This day Mr. D.W.Murphey, representing Mrs. Cecil To Chappelle, same before
the Board again requesting a building permit on a 125-foot lot on Butte
Road, and
Whereas, the building would be faced on a private drive, and said
building constructed on the rear of said lot, and
Vhereas, numerous complaints have been received from the citizens in the
general neighborhood concerning the proposed construction of said building, and
Whereas, it was stated that another building was planned to be erected
on the front part of the same lot, in which case the building on the
rear of said lot would be on a private road.
Upon consideration v&ereof, Mrs Gunter offered the following motions
That this Board, acting as a Building Committee, deny the request of
Mrs. Cecil T. Chappelle for a building permit, which motion died for the
want of a second.
The Commonwealth's Attorney advised the Board that there Was no law
by which this permit could be denied* Whereupon, Mr.Britto�n stated
he would like very much to oppose the issuance of a building permit
in this case, however,, in view of the Commonwealth Attorneys ruling
he could not do so.
Upon further consideration and on motion of Mr.Goyne, seconded by Mrs
Hague, it is resolved that on advice of the Board's counsel, this Board
acting as a Building Committee loth hereby authorize the Building
Inspector to issue the requested permit.
It is here noted that Mr.Gunter and Mr. Horner vote Vo".
This day Mr. Ruehl, Mr. Talcott and Mrs Smedbuly, from the firm Qf
R.Stuart Royer and ,associates, came before the Board to propose the
improvement of the water system. They proposed a rather extensive
study of the system, including the investigation of water supplies
and all phases of the Countys growth pertinent to a long-range
improvement of the water system.
Mr. Ruehl stated that his firm would complete this work on a fee basis
or cost plus basis,

This day Mre Louis Longest and Mre W.C.Trueheart came before the Board
requesting that the Board grant the Company of Trueheart,Bernett,
and Longest* permission to extend the sewer lines in the Morrisdale
area to serve ten (10) lots in the Forest Glenn Subdivision, which
ten lots will not pass percolation tests.
Mr. Longest guareateed the maximum number of connections on the
soworaae treatment pleat would not be exceeded according to the original
spaci °c&ions •
Upon cons'.deratioa whereof and on motion of MraGoynea seconded by
Mr,Guntery it is resolved that this Board approve the request and
enlarge the existing contract to include ten lots in the lbrest Glenn
section.
This dry Mre Re Kenneth Weeks, from the firm of Causey ead Weeks,
Norfolk, Virginias came before the Board to explain the procedure
by which 'his Company would study the necessary improvement to the
County water system* Mr. Weeks stated that his Company could
start immediately, that they would set up an office in the area
and would require approximately four months time to complete a
preliminary reports said preliminary report to cost approximately
O11,500,00e Mr. Weeks stated that the overall cost of final plane
would range between 54 and 6% of the cost of the improvement.
It is here noted that Mrs Shropshire, County Engineer, recommends
the firm of Causey and Weeks.

meetings
This day a list of road additions approved by the Highway Department
was read and filed with the Board's papers*
This day a letter from the Citizens Advisory Committee on "Urban
Planning# was read, requesting an additional member from the County
to be appointed to said Committee* Upon consideration whereof, and
on motion of Mr.Goyne, seconded by Dr.Gill, it is resolved that the

members who are Me W.Burnett, Executive Secretary and George W.
Shropshire, County Engineer, be and they are hereby appointed members
to the Citizens Advisory Committee on Urbqn Planning.
This day a report of the Department of Welfare and Institutions of the
Police lock -up of the County was read and filed with the Boardts papers,

