December 8, 1955 Dear Sir: Please accept my application for your consideration for the position of Purchasing Clerk for Chesterfield County. I am a graduate of Lafayette College, Easton, Penna, having graduated in 1937 with a degree in Education with an additional year of post graduate study in 1938. However, practically all of my experience has been in the business field. and in the past ten years as office manager for the Firestone Tire and Rubber Company in Allentown, Penna. and as manager for Beneficial Finance Company in Bluefield, W. Va. and Alexandria, Va.. As office manager for Firestone it was my responsibility to over- see inventories and purchases of tires, retread material, accessories and appliances altho only directly thru Firestone warehouses and as manager with Beneficial it is also my responsibility to purchase necessary supplies needed in the operation of my office but again thru company facilities. I have also had. additional experience in estimating and maintaining cost records of heavy equipment while with Beers Hauling and Rigging Company of Bangor, Penna. I am certain I have the ability to perform the necessary duties involved and in the event you feel that my past experience would qualify me for the position would appreciate the ppportunity of an interview. Present: Mr. Irvin G. Horner, Chairman Mr. H. T.Goyne Mr. J. P, Gunter Mr. R.J.Britton Dr. Robt . 0. Gi ll Mr.Stenley R.Hague, Jr. This day Mr. William Old came before the Board concerning a proposed resolution. Upon consideration whereof and on motion of Mr.Goyne, seconded by gr.GFunters, the following resolution is adopted: WHEREAS, the Honorable Marcus A. Cogbill continued to serve as Commonwealth's Attorney,having been elected to such office at each successive election, until December 31, 1955, and WHEREASv by reason of complete and total disability, Mr. Coghill was forded to retire from said office of Commonwealth's Attorney, being unable to offer for election in the year 19559 and WHEREAS, i±L private employment and generally in public employment, provision is generally made for a pension allowance, in the event of disability such so has been sustained by Mr. Cogbill, which provisions do not affb rd any relief for persons who have held elective off ices, and WHEREAS, it is the sense of this Board that provision should O,e made when such casualty has been sustaindd by public officers such as has forced Mr.Cogbill from office and service in this County, and WHEREAS, during the period of Mr.Cogbill's service to the County, he was ever ready to be helpful to all sorts and conditions of people it this County and throughout the years gave service to this County and its people far beyond the requirement of his officials duties, NOW, THEREFORE, BE IT REX LVED by the Board of Supervisors of Chesterfield County, that a proper statute may be enacted by the General Assembly of Virginia at the General Session for the year 1956, providing generally that whenever an official holding elected office where compensation is provided by State and County shall have served in that capacity for a period of twenty-four (24) years and through total and complete diability has been forced to relinquish such office or due to such disability it became impossible for him to offer for reeldetion, that a pension amounting to such pm portions of the salary of said office, as may be provided by law, be provided and that such pension be paid one-half by the State and one-half by the County and that the operation of said pension law be conditioned upon a proper resolution of the Board of Supervisors of the County of which the said official was employed. And be it further resolved, that this Board request the Honorable Lloyd C.Bird, -2- ':he Honorable Edward M,Hudgins and the Honorable Minetree Folkes to introduoe. and to urge the enactment of a proper statute providing for the relief hereby set forth. This day Mr. Kenneth 'Meeks came before the Board explaining an addendum to the proposed repcirt on the improvement of the water system vahich addendum was requested by the Board of Supervisors. This day Mr. C.F.Kellam came before the Board explaining the final budget for the Secondary Road System for the year 1955-' 56. Upon consideration whereof and on motion of Dro Gills seconded by Mr.Goyne, it is resolved that the final budget of the Secondary Road System of the Virginia Department of Highways for the year 1955-'56 be and the same is hereby approved. Mr. Kellamexplainod also that at the end of 1954-155 the County would have approximately $68D000 in its Federal slid Road Fund; that $102,000 would be add6d in 1955-°56 and the same amount in 1956'57 and to this date approximately $1500000. had been encumbered for the construction of Beville's Bridge, across the Appoxatto3k. This day Mr. Kellam cited the fact that speed signs inthe County were costing a great amount and that on some roads they were virtually unenforceablee On motion of Mr.Goyne, seconded by Mr.Gunter, it is resolved that this Board request Mr. Kellam to confer with Chief C. We Smith to work out a proper program for the installation of speed signs with an eye to their enforcement. On motion of Yr.Gill, seconded by Mr.Hague, it is resolved that this Board request ito representative to the General Assembly to advise the Board if there -be a change recommended in Section 56-27 of the Code of Virginia of 1950 pertaining to the grade crossing of Primary Roads by railroadse On motion of Mr.Goyne, seconded by Mr. Gunter, it is resolved that this Board >cnvene into a Committee meeting. ,Jpon reconvening into regular session and the Board having interviewed some applicants for the position of Purchasing Clerk; upon consideration of these ­nplicants and on motion of Dr.Gill, seconded by Mr.Hague, it is resolved that i.:.