take in regard to the issuance of building permits for stores
to be located upon a 160 foot strip of this property located
on the west side of Broad Rock Road at the Atlantic Coast
Line Railroad tracks. See plat enclosed with specific piece
of property marked in yellow.
I understand that this 160 foot strip of property has been
designated as a possible route for a future express way. I
assure you that the said request for permits will meet all
requirements of the Chesterfiold County Building Code. Also$
please advise me as to the exact zoning of this entire parcel
of land.

Gentlemen:
At its meeting on March 30-31, the Board considered Executive Secretary M. W.
Burnett's letter dated March 22nd bringing up to date the County's efforts toward
providing sewerage improvements for pollution abatement in the case of Ettrick
Sanitary District.
The Board ruled that it is dissatisfied with the progress which the County has
made in this direction and that the hearing, originally convened at its meeting on
December 9-10, 1954, be reconvened at 10:00 A. M, on May 26, 1955 at the Board's
offices, address as above, unless a report is received on or before May 23rd
which indicates satisfactory evidence of progress.

VIRGILJIA: At meeting of the Planning
Commission of Chesterfield Count ,
held on April 22, 1955, at 7:30 .m.
All members present.
This day the Planning Commission convened in the main Courtroom to hear from
the general public its views on the proposed change in the definition of a
subdivision as proposed by the City of Richmond.
Mr. R. Pinkney Sowers, Chairman, explained to those present the purpose of
the meeting and the Secretary read the proposed ordinance and the existing
ordinance and cited the difference.
Mr. Garland Wood, City Planner of Ridhmond, presented the City's reasons
for proposing the change and proposed a slight amendment for the straightening
of lot lines as follows:
" This definition shall not apply to the modification of the boundary
between two (2) existing lots."
Mr. Wood stated that subdivision plats will be required in all cases.
Any division into two lots, not an acre lot, is a subdivision.
The Commonwe�:lth's Attorney ruled that the County may have two ordinances,
one for the 5-mile area, and one outside the 5-mile area. Approximately
thirteen (13) citizens came to the meeting.
On motion of Mr.Grenoble, seconded by Mr.Belcher, it is resolved that this
Commission re -convene in its meeting room.
In a discussion of the proposed subdivision change, Mr. Gunter stated that
the proposed change would eliminate many troubles but.^caused many troubles
to other citizens. However, in his opinion it would be beneficial.
Whereupon, Mr. Gunter made the following motion, which was seconded by
Mr. Eagles:
That this Commission recommend to the Board of Supervisors that the
proposed ordinance change be approved.
The vote Laing taken, Mr. Gunter, Mr. Eagles and Mr. Keck voted "Yes".
Mr. Grenoble, Mr. Burnett, Mr. Belcher and Mr. Sowers, voted "No",
which motion is not passed.
Upon further consideration and on motion of Mr.Gunter, seconded by Mr.
Keck, it is resolved that this Commission recommend to the Board of Supervisor
that the proposed ordinance amendment be approved within the 5-mile area
contiguous to the City of Richmond. It is here noted that Mr. Grenoble
and Mr.Burnett vote "No"*

Sites have been determined and arranged for as follows:

property has been obtained by easement from the Chester-
field County School Board.
2. In the Centralia Gardens area a site approximately
100 ft. in width, being the rear portion of Lot + 29,
Centralia Gardens Annex subdivision, has been selected
as a new site. We have obtained an easement from Home

Randolph, Jr.

of building permits on business property through which a proposed
right of way 160 feet in width is planned.
The property in question is the northeast corner of McGuire Manor,
fronting on Rt. 100 Upon consideration vuhereof and on motion of
Dr.Gill, seconded by Mr.Britton, it is resolved that the Executive
Secretary be requested to write to the Highway Department to ascertain
whetbe r or not said Department agrees with the proposed 160 foot
right of way and whether or not said Department will purchase said
land in the event of building permit abplic at ions .
This day the Executive Secretary requested the approval of the Board
of the purchase of the Royer Duplicator for the total price of 0295*109
Upon consideration whereof and on motion of Mr.Gunter, seconded by
Mr@Higueg it is resolved that the Executive Secretary be authorized
to purchase the Heyer Duplicator in the amount of $295*109