This day the Executive Secretary read a letter from Mr. Richard basset
of the State Health Department notifying the County that a sewerage
dispose-1 system was being planned for the Whitehead School, whie.b.
system would drain into the Countyts water supplyo He reported further
that it would be a distance of several miles to the actual impoundment
and that in his opinion the effluent would be sufficiently aerated to
obviate any objections caused by this plant. Upon consideration whereof,
and on motion of Mr. Gunter, seconded by Mr.Brltton, it is resolved that
on the advice of the County Engineer this Board authorizes its Executive
See,-,etary to notify the State Health Department that it has no objection
to this proposed plant,@
This day Mr. Goyne notified the Board that certain people in Chester
had requested the removal of the dentist chair from the Chester Higr
School, and it was generally agreed that Mr. Goyne along with the
Executive secretary investigate this situations
This day the Executive Secretary notified the Board of action taken
on the insurance on the now Health Building. It was generally agreed
that further investigation be made as to the adequate coverage as to
equipment.
7his day the Executive Secretary read a letter from the Don Al.r-+Southampton
Fire Dopa rtment requesting a new John Been piece of equipments,
Upon consideration whereof and on motion of Mr.Gunter, seconded by
Drs dill, it is resolved that this letter be received and placed on file
in its proper order and consideration be given this request in the neat
year's budget* And be it further resolved that the Executive Secretary
so inform the Don Air — Southampton Volunteer Fire Department.
On motion of Dr. Gill, seconded by'Mr.Goyne, it is resolved that the
County Fire Warden, Mrs A J.Horner, be requested to check the back
pack pumps and other fire fighting equipment in the various fire
departments•
This day the Executive Secretary read a letter from the Midlothian
Volunteer Fire Department requesting the Boar'. to transfer the
present power wagon from the Clover Hill Fire Department to the
Midlothian Fire Department, upon the receipt of a new power wagon
for the Clover Hill Volunteer Fire Department, the purpose being to
fight the many field fires now being encountered in the area*
Upon consideration whereof and on motion,of Mr.Hague, seconded by
Drs Gill, it is resolved that MrsBritton, be requested to investigate
this situation and make his recommendation to this Boards
On motion of Mr.Hague, seconded by Mrs, tloyne, it is resolved that the
Executive Secretary be authorized to pay the expenses ineurr5d in the
ceremony of the "Commission of the Peaoe", held at the Courthouse on
April 5, 1955, from the General Fund of the County.

Gentlemen:
Pursuant to certain discussions with Mr. George D. Shropshire,
during which the general scope and details of a proposed study of
present and future water requirements for a certain area of the County
were covered, we present herein, in general, our proposal to make such
study.
We attach hereto a broad outline of our conception as to what
such proposed study should include and to some extent the sequence of
steps.
As we visualize it the first step should be the preparation
of a base map probably in sections of sufficient area to determine the
extent of the area to be studied. Such map will be compiled from any
available existing maps and sub -division plats. Houses should be
located on such map in the field to determine the population densities
and areas that need service both presently and in the future.
Such map could be also used for many other purposes and the
cost thereof could therefore be shared by other departments.
Concurrently with the preparation of this base map certain
other information such as population trends, water demands, the hydrology
of Falling Creek, the need for new sources of supply, need of enlarging
the existing impounding reservoir, and filter plant, points of sub-
standard service, and other basic information could be obtained.
Following the preparation of the map and obtaining the basic
information the hydraulics of the entire system would have to be carefully
studied. This portion of the work would have to be carried from the
source of supply down to the individual consumer and would entail a
major portion of the work. From this information the overall plan of
production, supply and distribution mains and storage facilities would
be developed, with due consideration to the maximum use of existing
lines, production and storage facilities.

It can be seen from the above that a tremendous amount of
field work and study would be involved in the preparation of such
proposed report and it is impossible to give even an approximate
estimate of the cost. The area to be studied could easily approach
200 square miles.
It is our belief that the fairest way to prepare the
comprehensive study, as we visualize should be made, would be on a
cost plus basis. In this way the County will not be charged for any
available p ps or information provided by it.
We, therefore, propose to make such study on the basis of
the State Blue Book for cost plus work, namely:
A, Actual personnel cost plus 65 per cent overhead,
Plus 30 per cent profit based on personnel cost
plus overhead.
B. Plus the cost of travelling should it be necessary
to travel beyond the Richmond —Chesterfield County
area, and with the approval of the County Authorities.
Any supplemental studies authorized by the County would
be made on the same basis.
Should we be retained to design and supervise construction
of portions or all of the work covered in the report our fees and
services would be according to our regular schedule less 25 per cent
inasmuch as the County would have paid for the preliminary report.
Our regular fees for such work, which are also the same as
in the State Blue Boot, would be:

It is to be realized that the comprehensive study that we
visualize to be done will be a master plan for the water supply and
distribution for many years to come, covering an area approximately
one-half t3f the County and should prove most economical to the County
in the overall systematic and orderly development.
This letter is not, of course, intended as a contract in
itself but to advise in a general way, as we see your problem, and
to form a basis for the negotiation of a contract should it be the
desire of the County to enter into one.
We have been informed that the County is extremely anxious
to get certain phases of the work under construction by early 1956,
If awarded the commission we can start on it immediately and work as
much concurrently as possible to accomplisIX this end.
It might be germane to mention that we are now engaged in
the engineering work on water and sewers for Sanitary District "A",
Henrico County and on a multi-millioh dollar sewerage project for
Fairfax County.
It would be a pleasure to do this work for you and if
awarded the commission, will cooperate in every way to the County's
best interests.

Report Relative to Water Supply$ Treatment, Storage,

Supply, Treatment, Storage and Distribution.
Dear Mr. Shropshire:
In compliance with your request by letter dated March 9, 1955.
together with requirements for proposal, we are pleased to submit
herewith our proposal for the furnishing of complete engineering
services for the subject project.
As a result of our conferences with you and our field inspec-
tion of the entire water supply, treatment, distribution and stor-
age facilities, we believe we fully comprehend your problem and the
requirements for the solution thereof, and accordingly propose to
accomplish the following in the project planning phase:
A. ON'FI CES
Establish in the proximity of Chesterfield County
Courthouse a branch office to allow close contact with County
officials and representatives during the conduct of our studies and
investigations; this branch office will be occupied by our Principal
Sanitary Engineer and such staff as is required. Our firm now main-
tains offices in the cities of Norfolk, Warwick, and Suffolk,
Virginia.
B. FIELD INVESTIGATIONS
(1) Obtain local data including necessary field sur-
veys to ascertain topographical features, population distribution,
trends in development, souces of additional water supply, im-
poundment areas thereof, etc.
(2) Obtain and summarize available records of water
consumption.
(3) Obtain and summarize available records as to water
filtered and pumped, and production and quality of the various well
supplies.
(4) Obtain data as to condition and life expectancy
of all component parts of existing system.
(5) Make necessary flow studies in distribution system.
(6) Obtain data on and study the various aspects of
the operation of the water system including personnel utilized and
required, rates and revenues, operational costs, etc.
(7) Obtain financial data including assessed valua-
tions, bonded indebtedness, anticipated requirements for other pub-
lic improvements, etc.
C. CFFICE STUDIES AND DESIGN
(1) Study and analyze all data obtained.
(2) Prepare drawings and exhibits including those to
show existing water system, distribution of population served,
present and future per capita consumption, population forecast,
etc.
(3) Establish design criteria for future populations
up to fifty years hence, for:
a. Supply and Impoundment
b. Filtration Works
c. Distribution Mains and Appurtenances
d. Storage
(4) Analyze distribution system for both domestic and
fire demands in the various sections and areas, and discuss fire in-
surance ratings, savings to be realized through provision of adequate
facilities, etc.
(5) Formulate projects for development and prepare
preiininary designs and drawings for same.
(6) Prepare cost estimates for construction of proj-
ects formulated comparing therein economies of various construction
materials and conditions.

(7) Recommend and schedule a program of improvement,
so designed as to adequately serve a continuing pattern of county
growth.
(8) Estimate revenues and prepare schedule for finan-
cing of improvements recommended.
(9) Submit in the form of a bound engineering report
an account of our studies, investigations, design criteriaf pre-
liminary designs, cost estimates, program for financing, conclusions
and recommendations; and include therein reproductions of graphs,
charts, tables, design details, etc., all reduced in size for bind-
ing. Said report will be submitted to you in the quantity desired
and in duplicate to the State Board of Health for their approval.
It is our intent to perform and provide all services neces-
sary to rMnder complete engineering services, and, hence, our pro-
posal is not limited to the furnishing of those specific services
enumerated above.
As sanitary engineers, in which field we specialize, we are
actively engaged in similar projects and fully qualified for this
undertaking. The writer has previously been associated in large
sanitary projects with such nationally known firms as Metcalf and
Eddy and Frederic R. Harris, Inc.; and our firm now has the oppor-
tunity of association with several nationally known consulting
sanitary engineers, and, should you desire that we include such a
firm in this undertaking, we are prepared to submit names and
qualifications at your request.
Similar services have recently, or are presently, being accom-
plished for the following:

