The Rev. Chappell from the Ivey Memorial Church appeared to give the inioeation .
This day a delegation from the Paul's Lane , off Snead Road , cam9 before the
Board presenting a petition requesting the Board of Supervisors to improve
the drainage along this road,- citing the fact-that.during recent rains the
inadequacy of the -drainage system allow8d water to stand under several of
the houses in the area. Upon consideration whereof and on motion of Mr.
Britton, seconded by Mr.Goyne, it is resolved that this Board request the
Department of Highways to review the condition and give an estimated price
for correcting this situation.
Write usual resolutions on Falling Creek Circle, Elm Road, Covington Street,
and roads in Cloverdale Subdivision,namely; Wythe, Roselawn, Dublin and
Arcadia St; Broadingham road and West Irower Drive.
This day the matter of improving'',Zhit Gill Street Came before the Board
and it was cited that Mr. Kellam, Resident Engineer, had stated the cost
of improving said road .08 of a mile would be 0235.00. Also cited was the
fact that the edisti.ng hard surfacing would have to be scarified and and
road remain a gravel road until such time as the State Highway Department
could re -surface the road. Whereupon, Mr. Goyne made the statement that
he had'been told that the road had been originally hard -surfaced by private
funds, and the hard surfacing torn up by the Highway in snow removalo
Upon consideration whereof and on motion of Mr-Goyne, seconded by Mr.Britton3
it is resolved that the Highway Department be requested to investigate this
condition and report to this Boardo
This day it was cited that Mr. Kellam, Resident Engineer, had estimated the
cost of improving the Cogbill Road .l of a mile west of its western end, to be
$300.00. Upon consideration whereof and on motion of Mr.Hague, seconded by
De. Gill, it is resolved that this Board request the Highway Department to
improve said road .l of a mile, charging same to the 3¢ Road Fund of the County.
.'and be it further resolved that the foregoing resolution be sent to the
Highway Department when one-half of the stated $300900 is paid to the County
by land owners in the area.

On motion of Mr -Hague, seconded by Dr.Gill, it is resolved that this Board
request the Department of Highways to improve DuPont Boulevard, between
Rt.638 and Rt.742, at a cost not to exceed $840900, which cost will be borne
by the 3¢ Road Fund of the County.
.4nd be it further resolved that tthe foregoing resolution be sent to the
Highway Department when one-half of the $840 40 cost is paid by land owners
in the area.
This day the matter of the improvement of a short sedtion of Riverview Road,
Road, leading westwardly from Rt.629, .11 of a mile, was discussed and Mr.
Kellam, Resident Engineer, cited the fact that it would cost approximately
0430.00 to mare the improvement. Upon consideration whereof, and on motion
of Mr.Britton, seconded by Mr.Gunter, it is resolved that the Highway Department
be requested to improve Riverview Street, a distance of .11 of a mile at a
cost not to exceed $450*00, which cost is to be paid from the 30 Road Fund of
the County.
And be it further resolved that the foregoing resolution be sent to the
Highway Department when one-half of the stated $430o00 cost is received
f-om the land owners of the area.
This day a delegation from Spruce Avenue, which avenue runs northeastwardly
off Rt. 10, came before the Board, citing the fade that through, local efforts
a bridge had been coftstructed across a creek and access could be gained to
five or six existingmwand requested further that the road be improged from,
Rt. 10 to the creek and it was cited that Mr. Kellam estimated the improvement
of .12 of a mile on Spruce Avenue, between the Creek and Rt. 10, tobe $435.00.
Upon consideration whereof Mr. Goyne made the following motion:
That this Board request the Highway Department to improve o12 of a mile on
Spruce Venue ut a cost not to exceed 0435,00, which motion died for the want
of a second.
Upon further consideration Mr. Goyne made the following motion:
That the Board of Supervisors be appointed as a Committee to view the situation
of this proposed improvement, which motion died for the want of a second.
Upon further consideration Mr. Goyne again made the f ollowing motion:
That the Board meet with Mr.'Kellam, Resident Engineer, toview the situation
of this pm posed improvement, which motion died for the want of a second.
On motion of Mr. Britton, seconded by Mr.Hague, it is resolved that this Board
request the Highway to improve Park Street in the subdivision of Seottdale,
at a cost not to exceed $440oOO, which cost will be borne by the 3¢ Road Fund
of the County.
And be it further resolved that the foregoing resolution be sent to the
Highway Department upon receipt of one-half of the $440.00 cost of this project.
This day the matter of improving Clover Lane, which road runs between
Cherry Lane and Huth Road, came before the Board and it was cited that said
road is at present in the State Secondary, however, the Virginia Electric &
Power Company have poles which are purported to be in the approximate
cents: of the road right of way, and that said poles are barring the
Highway Department from hard- surfacing and other improvements on the road.

