RE VEST: Renewal of manufactured home permit 06SN0242 to park a temporary
manufactured home in a Residential (R-7) District.
RECOMMENDATION
Recommend denial for the following reasons:
A. The manufactured home is inconsistent with the traditional single-family dwelling
design standard established in the surrounding area and, as such, may have an
adverse impact on the character of the residential neighborhood.
B. There is no evidence of extenuating circumstances that would warrant the
continued location of this vacant manufactured home on the same property as an
existing dwelling.
(NOTE: SHOULD THE BOARD WISH TO APPROVE THIS REQUEST, CONDITIONS
MAY BE IMPOSED. THE ORDINANCE LIMITS THE MAXIMUM PERIOD OF TIME FOR
WHICH THIS PERMIT MAY BE GRANTED TO SEVEN (7) YEARS.)

Comprehensive Plan:
Lies within the boundaries of the Jefferson Davis Highway Corridor Plan which suggests
the property is appropriate for residential use of 2.51 to 4.0 dwelling units per acre.
Area Development Trends:
Area properties along Freedom Lane, Shady Lane and Goolsby Avenue are zoned
Residential (R-7) and occupied by single family dwellings and a public linear park or
zoned Agricultural (A) and are currently vacant. It is anticipated that any infill
development or redevelopment will be for residential uses at densities consistent with the
Plan.
Permit History:
On March 8, 2006, the Board of Supervisors approved a temporary manufactured home
permit on the request property (Case 06SN0242). The applicants/property owners,
Jeanette A. and John M. Young, requested the permit for their daughter and son-in-law,
Jennifer and Kevin Boynton, occupants/owners of the manufactured home. The request
would allow the Boynton's to temporarily locate their manufactured home on their
parents' property to provide assistance during their father's rehabilitation. The Boynton's
would reside in the manufactured home adjacent to their parents' residence on the same
property. The Board approved this request for a three (3) year period noting a unique
situation that warranted deviation from staff's policy regarding the placement of
manufactured homes in established residential developments. This permit expired in
March of 2009. The manufactured home is currently vacant.

Pro osal:
The applicant no longer resides in the manufactured home and has indicated that he is
currently seeking a purchaser for the unit, which remains vacant. A renewal would permit
the manufactured home to remain on the property for an additional period of time. It
should be noted this unit has been located on the property for approximately one (1) year
beyond the three (3) year time frame approved by the Board in 2006. The applicant is
requesting a renewal for an additional seven (7) years.
CONCLUSIONS
The temporary manufactured home is not in keeping with existing traditional single-family
dwelling design standards of the surrounding area. Further, there are no extenuating
circumstances presented that would warrant the continued location of this manufactured home on
the property. Given these considerations, denial of this request is recommended.
Should the Board wish to approve this request, imposition of the following conditions would be
appropriate:
CONDITIONS
1. The applicant shall be the owner of the manufactured home. Should the
manufactured home be occupied, occupancy shall be limited to the applicant and
his immediate family. (P)
2. This manufactured home permit shall be granted for a period not to exceed one
(1) year from date of approval (P)
3. No additional permanent-type living space may be added onto a temporary
manufactured home. All temporary manufactured homes shall be skirted but shall
not be placed on a permanent foundation. (P)
