Exceptions to the Corridor Overlay District minimum acre- age requirement for uses with drive-in windows and to the required setback for driveways from mayor arterial roads are requested. PLANNING COMMISSION RECOMMENDATION RECOMMEND APPROVAL OF REZONING WITH CONDITIONAL USE PLANNED DEVELOPMENT TO PERMIT A BANK WITH DRIVE-IN WINDOWS, SUBJECT TO THE CONDITIONS ON PAGES 2 AND 3. RECOMMEND DENIAL OF THE SETBACK EXCEPTION ALONG HICKS ROAD. STAFF RECOMMENDATION Schematic approval of the site design is also requested. RECOMMENDATION Recommend approval of the rezoning with Conditional Use Planned Development to permit a bank with drive-in windows. Recommend denial of the requested set- back exception. These recommendations are made for the following reasons: A. Although the Northern Area Land Use and Transportation Plan desig- nates the property and surrounding area for office use, approval of the requested rezoning, to permit a bank with drive-in windows, would be appropriate. A banking facility would be compatible with anticipated area off ice development. B. Through the Conditional Use Planned Development process, the Commis- sion and Board can further ensure land use compatibility and quality development. C. Approval of the requested exception to the Corridor Overlay District minimum acreage requirement for uses with drive-in windows would b e appropriate. Although the proposed bank site consists of only 2.6 acres, access is designed to be shared with the adjacent church on property to the west. Both sites combined total is approximately 9.8 acres. With shared access, the request complies with the spirit and intent of the Corridor Overlay District requirement that uses with drive-in windows be permitted only when incorporated into a coordinated development of one (1) or more parcels with an aggregate size of ten (10) acres or more. D. The requested setback exception is not necessary. The proposed bank, driveways, and required on-site parking areas can be accom- modated, without the requested setback exception, by relocating these facilities closer to the western property boundary. (NOTE: THE CONDITIONS NOTED WITH "STAFF/CPC" WERE AGREED UPON BY BOTH STAFF AND THE COMMISSION. CONDITIONS WITH ONLY A "STAFF" ARE RECOMMENDED SOLELY BY STAFF. CONDITIONS WITH ONLY A "CPC" ARE ADDITIONAL CONDITIONS RECOMMENDED BY THE PLANNING COMMISSION.) CONDTTTnNS (STAFF/CPC) 1. The following conditions notwithstanding, the plan revised June 3, 1988, and submitted to the Planning Department on June 15, 1988, shall be considered the Master Plan for the proposed bank. (P) (Note: The driveway for the proposed automatic teller machine must be relocated to comply with the Route 360 Corridor Overlay District setback requirements for drive- ways adjacent to major arterial roads.) (STAFF/CPC) 2. Uses shall be limited to those permitted in an Office Business (0) District plus a bank with drive-in windows and an automatic teller machine. (P) (STAFF/CPC) 3. Public water shall be used. (U) (STAFF/CPC) 4. At such time that public sewer is extended to within 500 feet of the request site, the owner/developer shall extend public sewer to the site and connect all structures to public sewer. (P) (STAFF/CPC) 5. All runoff shall be directed into storm water management detention and/or retention basins(s) unless, at the time of site plan review, the Environmental Engineering Depart- ment determines that these facilities are not necessary. (EE) (STAFF/CPC) 6. Within the setbacks along Hull Street Road and Hicks Road, all existing vegetation eight (8) inches in caliper or greater and ornamental shrubs in healthy condition shall be retained. Detailed landscaping plans depicting this requirement shall be submitted to the Planning Department for approval within thirty (30) days of rough clearing and grading. Prior to the release of a building permit, forty-five (45) feet of right of way, measured from the centerline of Hicks Road, shall be dedicated to and for the County of Chesterf ield, free and unrestricted. (T) (STAFF/CPC) 8. Prior to the issuance of an occupancy permit, an addition- al lane of pavement, curb, and gutter shall be constructed along Route 360 and Hicks Road for the entire property frontage, to include a right-turn lane for the proposed access onto Hicks Road. (T) (STAFF/CPC) 9. "Handicapped" parking spaces shall be located close to the building entrance and shall be designed with access from both sides of a vehicle directly to a sidewalk. (P) (STAFF/CPC) 10. In conjunction with the approval of this request, the Planning Commission shall grant schematic plan approval of the Master Plan. (P) (NOTE: The property lies within the Route 360 Corridor Overlay District and must comply with Overlay District standards. These standards will require redesign of the proposed improve- ments to comply with minimum setbacks and required interior parking lot landscaping.) GENERAL INFORMATION Location: Fronts approximately 382 feet on the north- west line of Hull Street Road and approxi- mately 391 feet on the south line of Hicks Road, and located in the southwest quadrant of the intersection of these roads. Tax Map 39-11 (1) Parcels 39,40, and 42 (Sheet 14). Existing Zoning: Size: Existing Land Use: A 2.6 acres Residential or vacant Adjacent Zoning & Land Use: North - A; Single family residential or vacant South - A; Single family residential or vacant East - B-2 with Conditional Use Planned Development; Commercial West - A; Public/semi-public (Lyndale Baptist Chapel) Utilities: 24 inch water line located along Hull Street Road. 8 inch water line located 3 88AN0081/BSJUL8/JULY27Y along Hicks Road. Use of public water intended. (Condition 3) Lies in Falling Creek sewage drainage area. At present, public sewer not available. Use of private septic tank and drainfield system intended. At such time that public sewer is extended to within 500 feet of the site, the owner/developer should be required to extend public