This day the Executive Secretary referred to a letter to Mr. Dallas Coons
from Mr.P-W-Snead, a aytng that a survey on Rt. 618 would aid in the planning
of the road through the area and the placing of subdivisions along said
road. Upon consideration whereof and on motion of Mr.Goyne, seconded by
Mr. Gunter, it is resolved that this Board request the Highway Department
to survey Rt. 618 from its intersection with Rt. 10 eastwardly to Enon
Church.
This day the Executive Secretary read the following list of reads, which
were taken into the Highway System. ( To be copied into minutes).
This day it was reported that an offer of 625.00 had been made to Mr.
T.P.Hudson,for a strip of land 40 feet in width, beginning Et the
Providence Road and running to the property of Mr. C. E. Williams.
It was reported also that Mr. Hudson had declined the offer, upon consider-
ation whereof and on motion of Mr.Britton, seconded by Mr.Goyne, it is
resolved that this Board request the Commonwealth's Attorney to acquire
the eforedescribed parcel of land for condemnations
This day again there came before the Board the matter of a 160-foot
right of way imm3 diately soutja of the r tlaatic Coast Line Mainline
tracks in M.3nchester District, connecting Rt. 609Rt.3609 Rt. 10 and
Rt. 161 to the Toll Road by way of said right of way tying into
Bellemeade Street in the City of Richmond. Upon consideration
whereof and on motion of Mr -Britton, seconded by Mr.Goyne, it is resolved
that this Board of Supervisors request the Highway Department to
eooperatO with the City of Richmond plans for the Toll Road kuthority
to improve this right of way and to seek as early conference with the.
City officials, Highway officials, TollRoad officialb and the Board of
Supervisors.
This day the County Forest Fire Warden, Mr.A.T.Horner and Mr. R.W.Slocum,
came before the Board and presented a check for $4902.62, which amount
is one-fourth of the gross proceeds derived from timbbr sales in the
Pocahontas State Park. Upon consideration whereof and on motion of
Mr.Goyne, seconded by Mr.Britton, it is resolved that this check be
accepted, and a letter of thanks be written for same*

This day Mr. A.J'.Horner appeared before the Board citing certain
deficiencies in his fire truck* Upon consideration whereof and on
motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that the
Executive Secretary be authorized to have said truck repaired.
This day again the matter of Bevillets Bridge crossing Rt.602 came
before the Board and Mr. Kellam stated that the bridge would cast
Chesterfield County road allocation approximately w65,000.00.
Upon conside®ration whereof and on motion of Mr.Horner, seconded by
Mr.Gunter, it is resolved that this Board request the Highway Department
to include in the Federal Ud Program the construction of Bevillets
Aridge, the cost of which will be borne one-half by Chesterfield and one-
half by .'Imelia County, said construction to be started when funds are
made available.
-'ad be it further resolved that a copy of this reelituon be sent to
the Board of Supervisors of Amelia County.
This day Mr.Brit ton requested the Resident Engineer to investigate the
installation*of a "Slow" sign at the intersection of Dorsett and
Windsor Road.
Mr.Britton publicly commended Mr. Kellam for the excellent work
recently completed on road projects in Manchester District.
Dr. Gill, Sups rvisor, Matoace District, brought to the attention of
the Resident Engim er the matter of installing culverts on Rt. 1105
and questioned the feasibility of this installation rather than cutting
the curbs when necessary for driveways. Mr. Kellam stabed that he would
investigate this condition.
This day Mr. C.F.Kollam, reported to the Board that he had received a
report on the request for reduced speed sign on Rt. 145 at Centralia
and s tab ad he +could make some further investigation in this mat ter b efore
he could recommend any action be taken.
Mr. Goyne requested the Resident Engineer to make some check of the
traffic on Rivermont Road in the Uorrisdale areao
This day Mr. R. Pinkney Sowers came before the Board representing Mr.
J.:l.Smith in the matter of proposed road rights of way inthe Westover
Farm Subdivision. Upon consideration whereof and on motion of Mr.
Britton, seconded by Mr.Goyne, it is resolved that this matter be referred
to the Planning Commission.
.ad be it further resolved that this Board request the Planning Commission
to study the area immediately adjacent to the City of Richmond and to
redommend a roadway system for cross -county roads`

