88SR008788SR0087: In Matoaca Magisterial District, A.L. HENDRICKS requests renewal of Special Exception 83SR070 to park a mobile home on property fronting the southeast line of Hull Street Road, approximately 200 feet east of Speeks Drive, and better known as 10609 Hull Street Road. Tax Map 49-11 (1) Parcel 6 (Sheet 14). The first permit was issued on May 24, 1978. The mobile home is located on property belonging to the applicant. The Health Department reports no environmental health hazard in existence. One (1) adjacent property owner (Duron, Inc.), has not signed this request which is for seven (7) years. A copy of the Mobile Home Report has been sent to this property owner. Staff finds there are two (2) mobile homes located within one-half mile of this property. This request appears to be out of character with the neighborhood at the present time. The mobile home is located in an area designated by the North- ern Area Land Use and Transportation Plan for office and light industrial use. Adjacent property is zoned General Business (B-3) and Agricultural (A). Development in this area gives the neighborhood a commercial/industrial char- acter. If this were a new request, staff would recommend denial because the use is incompatible with existing land use. Because of the present development in this area, staff believes that the Board should advise the applicant to look upon this request as a temporary dwelling and, if approved, it may or may not necessarily be renewed. A field visit found that there is a second mobile home located on this proper- ty which is a violation of the Zoning Ordinance. In addition, there is a considerable amount of trash and junk located in the vicinity of the subject mobile home. STAFF RECOMMENDS APPROVAL OF THIS REQUEST, subject to Standard Conditions 1 through 7, as listed herein. ****************************************************************************** CASE HISTORY 6 22 88 The Board of Supervisors deferred this request sixty (60) days to give the applicant time to remove one (1) of the two (2) mobile homes on this site and all junk and trash. 8 3 88 Staff visited the property and found that the second mobile home, unserviceable industrial trailers, junk and trash have been removed from this site. *This case was deferred at a previous session of the Board of Supervisors to their August 24, 1988, meeting. 2 ~ BSJUL8/AUG24Z . ,~". x . .