sewer and connect all structures to the public system. (Condition 4) Use of private septic system must be ap- proved by the Health Department. Environmental Engineering: Site drains to Falling Creek via creeks that traverse a nearby subdivision. These creeks are small and steep and experiencing erosion. Proposed development will in- crease runoff into these streams and accel- erate erosion. Off-site drainage easements and improvements may be necessary to accom- modate increased runoff. On-site retension should be required, if deemed necessary, to mitigate downstream erosion problems. (Condition 5) Fire Service: Manchester Fire Station, Company 4~2. At present, fire service capability adequate. Dependent upon present location, a fire hydrant may be required. General Plan (Northern Area Land Use and Transporta- tion Plan): Office Transportation: This request will not limit the development of this parcel to a specific use or densi- ty; therefore, it is difficult to antici- pate traffic generation. Based on the schematic plan, this proposed development will generate approximately 955 average daily trips. These vehicles will be dis- tributed along Hull Street Road (Route 360), which had a 1987 traffic count of 35,895 vehicles per day, and Hicks Road, which had a 1986 traffic count of 6,535 vehicles per day. The Northern Area Land Use and Transportation Plan identifies Hicks Road as a major arterial with a recommended right of way width of ninety 4 88AP1/BSJUL8/JULY27Y (90) feet. Right of way should be dedicat- ed in accordance with this Plan (Condition 7). The schematic plan depicts two (2) points of access for this development (one to Route 360 and the other to Hicks Road) both of these accesses are proposed to be shared with the adjacent development to the west (Lyndale Baptist Chapel). These entrance/exits should be located as far as possible from the Hicks Road/Walmsley Boulevard/Route 360 intersection, as generally depicted on the schematic plan. Additional pavement, curb, and gutter should be provided along the entire proper- ty frontage of Route 360 and Hicks Road to include a right-turn lane for the proposed entrance/exit onto Hicks Road. (Condition 8) A straight driveway alignment connecting Hicks and Hull Street Roads, as depicted on the Master Plan, might encourage cut- through traffic. At the time of site plan review, staff will recommend alternatives to reduce this potential, to include a possibly reconfiguration of the parking lot. In addition, the minimum radius for the entrance/exit onto Hull Street and Hicks Roads should be thirty-five (35) feet, and stop signs should be placed at each internal intersection and on the outbound approaches to public rights of way. "Exit Only" and "Do Not Enter" signs should be placed along driveway serving the proposed drive-in windows. These concerns will be addressed in greater detail at the time of site plan review. nTSrnS~T~N Rezoning from Agricultural (A) to Convenience Business (B-1) with Condi- tional Use Planned Development is requested to permit use and bulk ex- ceptions. A bank with drive-in windows and automatic teller machine is planned. An exception to the Route 360 Corridor Overlay District re- quirement, that uses with drive-in windows be permitted only when incor- porated into a coordinated development of one (1) or more parcels with an aggregate size of ten (10) or more acres, is requested. In addition, an exception to the required setback for driveways from ma3or arterial roads, to permit a driveway within forty (40) feet of the ultimate right of way for Hicks Road, is requested. Although the Northern Area Land Use and Transportation Plan designates the property and surrounding area for office use, approval of the 5 88AN0081/BSJUL8/JULY27Y requested rezoning, to permit a bank with drive-in windows, would be appropriate. A banking facility would be compatible with anticipated area office development.. Through the Conditional Use Planned Development process, the Commission and Board can further ensure land use compatibil- ity and that the proposed facility is of the quality desired along this portion of the Hull Street Road Corridor. In addition, the property lies within the Route 360 Corridor Overlay District; there€ore, the site must be developed in accordance with the recently adopted Corridor Overlay District standards. The recommended conditions are designed to ensure compatibility with anticipated area office development by limiting uses to a bank and all uses permitted within the Office Business (0) District. Although a bank would be compatible with future office development, other B-1 uses would be in conflict with the Plan. (Condition 2) At present, the site is occupied by two (2) dwellings or is vacant. Existing vegetation consists of large trees and ornamental shrubs. Vegetation located within should be retained and supplemented, where necessary, to break up the view of on-site parking and driveway areas from public rights of way. (Condition 6) An exception to the Corridor Overlay District minimum acreage requirement for uses with drive-in windows would be appropriate. Although the proposed bank site consists of only 2.6 acres, access is designed to be shared with the adjacent church property to the west. Both sites combined total approximately 9.8 acres. The requested setback exception, to permit a driveway within forty (40) feet of the ultimate right of way for Hicks Road, is not required to accommodate the proposed improvements. Specifically, the Corridor Over- lay District standards require a minimum seventy-five (75) foot setback for buildings, parking areas, and driveways from the ultimate right of way for Hicks Road. This setback can be reduced to fifty (50) feet with appropriate landscaping. By relocating the proposed facilities closer to the western property line and installing the appropriate landscaping within the setbacks, the minimum required fifty (50) foot setback can be provided.