This day Mr. Joe Lenzi appeared before the Board requesting some
improvement of the drainage problem at the intersection of Cherokee
and Chellowe Roads and stated that Mr. Kella, Mr.Crute, Mr. Sneed,
and Mr.Britton had viewed the problem. It was generally agreed that
Mr. Kcllam would follow through with his proposals of increasing
the size of culverts on Chellowe Road which in his opinion would ease
the problem.
This day Mr-C.T. Johnson and his counsel, Mr. D.W.Murphey, came before
the Board requesting the rezoning from 4griculture to Local Business
of the following described parcel of land:
In M: nehestter Magisterial District, a parcel of land fronting
80 feet on Rte60, extending southwardly 191 feet, the same
being Lot 6, Block 2, of the Pinehurst Subdivision,
,aso, presenting a petition signed by some 34 people living in the
area, who do not object to the rezoning of this property,
Came also Mr. Gresham, Mr. Fox, Mr.Cn rter and others, opposing the
requested rezoning, citing the fact that the proposed business being
moved so close to their homes would be detrimental to their way of life.
On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that the
request for the rezoning of the eforedescribed parcel of land be and the
same is herbby denied.
This day Mr. K.K.OtKennon represented by Mr. V.J.Coberly appeared,
requesting the rezoning from ;agriculture to General Busing so of the
following described parcel of land:
In W toaca Magisterial District, a parcel of land fronting
on the north side of Rt.360 a distance of 100 feet end
extending northwardly 200 feet along the eastern line of

,)nd presenting a petition sigggd by some 24 families proposing the
requested rezoning.
Came also Mr. Jack Barney, representing Mr. Minton, Mr. and Mrs.
Purcell, Mrs. Elwerds, and others, opposing the requested rezoning
and presented a petition singed by some 25 citizens*of the area.
Upon consideration whereof and on motion of Dr.Gill, seconded by
Mr.Hague, it is resolved that the requested rezoning of the eforedescribed
parcel of land be and the same is here)iy denied.
This day Mr.Raymond Hudson represented by Mr. R. Pinkney Sowers, came
before the Board seeking the rezoning from culture to General Business
of the following described parcel of land:
In Midlothian Magisterial District, a parcel of land fronting
on Rt.6759 475 feet and extending northeasterly along the
Southern Rai%v ay 650 feet .
Saying that the property was adjacent to the Railroad spur lino already
in place and that the location was ideally suitable for the businoss
for which he was planning to obtain the property,
Came also Mrs. Mary E. Hundley and others opposing the reque slbod rezoning
saying that the area was rapidly developing into a choice residential
section and that the building of a business in this area would seriously
affect the future of the entire section. Upon consideration whereof
and on motion of Mr.Gunter, seconded by Mr.Britton, it is resolved that
the requested rezoning of the aforedescribed parcel of land be and the
same is hereby denied.
This day lire riubrey Gill came before the Board requestin the rezoning
from .4griculture to General Business of the following described parcel
of land:
In Manchester Magisterial District, a parcel of land fronting
1051 feet on Belmont Road and extending 1256 feet southwardly
to Falling Creek, said parcel being approximately 1350 feet
west of the Jessup Road.
4ad saying that ht was at present operating a day camp on this site and
was seeking to clarify the necessity for zoning of'the property.
Came also Mr. Chas. Green, Mrs. Steward and others, opposing the proposed
zoning to GeneralBusiness and cited the fact that they had no objection
to the granting of a Use Permit for the continued operation of the camp.
The Commonwealth's Attorney ruled that a Use Permit goes with the lam
and not with the person, that once a Use Permit is granted for a particular
operation such Use Permit will continue even though the title chenges.
Upon consideeaation whereof it is the request of * e GL 11 to reduce his
proposed zoning from Gener 1 Business to a Use Permit and on motion of
Mr. Britton, seconded by Mr.Goyne, it is resolved that a Use Permit
to operate a camp on the aforedescribed parcel of land be and tJ&e same is
hereby granted*
This day Mr. T.W*Pannell. and Mr.Ulells appeared before the Board seeking
the rezoning from Residential-2 to General Business on the following
described parcel of land:
In Manchester Magisterial District, a parcel of land fronting
78 feet on the Mills Road and extending southwardly 263 feet,
said parcel being 300 feet west of Rt. 10.
Came also Miss Edythe Wakefield, Mr. Atkizlson and Mr. Jordan opposing the
requested rezoning. 'Upon consideration whereof and on motion of Mr.Britton,
seconded by Mr. Hague, it is resolved that a U66 Permit for the construction
of an addition to the present building on Lot 6, which addition would be not
larger than 30' x 681. It was agreed by the applicant that this would be
agreeable.
This day Mr. Porter Vaughan and Mr. Terry TeweNt appeared before the Board
seeking a Use Permit to operate a private golf and country club on the
following described parcel of land:
In Manches6er Magisterial District, a parcel of land fronting
approximately 1400 feet on the Granite Road and extending
ncr thwardly 3000 feet more or less to the James River, and fronting
on said River approximately 3000 feet, said parcel lying immediately
west of the Southern Railroad.

