12-23-77 MinutesVIRGINIA: At a special meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on December 23, 1977, at 11:00 a.m. Supervisors in Attendance: Mr. El Merlin O'Neill, Sr., Chairman Mrs. Joan Girone, Vice-Chairman Mr. J% Ruffin Apperson Mr. C. L..Bookman Mr. R. Garland Dodd Mr. Nicholas M. Meiszer, Co. Admin. Staff in Attendance: Mrs. Joan Dolezal, Secretary Mr. Steve Micas, County Attorney Mr. O'Neill called the meeting to order at.the Courthouse at 11:00 a.m. (EST) Mr. Meiszer read a list of organizations applying for bingo and/or raffle permits for 1978. On recommendation of the County Attorney, it was on motion of Mrs. Girone, seconded by Mr. Bookman, resolved that the following organizations be granted bingo and/or raffle permits for 1978: 2. 3. 4. 5. 6. 7. 8. 9. 10. 11. St. Edward's Council 6546, Knights of Columbus Mid-Cities Civic Association American Legion, Post 186 Bishop Ireton Center, Knights of Columbus Thomas Dale German Club Manchester High School Athletic Association Virginia Belles Softball Team Robert E. Lee, Post 2239, Veterans of. Foreign Wars Chester Civic Association Thomas Dale Music Boosters Midlothian Boosters Club and further it was resolved that the following applications be denied on the basis they do not meet the n~cessary criteria: 1. Berwick Village Community Center 2, Centralia Square Club Ayes: Mr. O'Neill, Mrs. Girone, Mr. Bookman and Mr. Dodd. On motion of Mr. Dodd, seconded by Mr. Bookman, the Chairman and County Administrator were author- ized to sign an application accepting a HUD grant for a Collector Sewer Line Extension to the Drewry's Bluff Road Area in the amount of $95,000. Ayes: Mr. O'Neill, Mrs. Girone, Mr. Bookman and Mr. Dodd. Dr. Sullins, Mr. John Harvey, Mr. Bob Lux and Mr. Tom Fulghum were present to diScuss the. borrowin of $1,500,000 for additions to the Greenfield and Watkins Elementary Schools. Mr. Harvey explained that capacity for Greenfield is 550 and projecte enrollment will be 757 for next year; that Watkins capacity if 975 and projected enrollment is 1,061 for next year; that Watkins' construction cost is $692,000 plus partitions, equipment, etc.; that Greenfield's construction cost is $450,000 plus partitions, equipment, etc.; that Watkins will have a larger cost because they will be construct- ing an activities room which is needed and Greenfield already has this; etc. Mr. Bookman inquired if Grange Hall could be added as an additional application if these were submitted as single appli- cations. Mr. Harvey stated they are single applications, Chesterfield has not applied for these funds for many years, that it was his opinion that two applications would have a better chance than three, that the applications were going to be submitted today, that if the Board were interest in a third application it could be submitted at a later date, etc. Mr. Bookman discussed the water and sewer problem at Grange Hall, the space needs, the seven trailers, etc. Dr. Sullins stated that the State sees no Problem with the two applications they are submitting but they may consider the water and sewer problems at Grange Hall before granting funds for an addition there and added further that the projection for Grange Hall is to go down- ward by 1981. Mrs. Girone stated the people in the area are very interested in having Grange Hall operate as a school, that the estimated projections for 1981 for Grange Hall have already been exceeded, she would be in favor of an addition at this school to house 400 more students at 3% interest on funds, etc. Mr. Apperson inquired if these two additions would relieve any of the other schools. Dr. Sullins stated Bon Air, Crestwood, Reams, Davis, Chalkley,. Robious and ~atkins should all be helped some. There was further discussion of the water problemS and D~.'S~t~i~s~ stated the water was Sufficient at this time for the capacity that exists. There being no further discussion of the matter, it was on motion of Mr. Apperson, seconded by Mrs. Girone, resolved that the Board approved the borrowing of $1,500,000 from the Literary Fund to construct additions to the Watkins and Greenfield Elementary Schools. Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson and Mr. Dodd. Abstention: Mr. Bookman. Mrs. Girone added that she would like the School Board to reconsider Grange Hall because their capacity exceeds that which is estimated for 1981, because this school has seven trailers, because she would like to see the school serve the needs of the community and continue in existance. She added she felt another tank would help considerably. On motion of Mr. Bookman, seconded by Mr. Apperson, the Board adjourned at 11:50 a.m. until 9:00 a.m. on January 11, 1978.
