Tom Jacobsen and Mr. Bill H=ndley presented ~overview the County's 1990 o~ficial census statistics and char~s ~=re was discussion relative to increasing the n~er of boundaries of the existin~ distri~, ideal po~ulati~n statistics for th~ Dropos~ districts versus actual pcpul=tioA statistics, size of districts an4 minority voting ~tr~h each, s~i~tal oX alternative redistricting plans by citizena at the p~lic hearing ~nd th~ adverZiz~ng of s~e~ ~r. ADplegate stated he would like to see i~ctuded i~ the advertis~nt for p~lic hearing a ~ourth pl~ that would ~rovi~ for the i~clusion of Providence, ~a~chesteI, A.M. Davis and St. L~e~s i~ %he Dale District, Sat~ Church Courthouse Road in Be~uda District a~d ~oket~ee in Clover Hill District. It was general!y agreed that Plans A, ~, c and D would advertised for p~lic hearing on A~ril 10, 1991. It was generally agreed to recess for five (5) minutes. Mr. Lewis W~ndell presented an overview of the proposed County and School PY1992-98 Capital Improvement Program, su~=rizing data relative to th~ sta~u~ of ~undin~ ~uurcea, funding shortfalls, total debt capacity, anticlpate~ issuance e~ reven~e bonds, etc. Ther~ was discussion regaz~in~ anticiDat~ de~lo~nt over the next seven (7) yea~s, revenues from cash proffers based on capacity fei projects ~=il 1995, consolidated fuel sites and re~lac~ent of said ta~ks to ¢~ply with Enviro~ental Mr. ~sey stated at th~ March 13, 1991 work session the Board 3119/91 distributed. He noted staff has identified a total of $t9 million in critical unfuaded items thaL have not been of Revenue and Treasurers offices would have to come from respective department heads as the State would net permit the ~r. Applegate stated that, although he did not f~el a c0nflict o~ interest existed, hs would, for personal reasons, refrain from participation in discussion regarding red~etior~ of staff for the Clerk tn the Board of Supervisors office, Discussion~ questions and Come,ts ensued relative to each item list~ in th~ material; th~ impact o~ the reeon~ended number of employees in currently filled positions affeete~ ~y the proposed t~x reduction scenarios; the total number of positions to be phased out through vacancies, attrition, use of County vehicles; biddinG out custodial services~ nuauber of Sheriff's Department deputies needed to staff the Courts B~ildi~ and the impact if that staff were reduction in number of ~aid holidays; reductions in Donations List and rationale for same; losses of to the Count¥~ material in a short time frame; expressed concern that the Fund ~alanc~ and Unappropriated Capital ~unds were not at the level they should be and if reductions were made, the moni~ should go into those funds; they felt this eMerci~e had been a healthy one in that it brought to their attention areas that ~eedod to ~ s~dresse~ and/or re-evaluated whether or not the budget wa~ r~duced; noted there were constraints and methodologies with which staff had to Work that they could not control; suggested other departments excluded from the list needed to ~e reviewed for possible reductions; a~ld requested staff provide data relative to thu number of positions being phased out through vacancies a~d Dart-time positions; total and projected expenses for txavsl, meet£ngs, conferences, ethos review ~%d ensure that Affected County d~partment~ affented by State requiremenns are in compliance with those practices/procedures and that if r~ductions are necessary, the d~partmeat head review and identify same; iden=ification of those schools affected by the loss of school ~urses; detail~ a~alysis of all recreation pro~rams, special events, etc.~ and rethink and refocus the overall Economic Development strategy.