Came also Mr, John Goddin raising' certain questions as to the necessary
requirements as to building lines,etca
Upon consideration whereof and on motion of Mr.Britton, seconded by Mr,
Gunter, it is resolved that a Use Permit be approved for a private
golf and country club on approximately-173e63 acres shown on a plat
dated November 29, 1954 by J.K.Timmons, said property being bounded
by the James River on the North, property of J.C. Goddin and the Southern
Railroad on the east, River Road on the southwest, and Section A of Willow
Oaks Subdivision and the t'Teisiger Estate on the west.
This day Mr. Be Re Tanner came before the Board seeking an additional
building permit on a parcel of land 125 feet in width, vhich parcel
is between a 10-foot alleyway leading southwestirly from German School
Road and the Pemberton property. It was pointed out that if a permit
were granted that the props rty could not be divided to conform with the
laws of the County*
Upon consideration whereof and on motion of Mr.Britton, seconded by Mrs
Goyne, it is resolved that the matter of issuing this building permit
be referred to the Executive Secretary for issuance when the laws of the
County are complied with.
This day Mr. Kemper from the City of Hopewell came before the Board
seeking to state his views on the location of the Toll road, whereupon
the Chairman advised him to appear before the Toll Road Authority.
This day Mr. G.F. Holder came before the Board requesting a building
permit on a parcel of land fronting on a private 50-foot road leading
southeastwardly from the Reams Road. Upon consideration whereof and
on motion of Mr.Gurt er, seconded by Mr.Goyne, it is resolved that the
Building Inspector be authorized to issue a permit to Mr, Ho]d er when
he complies with the County Subdivision Ordinance.
This day Mr. Joe Bellamy presented the game claims and on motion of
Mr.Gunter, seconded by Mr.Britton, it is resolved that the Executive
Secretary be authorized to pay said game claims,
This day Mr. Fred Forberg, rdr.Curry9&Mr. James Rose,6ounty ,'*ssessor,
came before the Board and cited the fact that the number of individual
props rties in the County had increased considerably and also the number
of improvements had almost doubled, and that the County is in need of a
general re -assessment by law and cited further the fact that such an
assessment would cost approximately $259000e00e
Upon consideration whereof and on motion of Mr.Gunter, seconded by
Mr.Britton, it is resolved that this Board request 71r. Forberg to
proceed with the Initiation of a program to re -assess the County for the
year beginning January, 1956•
And be it further resolved that the Executive Secretary be authorized to
purchase the necessary equipment on the recommendation of Mr.Fbrberg and
others*