Upon consideration whereof and on motion of Mr.Britton, seconded by Mr.Goyne,
it is resolved that this Board request the Virginia Electric & Power Company
to move said poles to the edge of the right of way at their expense.
This day the Executive Secretary presented a letter signed by Mrs. J.P. Wynne,
President of the Jahnkets Road Woman's Club, requesting "Slow" signs or
"School - Slow" signs in the vicinity of the Forest View School. Upon consideration
whereof and on motion of Mr -Britton, seconded by Mr.Goyne, it is resolved that
the highway Department be requested to investigate this condition and install
signs if at all feasible.
This day the Executive Secretary read a letter from Mr.F.A.Davis, Chief Engineer,
for the Highway Department, which letter cited the fact that the Board would be
approached in the n ear future as to * time and date for a joint imeting to'discus s
the proposed road connecting Rt.360, Rt.60 and Rt. 10 with the Toll Road, which
letter is received and filed.
This day the Bommonwealth's Attorney reported to the Board that he had received
a letter from Mr. Eppa Bunton, Iv, Attorney for the Estate of Mrs. Ellen S. D.
Deford as follows:
" I have discussed with Mr, Drewry Deford the desire of the County
to surface and widen the existing road across the property owned by his
mother's estate as shown on the plat which you were good enough to send
me. He advises that it does not appear to them that'any benefit would
accrue to their property from a widening of the road, and therefore see
no reason why they should be'asked to give rather than sell the pm party
desired, They are, how eve-, willing to convey the additional 30 feet
to the County for its fair market value. If you desire to submit an
offer, I will be glad to take it up with himo
They are unwilling to convey any portion of the property now
occupied by a graveyard to the south of the existing road as the graves
there are of the family of a previous owner.''
Upon consideration whereof and on motion of Mr. Gunter, seconded by Mr,Goyne,
it is resolved that the Executive Secretary be authorized to employ the County
Surveyor, W.W,LePrede, to survey the Drewry Road frog Rt. 1 to the old Centralia
Road, making the necessary changes and relocation that the Highway Department
may suggest,

On motion of Mr. Gunter, seconded by Mr -Britton,, it is resolved that this Board
request the Highway Department to correct the drainage at the intersection of
Buford and First Streets.
On motion of Mr -Gunter, seconded by Dr. Gill, it is resolved that this Board
request the Highway Department to give an estimate on the cost of improving
Hazen Road in the Village of Bon Air,
On motion of Dr.Gill, seconded by Mr Gunter, it is resolved that this Board
request the Highway to move three (3) large trees in front of the resId ence
of Mr. Frank Pond on Rt.366

On motion of Mr.Gunter, seconded by Mr.Britton, that this Board request the
Highway Department to improve a location on Rt.654 at Swift Creek on which
site a school bus could turn -around, at a cost to the County not to exceed
$lOOo00; to be paid from the 30 Road Fund of the County.
On motion of Dr. Gill, seconded by Mr.Gunter, it is resolved that this Board
request the Department of Highways to investigate the widening of the intersection
of Rt o 1101 and Rt * 627.
On motion of Mr.Goyne, seconded byMr.Hague, it is resolved that hhis Board
request the Highway Department to correct the hazardous traffic condition
prevailing at the intersection of Rto827 and Rt. 10, by the installation
of traffic signals or by channelization.
This day the matter of a water shortage in the Morrisdale area was discussed
before the Board of Supervisors and it was reported that a suitable well house
had not been constructed and that no current was available to run the pump on the
nc:r i,.ell recently finished in the area,
Upon consideration whereof and on motion of Dr.Gill, seconded by Mr.Britton,
it is resolved that the County Engineer be granted the authority to proceed
irLmediately with the construction of a building to house the new pump and tanks
in the Morrisdale area. It is generally understood that the County Engineer
seek approval from the School Board on the location of a temporary building
to be taken down when the new water line comes fromRt, #1.
On motion of Dr.Gill, seconded by Mr.Britton, it is resolved that the County
Engineer be granted the authority to complete the installation of a booster
pumping station on Rt. #1 at HolV s curve.
This day Mr.W.A. Holt and Mr. Ted Stanton and others appeared before the hoard
complaining of the water service in the last twenty-four hours. ?hereupon the
Counter Engi�ieer stated that if current were not available to operate existing
plwnps, we.or would be brought to the Subdivision by fire truck.
This day again the matter of lowering grater lines on Old W estham Road came
before the Board, presented by Mr. T.Spencer Gilmore, representing Mr.Robert Se
Dailey,'and
tghe:aoas, it was cited that the existing water line is at present on an easement
erid tho sane portion of the road has been granted for the f uture ldt1dening of
said rodd to the State Department of Highways for additional right of way, and
6Vhereas, it appears that neither the County nor the purchaser of the land
should bear the entire cost of relocating the existing water main,
Now, Therefore, Be it Resolved, on motion of Mr.Gunter, seconded by Mr.Britton,
that this Board authorize the County Engineer to relocate said water line
and the cost of said relocation be borne one half by the County Utility
Department and one-half by the subdivider, it beyng understood that thhis
agreement is acceptable to the subdivider.
This day Mr.E.T.Gorman, Game Warden, came before the Board presenting'game
claims for the Countyo On motion of Mr.Gunter, seconded by Dr -Gill,
it is resolved that thse claims be paid as presented*
On motion of Mr.Gunter, seconded by Mr.Hague, it is resolved that this Board

