1. CALL TO ORDER
Mr. Applegate called the meeting to order at 3:10 p.m. EST at
the Sunset Cafe at the Chesterfield County Airport. (It is
noted waivers were signed calling the meeting.) Ee introduced
and welcomed the Legislative Delegation to the meeting.
2. R~SOLUTION RECOGNIZING D~CEMB~R 7~ 1989 AS "PEARL HAP~OR
RE~F_~B~ANCE DAY"
On motion of the Board, the following resolution was adopted:
WEEP~EAS, December 7, 1989 will mark the forty-eighth
anniversary of the infamous attack on Pesrl Harbor; and
WH~RHAS, This anniversary is a ~itting occasion to
remember those who lost their lives and sustained injuries
during that unprovoked attack; and
WHEREAB, The Pearl Harbor Surviver~ Association is
dedicated by National Charter to assure that this and future
generations never forget the lesson of December 7, 1941, that
America must never again find itself unprepared against foreign
aggressors.
NOW, THEREFORE BE IT RESOLVED, that ths Chesterfield
County Board of Supervisors does hereby recognize the seventh
day of December, one thousand nine hundred and eighty-nine as
"Fearl Harbor Remembrance Day" throughout Chesterfield County.

Mr. Applegat~ presented the executed resolution to Mr. John D.
Gunther, President of Chapter Four of the Fearl ~arbor
Survivors Association, Inc., and comm~ded'~%~e organization's
commitment to keeping America aler~ and prepared against
unprovoked acts of aggression.

WORK SESSION - PROPOSED LEGISLATIV~ PP, OGRAM FOR 1990
Hr. Ramsay stated that, in addition to the draft proposed
beglel~tlve Drogra~, a listing of additional i:eme to be
disclosed wad distributed relative to lottery proceeds being
redistributed to localities, funding for :he Courthouse Museum
Project~ a~thorizatio~ to conduct telephonic meetings, authoriz-
ation to waive attendance as w~ll as notice of 9Decial Board
meetings and reconsideration of proration items.
Mr. Micaa and Mrs. De, art presented each program item end
discussion ensued as to the typs action to be taken on each
proposal, sponsorship, etc. (A copy Of the Proposed
Legislative Program is filed with :he papers of thi~ Board.}
Discussion, questions and comments ensued relative to suggested
Charter ~mendment items (i.e., livestock destroyed by doge
runnin~ e: large, identification of a Director of Budget and
Management and a Director of Accounting, rule~ and r~g~lations
o~ the Police Department ~o be ~remul~ated in the same manner
as other major departments of the County, eta,), the setting of
a public hearing date for consideration of suggested Charter
amendments on January 10, 1990, etc.
There wa~ lengthy di~eu~ion ~el~tlve to the assessmen~ of
impact fees on new developments a~ granted to Northern Virginia
in th~ 1989 S~ion of the General Assembly, whether or not
impact fee~ should be implemented via a Charter amendment of
under General Law, clarification a~ to :he definition of
terminology "new development", appropriate Verbiage for
advertising a public hsarlng on impact fee assessment an~
possibly the i~elesion of tranefe~ fees, clarification as to
the intent cf the legislation approved regarding impact fees at
the 1989 $assion of the General Assembly, etc.
The Board ~enerally agreed to defer until DecaYer 13, 1989
a decision regarding the granting of all local governments the
authority to assess impact fees on new d~velopu%ents as granted
to Northern Virginia in the 19~9 Session of the General
Assembly in order to obtain a clear definition a~ to the
content of Delegate Richard Cr~nwell'B bill and bring forth a
reco~endation to the Legielatiue Delegation at that time.
