O.Gill Mr.Stanley R.Hague, VIRGINI4: ,It an adjourned meeting of the Board of Supervisors of Chesterfield County, held'at the Courthouse on July 26, 19559 at 8:00 p.m. Chairman Jr. This day the Board made an inspection of several houses on the Ivey Tract in Bermuda District, to view the construction of houses with Oak flooring on no sub -flooring* The Board convened at the Courthouse at approximately 8:30 p.m• This day again the matter of granting a Use Permit for a riding school to Mr. E.P.Rankin on the following described parcel of land came before the Board: In Manchester Magisterial District, a parcel of land fronting on Riverside Drive approximately 3400 feet and extending 850 feet Northwardly to the James River, said parcel being east of the intersection of Club Drive and Riverside Drive* r.Rankin and his counsel, 1:4r.David Mead 14hite appears 'saying that no building will be constructed on the property, that the oviner will clean up the property, and that the owner will do whatever the people in the area request if a temporary use permit for one year is granted. There appeared also eleven'people with Mr. Samuel Hardwick and Mr. John Pearsall as spokesmen, opposing the request, saying that t1B property values in the area are quite high and that the granting of this request would do irreparable damage to the adjacent properties• Upon consideration whereof and on motion of Mr.Britton, seconded by Lire Gunter, it is resolved that the request for a Use Permit by Mr. Rankin be and the some is hereby denied. This day again Mr. Schmitt requested the granting of building permits for ten (10) }xouses, which houses would have no sub -flooring. Upon consideration whereof, Hr. Goyne made the following motion which was seconded by Mr. Hague : That this Board grant the requested ten(10) permits, provided the builder follows the specifications and instructions of the Building Inspector. The vote being taken - Mr. Goyne and Mr. Hague voted - sye. Mr. Gunter, Mr. Britton and Dr.Gill - Nay. n M -2- Upon further consideration and on motion of Mr.Gunter, seconded by Mr. Britton, the following resolution is adopted: Be it Ordained by the Board of Supervisors of Chesterfield County, Section 15 (1) that no wood flooring for a residence 'shall be constructed unless the same shall have a sub -flooring with 15-pounds of slater's felt or equal between the sub -flooring and the finished floor. An emergency existing, this amendment shall be in force from its passage. This day Mr. Tames Goodwyn and Mr. Chas. Goodwyn, came before the Board seeking the Board's approval of an office building to be erected immediately behind Wilson's store and facing the road from Rt. 10 to the County jail. `,nd it was generally agreed after discussing the building program of the County that this matter would be held in abeyance until such time as the Board could determine the best procedures to follow in the matter of additional office space for the Courthouse. This day Dr.E.C.Gates, Director, County Health Department, came before the Board saying that the rental on the New Health Building had not been estgblished, and he, with the Board arrived at the following estimated operational costs: Maintenance $130.00 janitor Service 150eO0 Heat 70.00 Electricity, tlephone, & water 75.00 425.00 Upon consideration whereof and on motion of Mr.Gunter, seconded by Mr. Britton, it is resolved that this Board set as the rental fee for the new Health Building the sum of W5.00 per month. Upon consideration whereof, and upon the recommendation of Dr. Gates, it is resolved on motion of Mr.Gunter, seconded by Mr.Hague, that the Treasurer of the County of Chesterfield be and he hereby is authorized to transfer the sum of $1.721900 from the unexpended surplus of the County to the State Department of Health allocation. It was generally agreed that the Executive Secretary investigate the payment of oil bills for the Health Department while construction was in process. This day Mr. A-S.Darouse came before the Board requesting the Board's approval of the proposed sale of used government dwellings in the County, which buildings would'classify as pre -fabricated buildings. On motion of Mr.Goyne� seconded by Mr.Gunter, it is resolved that this matter be referred to the Building Inspector for his recommendations on how said buildings can be improved to meet the Code, m d final approval be granted by this Board. On motion of Mr.Gunter, seconded by Mr.Goyne, it is resolved that this Board go into Executive session to hear the applicants for the 'assistant Building Inspector's job. -3— 114I Whereupon the Board interviewed Mr. WeH. Me SiAth• The Board reconvening in open session generally agreed that the position of .assistant Building Inspector*be again advertised at a salary of approximately %pPUOOc00 per year. On notion of Dr,Gills seconded by 1.2r.Hague, it is resolved that the