This day the Executive Secretary r^ad a letter from Mr.LeRoy Brown, a
lawyer representing a"group o clMene in Me county, who are purported
to be aggrieved over the appointment of Mr. Joe Bellcmy as Deputy Game
Warden for the County. Upon Consideration whereof, and on motion of
Mr. Gunter, seconded by Dr.Gill# it is resolved that the Executive Secretary
be and he hereby is requested to reply to Mr -Brown, stating that the County
is highly satisfied with the services of Mr. Joe Bellamy and to date he has
done on exceptionally fine job.
On motion of Dr.Gill, seconded by Mr.Britton, it is resolved th^tthIs
Board grant a variance in its building restrictions to Mr. H.H. Clarke,,
to build a garage not less than 7 feet from his property line, which
location is on Hudson Street in Matoaca.
It is here noted that Mr. John F.Dick has signed a statement stating that
he does not object to said gar•:ge being 7-feet from his canmon property line.
On motion of Mrs Britton, seconded by Dr.G1119 it is resolved th^t this

Board grant a variance in its building requirements to allow Mrs.

It was generally agreed that the Executive Secretary is authorized to

Superintendent be and she hereby is instructed to furnish only

On motion of Mr. Hague, seconded by Dr. Gill, it is resolved that the
?,delfare Board and the Treasurer of the County of Chesterfield, be and
they are hereby authorized to transfer $500900 of the unmatched
County �nu s of -5-2-M-900 to the Administration Account.
This day it was reported that the Southside Vir inia Emergency
Crew, Inc. has been rendering the County of Chesterfield considerable
service in emergencies consisting of life saving and rescue work,
and that this Board had never been requested to compensate in any
way this organization for said services. Upon consideration
whereof, and on motion of Dr* Gill, seconded by Mr.Brittonw it is
resolved that the sum of $100*00 be given in the name of Chesterfield
County to the Southside Virginia Emergency Crew.
And be it further resolved that $100*00 be transferred from the
unexpended surplus of the County to Item 8f-114 in the 1954-155
budget of the County.
This day the Executive Secretary reported to the Board that the
position of Co-ordinator in the Civil Defense Organisation in the
County was as yet unfilled, and at t wou a 'Ee'3nterest
of the County to fill this position immediately. Upon consideration
whereof and on motion of Mr. Gunter, seconded by Mr.Hague, it is
resolved that Mrs D.W.Murphey, of Chester, be and he hereby is
appointed to the position of Co-ordinator in the Civil Defense
Organization of Chesterfield County.
And be it further resolved that this resolution be valid upon
the consent of Mr. Murphey.
This day the Executive Secretary presented a re;ort from the Building

This day the Executive Secretary read a letter from Mr. D•F.Tackson,
Office Manager of the Richmond Memorial Hospital, requesting the Board

Upon consideration whereof and on motion of Mr. Gunter, seconded by
Mr. Hague, it is resolved that the Executive Secretary be and he hereby V�r
is requested to answer said request saying that there was no Board
action covering this agreement and no real commitment of the County
of Chesterfield.
The Executive Secretary presented a letter from the Highway Department
approving the requested change on State Route 10, Rt. 60 and 61 L_d
Rt. 1479 which papers are ordered to be f led with the Board's records.
This day the Executive Secretary read a letter from the Southampton
Recreation ;association, which letter thanked the Board for its aid
in the improvement of Chellowe Road in the Southampton arena

This day a report of the County Assessor w$s presented, which report
stated that property in the amount -of 76a57040 had been assessed
during the quarter.
This day the Executive Secretary reported that several bids had been
received on installs heat in the School storage building and
that the range n prices was quite large; that the School Board had
offered to do the majority of the work of ins t all.ng heat in said
building. Upon consideration whereof and on motion of 14 ,Britton,
seconded by Mir.Gunter, it is resolved that in view of the appateent
high cost of the bids received and the resulting economy if this work
were done by County forces, that the School Board be authorized
to install heat in the School Storage Building and bill the County
for necessary expenditures*
On motion of Mr•Hague$ seconded by Dr. Gill., it is revolved that the
Executive Secretary be and he hereby is directed to make proper
installation of a stand bar generator at the Police Office.

