On motion of Mr.Apperson, seconded by Nir.Britton, it is resolved that
the minutes of November 10, 1964, be and they hereby are approved as
amended.
Mr. Bobby Goyne, representing Mr. Roy Goyne, comes before the Board
requesting a Variance to allow Mr. George Shropshire to construct
an office building on a parcel of land purchased from Mr. Roy Goyne
on a road to be extended from a public road. It was cited that
this rra tter had been referred to the Planning Commission which had
not approved the extension of -the road pending further study of the
entire tract. On motion of Mr.Britton, seconded by Mr. Apperson,
it is resolved that this Board authorizes the Building Inspector to
allow Mr.Shropshire to build an office building, provided he construct
a 50-ft. road to dtate's specifications, from Gresham Avenue to the
western line of his property, on a location approved by the Planning
Oommission and to present a deed to the Board of Supervisors for the
dedication of this right of way.
It is here noted that Mr. Browning votes No.
On motion of ivir.Britton, seconded by Mr.Browning, it is resolved that
the Highway Department be and it hereby is requested to take into the
Secondary Road System, Bonnie Bank Lane and South Prestonwood Avenue;
Meadowway Road in Dale Meadows Subdivision, and the inclusion and
abandonment of certain school driveways requested by the ichool Board's
resolution dated September 23, 1964.
It is here noted that the Highway Department has formally accepted
into the State Secondary System, the following list of roads:

On motion of Mr. Piartin, seconded by Ik'ir.Browning, it is resolved that
the low bid of "$1294.00 submitted by S.P.Terry for the painting
of the interior of the Health Building be and it hereby is accepted.
On motion of Iir.Apperson, seconded by Mr.Horner, it is resolved that
the report and recommendations of the Light Committee for the
installation of seven (7) additional street lights be and it hereby
is approved.
On motion of Mr. Apperson, seconded by N,r.Browning, it is resolved that
the erroneous tax claim be and it hereby is approved for payment:

There was read a report of the Fire Training Committee signed by
I'-ir.Carl Cimino, Chairman, which report is received and filed.
There was read a petition signed by a number of citizens requesting
than Rt. 1001 be named Jefferson Drive. Upon consideration whereof,
and on motion of Mr.Apperson, seconded by lir.Britton, it is resolved
that this request be processed through the street Numbering Department
and the petitioners notified if the name is not acceptable.

On motion of Mr. Go yne, seconded by Mr.Apperson, it is resolved that
the County pay $200.00 towards the light bill of the Bermuda Optimist
Club for lighting the ball field in this area.
It was generally agreed that a study of the Recreational Program of
the County would be made.
Mrs. Harvey Maguigan, Mrs. Phillip MacKenzie, and Mrs. Middlebrook
come before the Board speaking for a County Library System. The
Commonwealth's Attorney advised the Board that the Attorney Generalts
office had ruled that in order to receive State Aid for the Library
System, the Library Board would have to be appointed by the Judge
of Circuit Court as provided by State law.
On motion of Mr.Horner, seconded by Nir.Britton, it is resolved that
the Coma;onwealth's Attorney be requested to prepare a suggested
resolution establishing a County Library System, and that the Executive
Secretary contact counties which are receiving State Aid in an effort
to ascertain the problems and expenses of such a system.
Mr. Ralph Page, Attorney, speaks for the installation of sewers in the
subdivision of Cherry Garden. The Engineering Department cites the
fact that the ratio of potential customers and the cost of installation
shows the proposal to be not financial feasible. Upon consideration
whereof, and on motion of Iv;r.Britton, seconded by Mr.Apperson, it is
resolved that the Engineering Department be requested to prepare
contracts for the citizens of the area to sign and that further considera-
tion be given the proposal if sufficient contracts are signed to make
the project feasible.
On motion of Mr.Apperson, seconded by N1r.Britton, it is resolved that
the Standard JaterContract No.360 for the installation of water on
Bullington Road, be and it hereby is approved.
On motion of Mr.Apperson, seconded by Nir.Britton, it is resolved that
the Standard `later Contract RC-357, for the installation of water
on Oak Leaf Road be and it hereby is approved, and that the County
will proceed with the plan of replacing this old pipe, partially at
the Countyt s expense.
On motion of I41r.Britton, seconded by Mr.Apperson, it is resolved that
Special Water Contract ARC-1031 for the installation of water in
Worthington Farms in the amount of w5982.50 be and it hereby is approved.
On motion of Mr.Apperson, seconded by Mr.Britton, it is resolved that
Contract A-351 for the installation of water lines in Salem Estates
be approved, provided there is obtained a satisfactory supply of
potable water and the Building Inspector is requested to give no
further building permits in this Subdivision until the water supply
has been cleared.

