Lyttle Co., Inc. County Cost: $11,115.95 Code: 366-11684-8071 (refund through connections) }ks. Girone, ~{r. Apperson, Mr. Bookman and Mr. Dodd. On motion of Mr. Bookman, seconded by Fir. Apperson, the request of the American Legion on Happy Hill Road for a water line extension from ~bodsedge Road to their location on Happy Hill Road at an estimated co.st of $5,500 be approved with the Board accepting the agreement from the Ameri6an Legion to pay $3,000 of this cost. Ayes: lks. Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. It was noted that the water line would be sized for the ultimate use of the area. l~r. Painter stated he had received a request from the l~adowbrook West 'Civic Association for a water minter at a reduced cost to be installed at the subdivision entrance. }@. Micas stated the Ordinance did not provide for the Board to set connection fees that are inconsistent with the ordinance to accomplish desirable social goals and reconnmmded denial. On motion of Mr. Apperson, seconded by Mr. Bookman, this request was denied based on theCounty Attorney's recommmdation. Ayes: Mrs. Girone, Mr. Apperson, ~r. Booknmn and Mr. Dodd. on motion of ~k. Bookman, seconded by ~{r. Apperson, the request from I~r. L. B. Smith of 7717 Surreywood Drive for a reduced sanitary sewer connection fee in the amount of $600 was approved because I.{r. Smith had signed a petition ~ich indicated his intent. Ayes: Mrs. Girone, I,~r. Apperson, llr. Bookn~in and Mr. Dodd. }{r. Painter stated he. had received a request from llrs. Lucille Boyd for a reduction in the sewer connection fee for her property on Stmnbrook Drive. He adds that when the sewer was installed it was not designed deep enough to acconnmdate the building of a house with a basement needing these facilities, that it was too expensive to install the line deeper, that the lot may have been divided after the sewer was designed, etc. Mrs. Girone inquired if the Board could adjust the fee for a private lot problem as this. Mr. Micas stated the ordinance did not provide for reducing connection fees because of individual hardship due to the characteristics of the percel of land. After further discussion of the matter, it was on motion of Mr. Apperson, seconded by }~r. Dodd, resolved that this request be denied on the recommendation of the County Attorney. Dodd, the reconmendation of the Utility Departnmnt for the School System to pay the sewer connection fee for 50 acres in the amount of $60,000 and for the General Fund to pay the connection fee for the remaining 27.78 acres in the amount of $30,936 for the Bird High School on Krause P~ad was approved. There was some discussion regarding the request from Kings Forest, LTD, for approval of a pumping station to serve a portion of their property. }~r. Welchons stated there could be some problem in the future if this were approved because other areas that naturally flow into the same trunk could not be acconmodated with capacity. Mr. Apperson stated that to deny this request would also eliminate 300 connections that are to connect in lieu of possible development that may take 30 yeers to develop. There being no further discussion, it was on motion of Mr. Apperson, seconded by ~k. Bookman, resolved that this request be approved which pump station will connect with the existing sewer at Route 10. Ayes: ~r. O'Neill, I.{rs. Girone, Mr. Apperson, l{r. Bookman and ~k. Dodd. on motion of Mrs. Girone, seconded by llr. Dodd, the request of J. K. Tinmm~s and Associates, Inc. who is developing the Windsor Executive Center, for permission to install a private pump station to serve this develo~nent was approved subject to J. K. Bookman, a change order in the amount of $383.87 for Sewer Contract S76-2T-1, Deerfield Pumping Station was approved which covers expenses for the modification of the standby generator which was originally installed at the Pocosham Creek Pump- ing Station and is now being used at the Deerfield Pumping Station. Jooknmn, a change order in the amount of $12,003.97 was approved for the follow-Lng five items for Sewer Contract S76-2T, Deerfield Collectors: 1. Unit prices for material not included in the bid proposal. 2. Additional payment to tie into manhole at Route 10 because of bad ground, closeness of water line, etc. 3. Additional payment to provide water service for the four homes that lost their well water due to sewer construction. 4. Credit for allowing installation of inside drop connection. 5. Installation of an additional service lateral after the streets have been paved. On motion of Mr. Dodd, seconded by Mr. Bookman, a supplemental appropriation in the arount of $12,662.65 was approved for Contract 7032-27A, Chester Collectors, because the mjor part of this amount is for service laterals installed over the units included in the bid and further that an extension of time be granted to July 10, 1977, with the contractor being charged with loss of revenue and cost of inspection from July 10, 1977 to July 27, 1977. ~hnding Code: 377-34325-0380 Accounting Code: 380-73000-2340 Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. Mr. Dodd asked that the Utility Department inform the contractor that he was not happy with the condition of some of the streets in Chester after the sewer lines had been installed. On motion of ~r. BooRman, seconded by Mr. Apperson, $8,997.12 additional funds were approved to complete Contract S76-28T, A & B, Pocoshock Boulevard--Surreywood, Division A requiring $2,595.41 and Division B requiring ~' ,?6,401.71. Apperson, payment in the amount of $1,805.00 to Austin Brockenbrough