VIRGINIA: At a regular meeting of the Board of Supervisors of Chesterfield Ccunty, held at the Courthouse on December 13, 1955, at 10:00 a.m. Present: Mr. Irvin G.Horner, Chairman Mr. H. T.Goyne Mr. J.P.Gunter Dr.Robt. 0. Gill Mr. R.J.Bri tton Mr.Stenley R. Hague, Jr. This day the Rev. Lawrence Co Harrison, Pastor of the Enon Baptist Church gave a brief scripture reading and invocation. This day the County Engineer came before the Board discussing various problems of the 'dater Department and it was generally agreed that he would present to the Board at iti next meeting, an itemizatica of pipe on hand at this time, heress, there exists a need for ddditional funids in the 'dater Construction Fund, and, Whereas, there is set out in the 'Hater Department budget provisions for transferring $20,000.00 fromthe Operating Fund to the Construction Fund, Now, Therefore, Be it Resolved on motion of Mr. Gunter, seconded by Mr. Britton, that the Treasurer of the County of Chesterfield be directed to transfer $20j000.00 from the dater Operating Fund to the Water Construction Fund as soon as funds are available, as provided by the current budget. The matter of the Causey and :°leeks recommendations for the improvement of the water system and the amendments recommended by the Board on this report were discussed briefly. Whereupon Mr.Goyne makes the following motion: Mat this Board request the gngineering firm. of Causey and Weeks to review all of the recommendations of this Board for the amendments of the engineering report and to approve in writing the deletion or addition of each recommendation, which motion died for the want of a second On motion of Mr.Britton, seconded by Mr.Gunter, it is resolved that the County Engineer be authorized to get an addendum to the water report, including all changes to date. This day Mr. Stuart Schmidt appeared before the Board presenting deeds deeding the sewerage plant in Kenmore Ridge to the Cotnity of Chesterfield. On the advice of the County Engineer it was generally agreed to hold these deeds and present them formally to the Board after the plant has been placed in operation. It was generally agreed that this Board waive any charge for services rendered to the Matoaca Baptist Church for some investigative work completed by the Water Department. ..2- This day Mr.Benton came before the Board seeking some relief from the Board's request to install an 8" line on Dundas Avenue in Sherbourne Heights, end cited the fact that contracts had been entered into with the County for a 4" line. On motion of Mr. Goyne, seconded by 14r.Gunter, it is resolved that the County Water Department pay the difference between a 4" line and an 8" line and install an 8" line approximately 900 feet on DundasAvenue, beginning at MiMW Road and running eastwardly. Write usual resolutions on roads its Locust Grove, Richdale Road and Williams Lane, Forest Lake Road, Hickory Road, Roads in Wilkinson Terrace, roads in Westlake Hills. This day there was read a list of roads accepted by the State Highway Department into its Secondary Road System as of December 1, 1955. Zhese roads are as follows: ( Copy into Minute Book). This day Dr. Robt. 0. Gill, presented to the Board the matter of the installation of a drainage pipe leading westwardly from Rt.36 along the northern boundary of the E -rick School property, and it was reported that Mr. Kellam of the Highway Dept@ had agreed in writing that if the 24" culvert were purchased by the County, the .Lighviay would install the ' culvert at its expense. Mr.Robert Lux, Supt. of Maintenance, School Board, reported that due to the recent rulings of the Supreme Coa.� certain funds had been impounded and were not available as previously bc?ieved and if the School Board proceeded with this project it may possibly'exeeed its present budget. Upon consideration whereof, and on motion of Dr. Gill, seconded by Mr-Iiague, it is resolved that if the proposed drainage problem is comp]a ted and if the County School Road exceeds its present budget for this reason, t'_Iis Board will repay to theSchool Board approximately $2000*00 to cover this c..nenditure. This day thore was discussed again the matter of construdting a road leading *,res tv:Tardly from Rt. #1 across the Defond property to the old Centralia Road* a :sre tires presented a survey by the County Surveyor, showing the existing right cf uay* and how the road could be widened to the desired width. Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr.Gunter, " is resolved that the Highway Department be requested to determine the best entrance into Rt.