tions of the National Society of Professional Engineers and the
American Society of Civil Engineers, and to be for the project plan-
ning phase from .4 to .9 per cent of the estimated cost of improve-

meats, assuming that such cost will be in the proximity of
$1,2509000.00. The fee for design and general supervision of the
proposed improvements will be between 4 and. 6 per cent of the con-
struction cost, the exact fee to be dependent on the volume of work
decided upon, with an appropriate credit for work completed in
this, the initial project planning phase. We are prepared to enter
into a formal contract, listing therein in detail the items and
services you desire and require, and to set forth therein fees for
both this phase and the design of this project.
We are appreciative of the opportunity to offer our services
and look forward to being priviledged to assist you in assuring,
through an adequate water supply, the continued growth and develop-
ment of Chesterfield County. We are in a position to commence this
project within two weeks after notification to proceed and bring
to completion the initial phase within four (4) months.

EXPANSION OF CHESTERFIELD COUNTY WATER FACILITIES
THIS AGREEMENT, entered into this day of
1955, by and between the Supervisors of Chesterfield County at
Chesterfield, Virginia, hereinafter called the "Supervisors", Party
of the First Part, and Gannett Fleming Corddry and Carpenter, Inc.,
a Corporation organized and existing under the laws of the State of
Delaware and having its principal office in Harrisburg, Pennsylvania,
hereinafter called the "Engineer", Party of the Second Part,
WITNESSETH:
ARTICLE I. The Supervisors agree to employ the Engineer to
furnish the hereinafter specified engineering services and the Engi-
neer agrees to perform and furnish the following engineering work
and services required for the preparation of a report covering in
detail the various items hereinafter outlined:
1. Preparation of a new map showing all existing water
lines, elevated tanks, standpipes, the filter plant and dam. Infor-
mation to be obtained from existing maps and data supplied by the
officials of the County Engineers staff.
2. Make a study of the pipe lines as shown on the MAP
and make recommendations to strengthen and extend the distribution
system.
3. Analyze the existing elevated tanks and standpipe
and recommend size and location of new storage where found necessary.

4. Study the population growth with emphasis on loca-
tion of such growth and tie the growth in with distribution system
improvements.
5. Check the advisability of enlarging the existing
filter plant to handle the present and anticipated population. In
connection with this is the possibility of eliminating some of the
existing wells now used to supplement the filtered water supply.
6. Study the storage of raw water at the present dam
and make recommendations on enlarging the storage if found advis-
ble.
7. Examine the financial situation as regards present
income and expenses and recommend a method of financing new improve -
meats and amortizing cost of same.
8. Show on the map all pipe lines recommended and pro-
vide estimates of cost of these as well as of all other recommended
improvements.
9. Furnish one (1) linen tracing of the new maps, and
ten (10) bound copies of the report with prints.
10. After submission of the report discuss its content
with the Supervisors and their engineering staff.
ARTICLE II. We will do this work on a daily rate basis for
all personnel employed plus out of pocket expenses and transporta-
tion at eight cents ($0.08) per mile. We will guarantee the total

In reply to your request for a proposal to cover a omplete engi-
neering study of the water works system of the County of Chester-
field, we submit the following:
A. Preliminary Report
We propose to make a complete preliminary study of the
water problem of the County of Chesterfields This study is to
include necessary conferences, investigations, computations,
cost estimates and sketches to enable us to compile a complete
and detailed report delineating our evaluation of the existing
facilities and our recommendations as to construction required.
This preliminary to be submitted to the County in ten (10) copies.
This report would include, but not be restricted to, the
fo llowia*:
1. A compiled base map showing roads, alleys, sub-
divisions, houses, existing water facility, and any other per-
tinent existing data. This map is to be prepared from available
existing records and maps plus a field check of houses.
2. A study of the existing and predicted population and
water services.

