pay his taxes. Ke requested the Board to consider amending

Cods.._o.f the County of Chesterfield, 1978, as amended, are
amended and reenacted to read es follows:
sec. 21-62. Same-B-3. ~-1. M-2. and M-3 Districts.
The follow~ng signs shall he permitted in the B-3~
and M-3 Districts:
(b) In the B-3 District, outdoor advertising signs
and structures are permitted, signs shall not exceed seven
hundred (700) square feet in aras, ncr two (2) signs Der
facing. No outdoor advertising sign may exceed twenty-five
(25) feet in height er more than one (1) sign high and ~hall
be subject i~ other respects to the ~ame regulations as other
located at le~t seven hundred (700) feet apart. An
application for a permit for a new outdoor advertising sign
~hall be accompanied by an appllcation for a building permit
to demolish an outdoor advertising sign lawfully existing in
the county on December 1, 199~, or lawfully erected in the

In the case cf projecting signs and outdoor advertising
structur~, c~plete sgeoifioatlons and methods of anchoring

advertising structure shall have the permit number and date cf
in a location clearly leglble fram the ground. If deemed

area of three hundred eighty-five (38~) square feet; except

all other restrictions and requirements of this chapter, such

Route 10 (Iron Bridge Road) betwee~ t~e intersection cf Route
10 and State Route 827 (Allie~ Road) and t. he Hupewell

felt the ordinance was not needed. He further questioned the

his home or yard, to any minor acting in lawful defense of
per,one or property, or to any minor engaged in lawful hunting
or marksmanship practices, and that the ordinance only applied

Mr. Daniel stated he was aware of the concerns addressed by
c~ie£ ~ittman regarding minors wiT/% loaded £irearms; taut he
felt although a fln~ probably would not ~top minor~ from
carrying loaded flrearma, if a a~ronq position was adopted, it
might deter minors and, therefore, supported the ordinance-
Mr. ~ayes stated he felt the possession of firearms, whether
loaded or not loade~, shonld bo addressed.
Mr. Applegate stated that although he had concerns about the
ordinance, he supported Chief Pittmans' recommendation and,
therefsre~ supported ~e ordinance.
Mr. Currin ~tated he felt the problems relating to minors
carrying leaded firearms was not occurring in Chesterfield amd
if ~omeone had intent to commit a orime, they would find a way
to do it regardless of the ordinance.

recommendation; that he felt there were problems with minors
protect citizens better, supported the ordinance.

has been committed to privatizaticn of the County Airport and

Board held a public hearing at its meeting on June 26, 1991
and at that time due to some concerns regarding the process,
stuff was directed to readvertise and begin the procurement
process over to consider Requests for Proposals. He further
stated staff had complied with that direotlon and
reconstituted the Selection Co~mittee with slightly different
proposals ware then narrowed down two; that an analysis of the
Committee's proposal indicates their recommendation to
Dominion Aviation Services, Inc. for the services agreement
~r. Daniel stated at the Board's last nesting there was input
regarding the procurement proces~ b~ng foltow=d properly.
Mr. Ramsay seated staff felt the procurement prncem~ had been
followed properly both times.
~r. Roger Burns stated he ~e a resident of the County, a pilot
and owns an a~rcraft at the Airport; t~at ~e is a member of
the Airport Advisory Board; that at the June 26, 1~91 public
~earing, he reviewed the process followed and eo~ent~ h~ made
st that meeting were still appropriate; that upon completion
of his remarks, h~ had presented the Board with a copy and
a~ked th~.m to consider those as his comments today; that he
was a member of the second Selection co~mittee; that the
selection Committee had rsviewe~ an~ validated
rece~B~endatio~ of the first Selectio~ Co~ittee and, the
Committee again, was un~nlmously recommending Dominion
Aviation Services, Inc. as the FBO operator for the County

