Gill Mr. Stanley R.Hague, Chairman Jr o Y4an adjourned meeting of the Board of Supervisors of Chester - field County, held at the Court- house on June 28, 19550 at 8 :00 p.m. Ilk Absent: Mrs J.P. Gunter This day again the matter of extending utilities to the O'Neill Subdivision in the Ettrick Sanitary District came before the Board , and Mr. Roy Laffoon and Mr. Roger Ellington from the District Committee came seeking the clarification of a resolution passed by this Board on June 7th9 in which the County asked the Commonwealths ,attorney and Dr. Gill to draw up a contract with Mr. Ot)leill covering the agreements reached in this matters Upon consideration wheredf and on motion of Mr. Hague, seconded by Dr. G1119 it is resolved that the resolution passed on June 7th be amended to include sewer as well as water, and it was generally agreed that a contract covering both sewer and water would be negotiated between the parties concerned and referred to the Board for final approval. On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that a variance be granted to Mr. W. Houchins at 2207 Plainfield Road in Cedar Farms to allow him to construct a garage not less than 5' 4" from his property line. It is here noted that the consent of the property owner adjacent to We Houchins is recorded and fi]e d with the Board's papers. This day Mr. Fred Thompson, Supt. of Schools, came before the Board presenting a resolution duly passed by the School Board requesting the'County to make certain transfers in the current budget. On motion of MraGoyne, seconded by Dr.Gill, it is resolved that this Board approve the transfer of funds as listed in the accounts below: From category 17d3 to Category 17d2, the sum of $58773,50. From Category 17el to Category 17e2' the sum of $1'000.00. From Category 17b3 to Category 17e2, the sum of $8,OOOo00 On motion of Dr.Gill, seconded by Mr.Britton, it is resolved that the Executive Sdcretary confer with the School Board to request their aid in working with a Committee to set up a system of centralized purchasingo This day Mro, Goyne presented to the Board certain recommendations on the installation of water lines on Curtis, Oakland and Winfree Streets in the Village of Chester, and made the following motion: f That this Board transfer $2210 40 from the General Fand of the County to supplement the amount already appropriated to relieve the water situation on Winfree Street, which money would pay for a 6" line from Rt. #10, along Oktkland avenue to Curtis Street, thence westwardly along Curtis Street to Winfree Street, and a 4'1 water line southwardly on Winfree to Snead Street, ,thereupon Mr. Britton stated that he would suggest that the County Engineer check the pressures along this street and stated it had been reported to him that the troubles on 14infree Street was not as bad as pictured. Whereupon the motion of Mr.Goyne died for the watk of a second,, It was generally agreed that the County Engineer be requested to report on the emergency. After'further consideration and on motion of Dr. Gill seconded by blr* Hague, it is resolved that this Board reconsider the installation of a 41r line along Winfree Street along Rt. 10 to Snead Street. It is hero noted thot IUIr,, Goyne voted "No". Upon further consideration and on motion of Dr. Gill; socinded by Mr.Britton, it is resolved that hhis Board will not install a 41' water line on Winfres Street from Rt. 1-0 to Snead Street, at this time, Be it here noted that Mrs Goyne voted "No" -- Upon further consideration Mr. Goyne offered the following resolution: Be it resolved that on the recommendation of the County Engineer, this Board have install ed a 6`' line on Oakland Street, from Rt. 10 to Curtis Street, and a 6" line on Curtis Street from Oakland Street to Winfroe Street and a 411 water lime on Winfree Street, from Curtis Street to Shnad Street, which motion died for the want of a second. Upon further consideration and on motion of Mr.Britton, seconded by Dr. Gill, it is resolved that the County Engineer investigate further his latest recommendations concerning the installation of a 6" line on Okktlatri Street and Curtis Street_, nand a 4" line on Winfreo Street, and investigate the emergency of the situation, and report on the real need for additional water in the area, It was understood that this report should be made as soon Fs practicablec Oro Goyne voted 9tNo" and asked that this vote be so recorded. On motion of MrZoyne, seconded by ldr,,Hague, it is resolved that the County .:a3 'engineer confer with the Highway Engineer to ascertain the steps necessary to be taken to keep the drainage on old Route #1 at Chimney Corner within the confines of the road ditch so that private property will not be damaged in any way., On motion of Yza Goyne, seconded by Mr,Hague„ it is resolved that the bill for $500;00 be paid, which bill is rendered for servicau of 11r. Fod Gray for legal procedures with the Seaboard Airline Ry, involving; a grade crossing on Rt. #10,. -3- This day the Executive Secretary presented ten (10) bids from various oil companies to sell the County gas for the neat twelve months. It was reper ted that the Esso Standard Oil Company submitted the lowest bid of 3#13 cents deducted from posted tank wagon prices, however' the low bid was'for a new type of gas called "Esso fleet". Upon consideration whereof; and on motion of Mr.Britton, seconded by Dr.Gillt it is resolved that the Executive Secretary be authorized to arrange for a 30-day trial of Esso fleet after which time the contract could be negotiated if satisfactory. Upon consideration whereof and on motion of Mr.Hague, sdconded by Mr.Goyne, it is resolved that this Board accept the title for the truck recently purchased by the Dale Volunteer Fire Department and secure a State license for said truck. This dV there arose some discussion about the condition of the old truck belonging to the Matoaca Volunteer Fire Department, and it was generally agreed that Dr.Gill would investigate this problem further. On motion of Mr. Hague, seconded by Dr. Gill, it is resolved that the Treasurer of the County of Chesterfield be authorized to transfer $1125900 from the Matching State Local A.D.C. Fed in the 1955-t56 Wolfare Budget to Local Non Matching fundso On motion of Mr. Coyne, seconded by Mx.Britton, it is resolved that the following resolution be approved; Whereas, the County of Chesterfield and the City of Colonial Heights, Virginia, operate a joint Welfare Board under a contractual agreement approved by both governing bodies; and, 71hereas, the County of Chesterfield bears the administrative costs and is reimbursed at the end of each fiscal year in accordance with the contractual agreement; and Whereas, the Department of Welfare and Institutions, Commonwealth of Virginia, in accordance with procedure set forth by this Department, reimburses each month the governing bodies operating the joint Department of Public Welfare for the Statets and United States' share in the administration of the program of the Department of Public Welfare in proper tion to the share each governing body is to pay for bdministrative costs; rind Whereas, the County of Chesterfield is providing the funds for the payment of nll administrative costs; and Whereas, it is deemed proper to request the Depn rtment of Welfare and Institutions to pay to the County of Chesterfield the share currently being paid to the City of Colonial Heights. Now, Therefore, Be it Resolved: That the Board of Supervisors of Chesterfield County requests the Department of 'delf:ire and Institutions, Commonwealth of Virginia, to pay to the County of Chesterfield the share currently being reimbursed to the City of Colonial Heights as its share of the administrative cost of operating the joint department of Public Welfare for the County of Chesterfield ind the City of Colonial Heights. On motion of Mr.Goyne, seconded by Mr. Britton, it is resolved that the County Engineer be requested to replace the line marker, within a reason-lble time, on the property belonging to Mr. Percy PBnnyton in Patterson Park, which marker was lost recently Turing the installation of a orate*line.. This day the Executive Secretary presented bids from 4 typewriter repair companies and recommended the firm of the Williams Business Uachine Company in Colonial Heights to repair the typewriters and adding machines at the Courthouse. Upon Consideration whereof and on motion of Mr. HnGue, seconded by Mr.. Goyne, it is resolved that this Board aaecept the low bid from the Williams Business Machine Company for repairing typewriters and adding machines at the County Courthouse for the next 12 months period.