and Associates was approved for designing t~hree relocations on Contract S76-1C, Fan Court Area Sewer System. Mr. Painter inquired if the County was expected to continue operating the Ettrick Sanitary Dis- 'trict as it has for the past few years. ~r. O'i~eill stated he felt a raan would have to be hired because of the legal requirements tbmt have to be mot in order to bring that system under the County Utility Department. Mr. Painter stated that some of the mmmbers of the Ettrick Sanitary District were under the impression tlmt all repairs would be made at once if the County did operate the 'system, b~t of course that could not be done. Mr. O'i{eill asked that a moeting with the mmn~ers of the Ettrick Sanitary District be set as soon as possible to discuss these and other matters. Mr. Painter presented the Board with a report of the sewer and water contracts which had been signed by the County Administrator within the past two weeks. On motion of ~{r. Dodd, seconded by Mr. Apperson, it was resolved that the County Administrator be authorized to sign and accept on behalf of the County the deeds of dedication from the follow- ~ng grantors: 1. Mr. Bookman mentioned a health problem cgosed by difficulties with sewer 'disposal that a l~k. Duke in Clover Hill Magisterial District is experiencing. It was generally agreed that this matter ~be included on the next Utility Agenda. Mr. Painter mentioned that he would like to discuss with the Board in the near fut~e the report by the Corps of Engineers on the long range water supply needs for the southside of Ilsmpton Roads and also the water study as it relates to the Southeastern Water Supply Study by the Corps of Engineers. He stated there would be a workshop by the planning co~issions and the-water authorities on October 28th to discuss the southeastern water supply and a public hearing would be held on l~vember 21st. Mrs. Girone inquJ_red what position the RPdPDC would be t -aking since~ as far as she is aware, this was not discussed at their meetings. Mr. Painter stated he would tactMr. Councill to as~certain his ideas, positions, etc. ~r. O'Neill ea~oressed ~his concern t this could be where tz~e policy making would be taking place and hoped C~esterfield Inad adequate representation. I~r. On motion of Mrs. Girone, seconded by Mr. Bookman, street lights were approved for Buford Road at its intersection with Dwayne Lane, Buford Road at its intersection with Rockaway Road and Addington Avenue at its intersection with ~Carty Avenue, with funds for the first two lights coming from the ~iidlothian Street Light Fund and funds for the third coming from the Dale Street Light Fund. Ayes: ]{r. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. On motion of Mr. Nelll, seconded by Mr. Apperson, the following resolution was adopted: O' ' Whereas~ James R. Via was employed by the Ettrick Sanitary District as a Utility Maintenance Work from September 1, 1973, until his death on October 9, 1977; and ~Ohereas, during that time, Mr. Via rendered four years of valuable service to the people of Chesterfield Co~ty by giving of his time, efforts and abilities in faithful performance of his duties as a utility worker; and ~, Whereas, it is the desire of the Board to recognize the faithful service of Jamms R. Via to the County and to spread this recognition upon the minute book of the Board of Supervisors of Chesterfield County. l~2g~, THEREFOPd~, BE IT RESOLVED that this Board publicly recognizes the efficient and diligent service of Janms R. On motion of Mrs. Girone, seconded by Mr. Bookm~an, the Public Hearing to be held on the Six Year Plan for Secondary Road Improvements was scheduled for 11:00 a.m. on November 23rd and further that final revisions for the plan would be accepted no later than i~vember 9th. Ayes: Mr. O'.Neill, Mrs. Girone, Mr. Apperson, }~. Bookman and Mr. Dodd. Mr. Apperson stated an accident at the intersection of Cogbill and Route 10 has claimed the life of. another person. He presented the Board with a petition from residents in the area requasting some safety controls at this intersection. It was on motion of Mr. Apperson, seconded by Mr. Bookman, resolved that the Virginia Deps_rtnm~t of Highways and Transportation be requested to the possibility' of installing traffic control lights at the intersection of Cogbill Road and Route 10 which is a very dangerous intersection and there have been numerous accidents and two deaths. Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, ~r. Bookman and Mr. Dodd. On motion of Mr. Apperson, seconded by ~r. Dodd, an invoice in the amount of $10,389 10 received from IRmton & Williams, bond counsel for services rendered in issuing the i~zrsing tk~ne P~venue Bonds, was approved for payment, with ninnies coming from the proceeds of the bond sale. Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. On motion of Mr. Bookman, Mmnchester-Richnm~d Lodge 1977. seconded by ~z. On motion of Mr. Apperson, seconded by Mr. Dodd, the Circuit Court Judges were requasted to Messrs. Michael Dennis Marrion and James P. Bourque as Police Officers effective i~vember 15, 1977. It was generally agreed that appointnmmts to the Personnel Appeals Board be deferred until November 9th and that discussion regarding the Economic Development Council, the appointments, etc. be deferred until a later date, with the understanding the Board members should be thinking of someone who coold serve on this Council. Col. Earl T. VanStavern, Col. Vaughan and Lt. Col. Floyd Callihan were present and explained that the Virginia Wing of the Civil Air Patrol consists of 1,500 volunteers for search and rescue missions, that they would like the convenience of being based at a satellite airport for their headquarters rather than at the larger airports, that their facilities at Byrd are very poor, that they currently are having a fund raising campaign to build a new building which they would like to locate at the Chesterfield County Airport if the Board gave them a site on which to con- struct. Mr. }.