Moist Bohannon, Arthur H.Bohannon, Nora Tobns Magee and Robert D.Magoe, Upon consideration whereof, and'on motion of Mr.Gunter, seconded by Dr., Gill, it is resolved that the Executive Secretary be and he hereby is authorized to pay the sum of 01.00*00 for the aforedescribed right of way. I iJi'RODUCTI ON: We Counter of Chesterfield is seeking consulting engineer proposals to cover needed expansion of existing water supply and treat- ment facilities. Recommendations are sought for supply and storage, treatment, distribution, and financing schedules. K. q ALIFICATIQYS: The firms submitting proposals should be recognized authorities in the field of water facilities and registered and licensed in the Commonwealth of Virginia as required by law to offer such engineering services. III. SOCK: A. Supply, impoundment and Treatment. The existing facilities include a storage reservoir by dam of approximately 130,000,000 gallons and a treatment plant of one million gallons per day capacity. The plant now operates at about 70% of maximum capacity. Should- these existing facilities be enlarged or should a new source of supply be investigated with the thouLht of constructing supplementary facilities? The necessary easements are on Had to raise the level of the existing reservoir seven feet if necessary. Also property is now owned whereby the existing treatment plant could be explanded. B. Storase. The existing system now utilizes three 100,000 gallon elevated storage tanks and one 750,000 gallon ground level storage tank. Recommendations are sought as to location, size, and condition of in- stall:ition of additional storage facilities. C. Distribution. The County desires from the engineering firm engaged re- commendations as to size and location of new feeder mains. There are several critical areas within the County due to an unprecedented growth. Through the aid. of County Offices a future growth pattern may be established. There are, in some locations, entirely inadequate dis— tribution mains, thus resulting in overloaded lines during peak periods. Recommendations are sought for elimination of these conditions. The County .engineer office will advise as to these "trouble area" locations. Do ,±'financing. The Chesterfield County Water System now has a bonded indebtedness of 101,360,000. Recommendations are sought as to a pre— liminary cost estimate of proposed improvements along with a financing schedule. This financing schedule would be utilized by the Board of 1upervisors in arriving at a method for providing the necessary funds for construction. E. General Conditions. The existing County system has some 200 miles of water lines and approximately 6500 customers. The general filtration plant distribution system is supplemented by various well sites which axe be— coming most expensive for maintenance due to a.ge and overload. There are several areas in the County which are now served by individual well systems, and it is desired that as many of these areas as practical be supplied from the filtration plant. IV. Su LkARY: These specifications are set forth as a guide as to the scope of this proposed engineering work, and in no way restricts the engineering; firm engaged to make these studies. all information in possession of the County will be made available to the engineers to facilitate this project. It is expected that such a unit will aid in expediting the writer's duties in connection with the Utilities Department and the County in general. The following listed reasons are respectfully submitted in support of this request: 1. Field Contact (Car to Car Contact.) During the period of the past 4f months, the writer has driven approximately 10,000 miles, and it is felt that at least 20% of this driving could have been avoided had radio service been available. 2. Emergency Service Calls. The Water Superintendent now has radio service, and it is evident that a minimum delay in getting service crews into emergency operation has been accomplished. It would be a definite asset to my operation to know the activities of the Utilities Department at all times. 3. There are instances when emergency calls from the office for disposition of business are warranted. Such calls would not be frequent, and would not have a tendency to over- load the County's present radio system. It is the opinion of the writer that, if this request is granted, it will improve the operation of the Utilities Department. Burnette aecutive Secretary Gentlemen: Thank you for your courtesies to our Mr. H. P. Mentz, your Mogul Service Man, when he saw you recently. We appreciate your having given Mr. Mentz an opportunity to tell you about the advantages of using MOGUL to protect the boiler in your new Health Center, and also to improve the operation of the Court House boiler and give it protection from rust, corrosion and scale. We have carefully reviewed the helpful information which was passed along to us. As a result, we recommend the use of MOGUL M-16 in both of these boilers. This is a colloidal product with a physical action. Through its colloidal physical action, it renders harmless the foreign substances in water which otherwise cause rust, corrosion and scale. It also gradually and safely disintegrates and removes existing deposits of rust and scale. These are carried to the low point or points or the boilers from which they are removed when the boilers are blown down. Finally, on the metal surfaces which are cleaned because the equip- ment is new, or which become cleaned through its use, MOGUL M-16 establishes an aqueous colloidal film --the Mogul Protective Film --to give the metal further protection. We understand that the boiler in the new Health Center is of approximately 40 H.P. size, and that the boiler in the court house is of approximately 60 H.P. size. In this range of sizes, we recommend that you use approxi- mately 1/2 pint of MOGUL MI 16 per boiler per day. MOGUL M-16 is furnished in 375 pound drums at 27-1/40 per pound. Our One -Shot Feeders are $18.50 apiece. Based on the above recommended dosage, we estimate that your cost of treatment will be approximately 170 per boiler per day, although after existing deposits have been removed from the Court House boiler, and after the Mogul. Study print on reverse side. Identify the parts as you lay them out. INSTALLATION 1. The feeder should be installed in a vertical section of the feed line as close to the boiler as possible and near convenient valves already located in the boiler feed line. If you are in doubt about a suitable location, send us a sketch of your feed water piping layout and we will be glad to suggest where the feeder should be installed to the best advantage. 2. To install the feeder, cut the feed line at the location selected. The Mogul One Shot Feeder is tapped for one inch feed lines. If your feed line is some other size, reducers should be used. 3. Install valves in the feed line directly above and under the feeder if they are not already located there. Usually the feeder can be installed near enough to a valve already in the feed line so that only one additional valve will have to be installed. OPERATION 1. To fill the feeder, close valves No. 3 and 4. 2. Next open valve No. 2. Then valve No. 1, and completely drain the feeder. Then close valve No. 2. 3. Mix the proper dosage of Mogul with an equal quantity of warm water and pour the diluted dosage into :the feeder through the funnel. Pour slowly so the air has a chance to escape as the feeder is filling. When the feeder is filled, close valve No. 1. 4. Next open valve No. 4, then valve No. 3 and the full dosage of Mogul will go at once directly into the boiler all in one shot.