On motion of Mr.Apperson, seconded by Mr.Britton, it is resolved that
Contract aC-532 for the installation of water in the Oxendale Subdivision,
in the amount of ;ip10,161.00 be,and it hereby is approved.
On motion of Mr.Britton, seconded by Mr.Apperson, it is resolved that
Contract AR-358 for the installation of gas ana water in Business Acres
be and it hereby is awarded to Dan C. Alexander*Ari the amount of
$7,941.30.
On motion of Mr.Goyne, seconded by 1vr.I�artin, it is resolved that the
Engineering Department be authorized to install a 6,1 water line to
the Chester Fire Department costing approximately 1,110.00,
and that the cost be pro -rated 50% to the General Fund and 50% to
the Water Department.
On motion of Mr.Britton, seconded by Mr:Apperson, it is resolved that
due to extenuating circumstances connected with the availability of
sewers, that a 42UO,00 charge for a sewer connection be allowed E.W.
Roberts, residing at 1040 Newkirk Drive.
There was considered a request of Mr. Edgar L.Robbinsfor the continuation
of sewers on Scottmar Drive, a distance of approximately 300 feet.
Upon consideration whereof, and on motion of Mr.Britton, seconded by
Mr.Martin, it i s resolved that said edtension be made, provided the
two existing houses pay several connection charges of 4p200.00 each
and two (2) additional connections at ti 500.00 each by prepaid.
On motion of Mr.Apperson, seconded by Vir.Britton, it is resolved that
a contract in the amount of ' 1602.25 for the installation of a storm
sewer line at Chesterfield Courthouse be approved and the contract
awarded to Dan C. Alexander, Inc.
l'Lr. Calvin Viar, with the County Engineer, come before the Board
stating that an exhaustive survey has been made concerning the purchase
of street sign -making equipment and that in the opinion of all
concerned no money would be saved over the present method of operation.
On motion of Mr.Apperson, seconded by Mr.Britton, it is resolved that
the County continue to purchase its street signs from the Dominion
Sign Company.
On motion of h r.Apperson, seconded by Nir.I',artin, it is resolved that
the sum of 3,000,.00 be transferred from the unappropriated surplus
of the General Fund to the Special Street Sign Fund.
On motion of Mr.Apperson, seconded by Mr.Britton, it is resolved that
the sum of ";13G0.00 be appropriated from the General Revenue Fund to
Item 5A-Administration of Justice, in the County's budget.
There was read a letter from the Chesterfield Ruritan Club concerning
the use of the impounded water at Swift Creek, which letter was received
and filed with the Bca rd's papers.

that a letter from Iv,r.Edward T.Roberts concerning the traffic on
Route #1 be received and a copy sent to the Highway Department.

that the meeting b e adjourned at 5 :45 p.m. until 9:00 a.m.

the State Highway Department to take into the system the School Board's

The Board further resolved that the State Highway Department
be requested to relinquish its rights to the old driveways at Bon Air
Elementary, Midlothian High, Chester Intermediate, Elkhardt Intermediate,
and Grange Hall schools and take into the system the new driveways at the
Bon Air Primary School, Elkhardt Intermediate, Chester Intermediate,
Grange Hall schools and the two drives at Midlothian High School.

Dear Mr. Burnett:
The Training Committee of the Association wishes to make the
following report to the Board of Supervisors.
Since the Training Grounds have been completed there have been
one Basic and two Standard Fire Training Schools conducted. Each
of these schools took four days to complete giving the fireman 30
hours credit each.
There have been 147 firemen registered in the Standard Courses with
98 certificates of completion being issued. There were 30 firemen
enrolled in the Basic School with 20 certificates being issued.
There has also been firemen from Hanover, Goochland, Fort Lee and
Colonial Heights trained during these schools. The Fire Department
from Fort Lee has used the grounds a number of times in a training
program for their department and fire brigades.
We wish to thank the Board of Supervisors for their effort in pro-
viding us with this excellent facility and it is hoped that it will
be utilized more and more by the individual departments in the future.

We, the members of Central Chesterfield Raritan Club, are concerned
about the development of the Chesterfield County reservoir on Swift Creek.
It is our understanding that the land surrounding the water to be
impounded is all privately owned and that there will be no public access to
the water. We further understand that the purpose of the project is to
provide an additional source of water for the use of the inhabitants of the
County and that about one and a half million dollars in public funds is to be
expended on the project.
In view of the public aspect of the construction we are of the
opinion that provisions should be made for public access to the waters to be
impounded so that this great asset may be enjoyed by those who are providing
the money to make it possible.
By unanimous expression we respectfully urge that you take the
action necessary to acquire land and provide for the construction of a boat
ramp and other features for the use and enjoyment of the citizens of our
County.

Dear Mr. Goyne :
Sharing your interest and concern toward improving the
traffic conditions and safety aspects on Jefferson Davis
Highway through the County, I am requesting that you
take action to have a crossover constructed on the highway
in this area, between Drewrys Bluff Road and Elliham Avenue.
During early morning and late afternoon traffic peaks, a
significant safety hazard is created by vehicles entering
and leaving this shopping center'. A tremendous number of
cars turn left from the southbound lane into the Elliham
Avenue intersection to gain access to this area. Upon
leaving the shopping center, they must then head out of
the area into northbound traffic and make a "U-turn" at the
Drewrys Bluff intersection to continue their journey.
I feel sure that q traffic survey will confirm that a sub-
stantial hazard exists. Your favorable consideration and
action herein will be very much appreciated.
