Camp Baker to the X.C.A. of Chesterfield County, a proposed
organization, which plans to have a Youth Program in the County
similar to Y.bi.C.A•activities in the adjacent cities.
If this is to become a reality, it will be necessary
to raise sufficient funds, approximately $89000.00, to carry
out a proposed program. This would be under the directorship
of a paid secretary, who would report to the Richmond office
and .he National office of the Y.M.C.A. It is thought that
this program has real merit and should be investigated to the
fullest extent.
Would it be possible for you to have a representative
of � organization to attend a meeting at the Courthouse on
January dO, 1955, at 8:00 p.m. to discuss this matter, and the
possibility of its initiation?

Dear Mr, Burnett:
First, I want to thank you for your time and cooperation in meet-
ing with us on i'Vedne sday, and in accordance with your request,
am giving an outline of the proposal discussed with you. W6 hope
YOU will get prompt approval and work can be started within the
next few days.
This corporation desires to enter into an agreement with the -County
Of Chesterfield for the furnishing of watertothe lots comprising
Terraces H and J of Oxford Addition as shown on subdivision map
made b J. Temple Waddill, Certified Civil Engineer, dated Octob6r
5„195,, recently approved and admitted to record. To this end
we submit the following proposal:
1. That the corporation advance to the county the sum
necessary to pay for the installation of mains, not exceeding four
(LI_) inches in diameter, to serve all the lots in the two terraces
referred to, subject to agreement as to the location of lines and
cost. We would greatly prefer to have mains located in the ten foot
strips in rear of lots which are reserved throughout the subdivision
for utilities, and along; side lines in some cases, as will be
noted from the map, to provide necessary connections with existing
facilities and in order to cross roads wlere necessary.
2. The system when installed to become the property of
the county.
3, Connections to individual lots to be made by county,
vh ich will make connection and install meter on customer t s lot;
all extensions from meter on property of lot owner to be at lot
ownerls expense; connection fee, to be specified by the corporation
in deeds to purchasers, to be T'200.00, of which 4;:60.00 shall be re-
tained by county and I",
l0.00 paid over to the corporation.
4. Rate for furnishing water to be 40l per l00 cubic feet,
minimum monthly charge �'2.00; this rate to be subject to adjustment
in accord with such uniform rates as may from time to time be
established by count.
5. Corporation will make available without charge all
necessary easements or rights of way.

6. The amount advanced by corporation for construction
and installation of system, less amount of depreciation as herein-
after specified, shall be refunded by county when and so soon as
the collections of water rent or charg,es by the county equals
Twenty (20) per c entum per annum on the cost of installation, de-
preciation to be computed at the rate of Ten per centum (10%) per
annum from date of completion of the installation. The county shall
be deemed to receive the 20% per annum return whenever in sny con-
secutive period of Twelve (12) months it shall have received in
water charges a sum equal to Twenty per c entum (205) of the cost
of installation.
7. An appropriate formal agreement embodying terms agreed
upon to be executed and recorded.
The present road work is now going forward with a little more speed
than in the past few weeks, and I believe will be ready for the
installation of the water pipes within the next week; therefore,
we would appreciate prompt approval in order that you might go
ahead with the water lines.

report. Therefore, you will find in this letter a copy of the
1953-54 yearly report showing Public Assistance expenditures by
cases, Administrative expenditures, as well as services rendered
by the department.
I would appreciate your seeing that each member of the Board
receives a copy and I would like for you to say to them for me
that if there are any questions in their mind, I shall be glad

1954, between BEULAH VILLAGE CORFOR LTluiv, a virginia Corporation,
party of the first part, hereinafter referred to as the "Corporutioi
and the COUNTY OF CM&STERFIELD, VIRGINIA, a political subdivision
of said State, party of the second part, hereinafter referred to as
the "Countytt,-
WITNESSETH:
WiEREA,S, the Corporation is the owner of a tract of land
in Chesterfield County, Virginia, which tract of land is subdivided
into a subdivision known as ''Beulah Village", the metes and bounds
of said subdivision are shown by a plat recorded in Flat Book
page in the Clerk's Office of the Circuit Court of said
County; and,
WHEREF.S, the Corporation proposes to construct a water
supply system to serve the geAA area enclosed within 14& metes and
bounds of said subdivision.
NOW, THEREFORE, in consideration of the premises and in

further consideration of the payment of the sum of One Dollar ($1.00)
in cash, each to the other, the parties hereto do covenant and agree
as follows:
1. That in consideration of the granting of a permit by
the County to th
e Corporation, for.the constructs on of said systems "I.'d
the Corporation agrees to construct said water supply system includ°
ing mains, lines, well, pump house and other appurtenances and equip
meat appertaining thereto in conformity with the requirements set

2. That the Corporation agrees to provide a well to serve,

3. The Corporation agrees to construct said system in
accordance with specifications and requirements set forth by the
County. The distribution system is to have a minimum size line of
g four inch,-D(0)O'diameter; a pump house to house the pump; and a
pneumatic tank of such size as is required by the County; and such
other equipment as specified by the County. No work shall be start
ed or equipment installed until equipment to be installed and the
plan of work is approved by the County or its duly authorized agent
4. The Corporation, its successors, or assigns, agrees t at,
it will convey unto the County, the system, when completed, in good
working condition and free from defects, together with necessary ea le-
ments and lot of land upon which the well is located. after said
transfer is completed according to the provisions hereof, the Count
shall have exclusive dominion and control over the management and
operation of said system. However, any defects, obligations or con
ditions existing prior to and at the time of the transfer shall be
the responsibility of the Corporation and shall be remedied at the
expense of the Corporation.
5. rill cost of constructing said system, including labor
and materials, shall be paid for by the Corporation.
6. No extensions shall be permitted to said system unless
approved by the County and no services shall be rendered areas out-
side the metes and bounds of the Subdivision known as "Beulah Village"
unless approved by the County.
7. The Corporation, its successors and assigns, agrees

9• The County agrees -to pay to the Corporation at the
expiration of five (5) years from the date the system is transferre
to the County, $60.00 for each connection that has been made to the
system, but in no event shall the County pay to the Corporation, ani
amount in excess of one-half (1/2) of the total cost of the system.)
The Corporation shall furnish to the County at the time of the trans-
fer, an exact accounting of the cost including bills and other
vouches.
IN WITNESS WHEREOF, the Beulah Village Corporation has
caused this agreement to be duly executed for and in its behalf by
its President and its seal affixed hereto and attested by its Seer
ary, and the County of Chesterfield, Virginia, has caused this agree
meat to be executed for and in its behalf by Irvin G. Horner, Chair
man, of the Board of Supervisors and its seal affixed hereto and
attested by M. W. Burnett, its Clerk.
