1955-11-09 PacketVIR.GINIA: At a regular meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on November 99 1955 at 10:00 a.m. Present: Mr. Irvin G. Horner, Chairman Mr. H. T. Coyne Dr.Robt. 0. Gill Mr, R.J.Britton Ike Stanley R.Hague, Jr. Mr J.P.Gunter This day the Rev. Herman Inge of the Chester Baptist Church, appeared before the Board and pronounced.invocation. UreBritton made a brief statement to the Board to the effect that he had defended the Board many times in his recent campaign and had made no promises toanyone as to future actions. On motion of Mr. Hague, seconded by Dr. Gill, it is resolved that this Board approve the proposed wage increases for the employees in the office of the Commissioner of Revenue in the total amount of $80.00 per month, and for the employees in the office of the Treasurer in the total amount of $120*00 per .ionth, as requested by the Commissioner of Revenue and the Treasurer respectively, said pay raises to be retroactive to July 1, 1955, as requested. On motion of Mr. Goyne, seconded by Dr.Gill, it is resolved that the Ordinance providing for a license tax to operate trailer camps and trailer parks be and the same is hereby tentatively adopted, and the Executive Secretary is hereby directed to publish said ordinance according to law, said advertisement to call for a hearing on the 29th day of November, 19559 at 8:00 p.m., said ordinance to call for $20.00 per year per trailer site. This day again the matter of granting a variance to Horace Conyers on Shop Street in the Village of Chester comes before the Board, and Whereas, this matter had been referred to Mr. Hi T. Goyne and the Erecutive Secretary to be investigated, and '.tLereas, this Committee recommends that this Board grant a variance in its building restrictions to allow the construction of certain improvements to Mr. Conyerd house, which improvements would be not less than 8 feet 5 inches from the property line, adjacent to Buckingham. Street, Now, Therefore, Be it Resolved, on motion of Mr.Goyne, seconded by Mr. Brit ton, that this Board grant the requested variance and allow the construction of improvements not less then 8 feet 5 inches from the property line adjacent to BAckinghem Street. -2- On motion of Mr.Goyne, seconded by Dr.Gill, it is resolved that this Board grant to Mr. C.ti.Pearson a variance from its building restrictions to allow the construction of a house on the Point O'Rocks Road, provided the set back line is at a distance as required by the Building Inspector. This day the Executive Secretary read a letter from Mr. Barman Nichols of Indiana, Pao requesting the use of the Chesterfield race tract for training harness horses. Upon consideration whereof and on motion of &.Hague, seconded by Mr.Goyne, it is resolved that the Executive Secretary.* request Mr. Nichols to interview the Fair Manager and the Executive Secretary and present a recommendation to the Board of Supervisors. This day again the matter of the appoinment of a Civil Defense Coordinator ' came before the Board: Upon consideration whereof and on motion of Dr.Gill, seconded by Or.Gunter, it is resolved that Mr. Edward Hawks, .Tr., of Ettrick, be and he hereby is appointed Civil Defense Coordinator for the County of Chesterfield. This day the Executive Secretary presented six (6) bids on 1v000 feet of 1-1/2" fire hose. Upon consideration whereof and on motion of Mr -Gunter, seconded by Mr.Britton, it is resolved that the low bid of 95V per foot from the Richmond Rubber Company be accepted. On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the present Police officers be recommended for re -appointment for the neat ensuing year.( Names will be inserted). This day the matter of signing of the revised contract with the City of Petersburg for the treatment of sewerage of the Ettrick Sanitary District came before the Board. Upon consideration whereof and on motion of DroGL110 seconded by Mr.Caunter, it is resolved that the Chairman of this Board and the Clerk of this Board be and they are hereby are authorized to sign the revised contract formally appeoved by this Board on august 5, 1955. This day Dr. John Horton, acting as spokesman for approximately 50 citizens of the Southampton area cites the present status of the proposed water improvements and the possibilities as to methods of financing. Dr. Horton stated very definitely that the citizens from that areaffavored a Water Authority and cited reasons why,.:.4.in his opinion, that this would be the better method of financing. .After a lengthy discussion, it was generally agreed that the Board would do its best to resolve its apparent deadlock and proceed with a definite course of action as soon as possible. This day there appeared a delegation of some 57 people presenting a petition signed by some 260 people, and being represented by Mr.L.A@Beleher, Attorney, requesting the rezoning from .Agriculture to Residential-2 of the following described parcel of land: In Bermuda Magisterial District, a parcel of land bounded on the East by the Seaboard .airline Railroad, on the North by Kinggland Creek, on the Test by the business zone on the East side of Rt. 1, and on the South by the Residential-2 zone on the North side of Willis Abad• Came also Mr. Fred Gray, representing the Southern Materials Corporation, and Mr. L.R.Goyne, stating that the land was low and marshy next to the creek and not suitable for residential purposes. Mr.Gray stated that it was not the American custom to rezone land against the owner's wishes. On motion of Mr.Goyne, seconded by Dr.Gill, it is