3. A study of the existing sources of water supply.
4. An investigation of possible new sources of supply.
5. A study of the existing impoundment, filtration, storage
and distribution system to include pressure and flow tests.
(. A layout of a proper distribution system for the areas
proposed as economically feasible to serve with proposed con-
struction broken down so that it can be effected by stage con-
struction.
7. Construction cost estimates of all construction proposed.
B. Construction Plans and Specifications
We propose to prepare detailed construction plans and speci-
fications suitable for advertising for bids for the construction
recommended in the preliminary report which is authorized and
approved by the County of Chesterfield. We will furnish the
plans and specifications in ten (10) copies with additional copies
available at the cost of the printing. Under this proposal we
would Ao the necessary design, detail working drawings, and
compilation of specifications, including assistance in securing
bids, supervision of test borings and sub -surface investigations
if necessary, and assistance in securing approval of any State
and/or Federal Agencies having jurisdiction.
C. Supervision of Construction and Inspection
Under this phase we would furnish assistance in evaluation
of bids, assistance in the award of the contract, establish the
necessary basic horizontal and vertical control for construction,
and generally supervise the actual construction including check-
ing of shop drawings, issuance of certificates of payments to
the contractor or contractors, the preparation of "as built"
drawings and the final inspection of the completed project with
the Owner. Should the County of Chesterfield desire a full time
resident engineer -inspector, we will provide a qualified man for

which service we would be reimbursed the sum of $600.00 per
month.
D. Fees
1. Upon delivery of the preliminary report (Paragraph A,
above), a fee of Five Thousand, Two Hundred Fifty Dollars
($5,250.00) would be due and payable. Should the County of
Chesterfield authorize construction plans and specifications
(Paragraph B, above) for all of the construction recommended
in the report within one year after delivery of the preliminary
report, the sum of One Thousand, Five Hundred Dollars ($1,500.00)
of the $5,250.00 would be credited against the fee due under the
item for detail plans and specifications. (If preparation of plans
and specifications of part of the construction recommended is
authorized, the amount credited will be to $1,500.00 as the total
estimated construction cost is to the estimated construction cost
of that part for which preparation of plans and specifications are
authorized.) This credit would be a direct credit and, is offered
for the value of the work performed in the preparation of the
preliminary report which would be useable in the preparation of
construction plans and specifications.
2. Upon completion of detail plans and specifications and
their delivery with the necessary documents for advertising for
bid, we would be reimbursed on the basis of 4.5% of the esti-
mated construction cost of the work detailed, should the cost be
over $100,000,00 but under $5000000.00. Should the cost ex-
ceed $5009000.00, the fee would be based on 4.0% of the esti.
mated construction cost of the work detailed. In the event the
plans and specifications were delivered and the work let to con-
tract within a period of six months of such delivery, the actual
contract prices would be used for hasis for computation of the
fee. The fee for plans and specifications covering construction,
the estimated cost of which is less than $100#000900, will be ne-
gotiated at the time of authorization and_ will be based on pre-
vailing rates.
3. Under the supervision of construction phase of the pro-
gram, the fee due us for this service would be based upon 1.5%

of the construction cost. In addition, the County would pay for
the engineer -inspector as referred to in Paragraph C, above.
It is understood that the County of Chesterfield shall provide and
furnish all legal advice and services required for the project, all
services for the acquisition of property and/or rights -of -way, and
shall pay for borings and/or test pits, and for chemical, mechanical,
or other tests which are deemed necessary for proper design of the
project.
It is also understood and agreed that when labor and/or material
in the actual construction work is furnished or executed by the
County of Chesterfield, that the cost of such labor and/or mate-
rial for purposes of computing engineering fees shall be based
on actual cost, plus 15%.
It is understood and agreed that drawings and specifications, as
instruments of service, are the property of the engineer whether
the work for which they are made be executed or not, and such
drawings and specifications are therefore not to be used on other
work except by written agreement with the engineers.
If this proposal is found to be satisfactory to the County of Chester-
field, it is requested that if be executed in the place shown below,
the orginal retained by the County and the copy returned to us.
When so executed this proposal will be considered as a contract
between the County of Chesterfield and Hayes, Seay, Mattern &
Mattern, a partnership.

The police lockup of Chesterfield County was inspected March 9, 1955, at 2:12 p.m. A
police dispatcher was present.
Commitments for the past three calendax months are as follows:

This lockup is used, to hold offenders over a short period of time,while waitin? to be bonded
or for preliminary hearings. Those requiring detention in excess of 24 hours are taken
to the uenrico County Jail.