This day Mr. George Shropshire stated that the engineering firm of
Causey 4d Weeks could give a report by letter on the 1 8th or a
compete bound report by the 25th of this month. It was generally
agreed that the Board would hold a Committee meeting on Thursday night
the 25th day of .August to consider with the engineers the complete
repor t.
This day the County Engineer brought to the attention of the Board a
letter from Mr.Donald S.Wallaee, District Engineer, Geological Survey,
requ6sting that the County participate with the State government to the
extent of $900.00 for a gauging station on Falling Creek, west of Rt.
#10. Upon consider tion whereof and on motion of Mr.Gunter, seconded
by Mr.Hague, it is resolved that the County of Chesterfield cooperate
with the Geological Survey to pay one-half the cost of a metering station
which cost would not exceed $900*00 to the Couatye
,,ud it is further understood that this station would not be constructed
until the plans for the future of the water system are received.
The County Engineer discussed with the Board the possibility of further
fire protection to certain areas which are at this time lacking in
availability of water for the fighting of fire.
It was generally agreed that this matter would be deferred for later study
after the consulting engineers water report has been received.
This day the Executive Secretary presented bids on air conditioning
the offices at the Courthouse, and it was generall agreed that this
matter would be considered along with the expansion program to be
decided in the near future.
This day the Executive Secretary presented some bids for the conversion
of the Dale oil truck to a fire fighting unit and,
1heseas, the bids were Varied and quite different, the Chairman appoints
the Committee of Mr. Hague, Mr. Britton and the Executive Secretary
to review the bids and recommend the best solution to the Boarde
Ifir. Hague, Supervisor fron0ale District, hrought to the Board's attention
that the Dale Volunteer Fire Department had been promised a fire truck
and it was generally agreed that each member of the Board discuss the
matter with the chief of the various fire departments in their district
to ascertain which trucks would be available.
On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that Mr.
Donald Bishop be and he hereby is approved as the Chief of the Dale
Volunteer Fire Department.
This day Mr. William Bishop of the Bishop Electric Company presented
proposed recommendation for the wiring of the Agricultural Buildinge
Upon considoYa tion whereof, and on motion of Mr.Gunter, seconded by
Mr. Britton, it is resolved that the Executive Secretary be authorized
to secure sealed bids for the installation of this work.
This day again the matter of approving the pre. -fabricated government
house applications of Mr. Darouse came before the Board, and there was
presented a copy of the proposed recommendations agreed to by the
Building Inspector and owners of the houses which specifications would

bring the pre -fabricated houses up to the standard of our present
building code. Upon consideration whereof and on motion of Mr.
Gunter, sedonded by Mr.Britton, it is resolved that the Building
Inspector be authorized to issue building permits on the pre -fabricated
government houses so long as the specifications are adhered to.
This day the Executive Secretary presented a Court Order from the
Judge setting the salary of the Supervisors of Ches terfidld County
at $1200*00 per year each.
This day the Icting Commonwealthts Attorney presented to the Board
a letter from the Compensation Board agreeing to increase the salary
of his secretary from$1.800.00 to `$2400.00 per year,provided the Board
of Supervisofs were in agreement.
Whereas, this Board had already provided for this raise in th6 current
budget, upon consideration whereof and on motion of Mr. Hague, seconded
by Mr. Goyne, it is resolved that the Compensation Board be notified
of this Board approval*
This day the Executive Secretary presented a request of Mr. J.P.
McAll9s ter for a variance to construct a garage on Lot 11, Block B.
of Cedar Farms in Manchester District, and there was presented the
adjoining property owners approval in writing of this proposed
construction. Upon consideration whereof and on motion of Mr.
Britton, seconded by Dr.Gill, it is resolved that the gariance be
granted to Mr.J.P.MmUlister for the construction of a garage not
less then 5-feet from the north boundary of Lot 11 in Cedar Farms.
This,day the Buildings and Grounds Committee reported it had viewed
the situation of the rSriculture Building at the Board's request
and recommended that the large tree on the northeast corner of the
School Board office be removed so that the flow of traffic could be
facilitated.
Upon consideration whereof and on motion of Mr.Britton, seconded by
Mr.Gunter, it is resolved that the Executive Secretary be and he hereby
is requested to have said tree removed.
On motion of Mr. Goyne, seconded by Mr.Hague, it is resolved that this
Board notify the State Compensation of its approval of the transfer
of $1200*00 from a typist position to the category of extra help.
On Motion of Mr. Haue, seconded by Mr.Britton, it is resolved that
after this date and until further order of the Bo�3rd, all zoning
cases be heard at 2:00 p.me on the regular Board meeting date.
On motion of Mr.Gunter, seconded by Mr.Britton, it is resolved that
the minutes of Tune 14th and 28th, and July 13th and 26th, be and the
same 'are hereby approved,
On motion the meeting is adjourned until the 1 8th day of ,august,