resolved that the aforedescribed parcel of land be and it hereby is rezoned to Residential-2 as requested. This day Mr. O.K.Brooke came before the Board requesting the rezoning from ,Agriculture to General Business of the following described parcel of land: In Manchester Magisterial District, a parcel of land fronting approximately 830 feet on Rt. 10 and 630 feet on Belmont Road, said parcel being the triangle of approximately 4 acres formgd by the intersection of said two roads. Mr. Brooke cit5d the fact that the Gulf Oil Company proposed to build an exceptionally fine filling station on said parcel of land. Came also Mr. John Purcell, presenting a petition notorized by most of the proparty owners in the area opposing the proposed rezoning. Came also Mr. Joe Barrow, representing the Belmont Methodist Church, opposing the requested rezoning. Whereupon Mr.Brooke requested some delay in the proceedings to allow the Planning Commission to study *he situation and make some recommendations. Upon further consideration, Mr.Britton made the following motion: That this Board deny the request without prejudice, which motion died for the want Of a seconds Upon further consideration and on motionof Mr.Goyne, seconded by Mx.Britton, it is resolved that this Board view the situation as a Committee and delay the decision on this matter until December 13, 1955. This day Mr.Ersa Knighton appeared before the Board requesting the rezoning from,Agriculture to General Business on the following described parcel of land: In Bermuda Magisterial District, a parcel of land fronting 350 feet on the 300-foot business area of Rt. 1 and extending westwardly 198 feet, said parcel lying on the nor thwide of and bordering on the Swineford Road Came also Mrs R.Pinkney Sowers,, representing Mrs., Lucy McCarty; Mr.Schaeffer, -representing his Mother; Mr. Carl Davis, Attorney, representing Mrss Sampson, all of whom oppose the proposed rezoning; Upon consideration whereof and on motionof Mr.Goyne, seconded by Mr.Gunter, it is resolved that the requested rezoning be and it hereby is denied. This day the matter of rezoning from Agriculture to Residential-2 of the following described parcel of land came before the Board: M M -4- In Manchester Magisterial District, a parcel of land of about 16 acres fronting on Old Broad Rock Road, approximately 350 feet and extending northwardly 600 feet, said parcel being 1200 feet east of Cherry Lane. Upon consideration whereof and there appearing no opposition to this request, it is resolved on motion of Mr.Britton, seconded by Dr.Gill, it is resolved that the aforedescribed parcel of land be and it hereby is rezoned to Residential-2. This day Mr. L.T.Morris came before the Board requesting the rezoning from Agriculture to General Business of the following described parcel of land: In Manchester Magisterial Districts a parcel of land fronting 300 feet on Broad Rock Road and extending westwardly 300 feet, said parcel being 560 feet North of Old Broad Rock Road. Whereas, there is no opposition to this requested rezoning, upon consideration whereof and on motion of Mr. Britton, seconded by Mr.Goyne, it is resolved that the aforedescribed parcel of land be and it hereby is rezoned to General Business. This day Mr.C.E.?=iinner came before the Board seeking a Use Permit to operate a shoe repair shop on the following described parcel of land: In Midlothian Magisterial District, a parcel of land fronting 660 feet on "C" Street and extending 200feet southwardly, said parcel being 450 feet west of Buford Road on which a Use Permit is requested Whereas, there appeared no opposition to this request, upon consideration whereof and on motion of Mr. Gunter, seconded by Mrr.Britton, it is resolved that the requested Use Permit be granted providing no signs will be erecfted. This day Mr.C.F.Bryan, represented by Mr. R. Pinkney Savers, came before the Board seeking the rezoning from Agriculture to General Business on the following desdribed parcel of land: In Manchester Magisterial District, a parcel of land fronting 355 feet onRt,,360 and extending southwardly 300 feet, said parcel being 150 feet west of Bywood Lane* which had been deferred from the last regular meeting of this Board, and presented plans for the construction of a drug store and presented further an occupant for said drug store, if same is constructed. And presented further a petition signed by some 17 families 5xpressing their approval of bbe proposed rezoning. Came also, Mr. M. A.Morris and others presenting a petition signed by some 28 citizens opposing the proposed rezoning. Whereupon, Mr.Britton made the following motion, which was seconded by Mr.Horner: That since Mr. Bryan has not proved his intentions adequately, that this Board deny the requested rezoning without prejudice. Whereupon Mr. Gunter made a substitute motion which was seconded by Mr. Goyne, that this Board approve the requested rezoning described above, provided -5— a drug store is built according to the proposed plans as presented this date. A vote being taken on the substitute motion; Mr- Gunter, TAr.Goyne and Dr. Gill voted "Aye"; It. Britton end Mr. Horner voted "Nay"; Hague being absent at this time. :'hereupon the property is declared officially rezoned with restrictions as noted. It was announced that the rezoning on the northside of Rt.360 by Mr. C.F. Bryan is herewith withdrawn. whereas, there will soon be a spur track across Rt. 161,w.approximateay 100 feet south of the atlantic Coast Line tracks at the Richmond City line, and Whereas, this intersection has been