1955-01-17 PacketVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chester— field County, held at the Courthouse on January 17, 19569 at 8:00 p.m. Present: Mr. Irvin G.Horner, Chairman Mr. Ha T.Goyne D210 Robt a O. Gill Mr. Marshall F.Driskill Mr. R.J.Britton Mra Stanley R.Hague, Jr. This day sheriff, 0. B.Gates, Trial Justice Judge, John We Snead, Clerk of Circuit Court, Lewis Veden, Chief of Police C.W.Smith, and Commonwealth's Attorney,Ernest P. Gates, met with the Board of Supervisors to discuss the proposed new office building for the County. ;titer considerable deliberation, and on motion of Mra Goyne, seconded by Mr. Britton, it is resolved that this Board approve the location cf the proposed building on the site which would incorporate the 3A of an acre of lard presently belonging to Mrs. John Cogbill. Upon further consideration, and on motion of Mr.Driskill, seconded by Mr. Goyns it is resolved that this Board accept the offer of Mrs. Cogbill of $5000.00 for the 3/4 of a acre in the rear of her property at Chesterfield Courthouse, whic'a offs.. was given to the County in a letter dated September 16, 1955s It was ganerally agreed that the switchboard would be located in the present Sheriffs Office, a witness room would be located inthe present Commonwealth's �ttorney's office, and the Commonwealth's Att orney?a office would be located in the present Trial Justice's Office inthe Court room. It was generally agreed that the architectural firm of E,Wcker Carlton would prepare further preliminary plans for this building. This day a contract was presented to the Board of Supervisors by Mr. Elbert Mumma, having been requested by a previous resolution of the Board, which contract calls for the deeding of the water system inthe Grove Place Subdivision to the County of Chesterfield. Upon consideration whereof, and on motion of Mr.Goynei seconded by Mr. Britton, it is resolved that said contract be approved by the Board of Supervisorsa_id the Chairman and Clerk are hereby authorized to sign said contract. On motion of Mr.Goyne, seconded by Dr.Gi119 it is resolved that the Executive Secretary be and he hereby is directed to inform, in writing, the First Mortgage Corporatiotz of this contract between the County of Chesterfield and Mr. Mumma relative to the water system in the Grove Place Subdivision and cite the fact that the County has taken over this system as per contract agreed upon and to send a copy of said contract to the First Mortgage Corporet ion. This day 1,L.J.T.Mooro came before the Board requesting the Board to accept the water system in the Beulah Village Subdivision, citing the fact that under the County's master Plan an 811 water line would be installed on Rt.710, which road was contiguous to this subdivision. -2- It was generally agreed that if the County were to take over said water system knowing that the supply might be inadequate it would then be responsible for supplying an adequate amount of water. It eras generally agreed that the County could make no commitments at this time concerning this water system, that perhaps after future development which might include the sale of the bonds and the completion of work plans for this water line, the County might be in a position to discuss the matter further. This day it was cited that a financial consultant should be obtained to aid the County in selling its bonds, and upon consideration whereof and on motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that the Executive Secretary be and he hereby is authorized to seek proposals from various bonding firms relative to their methods of procedure and costs involved* This day Mr. George Shropshire, County Engineer, advised the Board that certain water lines 6n Southampton Acres, Midlothian District, were to be laid under an existing contract which had not been approved by the Board of Supervisors, which contract had been approved before the new procedure involving the Board's approval of each contract was adopted. This day again the matter of holidays came before the Board and a proposal was presented by the Committee authorized to study the question, and the fact was cited that if the holiday schedule were tobe changed it should be started as soon after the new yesr as possible.
