REQUEST: Rezoning from Agricultural (A) to Light Industrial (M-1). An office
and office/warehouse complex is planned.
PLANNING COMMISSION RECOMMENDATION
RECOMMEND APPROVAL AND ACCEPTANCE OF THE PROFFERED CONDITIONS ON PAGES 1 AND
2.
STAFF RECOMMENDATION
Recommend approval for the following reasons:
A. The requested rezoning complies with the Northern Area Land Use and
Transportation Plan, which designates the property for light indus-
trial use.
B. The proffered conditions ensure compatibility with area development
patterns.
(NOTE: THE CONDITIONS NOTED WITH "STAFF/CPC" WERE AGREED UPON BY BOTH STAFF
AND THE COMMISSION. CONDITIONS WITH ONLY A "STAFF" ARE RECOMMENDED SOLELY BY
STAFF. CONDITIONS WITH ONLY A "CPC" ARE ADDITIONAL CONDITIONS RECOMMENDED BY
THE PLANNING COMMISSION.)
PROFFERED CONDITIONS
(STAFF/CPC) 1. Usage would be limited to the following:
a. Business Professional Offices/medical offices
b. Office-Warehouse
(STAFF/CPC) 2. Conditions for redevelopment are as follows:
a. All utility lines shall be provided with under-
ground distribution.
b. All driveways and parking areas shall be paved.
c. All uses located within 260 feet of Branchway
Road shall be limited to off ices.
d. Thirty-five (35) feet of right of way, measured
from the centerline of Branchway Road, shall be
dedicated to and for the County of Chesterfield,
free and unrestricted, prior to the issuance of
any building permit. Additional pavement and
curb and gutter shall be installed along
Branchway Road.

Location: East line of Branchway Road, approximately
600 feet north of Southlake Boulevard. Tax
Map 17-13 (1) Parcels 2 and 3 (Sheet $).

Size: 1.8 acres
Existing Land Use: Single family residential or vacant
Adjacent Zoning & Land Use: North - M-1 with Conditional Use Planned
Development; Vacant
South - A and M-1 with Conditional Use
Planned Development; Single family
residential and light industrial
East - M-1 with Conditional Use Planned
Development; Light Industrial
West - 0; Office
Utilities: 16 inch public water line located along
Branchway Road. Use of public water in-
tended and required by Ordinance.
Lies in Falling Creek sewage drainage area.
Trunk sewer line located approximately
1,000 feet north of site. Off-site ease-
ments may be necessary to extend public
sewer. Use of public sewer recommended.
Use of private septic tank and drainfield
system intended.
Use of private septic system must be ap-
proved by the Health Department.
Environmental Engineering: Drains to Branchway Road and eventually to
Falling Creek. May be necessary to provide
on-site retention to control runoff.
Off-site easements and drainage improve-
ments may be necessary.
Fire Service: Midlothian Fire Station, Company ~~5. At
present, fire service capability adequate.
County water flows and fire hydrants must
be provided for fire protection purposes in

relative to uses permitted along Branchway Road, design standards fog
improvements, and dedication of right of way.
CASE HISTORY
Planning Commission Meeting (8/16/88):
There was no opposition present. The applicants accepted the
recommendation.
On motion of Mr. Warren, seconded by Mr. Kelly, the Commission resolved
to recommend approval of this request and acceptance of the proffered
conditions on pages 1 and 2.
AYES: Unanimous.
The Board of Supervisors on Wednesday, September 28, 1988, beginning at 2:00
p.m., will take under consideration this request.
