On motion of Mr. Goynes seconded by Mre Ounterl, it is resolved that the requested casement be granted and that the Chairman end Clerk of the Board of Supervisors be authorized to sign said request* Write usual resolution on Bells Road. This day the question of vdhether the Building inspector should charge for building permits for new schools came before the Hoards end after due consideration end on motion of Mr.Goynes seconded by Mr.Brittonv it is resolved that all public schools in the County of Chesterfield can be oonstrudted and repaired only by a building p ermit s hoRevers there shall be no coat in connection with this permits This day the Executive Secretary read a letter f M Jlhdgs Town Wegneads which letter cited the crowded conditions in the Court room and requested the Board to improve these conditions. Whereupon the County Engineer and the Executive Secretary are requested to check on Henrloo and Fairfax Counties to we hoar their building program is initiated, This day Mrs Clyde Tordan and a delegation from nine Volunteer Fire Departments in the County came before the Board requesting that the Volunteer Fire Departments be granted 15% of the sale price on auto tags in consideration for selling names and that all members of each Volunteer Fire Department be given free tags in consideration for the work done in the Volunteer Fire Department. Numerous facts and figures were reported, and 6t the end of said discussion the Chairman pointed out to the various Committees that the Treasurer of the County had sole jurisdiction over setting the amount received by theVoluntear Fire ibis rtments for sale of auto tags in the County* on motion of Mr.Gtoynes seconded by Mr. Gunter, it is resolved that the Water Department install S fill.-Vipe at the corner cf F11or's Store and Rr. #10c LJ M —2.. This day it was reported thrit Clover Hill Fire Department had rnised 61000.00 for the purchase of a new power wagon to be used in the fight Ug of forest fires, and requested some help from the Board of Supervisors in raising the rest of t his money f or t he purchase of this engine,# It was generally agreed that the Executive Secretnry seek bids on a power wagon and have same ready for the ace rd meeting on February 8, 1955% This day the Oeunty Engineer and Executive Secretary cited the' growing need for a draftsman to aid in the work of zoning maps$ County maps, water studies and proposed sewerage studiesp and that said need was getting more critical as the time passed. Me County Saginser presented some seven applicants for the job at the Boardts direction. On motion of Mr.Giunter, seconded by Mr.Britton, it is resolved that Mr. W@P• Toney be employed at a snlary of 43000.00. IVEY. CLERK Trial Jusfirt Camuxt of 64tottrfit1b County CHESTERFIELD C. H., VA. January 18, 1955. THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY, Chesterfield, Virginia. Gentlemen: I feel that I can no longer defer bringing to your attention the matter of the facilities for the operation of the Trial Justice Court. This Court was established about 30 years ago and was then assigned the location on the second floor of the Courthouse Building which it now occupies. These premises consist of a court room which is not now sufficient in size to accommodate the numbers which now have to attend the Court, particularly for the criminal dockets on Mondays and Fridays. The congestion is such that it is difficult to handle the large dockets which we now have with efficiency, and the co-ordination between the Court and the police department is extremely difficult to maintain properly. To operate this Court on the second floor under present conditions is in itself a constant problem. I have no hesitancy in saying that the courtroom facilities are utterly inadequate to meet the present needs, and due to the great increase of the population of the County during recent years the conditions are becoming more and more aggravated. However, the problem of conducting the manifold duties of the Clerk of this Court in the small room assigned to it is accute almost to point of impossibility. The case load of the Court is about 109000 a year. Each of these cases must be processed and records thereof must be kept accurately and completely. The staff of the Clerk consists of Mr, Ivey and two ladies. An inspection of the room in which this absolutely essential work must be done will disclose the utter inadequacy of the facilities. I fear that to continue this work under the conditions now existing will lead to a confusion which might render it impossible to main- tain the records and the clerical duties of the Court with accuracy and efficiency. I urgently request your Board to make a careful examination and inspection of these facilities, to -consider carefully and immediately the pressing needs which are involved, and if possible to provide adequate facilities during the coming year. After interviewing some seven (7) applicants, the following recommendation is made to the Board of Supervisors. Mr. N. B. Scott of Bon Air, Virginia, 30 years of age, married with two children, three years at V.P.I., and now continuing his education at R.P.I. evening school, is hereby recommended. Mr. Scott has had about eight (8) years of c_irience, two year: of which. was with the Engineering Der ,rtment of the city of Portsmouth, Virginia, and five (5) years cf construction experience in- cluding those phases which might be advantageous to the County in the near future. Mr. Scott is neat in appearance and impressed the writer during a personal interview. The salary requirements of this applicant are $4000 per year. While this salary requirement cae,..w �-,orrewha.t high for the services which we are now zeeking, it is felt that grit!^. 2 Rawer and water construction program in the near future for the County, Mr. Scott's qualifications there- fore would offer a broader service to the County. Here I worked up plans from the field parties notes. I was transferred to the Final estimate Dept. where we worked up final estimat on completed projects. I was made Tablehead and stayed here until I resigned Sept. 1,1950. I then went with Philip D. Freeman in Norfolk as Chief of Party on the New Jersey Turnpike,where I stayed for thirteen months. I returned to Mr. Freemanls office in Norfolk and supervised the design of thirteen sets of Secondary road plans. Also,during this time I also acted as Chief of Party on Sewerage and Water facilities in Norfolk and Princess Anne Counties. Upon leaving Mr. Freeman,I went with John B. McGaughy & Assocs. as Chief of Party on field work in connection with the layout and construction of runways and etc. at Langley Field.