been received from the State grater Control Board requesting omeCOMmOnwealthte
representative at a meeting to be held May 269
1955a TheAttorney informed the Board that he was make further preliminary studies
of the matter, and the County Engineer stated that he had not as yet
ascertained the cost of construction a sewer line between Ettrick and
the City'of Petersburg. Since this is the one remaining cost to be
obtained$ it ' was generally agreed that this matter be deferred until
May 10, 19550 at which time all figures and proposals will b® abailable
for consideration.
This day Mr. Goyne requested some ruling on the selling of certain
fireworks in the County due to the emergency passage of the new
fireworks ordinance. The Commonwealth's Attorney ruled that under
the existing ordinance certain types of fireworks were not covered and
could be offered for sale. It was generally agreed that this wetter
would receive further study when the ordinance comes before the Board
for final passage*
The Executive Secretary brought to the Board's attention a letter
received from Mrs. Sohn Cogbill in reply to a letter from this Board,
offering Mrs. Cogbill the sum of $1200000 for a portion of her land
on the rear of her property on Rt. 10. Mrs.Cogbill's letter stated
that the sum offered by the Board was inadequate and on motion of
Dr.Gill, seconded by Mr.Goyne, it is resolved that the Executive
Secretary be and he hereby is requested to further negotiate with
Mrs. Cogbill and attempt to ascertain her price for the land in the
rear of her property on Rt. 10t in which the Board is interested in
purchasing for the expansion of offices at the Courthouse*
The Executive Secretary read a resolution passed by the County Planning
Commission at its meeting on April 22, 1955, vtich resolution approved
the proposed ordinance of the City of Richmond to change the definition
of a subdivision from three or more lots to 2 or more lots, within the
5-mile area contiguous to the City of Richmond*
Mr. Hague stated that it was his understanding that 3 lots was a compromise
between the City and the County in 1948. He also stand that the proposed
change would not benefit the citizens of the Countye
Mro Goyne stated that it would cause undue hardship to the citizens
of the County o
Dar, Gunter stet ed that the proposed change would give the County more
control over the subdivision of land.
Mr. Horner stab ed that the proposed ordinance would be taking away
another liberty from the people, that the present controls are strict
enough.
Mx*Britton stated that in his opinion the little good that the proposed
change would do would be more than offset by the hardships caused the
entire citizenry.
Upon further discussion and on motion of Mr.Goyne, seconded by Mr. Britton,
it is resolved that the following motion be approved:
Whereas, the Counsel of the City of Richmond by resolution Noo55-R-14.,,
adopted March 14, 1955, directed that the City Clerk send a copy of a
draft of the proposed ordinance Noo55-15 amending the subdivision reguls;tions
in the 58mile area adjacent to the corporate limits of the City of Richmond
to the Chesterfield County Planning Commission; and
Whereas, the proposed amendment to the subdivision ordinance changes the
definition of a subdivision from 3 parcels to 2 parcels! and
Whereas, the Chesterfield County Planning Commission duly considered this
amendment after a public hearing on April 22, 19550 after due notice has
been given of said meeting,, which Planning Commission took the following
action:

This day the Executive Secretary informed the Board that a letter had
been received from the State hater Control Board requesting some
representative at a meeting to be held May 26, 1955s The Commonwealth's
Attorney informed the Board that be was make further preliminary studies
of the matter, and the County Engineer stated that he had not as yet
ascertained the cost of construction a sewer line between Ettrick and
the City' of Petersburg. Since this is the one remaining cost to be
obtainod, it was generally agreed that this matter be deferred until
May 10, 1955, at which time all figures and proposals will be atailable
for consideration*
This day Mr. Goyne requested some ruling on the selling of certain
fireworks in the County due to the emergency passaip of the new
fireworks ordinance. The Commonwealth's Attorney ruled that under
the existing ordinance certain types of fireworks were not covered and
could be offered for sales It was generally agreed that this matter
would receive further study when the ordinance comes before the Board
for final passage,
The Executive Secretary brought to the Board's attention a letter
received from Mrs, John Cogbill in reply to a letter from this Board,
offering Mrs. Cogbill the sum of $1200000 for a portion of her land
on the rear of her property on Rt, 10. Mrs.Cogbill's letter std ed
that the sum offered by the Board was inadequate and on motion of
Dr.Gill, seconded by Mr.Goyne, it is resolved that the Executive
Secretary be and he hereby is requested to further negotiate with
Mrs. Cogbill and attempt to ascertain her price for the land in the
rear of her proparty on Rt, 100 in which the Board is interested in
purchasing for the expansion of offices at the Courthouse.