�,Chauacey F.Stono be and he hereby is appointed to the position of Purchasing C',3rk at a aelar" of $4500,00. Following is a more complete scope of past history which I would like to submit as a basis for consideration as an applicant. I am thirty five years old, was born and raised in Salisbury, N. C. My grand- father father was raised here in Chesterfield County and my father in Richmond. I was brought up in the wholesale food distributing business which my family owned in Salisbury, working in my spare time and in summers handling stock and working with salesmen. I finished high school in 1937 and entered Catawba College in the fall of the same year, completing one year. I left school to return to the family business where I was needed because of the age of my father. I handled the management and bookkeeping end of the business as well as working one territory in western North Carolina, until June 1941 when I entered the Army as a volunteer. I served in the infantry five years. Being discharged in October 1945. On release from the Army, I returned to the above business in the same capacity. My father sold the business to local interests in 1947, and I remained as salesman until August 1949. On retiring, my father moved to Accomac on the eastern shore of Virginia. Instead of remaining inactive, as he had planned, he be- came interested in the concentrated vegetable growing in that section of Virginia, and bought a large acreage, which after one year he found he couldn't manage. Under much family pressure to save a large amount of money, I gave up my sales job and moved to Accomac to take over the three farms. I lived in Accomac five years. Going to night school four of these learning farm management. In 1954, after the farms were on a profitable basis, I felt able to return to a more suitable line of work. So I moved back to Salisbury. I immediately went to work for National Container Corporation as re- ceiving clerk until something more in line with my experience came along. With a back- ground of years in buying and selling, I worked closely with the purchasing department, and within two months, I actively controlled purchasing, and was made purchasing agent. Let me say here that the term, purchasing agent, with National Container covers a broad field, and I would like to explain some of the duties covered by this office. First, although I bought raw materials and supplies as an independent plant, inventory control and a most complete set of records was subject to review by our Executive Purchase Office in New York. Daily and monthly inventory records were kept and reported on many items, especially heavy chemicals. Monthly reports were filed on items which might become scarce or affected by price change. I iniatiated a system of catalogging every item, and there were hundreds, which we used or might use, as to every known source, price, discount, transportation rate, salesman, and other pertinent information. Using this systeml was able, at a moments notice to puty hand on any item needed. I also kept a manufactures reference library up to date on thousands of new and related items which were available. Constant use of this material helped me keep in touch with trends which affect supply and price structure. One important phase of purchasing which was standard practice with me, was working with department heads out in the plant actually testing new products and evaluating their results. This, to me is the very heart and soul of purchasing, I never bought a single item or service without checking to see if it was satisfactory or could be improved. Another part of my job was seeing all salesmen who called, this took a good bit of my time, But time well spent. Because I always thought of them as my pipeline of information and new developments. I also handled rail. traffic as part of purchasing. We used the standard system of requisitions with three price negotiations and numbered purchase order forms, averaging twenty orders each day. In addition I handled all purchasing and personnel correspondence. Several months after taking over purchasing and putting it on a sound basis, I was also made personnel manager. Under this came interviewing job applicants, pro- cessing new employees, keeping detailed personal history records, group insurance, union and public relations , and editing our plant's section of a monthly industrial magazine. These duties are too numerous to explain in detail here. As I explained this morning, my reasons for leaving National are valid and easily understood. I didn't believe it fair to continue in a position where compensation and personal satisfaction were less than I should expect. I shall never again accept a position where control over salary and advancement is vested in someone seven hundred miles away who knows absolutely nothing of one's effort and efficiency. A few more facts which may be of interest are: I'm married, have two children,, a girl nine and a boy five. My wife is a school teacher with twelve years experience. Five here in Virginia. I am a Presbyterian, sober, hard working, hobbies are garden- ing, fishing, and golfing. Have two cars and can furnish excellent credit references. Mr. Burnett, I am very enthuiastic about the possibilities of this opening as described by you. As I told you, I have been looking for just such an opportunity. To me, there is no field of endeavor that can compare with purchasing as far as personal satisfaction and feel of achievement are concerned. I would welcome the chance to discuss this opening again with you or with your supervisors. I sincerely believe that I could bring to this position much of the very qualifications experience, and open-mindness that you seek.