approve the Number One location for a dogwood tree to be placed on the Courthouse
grounds by the Chesterfield Chapter of the Daughters of the American Revolution.
On motion of Mr. Hague, seconded by idr.Gunter, it is resolved that Mr.H.T.Goyne,
accept the presentation of the dogwood tree for the Board of Supervisors, which
tree is to be given by the Chesterfield Chapter of the Daughters of the American
Revolution.
This day Mr. Wallace Kemp, representing the Manchester Rescue Squad, came before
theBoard seeking a Use Permit to operate a Rescue Squad on the following
described parcel of land:
In Manchester Magisterial District, a parcel of laid fronting on
Broad Rock Road, 80 feet and extending 150 feet eastwardly, said parcel
being 150 feet south of Cox Avenue, being known as Lot 79 Section I.
Chesterfield Court.
And there appearing no opposition to this request and on motion of Mr.Britton,
seconded by Dr. Gill, it is resolved that a Use Permit to operate a Rescue ".
Squad,be and the'aame is hereby granted on the above described parcel of land.
This day Mr. Jerry Tewwtt, came before the Board representing Mr. Henry Jones,
seeking the rezoning from BgricultUral. to Gdnerol Business on the following
described i3 rcel of lend:
In Midlothian Magisterial District, a parcel of land fronting 650 feet
on Rt.60 and extending 300 feet northwardly on the east side of Oak Lane
in the Village of Midlothian.
i1nd there 6ppearing no opposition to this request, it is resolved on motion of
Mr. Gunter, seconded by Mr.Britton, that the aforedescribed parcel of land be and
the same is hereby rezoned to General Business.
This day Mr. C. C. Hutchins presented a request in writing for a Use Permit to
operate a Radio T V Shop on the following described parcel of land:
In Midlothian Magisterial District a parcel of land fronting 100 feet
on Grove Road and extending westwardly 1150 fe6t, said parcel being
1300 feet south ofRto60, being known as Lot 13, SunnyDell iicres, on which
a Use Permit is requested.
There appearing no one in opposition to this request, on motion of Mr.Gunter,
seconded by Mr.Goyne, it is resolved that a Use Permit to operate a Radio TV
Shop be and it hereby is granted on the aforedescribed parcel of land.
This day Mrs. Lois Blocher appeared before the Board seeking the rezoning from
Residential-2 to General Business on the following described parcel of land:
In Manchester Magisterial District, a parcel of land fronting
73 foot onHopkins Road and extending eastwardly 200 feet onthe
southern line of 45th Street,
Came also lire Fergusson, Mr. Paxton, Mr. Chalkley and others, presenting a
petition signed by some 27 citizens living in the area opposing said

road was discussed by the Board, and it was cited that provisions should be
made by the Toll Road .uthority for the extension of water lines underneath
any toll road constructed. 'Upon consideration whereof and on motion of Mr.
Gunter, seconded by Dr. Gill, it is resolved that a letter be written to

this consideration.

Forestor, citing the fact that 123 fires were reported in Chesterfield County
by the forest warden with an average of 2,34 anres per fire, which letter is

This day a latter teas read from Mr. Tesse Dillon, citing certain expenditurAs
and receipts for tha Clerk of Circuit Court for the year ending December 31,1954.
This day the County Engineer presented a contract drawn by the Commonwealthts
,.ttorney for the installation of water and sewer lines in the 0°Neill Subdivision
in the E'u-trick Senitai-r District. Upon consideration wbareof and with laertain
emandmonts made,, it is resolved on motion of Dr.Gill, seconded by Mr. Gunter,
that the contract with the amendments be approved.
,'ad be it further resolved that the Chairman of the Board and its Clerk be
authorized to sign said contract for the Ettrick Sanitary District,