on sewerage treatment and necessary new lines for same in the Ettric k
Sanitary' District, came before the Board, with a letter from the
County Engineer recommending Hays, Sear Mettern and Mattern Consulting

motion of Dr: Gills seconded by Mr. Guaters it is resolved that the
firm of Hays, Seay, Vattern and Mattern, be and they hereby are
awarded the contract for preparing the preliminary plans as outlined

It is here noted that the Light Committee is scheduled to meet
November 3, 1954 at 4:00 paaa to review the requested lightz,
of the County.

of the County, as evidenced by their signatures on the en-
closed statements, are aggrieved over the selection of Mr.
Joe Bellamy as Deputy Game Warden for the County.
Since Mr. Bellamy is now on probationary duty with
the approval of the Board and since the Board was apparently
not aware of the opposition to Mr. Bellamy by such a large
number of persons, I have been instructed to inquire whether
or not any course of action is now open to the persons aggrieved.

I would like to construct a one car garage on
the south side of my property next to that owned by Mr.
E. C. Gibson. In order to do this the building line could
not be more than 5 feet from the property line. I discussed
this matter with Mr. E. L. Mamma and he suggested that I
ask you to bring my request up before the board of supervisors

BULLETIN #262
Section 63-67.1 of the Code of Virginia was amended by the General Assembly at the
1954 session to provide that the governing body of a county or city may by reso-
lution dispense with monthly reports from a local board of public welfare or may
require such reports or any part thereof at less frequent intervals.
Section 63-67.1, as amended, and 63-67.2 read as follows:
Each local board of public welfare shall, on or before the fifteenth day
of each month, furnish the governing body of its county or city with a
detailed report covering the month preceding that in which such report is
made, and shall include therein (a) receipts; (b) disbursements and the
source from which they were derived; (c) administrative expenses; and (d)
a list of the applicants for public assistance and the persons to whom
such assistance was granted including the amount of money, property or
services received by each recipient; provided, however, the governing body
of any such county or city may be resolution require that such report or
any part thereof be furnished at less frequent intervals or dispensed with
entirely.
The local boards shall also include in their monthly report such addi-
tional information as the governing bodies of their counties or cities
may reasonably require.
It should be noted that the above specified reports are required unless the govern-
ing body by resolution decides otherwise.
The following forms are those prescribed for submitting these reports:
1. DW&I-Adm. 1 - Transmittal Letter to Governing Body. To be prepared in
duplicate, the original to be sent to the governing body and the copy to
be retained by the local agency.
2. DPW-F-10)F-10.1 and F-10.2 - Financial Report and Assistance Expenditure
and Case Data Reports. Copies of these reports for the local governing
body and for the local board of welfare will be completed locally after
receipt of the notice of percentages of Federal, state and local funds
expended by programs.

Dear Mr. Hague:
At the meeting of the Welfare Board held last Thursday I
took up with the Board bulletin f 2.5g from the State De-
partment of Welfare and Institutions, which informed the
Board that at the last meeting of the General Assembly
the section of the code relating to compensation to local
board members was changed and that the Board members now
may be paid from purely local funds a sum of $200.00 a
year rather than 4100.00 per year. I am quoting below
the exact wording of the code which may be found in the
Acts of Assembly of the Regular Session 1954 page 319
63-59 of the Code of Virginia:
Each member of the local board of a county or
of a city of the second class shall be paid his
necessary traveling and other expenses incurred
in attendance upon meetings and while otherwise
engaged in the discharge of his duties as such
member. In addition to such expenses, the board
of supervisors or other governing body of each
county and the council or other governing body
of each city of the second class may, out of the
general fund of such county or city, pay to each
member of the local board of such county or city,
as compensation for his services as such member,
not in excess of two hundred dollars per year.
But no such county or city shall be reimbursed
out of either State or federal funds for any
part of such compensation paid.
I hope you will bring this change to the members of the
governing body and that the governing body will see the
importance of increasing compensation for Board members.
We have on our Welfare Board busy men who willingly give
of their time to the operation of the Chesterfield -
Cklonial Heights Welfare Department.