Ordinance Committee review the proposed ordinance on the establishment of a purchasing agent. This day the Executive Secretary read a letter from Mr.Eclward Fellonath, requesting the granting of a building permit on a road leading northwardly from the Reams Road in Manchester District, stating the fact that the owners of the property agree not to sell any more lots and that no owner of the property would request the County to improve said road, Upon consideration whereof and on motion of Yw.Gunter, seconded by Mr. Goyne, it is resolved that a building permit be granted to Mr. Monath, provided the County is not required or requested to improve said roads This day the Executive Secretary reported that he had given Mrs. John Cogbill an offer of 016,000@00 for her property irjmediately west of the Courthouse, and that he'had received a reply stating that the ownerts price was still $350000.00. Upori consideration whereof and on motion of Mr.Britton, seconded by Mr.Gunter, it is resolved that the Executive Secretary write to Mrs. Cogbill saying that'the County is not Interested in the property at the offered price of 0359000,00. To rezone Mr. Rankin's property would seriously damage the property values in the neighborhood and would magnify the problem along Riverside which is alrealY quite objectionable. Not only do I live in the neighbor— hood but I have sold many of the property owners their property and feel it my obligation to say that in n' opinion it would seriously affect the values of these properties. I have one acre of land which was given to me by my Grandfather, Mr. F. I. Monath. This land is about 250 yards off the Reams Road. I had my basement and foundation dug and then I went to the Courthouse to apply for my permit. Mr. Mumma took all the infor- mation and money for the permit and said we probably would receive the permit the following week. After about two weeks, I called him to see why we had not gotten the permit and he informed me that there was a problem about the right-of-way. He said I could talk to Mr. Burnette; so then I called him and he tried to explain the law about the right-of-way to me and said I could bring my problem to the Board of Supervisors. In 1954 Mr. Monath sold two acres of land to Mr. Maul. At that time neither he nor I knew about this law. There is only a 30 foot right-of-way to my property. I have about one half of my building material plus the cost of digging the basement involved. ` Mr. Monath said that he would not sell any more lots and neither he nor I intend to ask the County to pave or fix the road. O.Gill 1r.Stanley R.Hague# VIRGIN14: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held'at the Courthouse on Tuly 26, 1955, at 8:00 p.m. Chairman Tr• This day the Board made an inspection of several houses on the Ivey Tract in Bermuda District, to view the construction of houses viith Oak flooring on no sub -flooring. The Board convened at the Courthouse at approximately 8:30 p.m• This day again the matter of granting a Use Permit for a riding school to Mr. E.P.Rankin on the following described parcel of land came before the Board: In Manchester Magisterial Districts a parcel of land fronting on Riverside Drive approximately 3400 feet and extending 850 feet Northwardly to the Tames Rivers said parcel being east of the intersection of Club Drive and Riverside Drive. Iir.Rankin and his counsels Mr.David Mead ''+'bite appears 'saying that no building will be constructed on the property, that the oviner will clean up the propertyq and that the owner will do whatever the people in the area request if a temporary use permit for one year is granted. There appeared also eleven'people with Mr. Samuel Hardwick and Mr. John Pearsall as spokesmen, opposing the request, saying that the property values in the area are quite high and that the granting of this request would do irreparable damage to the adjacent properties• Upon consideration whereof and on motion of 1.2r.Britton, seconded by lAxe Gunter, it is resolved that the request for a Use Permit by Mr. Rankin be and the same is hereby denied. This day again Mr. Schmitt requested the granting of building permits for ten (10) laouses, which houses would have no sub -flooring* Upon consideration whereof, Mr. Goyne made the following motion which was seconded by Hr. Hague : That this Board grant the requested ten(10) permits, provided the builder follows the specifications and instructions of the Building Inspector. The vote being taken - Mr. Goyne and Mr. Hague voted Mr. Guntert Mr. Britton and Dr.Gill - Nay. -2- Upon further consideration and on motion of Mr.Guater, seconded by Mr. Britton, the following resolution is adopted: Be it Ordained by the Board of Supervisors of Chesterfield County, Section 15 (1) that no wood flooring for a residence 6hall be constructed unless the same shall have a sub -flooring with 15-pounds of