Existing Zoning: R-7 Size: .5 acre Existing Land Use: Manufactured home Adjacent Zoning and Land Use: North- C-3; Vacant South- R-7; Manufactured homes East and West - R-15; Single family residential T 1t1~1t1P,C' Private well and public sewer T ANTI TTCF. Comprehensive Plan: Lies within the boundaries of the Chester Plan which suggests the property is appropriate for office and residential uses of varying densities. Area Development Trends: Area properties along Shields and Oak Roads are zoned Residential (R-7 and R-15) and occupied by a mix of single family dwellings and manufactured homes. Properties to the north and those bordering Jefferson Davis Highway to the east are zoned Community and General Business (C-3 and C-5) and are developed for commercial uses or are vacant. Properties to the west are zoned Residential (R-15) and developed as part of the Holly Trail Subdivision. It is anticipated that any infill development or redevelopment in the immediate area would be for office or higher density residential uses that would provide 2 10SN0177-FEB24-BOS-RPT transition between uses along Jefferson Davis Highway and residential development to the west, as suggested by the Plan. Zoning and Permit History: On February 26, 1986, the Board of Supervisors approved a rezoning from Residential (R-15) to Residential (R-7) to permit the Board to consider manufactured home permit requests on three properties surrounding the intersection of Shields and Oak Roads (Case 865016). Specifically, manufactured homes are not permitted in R-15 Districts, but are permitted in R-7 Districts with an approved manufactured home permit. The subject property, as well as properties located at the southeast and southwest quadrants of Shields and Oak Roads were included in this request. On July 26, 1995, the Board of Supervisors approved a temporary manufactured home permit on the request property (Case 95SN0298). The applicants/property owners, Barry Ray and Jo Ann Roberts, requested the permit for their brother, Glenn S. Roberts, occupant and contract purchaser of the manufactured home and property. The Board approved this request for a seven (7) year period. On June 26, 2002, the Board of Supervisors approved a renewal of Manufactured Home Permit 95SN0298 for Glenn and Mary Roberts, Sr. This approval was for a period of seven (7) years, expiring in June of 2009. Pro osal: The applicant is seeking renewal of this manufactured home permit for an additional seven (7) years (Condition 2). The applicant would continue to be the owner and occupant of this manufactured home. (Condition 1) CONCLUSIONS The temporary manufactured home continues to be in keeping with development in the surrounding area, which is a mix of traditional single family dwellings and temporary manufactured homes. As conditioned, this use should maintain compatibility with these neighboring uses for this temporary period of time. Given these considerations, approval of this request is recommended. 3 10SN0177-FEB24-BOS-RPT e / \~ ~. .- ~• ~•~~ .~ ~` .~ 0 1NP~ -~~ ~ E~ -~~ ~ - - ~ ~~~ U ^ ~ v ~ N N 1 A .- N N .- S~ ~ o -'~~ ~ M F l M~ JE ~ ~ ~ ~ I r1~ U I v t ~ ~ ~ ~ ~ l ~ ~ ~~ .. i ~ ~' W ~ NQ a , l y ~ ~ U l ~ ~ ~ z K RD ~. ~ y OA ~ .. ~ ~~ ~ ~ W ~ ~ ~ ~ "" ~ 0 ~ PERDUE AVE U m 0 I U U rI N V ~ 1 N ` ~ o i HILLSIDE RD W Z (~ O LL on 0~, ~~1 ? >0, a 01 ~ ~ ~.