A total of four hundred eighty one, single family
dwellings have been assessed as completed, so far this year.
The total at the end of the year is expected to be much higher.
For the last month, we have been setting up records
which will be used as the basis for modern, systematic assess-
ment work. This work is tedious and time-consuming, however).
once completed, it will pay for itself in time saved and in
having accurate records to work with.
Miss Gill is learning a very difficult work, with
reasonable speed and facility. Accuracy being more important
than quanity in our work, this fact is being stressed in the
instructions given; Miss Gill is doing satisfactorily in this
respect.

Hayes, Seay, Mattern and Mattern, Hoahoke, Va.
It is the recommendation of the writer, after a
careful study of these proposals, that the firm of
Hayes, Seay, Mattern and Mattern, Roanoke, Virginia,
be engaged to make this preliminary report for the
County. It is my opinion that the County will receive
an adequate report at a reasonable cost.

CHESTERFIELD COUNTY, VIRGINIA
I. INTRODUCTION:
These specifications are provided as a guide for con-
sulting engineers to submit proposals for a preliminary
report on sewer line extensions and. a sewage treatment plant
for Ettrick Sanitary District, Chesterfield County, Virginia.
Proposals shall be received by the County Engineer on
or before September 22, 1954.
II. QUALIFICATIONS:
Firms submitting proposals shall be of recognized
authority in the field of sanitary engineering and actively
engaged in this profession at the time of submitting
proposals.
Engineering firms submitting proposals shall be duly
registered as required by law to perform such services within
the Commonwealth of Virginia.
III. SCOPE:
The report submitted shall review the following
possibilities as a minimum:
1. The feasibility of constructing a sewage
treatment plant, primary treatment only, with chlorination,
to treat Ettrick sewage. To be considered in this method
shall be the study of extending trunk lines in the East
District of Ettrick in the vicinity of Rutledge Avenue
and Jackson Street to accomodate approximately fifty (50)
additional acres. A trunk line extension in the vicinity
of Woodpecker Road and Hickory Road bounded.by;River Road
on the south, shall be included in this study. The cost
estimates for trunk line extensions and the treatment plant
shall be itemized separately.
2. A full report shall be furnished for the
feasibility of constructing a sewage treatment plant, primary
treatment only, with chlorination, to serve the Ettrick
Sanitary District, assuming the existing boundaries will not
be extended. A recommendation as to plant capacity shall be
made. Cost estimates shall indicate separately costs for
any proposed collector lines and the treatment plant.
IV. SUMMARY:
1. There is available at the office of the County
Engineer a complete map of the Ettrick Sanitary District
sewer system as prepared from County records. This map is
available to those firms submitting proposals.
2. The proposals submitted shall indicate in
detail the type and scope of studies anticipated, along
with the fee involved for these services.
3. The reports, along with all information
submitted to Chesterfield County by the engineering firm
contracted to make this Preliminary Study, shall become
the property of the County.

2. Establishing necessary horizontal and vertical con-
trol for construction.
3. General supervision of construction and periodic
field inspection of the construction.
4. Checking contractors request for payment.
5. Checking shop drawings.
6. Final inspection with owner for acceptance of
project.
7. Revising construction drawings to "as -built".
8. General supervision of the operation of the completed
plant for three months after it is placed in operation.
If the County should desire a full time engineer -inspector
on the project during construction, we will provide a qualified
man providing the County pays his actual salary, plus 10%, plus
living and travel expenses (travel on the job only).
D. Payment of Fees
1. Upon completion of the preliminary report and its
delivery to the County, a fee of $750.00 will be
due and payable (Par. A, above).
2. Upon completion of the detailed working drawings
and specifications (Par. B. above), their approval

fee equal to 7% of the estimated construction cost will
be due and payable. $250.00 of the $750.00 paid upon
delivery of the preliminary report will be credited to
the 7% fee due under this item providing preparation of
working drawings is authorized within twelve months after
submission of the preliminary report.
3. During construction of the total project or any portion
of the project, the Engineers' fee for supervision of
construction (Par. C. above), will be computed at the
rate of lJ% of the construction estimates allowed the
contractor.
4. Upon completion of the project, the total engineering
fee will be adjusted so as to equal 8j% of the total
cost of construction plus $500.00.
E. Termination of Contract
If Chesterfield County terminates this contract by notice
in writing or by failure to authorize working drawings within
24 months after the date of delivery of the preliminary report,
an additional fee of $200.00 for the preliminary report (par.
D-1, above) will be due and payable.
It is intended under this proposal to furnish all engineering
services necessary to provide a preliminary report, prepare
detailed working drawings and specifications, and supervise
construction of the contemplated sanitary sewage interceptor
and treatment system for the Ettrick Sanitary District.
We have successfully executed similar engineering commissions
in Virginia and West Virginia, a few of which are Covington,
Virginia; Hillsville, Virginia; Pennington Gap, Virginia; and
Mt. Hope, West Virginia. At present we are working on similar
commissions for Roanoke County, Virginia; Buchanan, Virginia;
Danville, Virginia; and Petersburg, West Virginia.