slater's felt or equal between the sub -flooring end the finished floor. An emergency existing, this amendment shall be in force from its passage. This day Mr. Tames Goodwyn and Mr. Chas. Goodwyn, came before the Board seeking the Board's approval of an office building to be erected immediately behind Wilson's store and facing the road from Rt. 10 to the County jail. `,nd it was generally agreed after discussing the building program of the County that this matter would be held in abeyance until such time as the Board could determine the best procedures to fb llow in the matter of additional office space for the Courthouse. This day Dr.E.C.Gates, Director, County Health Department, came before the Board saying that the rental on the New Health Building had not been established, and he, with the Board arrived at the following estimated operational costs: Maintenance $130.00 genitor Service 150.00 Heat 70.00 Electricity, tlephone, & water 75_ 5*00 425.00 Upon consideration whereof and on motion of Mr.Gunter, seconded by Mr. Britton, it is resolved that this Board set as the rental fee for the new Health Building the sum of S425.00 per month. Upon consideration whereof, and upon the recommendation of Dr. Gates, .it is resolved on motion of Mr.Gunter, seconded by Mr.Hague, that the Treasurer of the County of Chesterfield be and he hereby is authorized to transfer the sum of $1.721,00 from the unexpended surplus of the County to the State Department of Health allocation. It was generally agreed that the Executive Secretary investigate the payment of oil bills for the Health Department while construction was in process. This day Mr. I1.S.D8rouse came before the Board requesting the Board's approval of the proposed sale of used government dwellings in the County, which buildings would'classify as pre -fabricated buildings. On motion of Mr.Goyne� seconded by Mr.Gunter, it is resolved that this matter be referred to the Building Inspector for his recommendations on how said buildings can be improved to meet the Code, an d final approval be granted by this Board. On motion of Mr.Gunter, seconded by Mr.Goyne, it is resolved that this Board go into Executive session to hear the applicants for the assistant Building Inspector's job. %1W -3- 1440 Whereupon the Board interviewed Mr. WoH, Causby, 111r. The Board reconvening in open session generally agreed that the position of :Issistent Building Inspector*be again advertised at a salary of approximately y93600a00 per year. On motion of Dr,Gill, seconded by D2r.Hague, it is resolved that the Ordinance Committee review the proposed ordinance on the establishment of a purchasing agent. On motion of Ilr.Goyne, seconded by Dr.Gill, it is resolved that the Executive Secretary'be and he hereby is authorized to pay the sum of .�52.90 to Mr. Hague, and the sum of $17.50 to the Executiv a Seeretary, which bills are for the actual expenses incurred in the National ..ssociation'of County Officials convention held in Richmond on July 17th - 20th. This day the Commonwealth'a Attorney reported to the Board that the Judge of the Circuit Court, the Hon. T.Garland Tefferson,'had the power of setting the salaries of the Board of Super-Oi so rs. Upon consideration whereof and on motion of Dr.Gillo seconded by Mr. Britton, it is resolved that this Board request the Hon. T.Garland Tefferson, Tudge, Circuit Court of Chesterfield County, to establish the salary rates of the members of the Board of Supervisors of said County. This day Mr. Mumme. presented what appeared to be a violation & the Building Code of the County by Mr.Sidney Floyd on Rt.641 of Dale District. Upon consideration whereof and on motionof Mr -Britton, seconded by Mr.Hague, it is resolved that this matter be referred to the Building Inspector and that he enforce the Building Code to the best of his ability. This day the Executive Secretary read a letter from Mr.Edwar d F.Monath, requesting the granting of a building permit on a road leading northwardly from the Reams Road in Manchester District, stating the fact that the owners of the property agree not to sell any more lots and that no owner of the property would request the County to improve skid road* Upon consideration whereof and on motion of Mr.Gunt er, seconded by Mr. Goyne, it is resolved that a building permit be granted to Mr. Monath, provided the County is not required or requested to improve said road. This day the Executive Secretary reported that he had given Mrs. John Cogbill an offer of w16,000.00 for her property ijmediately west of the Courthouse, and that he'had received a reply stating that the owner's price was still $35,000.00. Upori consideration whereof an,% on motion of Mr.Britton, seconded by Mr.Gunter, it is resolved that the Executive Secretary write to Mrs. Cogbill saying that'the County is not Interested in the property at the offered price of 0359000,00.
