REQUEST: Amendment to Conditional Use Planned Developments (Cases 815018,
82S054, and 86S024) relative to signs. Specifically, the applicant
intends to erect a larger freestanding sign with reader board to
identify an existing convenience store and retail center.
PLANNING COMMISSION RECOMMENDATION
RECOMMEND APPROVAL SUBJECT TO THE CONDITION ON PAGES 1 and 2.
STAFF RECOMMENDATION
Recommend approval for the following reasons:
A. The recommended condition ensures compliance with the spirit and
intent of the original conditions of zoning relative to signs which
were to discourage sign proliferation and ensure that sign lighting
is not distracting to motorists.
B. The proposed sign would not significantly alter the desigy- or visual
impact of the development and the sign, as conditioned, would not
encourage proliferation of unsightly signs in the area.
C. The request is similar to previously approved signs for other com-
mercial development in the area.

AND THE COMMISSION. CONDITIONS WITH ONLY A "STAFF" ARE RECOMMENDED SOLELY BY
STAFF. CONDITIONS WITH ONLY A "CPC" ARE ADDITIOI3AL CONDITIONS RECOMMENDED BY
THE PLANNING COMMISSION.)
CONDITION
(STAFF/CPC) With the exception of directional signs, only one (1) free-
standing sign, not to exceed 91.41 square feet in area and
twenty (20) feet in height, shall be permitted to identify this
development. The sign shall have translucent letters and an
opaque signfield. (P)
(NOTE: This condition modifies Condition 4 of Case 825054
(Amended).)

Location: Fronting approximately 280 feet on the west
line of Turner Road and approximately 180
feet on the north line of Walmsley Boule-
vard and located in the northwest quadrant
of the intersection of these roads. Tax
Map 40-6 (1) Parcel 64 (Sheet 15).

The requested amendment will have no impact
on these facilities.
Light commercial
On March 25, 1981, the Board of Supervisors, upon a favorable recommenda-
tion from the Planning Commission, approved rezoning with Conditional Use
Planned Development to permit a convenience store with fuel pumps on the
southernmost portion of the request property (Case 815018). At that
time, only one (1) sign, to be attached to the building, was permitted.
This sign could be illuminated, but not luminous.
On October 25, 1982, the Board of Supervisors approved rezoning with
Conditional Use Planned Development on the northernmost portion of the
request property, plus amendment to Case 81S018 (Case 825054 (Amended)).
Uses permitted included those allowed through the previous zoning plus a
retail center to include all Convenience Business (B-1) uses. One (1)
freestanding sign, not to exceed fifty (50) square feet in area, was
permitted to identify the entire development. The sign could be illu-
minated, but not luminous. All other signs were regulated by the

requirements of the Convenience Business (B-1) District for shopping cen-
ters, with the exception that no building-mounted signs were allowed to
be luminous, but could be illuminated.
On March 26, 1986, the Board of Supervisors approved amendment to Condi-
tional Use Planned Development to permit internally lighted signs (Case
86S024).
The applicant seeks to amend the previously granted cases to permit a
larger freestanding sign with a reader board. The intent of the applica-
ble sign condition (Case 825054, Condition 4) was to preclude garish
neon-type signs in a transitional area, thereby minimizing the impact of
commercial development on adjacent single family residential development
and to ensure that sign lighting is not distracting to motorists. The
current request meets the spirit and intent of the previous condition and
will not significantly alter the design or visual impact of the develop-
ment. Further, the Planning Commission and Board of Supervisors have
approved similar signs for other retail developments in the area. In
addition, the recommended condition will ensure that approval of this
request does not encourage ,sign proliferation in the area. (Condition)
CASE HISTORY
Planning Commission Meeting (6/21/88):
There was no opposition present. The applicant accepted the recommenda-
tion.
On motion of Mr. Miller, seconded by Mr. Kelly, the Commission recommend-
ed approval of this request subject to the condition on pages 1 and 2.
AYES: Unanimous.
The Board of Supervisors on Wednesday, July 27, 1988, beginning at 2:00 p.m.,
will take under consideration this request.
