesterfield County the area would contain roughly one-half the population of the United States. This geographic position enables Chesterfield industries to receive numerous raw materials for processing and in turn ship them to nearby markets at low transportation costs. To cite only one case, the cigarette industry of t#e Greater Richmond Area is a prime example of nearness to supplies and markets. • - 2 (2) TRANS PORTAT ION. Three railroads with connecting belt lines criss-cross the county to a major degree thus, for prac- tical purposes, giving it the rail facilities of a large city. Just north of Hopewell, the James River provides water trans- portation with outlet at Hampton Roads to the Atlantic Ocean. The Byrd Airport provides Air Transportation for the Greater Richmond Area. (3) POWER: The Virginia Electric and Power Company has recently completed an approximately twelve million dollar power expansion program in Chesterfield County which provides the facilities of high tension power lines in every section of the county. Water resources of Chesterfield are so abundant that locations are available for manufacturers to generate their own electric power. (4) VVATER RESOURCES: The James and Appomattox Rivers supply water for industrial use. The supply is adequate for future expansion and through the control of the State Water Control Board all existing industries are required to clean up their taste materials so that other industries will not have to process water to any excessive degree. The Falling Creek Dam of the Chesterfield County Water System has an impoundment capacity of 127,OOO,000 gallons. However, to raise the impoundment only five feet will increase the capacity to 350,O00,000 gallons. ( 5 ) LABOR iaBOURCES: Being located adjacent to the Cities of Richmond, Petersburg, Colonial Heights and Hopewell, Virginia places Chesterfield County in a most enviable position with regards to an unusually large supply of American born labor, - 3 - both skilled and unskilled. According to the Commission of Labor and Industry of the Commonwealth of Virginia, the State of Virginia ranks number one in the nation for having the least labor troubles of any industrial state in the union. Therefore, as a result of the foregoing, Chesterfield County is in fact, a veritable mecca for industrialists seeking an abundant supply of highly contented and qualified labor. (6) LO'N TAX RATES: Chesterfield County's property taxes have the low figure of 42.20 per w100.00 of assessed valuation which is figures at approximately 30 per cent for assessment purposes. Also there is 40 per 100 assessed valuation on machinery. (7) SERVICE INDUSTRIES AND FACILITIES: Again, Chesterfield, due to her nearness to four cities, has unusually quick access to almost any kind of dependent services including mechanical service, banking, architecture, engineering, construction, building supplies, mill supplies and many others. (8 ) LOW COST OF LAND: Land prices in Chesterfield County are so relatively low that the manufacturer can design all build- ings on one floor and acquire additional land for future expan- sion without an excessively large investment in land alone, in fact, low land prices are largely responsible for a 100 per cent increase in population for Chesterfield County during the past decade. The urge for home gardening has attracted and will continue to attract large numbers of workers from the surrounding cities, especially will this be true as new industries locating in the county provide new jobs for city workers. r This cursory examim tion of Chesterfield's chief industrial resources is necessarily - because of limited space - only a surface presentation of a county with almost unlimited indus- trial possibilities.