#1 and generally approve the location of the road and to za'Le a cost estimate of the construction of this road. It was gonerally bgreed that the Road budget would be discussed with Mr. C.F.Bellam, resident Ergineer, on December 218t, at 7:30 p.m. On motion of LIzeGunter, seconded by Mr.Britton, it is resolved that the Highway R-partnsnt be requested to investigate Rt.653 to ascertain the feasibility of raking saris an extension of Rt. 147 to Rt.360. Mr. H.T. Goyne recorded with the Board the fact that the Soreamersville Road -:tension should be included in our next Rural Road Budget. R3solution on vacating the easement to Mr. F. D. This day aEain there was discussed the matter of the rezoning of the following described parcel of land by TdIr. O.K.Brooks: In Manchester Magisterial District, a parcel of land fronting approximately 830 feet on Rt. 10 and 630 feet on Belmont Road, said parcel being the triangle of approximately 4 acres formed by the intersection of said two roads* Mr. Brooke appeared before the Board asking; that the request for general business on the aforedescribed parcel of land be reduced to local business. Came also Mr. Purcell, Mr. Folkes and a delegation of appr6ximate3,y 7 persons Opposing the requested rezoning„ Upon consideration Whereof, Mr. Gunter stated that the rezoning would be good for the County in the future,, Dr.Gill stated that too much land was involved in the request. Upon consideration whereof and on motion of Mr.Britton, seconded by Dr. Gill, it is resolved that the request for rezoning the aforedescribed parcel of land be and it hereby is denied. It is hare noted that Mr.Goyne ctl—ft Mr. Gunter voted "No". This day Ms. A.E.Tate, being represented by Mr.Williara Old and Mr. Wallace Moncura, came before the Board requesting the rezoning from Residential-2 to Industrial on the following described parcel of land: In Manchester Magisterial Distridt, a parcel of land fronting 530 feet on the Belt Boulevard and extending northwardly 300 feet, said parcel being approximately 1600 feet west of Rt.360. Mr. Sate stated that the proposed building being a wholesale bakery would be set back 70 feet from the Highway. That no loading would be done from the front of the building, and presented a petition signed by some 17 people proposing the requested rezoning. nL . Fred Grant, County Sanitation Officer, stat ad that the land was not suitable for residential purposes unless it was filled several feet. Mro DoW.Murphoy, Jr., who represented the opposition in this case, presented a petition signed by some 90-Ipople and stated that due to the noise of the trucks, the odor of baking bread and the general devaluation of property, this request should net be g rantedo NLr. Campbell speaking for the Weatherford Baptist Church objected to the proposed rezoning. Fthereupon Mr. Britton moves that this Board deny the request for rezoning, Viich motion died for the want of a second. Upon further consideration and on motion of MroGunter, seconded by Mr. Goyne, it Is resolved that this Board approve the request, provided a bakery is bui.i� according to the plans submittedo It -L3 here noted that Mr. Britton votes "No". -4_ This day Mr.R. Pinkney Sowers, representing 1dr. James Sowers, developer of Highland Iiills Subdivision, requesting a Use Permit for the operation of a swimming pool on the following described parcel of land: In Midlothian Magisterial District, a parcel of land fronting 200 feet on Greenock Drive and extending northeastwardly approximately 200 feet, said parcel being 350 feet northwestwardly from Robert Bruce Drive. On motion of Mr. Gunter, seconded by Mr.Haue, it is resolved that this Board grant the requested Use i'ermit, provided that the proposed Charter for the operation of the ewimra3ng pool be approved by this Board. The Chairman relinquishes the gavel to Dr. Gill, who is now temporary chairman. This day Mr. A,W. and I G. Horner requested the rezoning from Agriculture to General Business of the following described parcel of land: In Midlothian Magisterial District, a parcel of land fronting 1800 feet on Rt.360, find extending northwardly 300 feet, said parcel being 1900 feet west of Rt.651. We Irvin Horner stated there is no specific use of the land pm posed• Mr. J.E. Keller and Mrs. Keller opposed the rezoning for the reason that their new home is directly across the road from the proposed business zone, and presented a petition signed by some 24 citizens opposing the requested rezoning. We Goyne stated that Mr. Horner is inc msistent and that he has on many occasions previously requested the proposed use of the land. On motion of Mr. Gunter, seconded by Mr.Hague, it is resolved that the aforedescribed parcel of land be and it hereby is zoned for general business. It is here noted that We Goyne votes "No". Mr. Irvin Horner eliminated himself from a vote on this question. This day Mr. Frank Beck came before the Board requesting a Use Permit for a tire recalling plant on the following described parcel of land: In Bermuda Magisterial District, a parcel of land fronting on Rt.