REQUEST: Rezoning from Community Business (B-2) to General Industrial (M-2).
Initially a roofing and sheet metal business is planned.
PLANNING COMMISSION RECOMMENDATION
RECOMMEND APPROVAL.
STAFF RECOMMENDATION
Recommend approval for the following reasons:
A. The proposed zoning conforms to the Southern Area Land Use and
Transportation Plan, which designates the property and surrounding
area on the east side of Jefferson Davis Highway for General Indus-
trial use.
B. Adjacent property to the north and south is zoned Light Industrial
(M-1) or General Industrial (M-2) and has been developed for indus-
trial land uses or is vacant. The proposed rezoning conforms with
existing and anticipated area development patterns.
GENERAL INFORMATION
Location: Fronts approximately 158 feet on the east
line of Jefferson Davis Highway, approxi-
mately 2,250 feet north of Happy Hill Road.
Tax Map 163-3 (1) Part of Parcel 30 (Sheet

Utilities: 24 inch and 8 inch water lines along
Jefferson Davis Highway. Use of public
water intended and required by Ordinance.
Lies in Timsberry Creek sewage drainage
area. 27 inch trunk sewer line located
along Timsberry Creek approximately 500
feet north of site. Use of public sewer
recommended. Off-site easements may be
necessary to extend public sewer. Use of
private septic tank and drainfield system
intended. Use of private system must be
approved by the Health Department.
Environmental Engineering: Site drains to Timsberry Creek. No exist-
ing or anticipated on- or off-site drainage
and/or erosion problems.
Fire Service: Dutch Gap Fire Station, Company ~~14. At
present, fire service capability adequate.
Dependent upon present location, a fire
hydrant may be required.
General Plan

Use and Transporta-
tion Plan): General Industrial
Transportation: This rezoning will not limit development of
the request parcel to a specific use or
density; therefore, it is difficult to
anticipate traffic generation. Based on
development of this parcel for general
light industrial use, approximately seventy-
four (74) average daily trips will be
generated. These vehicles will be dis-
tributed along Jefferson Davis Highway
(Route 1/301) which had a 1987 traffic
count of 23,245 vehicles per day. Addi-
tional pavement, curb, and gutter should be
provided along Route 1/301 to facilitate
turning movements.
The Southern Area Land Use and Transuorta-
tion Plan identifies Route 1/301 as a mayor
arterial with a recommended right of way
width of 120 to 200 feet. Sixty (60) feet
of right of way, measured from the center-
line of Route 1/301, should be dedicated in
accordance with this Plan.

DISCUSSION
Rezoning from Community Business (B-2) to General Industrial (M-2) is
requested. Initially, the applicant intends to use the existing resi-
dence and accessory structures for a roofing and sheet metal business.
Ultimately, the property could be redeveloped for a variety of industrial
uses.
The Southern Area Land Use and Transportation Plan designates the proper-
ty and surrounding area on the east side of Jefferson Davis Highway for
general industrial use. Adjacent property to the north and southeast are
zoned Light Industrial (M-1) and General Industrial (M-2), and property
to the west is zoned Community Business (B-2). Adjacent property to the
east is zoned Agricultural (A). At present, adjacent property to the
north has been developed for an industrial use and it is anticipated that
vacant property to the south, east, and west will ultimately be zoned and
developed for industrial and commercial uses. Therefore, the requested
rezoning conforms to the Plan and area development patterns.

The applicants accepted the recommendation. There was no opposition
present.
On motion of Mr. Belcher, seconded by Mr. Perkins, the Commission recom-
mended approval of this request.
AYES: Unanimous
The Board of Supervisors on Wednesday, August 24, 1988, beginning at 2:00
p.m., will take under consideration this request.