PROTEST TO APPLICATION FOR REZONING
We, the undersigned, are all residents of Midlothian Magisterial
District, Chesterfield County, Virginia, and owners of property adjacent to,
or in the immediate vicinity of, the property fronting on Route 675, for
475 feet and extending northeasterly along the Southern Railway 650 feet,
which property it has been proposed that it be rezoned from agriculture to
general business on an application filed by Mr Raymond Hudson, and set for
hearing on August 9s 1955 at 11:30 a.m., at the meeting of the Board of
Supervisors at Chesterfield Courthouse, Virginia.
As such residents and property owners affected by the proposed
rezoning, we wish to voice our protest and objection to the granting of the
said application and respectfully request that the Board do also consider
the objections set forth below by the undersigned and deny the application
to -rezone the said property from agriculture to general business.
1. The proposed rezoning of the said p perty would not promote
the health, public safety, comfort, p erity, or the general
welfare of the residents and property ers in the said community
but would instead be detrimental to ea of these.
2. The proposed rezoning of said property would decrease the values
of adjacent property as well as the values of all of the property
in this general area, to the extent of several thousands of dollars.
3. The type of business which the applicant proposes to operate
on the said property would tend to make the adjacent property in
this area undesirable for its present use as residential property.
4. The proposed rezoning of the said property would grievously
impair, curtail, and damage, both present and anticipated new
construction of residential property which is earnestly desired
by the residents and property owners in the comnuLity.
The signers of this protest wish to advise the Board of supervisors
that it may not be possible either to appear in person, or through counsel,
at the scheduled hearing due to insufficent notice, in which event, they do
respectfully request that the Board take no action at this hearing which
would be prejudicial to their interest.

1 Model 1008 Chrysler Airtemp Package Air Conditioner having a capacity o 8.35 tons.
The Air Conditioner will be located in the hallway next to the water fountain. -
tribution duct will be constructed to each office area with four (4) directional out-
lets thoroughly cooling every area.
The induced draft cooling tower will be located just outside the menu room wall to
the back of the building. Properly sized piping will connect each piece of equipment.

The Air Conditioner will be located in the middle room adjacent to the wat--fwmtain.
Distribution duct will be constructed to each office area with four (4) directional out-
lets thoroughly cooling every area.
The natural draft cooling tower will be located on the roof of the record room. Prop-
erly sized piping will connect each piece of equipment.
COMFORT CONDITION WARRANTY
Under the maximum heat load of the areas, the factors, of which are listed above, the
Chrysler Airtemp Equipment will produce within the conditioned areas, a temperature of
800 and 50% relative humidity when':the outside temperature is 950 D:B. and 780 W.B.
EQUIPMENT CHARACTERISTICS
The Model 1008 Chrysler Airtemp Air Conditioner is a completely sealed system carrying
a Five (5) year Warranty on every part of the Refrigeration Circuit. The interior of
the unit has acoustical and thermal insulation to assure quiet and efficient operation.
The exterior is bonderized, making it rust and scratch resistant, combined with a pleas-
ing and attractive appearance.
One (1) Year of Free Service will be rendered by us on the installed equipment. The
data on equipment materials and services included in this installation are as follows:

Gentlemen:
In reply to your inquiry on the above, we are glad to furnish
all necessary labor to complete the cooling systems for both
buildings for the sum of Twelve Thousand One Hundred Forty
Dollars (W,140.00). We will furnish and deliver only six
l 3/4 ton Vornado window air conditioners for the sum of Thirteen
Hundred Fifty Three Dollars Fifty Cents ($1353.50)-
The air conditioners for the two central plants will be Model
904-103 Mueller air conditioner units. The cooling towers will
be as made by The Marley Company. The cooling tower pumps will
be as made by Bell and Gossett. All of the supply and return
ducts will be insulated with one inch of insulation.
With the above equipment we will guarantee to maintain 80 degree
D.B. and 50% relative humidity inside when it is 95 degree D.B.
and 78 degree W. B. outside.
We also guarantee workmanship and material for a period of one
year from the date of completion of our work.
The guarantee for the Clerks Building is based on 552 cubic feet
of outside air, 13 people, 5.169 watts, and the building heat
gain.
The guarantee for the Administration Building is based on 549
cubic feet of outside air, 30 people, 2.655 watts and the
building heat gain.
It is also understood that the ceilings of both buildings are
insulated; also all electric wiring will be done by others.

on air conditioning of the Administration Building and Clerk's Building
and unit bids on six (6) 3/4-ton window units, all due in your office on
August 9, 1955.
Your invitation is most appreciated. However, inasmuch as
we do not represent any manufacturer, we are at a disadvantage and do
not feel we can be competitive. In addition, present bidding schedules
do not permit enough time to survey, engineer and lay -out a system,
which would be necessary for an intelligent firm bid.

Dear Mr. Shropshire:
I have a request from Mr. Weeks of Causey and Weeks for
all streamflow data available on Falling Creek. I am sending him
these data but also presented to him the need for a gaging station
upstream from the County reservoir in order to measure the inflow.
I think that all of you who have been interested in this subject realize
that records of inflow are necessary in order to determine how far
the County can go on development of additional storage and enlarge-
ment of the existing filter plant.
As you recall we had a conference at the Quartermaster Depot
on April 5, 1955 and a proposal was made for the necessary stream -
gaging on this stream.
In order that we might be in a position to match any funds made
available, 1 notified our Washington office in June that a cooperative agree-
ment between the County and Survey was under consideration for the fiscal
year ending June 30, 1956 covering the installation and operation of a
gaging station on Falling Creek above the County reservoir. I requested
that approval be given to this agreement in the amount of $1800, $900
from each party. This was necessary in order to reserve an allocation
of funds. This allocation has been made but funds will be withdrawn if
no action is taken on the agreement before the end of September.
I realize that final decisions have not been reached as to the
proposed work on Falling Creek but in my opinion it is unfortunate that
we do not have a station in already, in order to determine what the inflow
is this summer. Last year's drought reduced this flow to a very small
amount and we have had mostly sub-normat. runoff since then. Since I

consider this gaging station to be a necessity, and since I believe
the records of flow at that point will be invaluable to any future
development by the County, I am hopeful that the County can take
favorable action on the agreement in the near future.
If you would like for me to call at your office for further
discussion, or for discussion with the water supervisors, I will
be glad to do so. I assume you have a copy of the report of the
conference with Bellwood Depot on April 5.

1. The parties hereto agree that subject to the availability of

shall be maintained in cooperation an investigation of the water resources

period or succeeding periods as may be determined by mutual
agreement and set forth in an exchange of letters between the
parties.
3. Expenses incurred in the performance of this investigation
may be paid by either party in conformity
with

mutually agreeable all expenses shall be paid in the first instance by
the party of the first part with appropriate reimbursement thereafter
by the party of the second part. Each party shall furnish to the other
party such statements or reports of expenditures as may be needed to

6.' During the progress of the work all operations of either
party pertaining to this investigation shall be open to the
inspection of the other party, and if the viork is not being carried
on in a mutually satisfactory manner, either party may terminate
this agreement upon 60 days written notice to the other party.
7. The records and reports resulting from this investigation
shall be released for public inspection as promptly as possible.
Both parties shall have the privilege of publishing the reports,
provided that the reports published by either party shall contain
a statement of the cooperative relations between the parties.
