GROUX requests renewal of Mobile Home Permit 83S174 to park a mobile home on property fronting the west line of Franklin Avenue, approximately 600 feet north of River Road and better known as 21310 Franklin Avenue. Tax Map 180-15 (2) Radcliff, Block F, Lot 5 (Sheet 52). The first permit was issued on September 28, 1983. The mobile home is located on property belonging to the applicant. This property is served by public water and sewer. Adjacent property owners state no objection to this request, which is for seven (7) years. Staff finds there are three (3) mobile homes located within one-quarter (1/4) mile of this property. Homes in the general area of this request are in the $27,000 average price range. This request appears to be out of character with the neighborhood at the present time. This mobile home has been located on the site since 1983 and during this time the area has experienced residential growth. The mobile home is located in an area designated by the Southern Area Land Use and Transporta- tion Plan for medium density residential use. Adjacent property is zoned Residential (R-7). Development in this area has started and gives the neigh- borhood a stable residential character. If this were a new request, staff would recommend that it be denied because of the development in the area. Because of the present development in this area, staff believes that the Board should advise the applicant to look upon this request as a temporary dwelling and, if approved, it may or may not necessarily be renewed.
