1955-10-06 Packet0.1 THIS LEASE, made this the 7 day of 1955, by and between ARTHUR L. DAVIS and IRENE NETTIE DAVIS, his wife, hereinafter called the Lessors, parties of the first part, and COUNTY OF CHESTERFI,LD, VIRGINIA, hereinafter called Lessee, party of the second part,- WITNESSETH: That in consideration of the mutual cov- enants and conditions hereinafter recited, the parties hereto do agree as follows: 1. Lessors hereby lease to County of Chesterfield, Virginia, and County of Chesterfield, Virginia, hereby leases from Lessors, the following described property: One room, 181 X 241, in building known as "Holly Inns" located on Route 360, Chester- field County, Virginia, and being a part of the same property conveyed to Arthur L. Davis by deed dated March 9, 1948, recorded March 15, 1948, in Deed Book 329, page 363, in the Clerk? s Office of the Circuit Court of Ches- terfield County, Virginia. 2. The term of this lease shall bedn on the 1st. day of September, 1955, and shall end on the 31st. day of December, 1956. 3. The lessee shall pay as rent during the term hereo the sum of $50.00 for each calendar month. 4. The lessors agree that if the lessee so desires, it may rent the said premises for the months of January and Febru- ary, 1957 at the same rental rate as set forth herein. 5. Gill This day the Executive Secretary reports that there has been some complaint concerning the length of night meetings of the Board of Supervisors and strongly recommends that there be a limit placed on said meetings, and the agenda for all meetings be closed four days before the date of said meeting, and that said agenda will be mailed to the Supervisors two days before the said meeting. Upon on whereof and on motion of Mr.Goyne, seconded by Mr.Britton, it IS resolvedddhatiall night meetings be adjourned at 11:00 p.m. Upon consideration whereof and on motion of Mr.Gunter, seconded by Mr.Britton, it is resolved that the agenda for meetings of the Board of Supervisors be closed four days before the date of said meeting, and the agenda by mailed Promptly to the Board of Supervisors. This day the Executive Secretary read a list of roads taken into the Secondary System of roads by the Highway Department effective September 15, 19559 which list is as follows: (Copy into minute Book). This day .Mere was read a letter from Mr. C. W.Woodson, which requests the appointment Of a "Safe -Driving Day" Chairman, and states that "S-D" Day will be December 1st. Upon consideration whereof and on motion of Mr. Hague, seconded by Mr. Gunter, it is resolved that Chief C. W.Smith be appointed the "S D'1 day director for the County of Chesterfield. This day again the matter of Virginia's 350th Anniversary Commission was discussed and the Chairman appoints Mr. Goyne, Mr. Hague and the ftecutive Secretary to work out a program for Chesterfield County, which program would celebrate this Anniversary. On motion of Mr.Gunter, seconded by Mr.Goyne, it is resolved that the Treasurer of the County of Chesterfield be and he hereby is authorized to transfer $20,000.00 from the Dog Tax Rand of the County to the General Fubd of the County. On motion of Mr -Britton, seconded by Mr.Gunter, it is resolved that the Treasurer of the County of Chesterfield be and he hereby is authorized to transfer $115.00 from the General Fund of the County to Item 3a-211, which am&unt will pay the M M insurance premium of employees in the Treasurerts Office. It was generally agreed that bids will be invited for approximately 12 cars for the Police Department and other employees of the County. On motion of Mr.Gunter, seconded by *.Britton,,, it is resolved that the Chairman of this Board and the Executive Secretary be authorized to sign a contact with'.E.A.O'Neil, which contract is as to (Copy in Minute Book). On motion of Mr -Gunter, seconded by Mr.Britton, it is resolved that this Board receive and file with the Board's papers a letter from Mr.Burton Marye, General Manager of the Richmond Petersburg Turnpike Authority, which letter pertains to the cooperation of the Toll Road authority with the County in making is ovisione for the ins tall8 tion of a water line acrossthe TollRoad. :and the County Engineer is hereby instructed said letter. to carry out the provisions of This day the matter of supplying a fire truck to the Dale Volunteer Fire Department was discussed at length, and it was reported that the Wagstaff Circle Fire Department agrees to lend the old truck to the Dale Volunteer Pyre Department. Upon consideration whereof and on motion of Mr.Gunter, seconded by Mr.Hague, it is resolved that the old truck from the Wagstaff Circle