This dray the County Engineer reported to the Board he had contacted Mr.
Bryon Snead, who is at present on sick leave, and apparently will not be
able to return to work for at least twelve months. Upon consideration
whereof, and on motion of lk.Gunter, seconded by Mr.Britton, it is resolved
that Mr.Byron Snead be paid for a period of sixty (60) calendar days
as sick leave compensation.
This day the County Engineer presented to the Board the resignation of Mrs.
Thelma Dyson, which resignation cites the fact that her five—year stay with the
County has been most enjoyable." Up6n consideration whereof and on motion of
bIr.Gunter, seconded by Mr.Goyne, it is resolved that said resognation be accepted.
The Witter of getting a secretary for the County Engineer was briefly discussed,
and it was generally agreed that this matter would be deferred until the
Committee could renddr some solution to the existing problems now being studied.
This day the Commonwealth's :Ittorney presented a letter citing a ruling that
the Counter had an easement on the land in Chester on which the water tank
was located only in so far as the County used it for a water supply and/or
grater storage°
and it was cited that the County should have an easement for the maintenance
of existing lines leading to and away from the old water tank.
Upon ccnsideration whereof and on motion of Mr.Goyne, seconded by Mr.Hague,
it is resolve: that the Commonwealth's Attorney be requested to draw a contract
to negotiate with the present owners of the property an easement for the
existing water lines.
This day it was reported by the Commonwealth's Attorney that an offer to
purchase the Raleigh Court pump house at $ 100,00 had been receiv edo
Upon consideration whereof and on motion of Dr -Gill, seconded by Mr. Britton,
it is resolved that the Commonwealth's lttorney be requested to investigate
the ownership of said land and report to the Board on the legality of a sale
of the Raleigh Court pump housed
On motion of Mx .Britton, seconded by Mr -Gunter, it is resolved that the
Executive Secretary be authorized to advertise for sealed bids on the Mancos
well in Chesterfield Gardens.
This day the Board interviewed,in Executive Session, IVIr. '"falter T.Burke,
and MroD.Shelton Shepherd, applicants for the position of-osistant Building
Inspector.
In General session, and upon consideration of the two applicants interviewed,
Mr. Gunter made the following motion, which was seconded by Mr.Brit ton:
That this Board employ Mr.11alter T.Burke as the assistant Building
Inspector at a salary of �0360000 per years
Whereupon, Mr. Goyne made a substitute motion, which was seconded by 14r.Hague:
That this Board employ Mro Shelton Shepherd as .assistant Building Inspector.

The vote being taken on the substitute motion; those voting in favor , Mr.
Goyne and Mr. Hague, those voting "No", -41r. Horner, Dr. Gill, Mr. Gunter and
Mr.Britton.
Whereupon a vo to w as taken on the original motion and passed unanimously.
This day the County Eagineer presented a list of water accounts which were
purged by the :-,uditor, auditing the County's "later accounts, which totaled
$4142.68, the sarre being uncollectable delinquent accounts over a period
of approximately 4 years.
Upon consideration whereof 9nd on motion of Mr.Britton, seconded by Mr.Gunter,
it is resolved that this Board approve the purging of these accounts and that
same be stricken from the active records of the Utility Department.
Upon further 6onsideration of this matter, and on motion of Mr.Goyne, seconded
by Mr.Britton, it is resolved that the rm tter of hiring an Collection Agency
to collect the delinquent accounts be explored.
This day the CountyEngire er, with Mr. Chas. Quaiff, presented some recommendations
on the changes in the handling of water payments, which recommendations differed
slightly with the previous agreements of the Board of Supervisors, and
,hereas, the new'recommendations would be substantially in support of an
ordinance passed, and
Idhereas, the new recommendations would eliminate the burdensome work of
meeting the previous dead line,
Now, Thereforev Be it Resolved, on motion of Mr.Gunter, seconded by 111r.Goyne,
that the recommendations of the County ?"dater Department be approved.
This day the ratter of Camp Baker came before the Board and on motion of
Mr.Gunter, seconded by Mr.Britton, the following resolution is Approved:

This day the proposed agreement between the Incorporators of the W.W. Bakker Child
Camp, Incorporated, and the County of Chesterfield as read to the Board and on
motion of Dr.Gill, seconded by Mr.Gunter, it is resolved that the K'greement
for the operation of the W.W.Saker Child Camp, Incorporated, a copy of said
;agreement is to be spread in the minutes of this meeting, is hereby approved
and the Chairman of this Board and the Executive Secretary of this Board are
hereby directed to sign the agreement with the Incorporators of the W.W.Baker
Child Camp, Incorporated. (Certificate of Incorporation to be copied into
Minutes).
It was generally atreed that the Executive Secretary would write to each new
member sending what resolutions sending what resolutions and agreements pertaining
to the subject that are available, and suggesting that Mrs. Sohn Pearsall be a
temporary Chairman to call the first organizational meeting.
This day Mr. Stuart Shumate requested by letter a variance on Lot 20 Teorace A.
in the Subdivision of Oxford -on -the -James, whit'hveriance would allow the
construction of his dwelling not less than 15 feet from his die line and
presented also a written consent from the adjoining property owners, On motion
of M2.Gunter, seconded by Mr.Britton, it is resolved that said variance be granted
as requested,
This"day there wars presented a contract from the Cott Index Company, Columbus,
Ohio, for the closing out of the old grantor -grantee books in the Clerkts
Offide, and the Commonwealth's Attorney cited the fact that he had approved
the contracts as to form, whereupon and on motion of Mr,Hague, seconded by
Mr.Goyne, it is resolved that this Board authorize t1ts Chairman and Clerk to
sign this contract which ptescribes the first phase of service to be done,
the emount of which is $102000.00.
This day it was reper ted that certain easements or the laying of water lines
had not been recorded for a number of years; Up6n consideration whereof and
o:i motion of Dr.Gil.l, seconded by Mr.Gunter, it is resolved that the Commonwealth's
"Attorney and the CountyEngine er be requested to negotiate with various lawyers
as to the price for the recodeding of s aid easements
This day the firm of Ceusey and Weeks presented an addendum to ths" Engineering
Report on Neater Supply, Filtration, Storage and Distribution", which addendum
presented a bonding schedule for a $2.,250,000o00 bond issue,
The Executive Secretary and CountyEngineer presented a list of ten (10)
recommendations, calling for either study or charLges in the original reports
The Board held a lengthy discussion of the hddendum to the repcmt aid the
recommendations presented;

Gentlemen:
After a rain and snow storm in January, 1954, the
residents on Paulo Lane became acutely aware of the poor drainage
system that exists in their neighborhood. As the snow melted,
one resident, Mr. Sydney L. Webb, found that water had banked
under his home to the depth of 4 inches. The drainage condition
was reported to the County, but nothing was done to correct it.
During the early spring of the same year, I learned
that Paula Lane was state maintained and at my request Mr. Kellam
sent a crew out to clean the ditches. At that time, there was
dirty, green slA my water in the ditches on the said Lane. I was
told that our drainage condition could not be improved until
the road, known as White Oak Drive, was brought up to certain
specifications. I requested the County to do something about
White Oak Drive, but to date nothing has been done.
The ditches on Paula Lane have the stagnated water in
them at all times, unless there is an extremely dry condition.
It is definitely very unsanitary, in our opinion, to have such
water stagnated all the time, especially where there are children
in the neighborhood.
This spring, I requested action again and even asked the
following officials: Mr. Shropshire, Mr. Britton and Mr. Burnett
out to see that our complaint was justified. Mr. Shropshire and
Mr. Britton came, and agreed with us that we needed improvement
badly, and promised to help to remedy the condition. Still, no
action was taken because White Oak Drive is neither a county nor
state maintained road. It is essential and imperative that
White Oak Drive be improved, especially the ditches, in order
to improve drainage on Paula Lane, as it must drain into White
Oak Drive ditches.
The residents have become very indignant and feel that
we are entitled to more consideration about any complaint, and
especially be given immediate relief of the condition. On August
30th, Mr. Kellam and Mr. Shropshire were in the neighborhood
at our request, and they agreed that something should and could
be done about Paula Lane. To further prove that we need immediate
relief, I enclose pictures taken after a rain, which fell in
late July, 1955. Please bear in mind, as you look at the picturei
that they were taken before either hurricane came through.
We, the undersigned, live on Paula Lane and White Oak
Drives and request that the Board vote to take the necessary
8-teps immediately to relieve the poor drainage on Paulo Lane and
White Oak Drive. Already, the r esidents have suffered about
41,500.00 damage to their homes and yards;- this will increase
during the winter weather, unless definite steps for relief are

I am attaching herewith sketches and estimated cost of several roads pro-
posed to be constructed to our standards with 3¢ Road Funds.
1. East C,ill Street in Chester.
Length 0.08 miles - Serves 2 families - Cost -�235.00
It should be brought to the attention of the Board of
Supervisors that a porti.on of this extension has been surface
treated privately. In reconstructing this road to our standards,
it, will. be necessary to destroy the surface treatment and. of
course under our policy it will be maintained as a gravel road
until funds are available to apply a new surface treatment. If
the Board wishes to treat the road at the time of reconstruction
the cost will have to be increased. by $WO.00 or a total of �,515.00.
2. Cogbill Road
Length 0.1.0 miles - Serves 2 families - Cost t300.00
3. DuPont Blvd. in Omahundra Subdivision
Length 0.23 miles - Cos£ $840.00
This would permit a travel surface of only 161 which is
as requested by Mr. Hague and you.
It. Riverview Road off Route 679
Length 0.11 miles - Serves 3 families - Cost M30.00
I understand some of the people will appear before the Board
Tuesday to discuss this road.