#1, 100 feet and extending eastwardly 405 feet, said parcel being 300 feet north of Chesterfield ;venue and being Lot #5, Block C. of Patterson Park Subdivision. Came also Mr. Fred Crowder, representing the opposition to this request, stating that there would be some hazard to the operation and presented a petition dytly signed and notarized for 14 property owners in the areaq and another petition on which names were not notarized, signed by some 41 citizens, all opposing the construction and operation of a ti']ae recapping plant in the rear of Mr.Beck's present business. W. Marshall Driskill testified that there would be no odor, however, there would be some hazard in the operation of this plant. This day Mr. Marvin Cole, representing Mr. T,Rol8ad Rooke, requesting the rezoning from Agriculture to Residential-2 of the following described parcel of land: In Dale Magisterial District, an irregular parcel of landff'onting 3000 feet on'the Belmont Road and extending eestwardly 1600 feet, more or less, said parcel being 2600 feet south of FallingCreek. Upon consideration whereof and on motion of Mrs Hague, seconded by Mr.Guntert it is resolved that the eforedescribed parcel of land be and it hereby is rezoned to Residential-2. This day Mr. Francis Sloan appeared before the Board requesting the rezoning from Agricultu3e to Residential-1 of the following d escribed parcel of land: )� In Bermuda Magisterial District, a parcel of lend tronting 800 feet on the James River and extending westwardly 1000 feet, said parcel being the property of Francis Sloan and inclui es the Mount Blanco Subdivision. On motion of Mr.Goyne, seconded by Mx*Hague, it is resolved that the aforedeseribed parcel of land be and it hereby is rezoned to Residential-1. This day there was advertised a request by Mr. Lind Lawrence for the rezoning of the following described parcels of laid: In Midlothian Magisterial District, a parcel of ILand fronting 730 feet on Rt.60 and extending northwa:-dly 300 feet, said parcel being 1600 feet west'of Buford Road. Also, 820 feet fronting on the above pm posed business zone and extending northwardly 3000 feet, the same being the tentative subdivision of Bon Air Hills. Mr. Gayle appeared before the board not in opposition to the zoning, but in opposition to the construction of a service station, Upon consideration whereof and on motion of Mr. Gunter, seconded by Mr. Britton, it is resolved that this request be deferred until the next meeting at which time the appli ent or his agent is requested to appear. This day Mr.Raymond C.Scott appeared before the Board requesting the rezoning from Residential-2 to General Business of the following described parcel of land: In Manchester Magisterial District, a parcedk of land fronting 90 feet on German School Road and extending northeastwerdly 130 feet said parcel being 100 feet southeast of Newell Road. Came also Mr. Pinkney Sowers, representing the opposition in the area, citing the fact that this was a strictly residential area. and should have no business --6- and particularly should have no business on such a small lot. Appeared also a delegbtion of some 8 people in opposition to this request, prdsenting a letter from the Jahake Ror;d Baptist Church. There was presented a petition in opposition signed by some 30 people whose names were duly notarized all in opposition to this request. Upon consideration whereof and on motion of *.Britton, seconded by W.Hagus, it is resolved that the requested rezoning be and the same is hereby denied. This day the firm of Horner and Newell request the rezoning from Agriculture to Residential-2 on the following described parcel of land: In Manchester Magisterial Districts a parcel of land containing 58-acres fronting 1050 feet on Whitehead Road and extending westwardly 3000 feetn said parcel being 1000 feet south of Warwick Road. Upon consideration whereof and on motion of Mr.Britton, seconded by Mr.He gue, it is resolved that the aforedescribed parcel of land be and the same is hereby rezoned to Residential-2. This day Mr.J.T.Moore came before the Board requesting that the County Water Department take over the water system in Beulah Village. Upon consideration whereof and on motion of Mr.Hague, seconded by Mr -Britton, it is resolved that action on this question be deferred until the next regular meeting of this Board, which date is after the Bond Referendum. This day Chief C.i',.Smith, came before the Board and recommended that the requirement of one year of County Residence as a prerequisite for a job as County Police officer be deleted, Upon consideration whereof and on motion of Ur.Britton, seconded by Mr. Gunter, it is resolved that the rsquirKb3 tta of one yeewts residence in the County as a prerequisite to becoming a Police Officer in the County, be, and the same is hereby deleted. However, all officers will be required to live in the County as soon as practicable* On motion of Mr.Gunter, seconded by Ur.Britton, it is resolved tht this Board approve the recommendation of Chief C.W.Smith and request the Judge of Circuit Court, the Hon. T.Garland Jefferson to appoint Mr. John A. Simmons and X'o !