~iszer stated the County is currently developing a Master Plan for the Airport and a specific site could not be detera~h~ed at this timm. Lt. Col. Callihan stated the site was not a mjor concern. Mrs. Girone stated she felt' this was a very worthwhile organization and she was in favor of this request. After further discussion of t2uis rotter, it was on motion of ~r. Apperson, seconded by Mr. Bookman, resolved that this Board approved in concept the donation of a parcel of land to the Virginia Wing., Civil Air Patrol, with a site and details to be agreed upon at a later date. Ayes: Mr. O'Neill, Mrs. Girone, 1,~r. Apperson, ~r. Bookman and ~r. Dodd. On motion of Mrs. Girone, seconded by Mr. Apperson, the Chairman and County Administrator were authorized to enter into a contract with Aero Industries, Inc. for space at the Chesterfield County Airport on behalf of the County of Chesterfield. Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. It was generally agreed that the contract with the School System for use of the recreational facilities and the Sewer and Water Bond Resolutions be deferred until November 9th. Mrs. Girone invited anyone interested to attend her First ~onday Night meeting on i~vember 7th when l~r. Roger Schrock of the State Departmmnt of Education would be present to discuss ~ity Education. Mr. Bookman explained to the students present what the County and the School System are in the process of doing relative to the combining of efforts on athletic and recreational facilities. Mr. ~iszer stated the Board had been provided a copy of the latest i.~azsing Home financial report. The Board recessed at 11: 00 a.m. On motion of ~Mr. Apperson, seconded by Pk. Boo~zmn, the Board went into ~ecutive Session to discuss personnel mtters. Ayes: Mr. O'Neill, I'~s. Girone,· ~r. Apperson, ~. Boo~san and ~,{r. Dodd. On motion of ~ks. Girone, seconded by Mr. Bookman, the following resolution was adopted: Whereas, the Virginia Department of Highways and Transportation had originmily proposed Jahuary, 1978, at which timm to request bids for the construction of the cloverleaf interchange at the intersection of Routes 60 and 150; and ~'~ereas, it has come to the attention of the Board of Supervisors that this proposed tinm Schedule has been altered to September, 1978; and Whereas, the Board is concerned that this change would put highway construction into the Christmas Holiday Season (December, 1978), causing traffic confusion and congestion and possibly traffic accidents.. Now, Therefore, Be It Resolved, that the Board of Supervisors respectfully request that the Virginia Departnmnt of Highways and Transportation go with the original proposal and request bids for the construction of the cloverleaf interchange at Routes 60 and 150 in January, 1978. T.M. 93 (1) 8 (Sheet 30)~ Mr. Balderson stated this request was deferred from a previous m meting in order for the applicant to work out access problems whichhavenowbeen taken care of. l~. Apperson inquired if there would be only one access. Mr. Latane Jenkins, representing Rock Construction Company, stated that was all that was required under the subdivision ordinance for 49 homes but he felt there · wduld be less than 49 and that there might be another access opened in the future onto Qualla P~ad. ~ere being no opposition, it was on motion of I~. After further COnsideration of this matter, it was on motion of Mr. Apperson, seconded by Mr. Bookman, resolved that this request be approved subject to the follow- ing conditions: 1. This Special Exception shall be granted to and for R. W. Adams Enterprises, Inc for a period not to e~eed five (5) years from date of approval. ' The below noted conditions now withstanding, the prelimirmry site plan submitted with the map application shall be considered the plan of development for the property in question. A solid u~od or chain link fence having a height of not less than 8 feet shall be constructed along th~ north property line. from a point beginning at the rear of -the existing one-story block building extending northeastwardly, to within 10 feet of taxiway adjoin~ the parcel. Bookman, resolved that this request be approved subject to the following conditions: 1. This Conditional Use shall be granted to and for Arnold C. Beck, exclusively, and sball not be transferable nor run with the land. 2. This Conditional Use shall be limited to the storage of fuel oil and gasoline and the of a feed and seed storage business. Facilities associated with this use shall be limited to a conmercial vehicle parking area, maintenance and service garage and a single hay shed. No more than two (2) oil tanks shall be permitted and these shall be located underground. 3. No more than three (3) conmercial vehicles may be parked on the parcel. 4. No area of the parcel larger than necessary for the above noted facilities shall be cleared. In no event shall any facility be placed closer than 150 feet to the front line nor closer than 75 feet to any other property line. These areas shall be considered buffer strips and no clearing, grading or otherwise disturbance of existing vegetations shall be permitted.