The lockup is located on the second floor of a small_ police headquarters building.
The space consists of an obsolete _:inter -bar steel section of trro cells and prisoners,
corridor and one cell room. This building was originally the County jail and converted
to police headquarters leaving the cell space on the second floor for use as a lockup.
ECTTTWENT :
There are double -deck cots in:.a cell room and stati,nary steel wall bunks in cells. 9edding
is furnished and c:.)nsists of mattres-eO,s mattress covers, and blankets. The use of bedding
in the lockup is unusual but the full-time supervision afforded teduces the likelihood of
prisoners being burned or suffocated.

Sewerage-- Whitehead Elementary School
5 April 1955
This office is in receipt of plans and specifications covering a proposed
sewage treatment plant to serve the new Whitehead School in Chesterfield
County. The plant is designed to serve an enrollment of 735 students.
It comprises a septic tank and rotary sand filter unit. Effluent from
the plant will be discharged to a tributary of Pocoshock Creek, which in
turn discharges to Falling Creek.
The County -owned impounded water supply is located approximately 4-1/2 to
5 miles below the point of discharge of the plant effluent.
Perhaps you are already aware of this plant; however, we deemed it advis-
4ble to call attention to this.
G-e are of the opinion that the effluent from the sewage plant would not be
detected at the filter plant intake. This type of treatment is considered
to produce a very excellent effluent and too since the travel distance of
approximately five miles plus the large storage ahead of the filter plant
intake, the waste from the plant would be well oxidized.
The plans appear to be satisfactory; however, before we make a decision
we would like an expression from your office.

Volunteer Fire Department. The purpose of the letter was to have the
Chesterfield County Board of Supervisors and you consider our depart-
ment for an a-L-cditional piece of equipment. As yet we have had no re-
sponse from you.
Now serving our eiUith year as a fire department we look about and
find many newer departments v�ith two pieces of county equipment. We
wonder if it is a coincidence that there are only four departr,:ent$,
out of a total eleven, who do not have t,,a,o pieces of county equipment
and three of these four departments are in the kiddlothian district.
In population and assessed value our fire district has mushroomed at
a tremendous pace. It has recently been estimated by the Southampton
Civic Association that their population has increased by over a factor
of four during the last Cive.years. Bon Air is on the increase in a
like manner. It is more tian an anticipation that this trend will
continue.
We of the Bon Air -Southampton Fire Department feel triat our request is
justified. Specificaily, we would like to have another John -Bean
truck. The specifications have already been decided. We would like
to discuss these specifications and this request with you, and the
Board, at your earliest convenience.

Our Midlothian Fire Department is located in a heavy wooded
area and has lots of wood and field fires. We feel that
we need a fire wagon badly. Mr. Horner highly recommends
to this department that we ask for the equipment, the truck
and the State owned equipment on it, that you are replacing
with the new Dodge truck.
We have ample space to house this equipment in our new
fire house, which cost about $10,000.

Dear Mr. Burnett:
Reference is made to your letter dated March 17, 1955 requesting infor-
mation regarding the new photography of Chesterfield County, Virginia.
The new photography his just been received and accepted, however, as yet
we do not have ratio factors for :Waking scaled enlargements. The factors
are expected to be available within three to four weeks. Ono photo index
sheet is required for complete coverage of the county and we have selected
145 individual prints which will furnish physical coverage. As you probably
know, physical coverage is obtained by selecting alternate prints in line
of flight and will have an endlap of about 10%, Enlargements to an approxi-
mate scale of l" to 4001 are priced at $2.70 each whenever county coverage
is purchased and photo index sheets are priced at $1.10 each. The total
cost of one set of enlargements to a scale of 1" to 4001 and the photo index
shoot would be $392.6o.
Regarding the time required for shipment of an order, approximately 2 to 3
weeks should be allowed after ratio factors are available and after the
order and remittance is received in this office. We do not maintain a stock
of prints but print each order as it is received. Enclosed is a copy of our
order forma CSS'.,Wa for your convenience in placing an order. On the back of
the form are shown the approximate sizes, scales and prices of our most
commonly used reprodwations. You will note that the prices vary depending
on the size and number of prints ordered.
Your order should be forwarded to this office, accompanied by your check or
money order made payable to the Treasurer of the United States.