a dangerous one, though it has a low accident rate, and Vheress, in the best interest of the County, the Highway Department and the City of Richmond, blinking signal lights should be installed at this locations Now, Therefore Be it Resolved, on motion of Mr.Britton, seconded by Dr -Gills that this Board request the Highway Department and the Itlantic Coast Line RR. Company to have installed blinking lights on Rt. 161, at the Richmond City line. Gentlemen: During October, while on vacation I attended the 21st International Conference of the National Association of Assessing Officers, which was held at the New Yorker Hotel, in that City. It is because I believe that some of the statements and predictions that were made by the speakers at this conference will be of interest to you gentlemen, that I take this opportunity of passing them on to you. Of the different forms of taxation, personal prope °ty tax- ation is growing into disfavor, being replaced with sales and other taxes, however, real estate seems destined to stay as the main source of revenue for most localities. One of the economic experts stated that by 1980, the school population of tra Nation would double. Since the bulk of local tax money goes for the support of the public school system, taxes are expected to continue their upward trend in the same proportion. Today, people are demanding from all forms of goverment, more and better services, which must be paid for by tax money, which will continue to push taxes higher. These taxes will be paid for out of higher incomes, as the standard of living rises, along with growing population and school enrollment figures. As tax values increase, and assessments go higher and higher, the public's scr--utiny will become more intense and intelligent. Leading authorities in the field of taxation, advocate modern methods, modern machines and adequate personnel to handle the task of assessing property in the most equitable manner. Colbert, the Finance Minister during the reign of Louis the XIV of France is supposed to have said that, The act of taxation consists of plucking the goose, so as to procure their largest amount of feathers, with the least amount of hissing. About one hundred years later, the French revolution took place. Evidently Colbert must have underestimated the hissing. In our time, fortunately, we have a more enlightened view of the subject of taxation. -2- In the year just ahead, many millions of dollars will be entrusted to local officials to spend. To be supported by the public taxes must be equitable and adequately administered. The truth of this statement as it applies to our locality, may, be seen in the trend of events today. Land which a few years a`o was thought to be practically worthless, is now coming on tFe market at high prices. Taxpayers are checking more thoroughly tl-ian ever before to see that their tax bills accurately describe the amount of land they own, as well as the amount they are to pay. Calls on the assessor to correct errors are becoming more and more frequent. The assessor is faced with increasing problems, caused by the accumulation_ of errors and mistakes over the past twenty-five years or more; also, the fact that deed descriptions in many cases are inadequate, causes a great deal of time to be consumed in deed research and hunting for plats and maps. This leaves less and less time for the essential task of assess- ing property. It is obvious, however, that to asses property fairly, it first must be located and it's dimension and other charateristics known. While the forthcoming general re -assessment will no doubt increase revenue potential, it will not lighten the work load now bein handled by the office of the assessor. As a matter of fact, it will add considerably to the duties now being performed. In spite of all this, or perhaps because of it, we are confident, of the bright future of Chesterfield, and we have great faith in the people and the governing body of this county; therefore, we look to the future with confidence in having your support in performing these important and necessary duties. Dear Mr. Burnett: Plans have now been completed for the concern of Southside Builders Supply Corporation, Richmond, Va., to construct a warehouse and start the operation of a business just north of the Midlothian Overpass over Coast Line tracks and west of Belt Boulevard, which is known as Route 161. To serve this concern by rail, it will be necessary to construct a track springing from the Coast Line track which is known as the old James River Branch, beginning at a point southeast of Route 161 and then across Route 161 to the proposed warehouse. I am attaching a blueprint on which it is shovm in red the track which will be constructed by the Coast Line, and in green the track that will be constructed by the industry. Within the next few days you should receive an application from the Southside Builders Supply Corporation for permission to construct the track across Belt Boulevard to serve their business. The estimated volume of traffic which will be handled to and from this concern by the trains over the crossing at Belt Boulevard would aver- age 12 trips a week, or possibly 2 trips each day. If permission is granted to cross Belt Boulevard without any restrictions, when an engine or cars are moved over the crossing of the tracks serving the Southside Builders Supply Corporation, the train will come to a full stop approaching this crossing and"a trainman will proceed the cars or engine across Belt Boulevard prepared to flag all hir�hway traffic.