-:.C.wdelton as Police Officers for the County of Chesterfield. And be it further resolved that Chief C.W.Smith be authorized to employ It. George T.Martin to be dispatcher for the Police Department. This day again the matter of granting a building variance to the E1 Patio Restaurant on Rt.60, at its intersection with Buford Road was discuisaed before the Board, and'upon consideration whereof and on motion of Mr.Britton, seconded by Mr. Gunter, it is resolved that the request to allow the construction of a reception room within 6-1/21 from the property line, fronting on Rt.60 be and the same is hereby denied. This day Dr.Gill cited the fact that it was possible to build houses on 50-foot lots in the Sanitary District of Ettrick under the zoning laws and that certain restrictions were working hardships in the location of houses on small lots. On motion of Dr. Gill, seconded by Mr.Britton, it is resolved that this Board -7- grant variances to Mr. C.R.Wade, at 15 James Street, Mr. Horace Blankenship, 14 Main Street, Mr.W.A.Andrews, 10 Granger Street, and Mr. M.M.Pond on Second .venue, for the construction of houses not less than 5 feet from the side lines. This day the mb.tter of the vacation of a road leading northwardly from Cozy Lane in Manchester District again came before the Board and upon inspection of the property by aerial photography and it appears that the extension of the right of way in question would be beneficial to the orderly dubdivision of property 'in -this area. On motion of Mr.Britton, seconded by Dry Gill, it is resolved that this request be and it hereby is denied. Be it resolved by the Board of Supervisors of Chesterfield County that this Board does approve the proposal that Section 141 of the Constitution of the State of iTi rgi ni a be amended in accordance with the recommendations of the Gray Commission and that this Board does urge that the constitutional convention be approved by the voters of the election to be held on January 9, 1956. This day Mr. William Old, Mr.D.U.Murphey, and Mr.Ernest Gates, appeared before the Board representing the Chesterfield -Colonial Heights Bar association, seeking the support of the Board in an application of a new judicial circuit involving Chesterfield County or an additional judge for the Fourth Judicial Circuit. On motion of 1ULr.H.T.Goyne, seconded by Mr. S.R.Hague, it is resolved that! Whereas, during rec:•nt years the expansion and development of the County of Chesterfield. has resulted in an cuormous increase in the population of the County, bringing about a se:^ious expansion of all public functions of the County, including the volume of litigation, both criminal and civil, in the Circuit Court,and Whereas, this situation is becoming more and more aggravat6d with the continuing industrial development of the County, and particularly in view of the geographical ...cation of the County as the cross roads between cities, and I.rhereas, it is the'view of those connected with the Circuit Court and those x_^.acticing therein, that it is no longer feasible or possible for business of trio Court to be efficiently administered by a Court connected with and a part a large circuit, unless an additional judge should be provided for said G'.rcuit, and Wh reas, the public interest requires the provision of said additional judge or tii(- creation of a new judicial circuit composed of this County and Colonial Heights as the only prabtical long range solution of the problems involved. Therefore, be it Resolved, that this Board doth hereby request the representatives of this County in the General assembly, and the Honorable Lloyd C.Bifd, the Honorable Edward M, Hudgins, and the Honorable Minetree FoLkes, to introduce in the 1956 asssion of thsGenerl :zsembly appropriate legislation to bringabout the appointment of such additional judge or the establishment of a new judicial circuit for Chesterfield County and Colonial Heights, and to vigorously present to the appropriate committee of the General Assembly and to the General :ssembly the necessity for such additional judge or for the creation of such new judicial circuit. On Inotion of Mr.H.T.Cbyne, seconded by Mr. S,R,Ha--ue, Tr.,the above resolution was unanimously adoptedo It is here noted that a haaring will be held at 10:30 a.m. on December 15th, at the Highway Department on the deepening of the James River channele -8— The Executive Secretary reported that the pay scale of the Treasurer, Commorwealth's Attorney end Sheriff had been received, which reports are ordered filed. On motion of Dr. Gill, seconded b Mr.Hague, it is resolved that the pay raises as presented by the Water Department, Building Inspector's Office, Executive Secretary's Office and the assessing Clerk, be and they are hereby approved as presented and that said raises be retroactive to July 1, 1955. This day Mr. Thos. Wo Cosby, writing in behalf of the Bon Air Fire Department, request that the Board of Supervisors install a gas heating unit in the Bon Air Fire Station. Upon consideration whereof and on motion of Mr.Goyne, seconded by Dr. Gill, it is reso lved that this request be denied at this time. This day a letter from theState Water Control Boar. was reed, which letter cited the fact that the progress repoitt was due "-othe-mlatter part of January. It was generally agreed that the matter be again considered at the next regular meeting of the Board. On motion of Dr. Gill, seconded by Mr.Goyne, it is resolved, that the members of the General assembly representing the County of Chesterfield are hereby requested to take appropriate action necessary in the 1956 Session of the Gene -al :assembly to amend the "Hospitalization and Treatment of Indigent Persons" laws as foudd in the Code of Virginia, so that the County will be liable only for cost of hospital care and treatment for the period of certification at the Medical College of Virginia Hospital and the University of Virginia Hospital. On motion of Mr.Goyne, seconded by Mr.Britton, it is resolved that the member:: of theGeneral ,assembly representing the County of Chesterfield are hereby requested to take appropriate action necessary in the 1956 Session of the General ,Assembly to delete Section 63-69.1 Title 63, Chapter 3, "Submission of Biennial Welfare Budget", bf the Code of Virginia, as this section is considered unnecessary and time consuming, serving no real purpose. This day Mr. Garland Barksdale requested a donation frem the County of Chesterfield for the developing Fund of the Petersburg General Hospital, and cited the fact that 490 patients from the County of Chesterfield had been treated in 19540 Upon consideration whereof and on motion of Dr.Gill, seconded by Mr*Goyne, it is resolved that this Board donate 001000.00 from the unappropriated surplus of the General County Fund to the Developing Fund of the Petersburg General Hospital. And be it further resolved that the budget of the County be amended and the Treasurer of the County authorized to transfer $1000*00 from the unappropriated surplus of the General Fund to 8f-314. This day a letter from Mr.Herbert Wilson was read requesting time for a hewing before the Board of Supervisors. It was generally agreed that this mhtter be deferred until some time in January. This day a letter was read from Mral. Hawks, Coordinator Civil Defense for Chesterfield County, requesting the use of one df the old County vehicles for civil defense purposes. It was generally agreed that the Executive Secrete" would talk with Mr. Hawks concerning this matter. On motion the meeting Ss adjourned until December 21, 1955 at 7:30 p.m, at which time Mr. Kellam of the Highway Department will present the road budget. Generally, thhse items present problems which normally are resolved in the final- design sta&e, and which it is not feasible to treat as final design in such ooreprehensiv* studies, However, we have mad* addiii9pal preliminary -.studies and offer our conclusions and comments herewith. Item 3. "Study th*,feasibility of relocating 150,000 gallon tank on Routo 34to sarv*, ,M*toaca, General location of proposed tank as shown an Drawing No. 4 on miter Road was at the point where existing 8-inch main ended a.nd,6-inch main began. It has been determined by uncovering of main in the field that 8-inah main actually ends some 2600 fe*t east of this point. It is certainly desirable to have an 8-inch feed main to elevated storage and such was as influenoing factor in the preliminary tank location. A study of the pumping costs to deliver water to an elevated Unk of adequate level in Matoaca shows such costs to be somewhat excessive,. especially in view of the fact that a location to the east would still serve the desired area. An alternate location for the