Rer Proposal for Engineering Studies and Report "Sewers and Sewage
Treatment, Ettrick Sanitary District"
Dear Mr, Shropshirer
In accordance with your request by letter dated September 2, 1954,
together with requirements for proposals, we are pleased to submit herewith
our proposal for the furnishing of the desired engineering services for the
subject project.
In addition to our discussions with you relative to the scope of the
project, we have made a rather thorough field inspection of both the severed
area and those areas which may be severed. We have also examined tentative
sites for the sewage treatment works and have conferred with Messrs. Lafoon
and Watkins of Ettrick to ascertain preliminary local information relative
to existing conditions.
Accordingly, being fully cognizant of the local conditions and the
services desired and necessary, we propose to furnish all personnel, office,
equipment, materials, and supplies for the accomplishment of the required
studies and to submit to you an account thereof in the form of a bound
engineering report, all for the Lump Scam of sixteen hundred seventy-five
dollars ($1675.00).
Our report will generally follow the attached outline, Enclosure "A"
though it will not be limited to the items included therein. We will, of
course, submit to the State Board of Health our report for their approval
and oommnents and consult with them relative to type and degree of treatment
required.
In discussions with Mr. Hawkins we were advised that there is at the
Court House a map showing sizes and invert elevations of the majority of the
original sewers and that Mr. Burnet would know its location. Assuming same
is available, we propose to spot check invert elevations and sizes, and to

obtain invert elevations of the newer sewers adjacent to the Atlantic Coast
Line Station, so as to provide a permanent Sewer Map, such to be included at
no increase in the fee stated herein. Condition of existing sewers will be
also noted in the course of our field examinations.
After submission of our report and recommendations, should the Board
elect to proceed with the entire project or any portion thereof, we would
prepare the necessary contract drawings and specifications, advertise for
bids, analyze bids and make recommendations as to award, and provide general
supervision of construction for a fee in accordance with the schedule of the
American Society of Civil Engineers for the type work involved, and would
allow a credit for work already accomplished.

Gentlemen:
pursuant to the request of the County Engineer, dated
September 2, 1954, we submit herein in duplicate our proposal to
make a full report covering certain improvements and extensions to
the Sanitary Sewerage System in the Ettrick Sanitary District of
Chesterfield County.
The report we propose to make is based on the specifications
and requirements as set forth in the enclosures with the aforesaid
letter:
In preparing such report we will:
I. Make a study and determination of the feasibility of treating
sewage from the Ettrick Sanitary District, as the boundaries
now exist, with a primary treatment plant in conjunction with
chlorination to include the followings
(a) Study of the present and future population of the district
with due consideration of densities and distribution.
(b) Determine the present sewage flows by gauging and study of
district water consumption records.
(c) Make studies of the available flow records of the receiving
strum in order to determine its capacity to assimilate the
proposed primary sewage treatment plant discharge.
(d) Verify the adequacy of the proposed primary treatment with
chlorination based on the above information, and determine
type and capacity of plant:
(e) Investigate available treatment plant sites and make
recommendations as to the most suitable•