5. Spruce Avenue off Route 10 (Hopewell Road)
As requested by the Board of Supervisors I am quoting a price
of A435•00 to improve the section of Spruce Avenue between Route
10 and the brook.
I wish to call to the Board's attention that since the last
meeting high water took away the 30' long bridge on this road.
Upon my visit to the site, I found a man working and found that
in an attempt to restore the road to service a group of the
people had started to restore the stream crossing.
In my opinion the structure will not serve the needs and cer-
tainly will not be acceptable to the Department of Highways as a
part of the Secondary System.
The same stream crosses Route 10 with an opening of approximately
100 sq. ft. The structure being put in on Spruce Avenue has two
lines of four foot steel pipe only 10; in length. In order to get
use of the full length of the pipe the structure was constructed in
about the position shown on the sketch. I am advised that reinforcing
steel and 15 Cu. Yds. of concrete was used to construct a structure
not over 101 in width and about 121 long.
The pipes were not placed with the stream end therefore will not
function to capacity in heavy rains.
In conclusion I wish to advise that any'structure constructed
should have an opening equal to, or greater than, the old structure
which washed away. This was a 301 span.
To construct a satisfactory bridge the part of the clzlvert
recently built will have to be demolished at a cost of approximately
$250.00. I estimate the cost of the 30' structure to be apnroxthmtely
2.000, 00,
I feel that this matter sholil.d be in the hands of the Board before
any money is authorized to improve the road.Unless the bridge is
rebuilt I can not see that improving the road will be of any material
help to the people.

It has been brought to our attention that quite
a hazard exists on Jahnke Road in the area. from
German School Road to the Atlantic Coast Line
Railroad with heavy and fast traffic which endan-
gers the lives of children who walk on Jahnke Road
to Forest View Elementary School.
There are two signs approximately one hundred yards
on either side of the entrance to the school which
designates "School Zone", but we feel that if a sign
could be erected on Jahnke at German School Road and
on Jahnke just south of the railroad tracks stating
"School -Drive Slow" or possibly stating a speed limit
within this area that it will be much safer for these
children and will relesve the anxious minds of the
parents whose children walk to school.
Anything you can do to obtain signs of this type for
the protection of our children will be greatly apprec-

Confirming our conversation in your office yesterdays
11e are endeavoring to assist some people in the development of
an industrial location off of Belt Boulevard, lying most of our James River
Branch, immediately adjacent to where our track crosses the Boulevard. I
an attaching hereto copy of blueprint, outlining proposed warehouse location
and also showing proposed sidetrack. It will be noted that sidetrack, as
outlined, calls for crossing Belt Boulevard at street level.
The proposed warehouse will be used for distribution purposes,
rather than a manufacturing plant. I understand that no buildings are
planned an Belt Boulevard. It is anticipated that traffic for account
this firm will not average over one or two carloads per day and the location
would be switched once daily (striae days it would probably not be necessary
to work it at all).
I understand from our engineers that the proposed layout offers
the only feasible means of serving this property with track facilities.
You raised the possibility of entering the property from our main lies
(which is to the west and not shown on the attached blueprint). I under—
stand that this would not be possible becamse parties dealing with us do
not own that property adjoining our main line. As we discussed, it would
not be practical to spring this track from our James River Branch in the
opposite direction because of a deep ravine. It will be observed the
proposed track would cross Belt Boulevard within less than 50 feet of where
our Jams River Branch now crosses that street.
The plans of the parties negotiating with us are such that they
prefer to remain anonymous at this time. We would like to get your un-
official views as to the possibility of projecting this track across Belt
Boulevard, as outlined on the attached blueprint. Of course, it is under-
stood anything you are able to advise us would be unofficial and, before
track construction would be started* official application would have to be
made by the owners of the track(

Gentlemen:

Acting in your capacity as the duly elected representatives
of the people of Chesterfield County you authorized the
expenditure of $11,000#00 of public funds for a survey of the
public water system of Chesterfield County.
On August 25, 19559 a report was made to you on that survey.
Instead of permitting the report to be made public and available
to the people of Chesterfield County, you chose instead to receive
it in a closed meeting and thereafter to continue to hold it
"in committee" for the purpose of studying it. It is a strange
situation which facilitates the studying of a report by keeping
it from public scrutiny. I submit that the report can be as
easily studied after it has been published as before. The water
system of Chesterfield County is public property and all who
avail themselves of its product are vitally interested in seeing
that it is operated efficiently. Your action in postponing
release of this report can give rise to only one inference, viz.,
that the report reflects unfavorably upon the past operation of
the water system. It this is not a legitimate inference, then
the people of Chesterfield are entitled to know the reason for
the shroud of secrecy surrounding this matter.
The people of Chesterfield County are also entitled to know

The County of Chesterfield is presently considering an
engineer's report and possible bond issue for the purpose of ex-
panding and strengthening its existing water supply facilities.
Several areas to the East of U. S. Route 1-301 will possibly
be served due to this program. We are advising the Turnpike Authority
of this information in order that the Authority's engineers might
give consideration to the placing of certain conduits in the vicinity
of interchangers and heavy fill embankments for the purpose of carry-
ing water lines to the East of the proposed toll road.
We wish to thank you in advance for your cooperation and if
you will advise the County when this matter is up for consideration,
we would be pleased to have our Engineer meet with your representative
and work out any details.

Gentlemen:
At your request, I have examined the Contract and
Easement from 0. K. Marquis and wife to the County of Chester-
field, Virginia, recorded in Deed Book 301, page 157, in the
Clerkts Office of this County. This contract and easement con-
veyed the water system in Chester. The vendors leased to the
County the land whereon certain wells, tanks, pumps and pipes
were located with the condition imposed as follows:
"It is understlod and agreed between the vendors and
purchasers that the lease of the land areas shall be
for and during the time said areas are used for water
supply and/or water storage for said public water
supplies, or any system which the same may be developed
into; that upon the abandonment of said areas or either
of them for water supply and/or water storage, the same
shall revert to the vendors or their assigns.''

This is to inform you of an ordinance adopted by the Board of Supervisors
on January 28, 1955 which reads as follows:
"Termination of service for non-payment - If the bill for water charges
shall remain unpaid for 15 days after becoming delinquent, the supply
of waterto the premises shall be discontinued, and such water supply
shall not be restored until the delinquent account, delinquent charges
and a charge of $5.00 for reconnecting the service have been paid in full".
In accordance with the above ordinance, it is respectfully requested that

Dear Mr. Burnett:
Lot No. 2, Terrace A, in the sub -division of Oxford on
the James, is owned by Stuart and Mary R. Shumate. Lot No. 119
Terrace A, which is adjacent to Lot No. 2 is owned by Bruce B.
and Mary V. Arrington.
Because of the unusual terrain of Lot No. 1 it is ex-
tremely difficult to construct a residence and comply with the
existing ordnances in Chesterfield County, which requires that
a residence can be no closer to the adjacent property line than
twenty (20) feet.
I have contacted the owners of Lot No. 1 and submit
herewith as Exhibit "A" a letter signed by B. B. Arrington and
Mary V. Arrington granting their permission to place the Shumate
dwelling as close as fifteen (15) feet from the dividing line be-
tween Lots 1 and 2. The Arrington's have a very large lot and do
not propose to build their house close to the boundry line between
the lots.
It is respectfully requested that you present to the
Board of Supervisors a request by the undersigned that he be per-
mitted to construct a dwelling on Lot No. 2, Terrace A as close as
fifteen (15) feet to the dividing line between Lot 2 and Lot 1.

CHESTERFIELD COUNTY LOCKUP
Report on Inspection of August 26, 1955
ADMISTRATION:
The police lockup of Chesterfield County was inspected August 26, 19553 at 10:15
a.m. Mr. C. W. Smith, Chief of Police,was present.
This is a police lockup in the usual sense. It is used as a convenient place for
the Oisposition of persons arrested by the police, and is limited to 24 hours
detention. Police officers and dispatchers on duty in the police headquarters in
the same building provide constant supervision.
Commitments to the lockup for the past three calendar months were as follows:

BUILDING:
The physical shape and characteristics of the building are the same as those described
for past inspections.
EQUIPMENT:
There are wall bunks in cells and double -decked cots in rooms. Bedding is furnished)
and kept in very good condition. It is unusual for bedding to be furnished in a
lockup but it is safe to do in this case because the lockup has constant supervision.
It is remarkable that officials are able to keep bedding as clean in a lockup as this
was found.
CLEANLINESS AND SANITATICR :
The condition of cleanliness within the lockup was generally good. Exceptions noted
were window sills and windows which are difficult to clean.