Fire Department be transferred to the Dale Fire Department as soon as the old truck can be satisfactorily repaired and onthe condition that said truck will be returned to the Wagstaff Circle Fire Department promptly upon the receipt of a new fire truck by the Dale Fire Department, which date will be approximately Tuly, 1956. Dear Mr. Burnett: Plans for the state-wide celebration of Virginia's 350th Anniversary in 1957 are off to a fine start with committees ap- pointed by 29 counties, 14 cities, and 6 colleges. Selection of committees is pending in several other communities, and it is hoped that all counties and principal cities will have organiza- tions by November lst. Most communities will build their programs around local historical themes. Brunswick County is considering a pageant revolving around the establishment there of the first school for Indians and plans also to feature its Brunswick stew as a special- ty for the many tourists and former residents expected. Hanover County proposes a pageant based on the eighteenth century "Parsons Cause" pled by Patrick Henry at Hanover Court House. As a means of raising money to finance its 1957 celebra- tion, Charles City County plantation houses will hold open house October 21-23, 1955. Funds will be used to convert the old county jail into a museum and information center for the Festival. Isle of Wight plans to open several of its historic properties to the public, and the St. Luke's Restoration Committee will feature a pilgrimage to famous old St. Luke's Church, oldest Anglican church in America. In Urbanna and Middlesex County work has begun on re- storing the State's oldest tobacco warehouse. In addition to planning individual programs, the cities and counties bordering on Hampton Roads have organized to sponsor a world-wide Naval Review, in which warships of all nations will as- semble during the summer of 1957 for interfleet games and contests - 2 - and a spectacular naval parade. Roanoke will combine the Jamestown theme with a celebration of its own 75th Anniversary during that year. Fredericksburg's pageant will include a commemoration of Captain John Smith's visit there on one of his trips of exploration. Winchester will strike an historical note for its 1957 Apple Blossom Festival, and Richmond's Tobacco Festival will be greatly enlarged during the Festival year. Most counties and cities are planning Fold home weeks„ during the Festival year and are compiling lists of names and present ad- dresses of former residents to be invited by letters. Family re- unions and church homecomings also are being encouraged. Many of the localities are re-examining their communities from a visitor's viewpoint and are giving thought to the need for local clean-up and general improvement campaigns. Some communities are finding local assets of historic, scenic, or cultural value of which they were unaware heretofore. One county committee has un- earthed some long -forgotten records which are of considerable inter- est to contemporary historians. It is expected that Virginia's tourist trade, already the second largest source of State income, will be doubled during the Festival year and that a large portion of that increase can be re- tained in ensuing years. Virginia is fast becoming one of the nation's most popular tourist states and every community in Virginia should have a share in that prosperity. Local committees should coordinate their plans with the Headquarters of the Virginia 350th Anniversary Commission at Williams- burg. In addition to serving as a clearing house for information, the Commission will publish the local plans in an official Festival Program which will be distributed widely throughout the nation. Each local committee is particularly requested to inform the Commis- sion of its tentative plans not later than December 15, 1955 in or- der that a comprehensive report can be made to the General Assembly which convenes in January, 1956. Please let us hear from you. We hope 1957 will go down in history as the finest State-wide celebration ever staged in America. We are certain that year will be the most prosperous Virginia has ever enjoyed. You state that in the proposed expansion program water will be carried to that area lying east of the Turnpike between it and the river. You ask that the Authority's engineers give consideration to the placing of certain conduits in the vicinity of interchanges and embankments for the purpose of crossing the toll road with the water lines. Please be assured that the Authority and its engineers wish to cooperate with Chesterfield County in every possible and practicable manner.