proposed tank may be west of Hudson Street, thus minimis ing the length of 6-inoh feed main to storage. We drilled one well 535 feet and under a 24 hour test, it produced a little better than 5 gallons per minute. Later we drilled a 2nd well 335 feet deep and under a 24 hour test it produced a little better than 11 gallons per minute. In figuring the 2nd well at 11 gallons per minute on a 16 hour day basis (normal hours used per day), this would give us 316,800 gallons in a 30 day period, which is 3 times the average use per family per 30 day month for 28 houses, which I believe is sufficient to take care of these homes. Army, is holding a public hearing in the auditorium of our State Highway Department Building next Thursday, December 15th, commencing at 10:30 A.M. The purpose of the hearing is to disclose the Corps' plans for a survey of the James River to determine the economic feasi- bility of deepening its channel to 35 feet. At the same time the nature and extent of desired local cooperation will be outlined. The Engineers apparently feel that inasmuch as the last local public hearing on this matter was held in September 1949, another hearing should be held now to develop fully the information required by them for a report on the survey. BLACKBURN MOORE BERRYVILLE CHAIRMAN November 22, 1955 Set forth below is a tentative draft of Minute 30 in the proceedings of the Board at its meeting on November 15-16, 1955: Minute 30 - Ettrick Sanitary District, Chesterfield Co. In accordance with Minute 23 of the Board's meeting on September 29-30, 1955, the Executive Secretary on October 10, 1955 notified the owner by Registered Mail - Return Receipt Requested, that the formal "hearing, originally convened at its meeting on December 9-10, 1954 and reconvened at its meeting on May 26-27, 1955 be resumed ........ on November 15, 1955 ........ unless a report is received on or before November 7, 1955 which indicates a definite plan of action." On November 10, 1955 the owner advised that the "Board of Supervisors at its regular meeting held on November 9, 1955, executed a formal contract with the City of Petersburg to treat sewage from the Ettrick Sanitary District in this County." The letter goes on to say that it was impossible to get this information to the Board before November 7 since the Board of Supervisors did not convene until November 9, 1955, and that the County is proceeding with "the CLEAN STREAMS PROVIDE HEALTH, WEALTH AND RECREATION M. W. Burnett -2- 11/22/55 necessary financial arrangements in order that this construction may take place as the sewerage system develops in the City of Petersburg." The Board accepted the report and directed that the owner notify it as to the approximate date when the connection from Ettrick Sanitary District to the City of Petersburg will be made. Horner, Chairman Board of Supervisors Chesterfield, Virginia Dear Mr. Horner: The Chesterfield -.Colonial Heights Welfare Board would like to call to your atten- tion a section of the "Hospitalization and Treatment of Indigent Persons" law passed by the General Assembly in 1954. The part of this law which we think should be amended may be found in Section 32-293.2 of the Code of Virginia. According to this law, if a county or city once certifies a person to the Medical College of Virginia Hospital or to the University of Virginia Hospital, they are liable for the stay of that person in the hospital up to $300 bf local share and if the locality refuses to pay this amount, it will be taken out of funds which otherwise the State would distribute to such county or city. When this law was first passed, the Chesterfield -Colonial Heights Welfare Board re- fused to send anyone to the Medical College of Virginia Hospital, as the hospital has a habit of keeping patients there for a great length of time. However, the hospital contacted this department and said that they would not make the Board liable for a length of stay any longer than the time the Board certified. This section of the law does not pertain to private hospitals, but only to the two State hospitals mentioned above. If you are in accord with out thoughts in regard to the amendment of this law, I would appreciate your presenting the enclosed resolution, which has been written by Mr. Ernest Gates, Coimionwealth's Attorney, to your Board. If the Board passes this resolution, I wish you would send a number of copies to me as this law has been discussed with each of our representatives in the General Assembly and they would like to have a copy of your resolution in order that they may know your feel- ings in this matter. In this chapter there is a section (63-69.1 - Submission of Biennial Welfare Budgets) which the