in the proposed reindexing contract as discussed during our visit
on July 7.
We enclose new copies of Contracts I and II: The changes mentioned
during our visit and in your letter have been incorporated and we
feel sure they will meet your approval,.
Party of the First Part is changed to read "Board of Supervisors
of Chesterfield County"
A Brief Description of property is eliminated and the cnntract
price is reduced per our quotation of January 26, 1955.
Paragraph eight of Contract I is included verbatim from your
letter.
Paragraph seven, Section a of Contract I and Paragraph eight, Section
a of Contract II have been changed per your letter.
Performance Bonds will be furnished with both Contracts I and II.
An Indemnifying Bond will be furnished as required by Paragraph
seven of Contract II.
Please return our copy of Contract I after it has been properly
executed. You may hold both copies of Contract II in your file pending
their execution in July of 1956.

1935, by and between► Board of Supervisors of Chesterfield Coun y,
Virginia, hereinafter referred to as Party of the First Part and
The Cott Index Company of Columbus, Ohio, Party of the Second Part.
wITNZSSNTH: That in consideration of the sum of Ten Thousand
Dollars (p10,000.00) well and truly to be paid by the County of
Chesterfield, Virginia, to The Cott Index Company and at the tines
specified, the said Party of the Second Part hereby covenants and
agrees with the Party of the First Part as follows:
FIRSTS To do and perform or cause to be done the following
listed labor and clerical functions, both Supervisory and otherwise
necessarily incident toward the complete Index compilation and re-
indexing of the 189 Deed Records (No. 207, page 830 through and in-
cluding page 403 of Record No. 394), from January 1, 1931 to December
31, 1981:
a. hake cards for all names from every instrument to be
reindexed directly from the actual records for the
COBPLRTR period to be reindexed. Information not to
Include brief description or locations of property.
b. Verify ALL cards against the actual Deed records.
c. Begin sorting cards to Grantor names in preparation
for typing the entry sheets for Grantor.
d. Furnish all supplies necessary for this part of the
work.
88COND: That the Party of the Second Part does hereby promise
and agree with the Party of the First Part to complete the above
operations toward the finished installation of modern Cott Indexes
in the office of th• Clerk of Chesterfield County and to furnish all
necessary slips, typewriters and ribbons, pencils, erasers, and
other supplies necessary to do the clerical work for the reindextag
of listed operations. Choice of the proper Cott Index system to apply
will be made by the Clerk of Chesterfield County. Party of the
Second Part will demonstrate the recommended system to the Cleric.
THIRD% That as soon as possible after the signing of this
agreement and not later than March 1956, the said Party of the Second
Part will begin taking from said Records the necessary data on slips
preparatory to indexing ease, arranging the names alphabetically and
chronologically in correct order for the Index system chosen by the
Clerk.

FOURTH: Said Party of the Second Part is to have the privilege
of furnishing from outside the County one qualified, experienced
Supervisor and possibly► one other person; the remainder of those to
be employed to be residents of Chesterfield County. All clerical
help to be selected by the Seeend Party solely with reference to
their fitness for property performing the indexing work above described.
FIFTH: Said Party of the Second Part is to have access to the
:Records to be reindexed eight (8) hours of each working day subject
to such rules as may be property prescribed by the Cleric. Party of
the First Part to provide adequate working space, tables and chairs.
SIX TAt The Party► of the Second Part shall furnish a Performance
Bond, with sufficient surety by a Firm authorized to do busin.esc, in
Virginia, said Bond to be cancelled ninety (90) days after completion
of the contract and the acceptance of the Indexes by the Clerk of
Chesterfield County, Virginia. Party of the Second Part shall also
provide Lewis Vaden, Clerk of Circuit Court, with an Indemnifying
Bond in the amount of $30000.00 to be issued when completed Indexes
are placed In use and to be in affect for one year from that time.
SB YESTHt In consideration of the foregoing, said Party of the
First Part hereby promises and agrees to pay Party of the Second Part
or its duly authorized representative, the amount aforesaid in payments
and at the time specified as followst
a) Two Thousand Dollars ($2,000.00) thirty (30) days after
the Party of the Second Part has secured a working force
and work has started.
b) Two Thousand Dollars ($8,000.00) paid pro rats as the
work progresses but not oftener than every thirty (30)
days from data of first payment while work progresses
until a total of Ten Thousand Dollars ($10,000.00) has
been well and truly paid.
hIQBTHs In consideration of the foregoing, the Party of the
Second Part hereby agrees to do the work upon the terms and con-
ditions not forth in Contract and Agreement No. S, which is made a
part of this Contract by reference, it the Party of the First Part
agrees that the Party of the Second Part shall perform the work set
forth in Contract No. 2. This covenant shall be binding upon the
Party of the Second Part, its successors and assigns.