Assssiatisn, Inc., stated the Association adopted a resolution
(which wa~ presented to th~ Board at their meeting on June 26,

at the Airport and they continue to endorse the implementation
of this proposal; that on a personal level, she is a pilot and
own~ an aircraft at th~ Airport; and that she fel= the lease
should be conveyed to Dominion AViation services, I~e. as
expeditiously as possible.
Kr. Sydney Gunst, President oS the Innmbrook Corporation as
well as a pilot, stated he was in ~uppoEt of Dominion Avlatioa
Services, Inc. and Mr. ~ike Michaels as the FBO operator for
the County Airport; that Old Dominion Air charter had been an
excellent ~ervlce organization; that he uses tho charter
service provided by Mr. Michae%s an~ has foun~ the service to
be one of quality~ that Innsbrcck had just received approval
for a second hell-stop and they had designated 01~ bominion
Air Charter am the e~clnmiva, commercial operator; that
selecting Dominion Aviation ~rvio~, Ins. as the FBO operator
would bo in the best interest of the County.
Nr. Mike Allen~ stated he wa~ associ~ted with Eastern Aviation
Fuels, which iS th~ current supplier Of fuel at the Coun=y
Airport, in which they service 300-400 airports in the
Southeast and felt privatization of tho Air~ort would allow
~ere flexibility and would be more service-oriented; and that
they endorsed the recommsn4ation cf Dominion Aviation
M~. Bill Chandler, Vice President of Manchester Board and
County Airport; that the aircraft had been operated ~y 01d
Dominion Air Charter, Inc. and had been serviced well; and
endorsed Er. Michaels as the FBO operator for the

co~orate aircraft i~ located at the County Albert; that they
endorse Dominion Avimtion Services, Inc. as the F~O operator
and reD/nested the Board to give favorable consideration to the
recommendation.
Mr. Addison Thompson stated he has been associated with and
owns aircrafts based at Charlottesville, ~er£olk, Richmond
International, and Hanover Aizl~orte and i$ part owner of an
airsraf~ located at the County Airport and presented to tho
Board a letter from M~. Ted Abernath¥ supporting Dominion
Aviation services, Inc. and~r. Michaels.
Mr. vivian Hilton stated hs is an aircraft salesman and is
familiar with airports in Virginia; that he felt privatizatio~
at the Airport would promote business in the County; that
other airports who have contracted with private organizations
to handle FBO services have been very successSul; and s~atsd
ha supported tho recommendation of the Selection Committee.
Mr. ~ike Michael=, President cf Old Dominion Air Charter,
Inc., stated they had been selected unanimously twice to
operate tho F~o services a~ the Airport; that ho ha~ fourteen
years of general aviation and FBO ek-ps~iemae; that hi~ ~taff
has experience in all areas of FBO services; that they have
recently added an additional airplane and are managing a fleet
valued at approximately $2 million ~ollars currently at tho
Airport; that he is in the process of negotiating aircrafts
and hopes to be the largest aircraft tax base fleet at the
Airport; and requested the Board to support the reco~t~endation
of the selection committee.
Mr. Ph~lllp Basham sba=ed he is a pilot and an alreraft owner;
that he has been a ~e~er at several different airports and
has held llmo ssrvloo technician jobs; that he Dersnnally

requested the Board to g~ve favorable cons~daratlon to tho
recommendation.
Mr. William Garlan stated he is a resident of the County and a
business owner at the Airport Industrial Park; that he has
followed the matter closely and felt it wo~ld be in the best
interest of the County to implement FBO services at the
Airport as soon as possible.
Mr, =dward Willey, Jr., representing Commonwealth Jet
services, Inc., requested the Board to ~eview a video tape
relating to services offsro~ by his client. Mr. Sullivan
inquired as to the need for the video tape. Hr. Willey stated
he ~elt Commonwealth Jot services, Inc. was eot ~ven ~air amd
i~partial treatment pursuant to the Perocurement Act and,
therefore, ~he Board needed to ~OW their position. He eta=ed
the largest con=u~er of fuel at the Airport currently endorses
commonwealth Jet services, Inc. as the best qualified and the
video tape wu~ a summary of the mervices to be provided and
the e~erience of Commonwealth Jet ~ervices, Ins. Mr.
Sullivan stated he preferred the video tope not be shown. Mr.
Willey further stated that as a result of the Board's last
meeting~ ~taff had been directed to begin the procurement
process again amd although tho process bad been handled
better, it was done basically in the =~me manner;.that the

ben,fit item stated Commonwealth =et ~ervioes, Inc. received
perfect scores regarding the criteria followed but there had
been unfortunate accusations and phone calls made to persons

staff were erroneous to the point that he felt commonwealth