(f) Make preliminary field surveys to determine the most
economical routing of the necessary interceptor and
outfaLl lines to the treatment plant.
(g) Confer with proper State Officials to determine that the
proposed plans comply with State requirements.
TT. Study the existing sewers in the vicinity of Rutledge and
Jackson Streets and the topography of the area in order to
prepare a master plan for the severing of the area. This
plan will be confined to the necessary trunk lines.
III. Study the feasibility of extending the present sewer system
to serve the area northwest of the existing district in the
vicinity of Hickory' River., and. Woodpecker Reads.
(a')' Make necessary surveys in order to determine the
capacities and adequacies of the existing sewers and
determine whether there is sufficient reserve capacity,
to serve the area in question. These surveys will include
the ascertaining of size., invert elevationst and distances
and grades between manholes. These surveys are absolutely
essential because of the incompleteness and probable
inaccuracies of the aviilable information.
Although not included in the original scope, consideration
must be given to future sewer requirements of the presently
unsewered eastern portion of the existing district before
allocating any reserve capacity to areas outside the district.
(b) In the absence of sufficient reserve capacity in the existing
system,, make a study to determine the feasibility of extending
the proposed Rutledge Avenue - Jackson Street trunk sewer to
serve the above area.
(c) Determine effect on treatment plant and interceptor capacity
by the addition of the above area.
IV. The following cost estimates will be developeds
(a) Itemized contraction and operating costs of the interceptor
lines and treatment plant to serve the Sanitary District as

it is presently constituted.

(b) Construction costs of the trunk lines to serve the area
in the vicinity of Jackson Street and Rutledge Avenue.
(c) Construction costs of the trunk line to serve the area
outside the unitary District.
(d) Itemized construction costs of the interceptor sewer and
treatment plant to serve the Sanitary District and the
proposed tributory area outside the district.
v. Assist in setting up a financing program as may be requested.
This proposal is predicated on the Ettrick Sanitary District
providing the following assistances
1. Locate and uncover all buried manholes so that the work of the
survey party is not impeded.
2. Furnish all material and labor to install and maintain the flow
recording equipment at a point to be designated by the Engineers.
The flow recorder will be provided by the Engineer and the
installation will be made under the supervision of the Engineer.
3. Tabulation of water consumption for the most recent twelve
months period for which records are available.
4- Assist in obtaining any other information that is available
from the County or District and of interest to the study.
For making the field investigations as outlined above and
preparing the report including the several alternates, the Engineers'
fee will be $2,500.00, payable on submission of the report as outlined
above.
The Engineers will furnish ten copies of the complete report.
Our firm is a recognized authority in the field of Sanitary
Engineering, has been for a period of many years and is now actively
engaged in this profession in all sections of the State.
Our firmm is duly registered as required by law to perform
such services within the Commonwealth of Virginia.
This proposal is an offer to perform a specific service

at a fee Which the Engineers feel is commensurate with the work
involved. The proposal is not made on the basis of competing with
ether Engineers on a cost basis. Professional engineer ethics
demand that competition be solely on the quality of work performed.

other to us.

We are sending to you herewith duplicate copies of our
regular fora of Engineering Contract, with scope as captioned thereon.
It will be noted that we have proposed a flat fee of $2,5OO
on Page 4 for making up the report on the project. This amount will
be credited as stated in the contract should Ve be commissioned to
make the report and then to proceed with the design stage of the
project.

WITNFSSETH:
Whereas the Owner is contemplating the construction of certain
interceptor and trunk sewer lines and sawk,e treatment facilities and
appurtenances in the Ettrick sanitary District of Chesterfield County.
Whereas the Engineer has represented himself to be qualified and experienced
in the design and construction of such work, and capable of serving the Owner in
such matters.
MoT, THEREFORE AND IN CONSIDERATION of certain amounts hereinafter specified
to be paid to the Engineer by the Owner, the Engineer agrees to do, at his own
cost and expense, all of the engineering work hereinafter specified to the full
satisfaction of the Owner.
DIVISION "A"
PRELIMINARY RFPORT - DFTAIIXD DESIGI4S - CONSTRUCTION DRAWINGS AND SPECIFICATIONS
1. Under this division of the work, the Engineer shall make a thorough review
of all preliminary surveys, consult with any Health Authorities having
jurisdiction, and shall do all necessary field work and assemble all data
needed to make a preliminary report on the proposed improvement. This re-
port shall contain a recommended program of construction and an estimate
of cost of construction.
2. As soon as the preliminary plans and estimates are approved, the Engineer
shall furnish complete design, working plans and specifications covering