The Mcecutive Secretary read a resolution passed by the County Planning
Commission at its meeting on April 22, 1955, which resolution approved
the proposed ordinance of the City of Richmond to change the definition
of a subdividion from three or more lots to 2 or more lots, within the
5-mile area contiguous to the City of Richmond.
Mro Hague stated that it was his understanding that 3 lots was a compromise
between the City and the County in 1948- He also sta6dd that the proposed
change would not benefit the citizens of the Countye
Mr, Goyne stated that it would cause undue hardship to the citizens
of the County o
Mrs Gunter stated that the proposed change would give the County more
control over the subdivision of lande
Mrs Horner stated that the proposed ordinance would be taking away
another liberty from the people, that the present controls are strict
enough e
Mx*Britton stated that in his opinion the little good that the proposed
change would do would be more than offset by the hardships caused the
entire citizenrys
Upon further discussion and on motion of Mr-Goyne, seconded by Mrs Britton,
it is resolved that thr following motion be approved:
Whereasa the Counsel of the City of Richmond by resolution Noo55-R-14#
adopted March 149 1955, directed that the City Clerk send a copy of a
draft of the proposed ordinance No•55-15 amending the subdivision regulsitions
in the 56mile area adjacent to the corporate limits of the City of Richmond
to the Chesterfield County Planning Commission; and
Whereas, the proposed amendment to the subdivision ordinance changes the
definition of a subdivision from 3 parcels to 2 parcels, and
Shereas, the Chesterfield County Planning Commission duly considered this
amendment after a public hearing on April 22, 1955, after due notice has
been given of said meeting9 which Planning Commission took the following
action:
O..0,04...."ItBe it resolved that this Commission recommend to the
Board of Supervisors that the proposed ordinance amendment be approved
within the 5-mile area contiguous to the City of Richmond."

At the regular business meeting of the congregation of the
Berean Baptist Church, held in the church auditorium on
February 16, 1955, at Ssoo P. M., said congregation voted in
favor of, and without dissent, upon the following motions
"That P. R. Wallace be allowed, so far as the Berean Baptist
Church has the power to do so, to cionstruet, build and erect
one private garage, on property of the said Wallace, which
adjoins the property of said Berean Baptist Church; the founda-
tion of which said garage, shall not be closer than 2 feet,
(24 inches) to the common dividing line between the said
properties; and that the trustees be requested to write a letter
to the said P. R. Wallace, informing him of the action of the
church."
Therefore, in accordance with the desires of the congregation
of the Berean Baptist Church, we the undersigned, being all of
the trustees of said Berean Baptist Church, have hereunto set

Gentlemen:
As you have heard I have been digging a well in Beulah
Village for the past few weeks and now it is 580 feet below
grade and have obtained only six(6) gallons per minute water
supply. I am advised that further attempts to get water at
this depth will not be commensurate with the cost involved.
I seek your approval of this plan of action:
Allow me to authorize Lyttle and Barnes, who will lay
the pipe under the County's control to proceed with the installation
of the line. Sonce I have sold twelve (12) houses, allow me to
connect these 12 houses to the lines and serve them from the existing
well temporarily. It is my plan to start immediately on a new
well east of this location on land recent ly acquired for further
subdivision. I. of course, will give the same guarantees on the
new well to the County that existed on the old well*
You, Gentlemen know that this well haS been quite expensive
and I request that you do everything in your power to help me out
of this situation.