Chester- field -Colonial Heights Welfare Board feels could be profitably omitted. This law has been in effect for several years and since it was first passed, no one whom we have been able to talk with has seen the benefit derived from such a law. Naturally, we are required to submit a yearly budget to our governing bodies and to the State Department. The biennial budget does not take the place of the yearly budget; it has no real purpose as far as we can see, as the State Department of Welfare and Institutions has our figures month by month as to our expenditures and could from this information gather data neces- sary to be presented to the Governorts Advisory Board. It is humanly impossible for anyone to estimate in August 1955 the needs of a department in 1957-58. Since we see no use of such a budget; since it is time consuming and takes the time of not only the Superintendent, but several clerical workers, we are enclosing in this letter a resolution written by Mr. Ernest Gates, Commonwealth's Attorney, for the Board of Supervisors' considera- tion. Should you approve this resolution, will you please send several copies to me in order that I may forward same to our representatives in the General Assembly who have been informed of our desire to change this law. The attached list of patients served by the Petersburg General Hospital during the past year has been utilized almost exactly 50 % by residents of the hospital service area outside of the corporate limits of the City of Petersburg. The extensive use of the hospital by the residents of the service area has created a critical problem which must be met at once. Originally designed for one hundred and fifty beds the hospital was opened three years ago as a 162-bed institution, due to the generosity of the citizens of Petersburg. Within that short space of time it has grown to two hundred twenty-five beds and a recent census showed 245 patients. We must meet the health needs of our people, and for this reason we must have whatever financial help you can see clear to give us. The Petersburg General Hospital always will serve the residents of your county, regardless of race or creed, but I think you will agree with us that whatever financial help you feel you can give over a three-year period will enable us to help your own residents with the finest hospital facilities available. We have attached a pledge card and a return envelope with a brochure which outlines our needs, and we hope that at the next meeting of your county Board or at a subsequent one you will find your way clear to help us to help you and the residents of your county. We must raise in the immediate future sufficient funds to add fifty-two beds to the present hospital; to construct a modern Nurses' Educational Building and to complete payment for the purchase of the DeJarnette Nurses Residence. We should like to summarize the salient points which we believe merit your consideration. Briefly, they are as follows: 1. We are running a daily census of in excess of two hundred and thirty patients in a hospital designed for one hundred eighty three beds. Additional facilities for fifty-two beds and auxiliary units are critically needed. The hospital was originally constructed to allow for expansion so our costs for adding these beds is less than half the usual cost per bed. 2. With the responsibility of a regional hospital it is imperative that sufficient nurses are available to take care of the people, not only of our immediate oommunity, but for the entire region the hospital serves. Two years ago it was necessary to close the School of Nursing because of lack of facilities and it is imperative to rectify this situation at the earliest possible moment if our hospital and those of our area are.to be staffed. 3. A favorable opportunity to obtain not only a 2Turses' Residence, but sufficient land to build a new Nurses' Educational Building has enabled us to secure these facilities at a fraction of the cost involved in the building of the Nurses' Residence alone. This sum must be restored to the source from which it was obtained. It was back in 1949 when the real issue of the "new" Petersburg General Hospital was put before the people. The question was whether our hospital should be just another hospital or one of the best. A step by step plan of action was blue -printed; this was presented to the people and to the leaders of the community and other interested citizens. A decision had to be made. Nearly a million and a half dollars was subscribed to build a complete, well-balanced hospital. The answer was "Yes!" We believe your answer today will aid us in helping to build the brilliant new future of service that lies ahead. Lewis M.