the work.
3. The Engineer shall prepare complete specifications for the various features
of the work including proposal forms, contract forms, bond forms and other
features of a complete contract document.
4. Superintend the making of necessary test pits or test borings which may be
needed for the proposed design of the various features of the work. The
actual cost of such work is to be paid for by the Owner. Should the State
Health Department or the State Water Control Board require chemical
analysis where trade wastes are involved, the Engineer will supervise such
tests, but the actual costs thereof shall be borne by the Owner.
5. Assist the Owner in interesting experienced and qualified contractors in
bidding on the work, canvass construction bids and assist the Owner in the
award of the construction contracts.
6. The Engineer shall provide six (6) copies of detailed plans and specifica-
tions and any additional sets of plans and specifications shall be paid for
at cost out of the project and not out of engineering fee.
7. The Owner is to furnish all necessary stakes for staking the construction
unless the contractor is required to furnish same under the construction
contract.
8. Rights -of -way and property surveys are to be paid for by the Owner.
DIVISION "B"
GENMAL SUPERVISION OF CONSTRUCTION
1. Carefully check and approve equipment drawings furnished by the manu-
facturers who are to supply equipment for the work, including bar company
drawings of reinforcing steel and detailed layout plans for piping, valves,
heating systems, plumbing systems and the like,as submitted by sub con-
tractors or manufacturers for approval.

2. Furnish necessary consulting services during the entire period of
construction.
3• The Engineer or his representative shall visit the construction work as
often as necessary during the construction period, going over the work in
detail with the Resident Engineer and contractors, and attend, when
requested by the Owner, conferences to discuss the work.
4. Nhen the project is completed, the Engineer is to test the work and in
general perform the duties of the Consulting Engineer on the project.
5. Check and approve monthly and final estimates of payment to contractors
or cost records if the work is done by force account.
DIVISION "C"
DETAILED SUPFRVISION & INSPFCTION
1, The Engineer shall place on the work one competent experienced full-time
Resident Engineer. He is to be paid $400.00 per month unless a larger
amount is approved by the Owner. He is to be paid by the Owner out of
funds provided for the project. Such Resident Engineer will do the
staking out of the work. Any staking out work that may be necessary
beyond that handled by the Resident Engineer, will be paid for by the
Owner.
DIVISION "D"
FNOINEFRINQ FErS & PAYMENT
Payment to the Engineer for the services rendered shall be based on the

Where the estimated or actual cost of the engineering work falls between
two of the amounts listed in the fee scale, the percentage fee to be paid
shall be interpolated betweentthe aforesaid amounts.
SCHEDULF OF PADIENT
The Engineer's fee shall be paid in the following amounts at the stages
indicated:
A. $2#500.00 upon approval of preliminary report and
estimates by the Owner.
B. Eighty (80) per cent of the fee upon completion and
approval of detailed working plans and specifications
by the Cwner, less the amount paid under "A" above.
C. Twenty (20) per cent of the fee during the progress of
the work in proportion to the value of the work performed
by the contractor.
Should all of the work covered by the preliminary report be constructed,
the entire engineer's fee shall be based upon the actual construction cost,
and final payment shall be adjusted so that the total payments shall equal
this amount. Should only a portion of the work covered by the preliminary
report be authorized for completion or the project completed in two or
more stages, then the fee for each portion or stage of the work shall be
based on the construction cost of such portion or stage. In such case, a
credit will be made in the fee for an amount paid for the preliminary
report in the ratio of the amount of work authorized to be completed to
that authorized in the preliminary report.

CONTRACT FOR FNGINFFRING SFRVICES
THIS AGRFFMFNT made and entered into this —. day of , 195 ho

hereinafter called the "Owner",.and R. Stuart Royer & Associates, Consulting
Engineers, of Richmond, Virginia, hereinafter called the "Engineer",
WITNFSSETH:
Whereas the Owner is contemplating tip► O00traotion Of oat"

