1. CALL TO ORDER
Mr. Currin called the meeting to order at 7:05 p.m. {DST} at
the L. C. Bird High school Auditorium~.
2. INVOCATION
Mr. Cuxrin introduced Mr. Charles Quaiff who gave tho inveca-
tion.
Ms. Lane B. Ramsey, County Administrator, led the Pledge
Allegiance to the Flag of the United States of America.

previous appoin~en~s of soho01 Boar~ representatives dealt
with the oeluction process as District te~s expired and
were opportunities for planning and discussion b~ potential
their posi=iun witdin th~ co--unity in seeking ~ueh an
of re~eiving public input from those candidates wishing to be
th~ proce~ will be repeated again in the Spring, 1991, whioh
at ~hat t~e the te~ will be for four (4} years. He noted
co~unicated w~th at l~ast a 1,000 people in preparation for
this me.ting; met with citizen~ at Sal~ Middl~ School

Citizens' Network Meeting, at' which he explained/reviewed the
history of the appointmen~ process, why the process functions
the way it does now and actually walked through the procedures
that one would hays to follow in order to seek ~he ~chcol Board
appointment~ and indicated he thought it was extremely
beneficial that said process had occurred. ~e stated that Mr.
Burton conveyed to him that his decision to resign was a
difficult one, however, that he could no longer meet his
obligations with his employer with th~ incrmased, on-going
business activity that was ouuurring an~ continue to peuperly
serve the publi~ at the same time. Me state Mi. B~rton'm
dedication and cc~itment to his community and the School
System will be missed.
Mr. C~rrin inquired of Mr, James, G. Lumpkin, Mrs. Elizahsth
Davis and ~r. Joseph Bard~n if he/she were s~king the Dale
District School Board seat and each candidate responded in thc
affimative.
Mr. James G. Lumpkin formally declared himself a candidate to
fill the unexpired term cf Mr. Griffin R. Burton for the Dale
District School Board which will expire June 30, 199t. Ne
outlined his educational background, guali~icatlcns and
experience and referenced copie~ of his resume which he had
presented to the Board,
Mr. ~ill ~ewis, ~r. Danny Baker, ~s. Th~lma Bolshe= Harver, ~r.
~erman Taylor, Mr, L~s Pric~ and ~s. Kitty B~Icher voiced
support for the appoin~en~ of ~r. J~mes G. Lumpkin the
Chesterfield County School Board for the Dale District as they
felt him to be a true. publig_.ser~ant, a "people person", an
enlightened~ concerned parent with a demonstrated inter,st in
the educational welfare of young people, that he is an actiYe
participant and po~i~iv~ influenc~ in the youth sports
activities in the County, that he was actively involved in and
contributed to the come, unity-oriented, organized renovations
projmct to imprOVe and expand mefviee~ at camp Baker and that
him business background, experience wi~h various County youth
groups and knowledge would be a~ invaluable asset to the
County.
There being no one else to speak on behalf of Mr. Lumpkin, Nr.
Currin clOSed the public cenkment.
Mrs. ~tieabeth Davis formally declared herself a candidate to
fill the unexpired term oi Mr. Griffin R. BB~ton for the Dale
District School Board which wil~ expire June ~0, 1991. Sh~
outliued her educational background, c~ualifications amd
experience which she felt qualified her for =he position.
Mrs. Elizabeth Quaiff, Ms. Lcrena McCall~ Mn. Louis ~ove, ~r.
of Mrs. Elizabeth Davis to the Chesterfield County School Board
for ~he Dale District as they felt her to be as they felt her
experience/ability as a teacher working with students and the
public on a personal and professional basis, knowledge cf the
full expanse of the schools, first-hand knowledge and
experience in ~he public school system in conjunction with
Parent Teacher Orgauizations~ he~ active participation in
church groups and community organizations concerned with youth
and he~ ~incere commitment to educational excellence qualified
her for the position. When asked, a~proxlmately fifteen (15)
persons stood to indicate their support of Mrs. Davis'
candidacy,

Mr. Joseph Barden formall~ declared himself a candidate to fill
the unexpired term of Mr, ~ii~in R. B~rton for the Dale
District School Board which will expire June 38, 1991. Be
outlined his educational baskqreu~d, qualifications and
experience which he felt qualified him for the position~
MS. Gracie Bailey volc~d support for Mr. Barden, personally aa
well as on behalf of Richard Bland Collage ~here he i~ employed
a~ Director af Financial Aid and Student Seruice~ ~tated ~r.
Barden has performed an outstanding job fox Richard Bland
College and the institution is ver~ proud to have him in its
~-mploy; that ~he felt h~ was a~ innovative, inspiring,
~e~ioated individual concerned with and co~itted %o his
profession and the educational well b~ing a~d future of youth;
an active member in ma~y church and community activities and an
individual of impeccable integrity who would be a valuable
asset to the School Board.
It was generally agreed to receas for five (5) minutes.
A question and answer session followed the presentation of fh~
candidates and publi~
There baln9 no further candidates to announce their candidacy~
the public hearin~ was closed.
The Board stated ~hey felt the Charter by which this process
was e~tablished was v~ry timely and provided the opportunity
for those from the District who wished to do so to participate
i~ the process; e×pre~scd appreciation for the participation of
those present, both candidates and supporters and indicated
they would b~ available for m~etinqs to further dis~ ~atte~$
with the candidates; indicated ~hey ware pleased to see the
number of individuals from the District that had indlc~ted
their desire to be ~he Dale District School Board representa-
tive and those pe~$ons present in ~upport of them and that
selection of ~h~ nominee for that position wa~ a most important
~ask; and o~fered their as~istane~ to the candidates as they
proceed ~hro~gh the process. Mr. Baniel stated that he
anticipated nomination of a candidate at the September 12, 1990
meeting, provided the remainder of the Beard had an opportunity
to meet individually with the candidates.

adjourned ab 9~45 p.m. (D~T~ until August 22~ 1990, at 9:00