Whereas the Fngineer has represented himself to be qualified and experienced
in the design and construction of such work, and capable of serving the Owner in
such matters.
NUVT, THFRFFORF AND IN CONSIDERATION of certain amounts hereinafter specified
to be paid to the Engineer by the Owner, the Engineer agrees to do, at his own
cost and expense, all of the engineering work hereinafter specified to the full
satisfaction of the Owner.
DIVISION "A"
PRELIMINARY RFPORT - DFTAILFD DESIGNS - COPTSTRUCTION DRAWINGS AND SPECIFICATIONS
1. Under this division of the work, the Engineer shall make a thorough review
of all preliminary surveys, consult with any Health Authorities having
jurisdiction and shall do all necessary field work and assemble all data
needed to make a preliminary report on the proposed improvement. This re-
port shall contain a recommended program of construction and an estimate
of cost of construction.
2. As soon as the preliminary plans and estimates are approved, the Engineer
shall furnish complete design, working plans and specifications covering

the work.
3. The Engineer shall prepare complete specifications for the various features
of the work including proposal forms, contract forms, bond forms and other
features of a complete contract document.
4. Superintend the making of necessary test pits or test borings which may be
needed for the proposed design of the various features of the work. The
actual cost of such work is to be paid for by the Owner. Should the State
Health .Department or the State Water Control Board require chemical
analysis where trade wastes are involved, the Engineer will supervise such
tests, but the actual costs thereof shall be borne by the Owner.
5. Assist the Owner in interesting experienced and qualified contractors in
bidding on the work, canvass construction bids and assist the Owner in the
award of the construction contracts.
6. The Engineer shall provide six (6) copies of detailed plans and specifica-
tions and any additional sets of plans and specifications shall be paid for
at cost out of the project and not out of engineering fee.
7. The Owner is to furnish all necessary stakes for staking the construction
unless the contractor is required to furnish same under the construction
contract.
8. Rights -of -way and property surveys are to be paid for by the Owner.
DIVISION "B"
GEMAL SUPERVISION OF CONSTRUCTION
1. Carefully check and approve equipment drawings furnished by the manu-
facturers who are to supply equipment for the work, including bar company
drawings of reinforcing steel and detailed layout plans for piping, valves,
heating systems, plumbing systems and the li.ke,as submitted by sub con-
tractors or manufacturers for approval.

2. Furnish necessary consulting services during the entire period of
construction.
3• The Engineer or his representative shall visit the construction work as
often as necessary during the construction period, going over the work in
detail with the Resident Engineer and contractors, and attend, when
requested by the Owner, conferences to discuss the work.
4. When the project is completed, the Engineer is to test the work and in
general perform the duties of the Consulting Engineer on the project.
5. Check and approve monthly and final estimates of payment to contractors
or cost records if the work is done by force account.
DIVISION "C"
DETAILED SUPFRVISION & INSPFCTION
1, The Engineer shall place on the work one competent experienced full-time
Resident Engineer. He is to be paid $400.00 per month unless a larger
amount is approved by the Owner. He is to be paid by the Owner out of
funds provided for the project. Such Resident Engineer will do the
staking out of the work. Any staking out work that may be necessary
beyond that handled by the Resident Engineer, will be paid for by the
Owner.
DIVISION "D"
FNGINEFRING FErS & PADJENT
Payment to the Engineer for the services rendered shall be based on the
following percentages based on a fair estimated construction cost, subject to
adjustment with actual cost of construction when the project is completed.

%There the estimated or actual cost of the engineering work falls between
two of the amounts listed in the fee scales the percentage fee to be paid
shall be interpolated between tthe aforesaid amounts.
SCHEDULE OF PADIEK
The 'engineer's fee shall be paid in the following amounts at the stages
indicated:
A. $205MOO upon approval of preliminary report and
estimates by the Owner.
B. Fighty (80) per cent of the fee upon completion and
approval of detailed working plans and specifications
by the Owner, less the amount paid under "A" above.
C. Twenty (20) per cent of the fee during the progress of
the work in proportion to the value of the work performed
by the contractor.
Should all of the work covered by the preliminary report be constructed,
the entire engineers fee shall be based upon the actual construction costs
and final payment shall be adjusted so that the total payynents shall equal
this amount. Should only a portion of the work covered by the preliminary
report be authorized for completion or the project completed in two or
more stages, then the fee for each portion or stage of the work shall be
based on the construction cost of such portion or stage. In such case, a
credit will be made in the fee for an amount paid for the preliminary
report in the ratio of the amount of work authorized to be completed to
that authorized in the preliminary report.

mission was quoted in the press that Chesterfield and
Henrico Counties should join Richmond in developing an
integrated plan for the City and adjacent areas.

the work of this firm in connection with Toll Road
studies in the Richmond —Petersburg area.
