On motion of Nr.Britton, seconded by Mr. Apperson, it is resolved
that the minutes of Januc:ry 13, 1965, be and they hereby are approved.
On motion of D':r.Browning, seconded by Mr.Apperson, it is resolved
that the following ordinance be and it hereby is adopted:
AN ORDINANCE to require the owners of property in Chesterfield
County to remove therefrom any and all trash, garbage, refuse,
litter and other substances which might endanger the health of
other residents of such County; to require owners of vacant property
within the bounds of platted subdivisions to cut the grass, weeds,
and other foreign growth on such property; to provide for the removal
thereof and the cutting of such grass, weeds and other foreign
growth by the county if the owner fails to do so, in which event the
costs or expenses shall be charged to and paid by the owner of such
property and collected by the county as taxes and levies are collected;
and to provide that such costs for failing to remove trash, garbage,
refuse, litter and other substances and failing to cut weeds, grass
and other foreign growth shall be a lien on such property.
BE IT 0RDA1NED BY THE BOARD OF SUPERVISCh 6 OF CHESTERFIELD COUNTY,
VIRGINIA
1. That the ownerG of property within the County of Chesterfield
upon .being notified thereof by the Executive Secretary of the County
to remove any and all trash, garbage, refuse, litter and other
substances which might endanger the health of the other residents of
such County are required to do so, and if such trash, garbage, refuse,
litter and other substances are not removed by the owner after being
notified to do so then the Executive Secretary of the County of
Chesterfield is authorized to have the same removed, in which event
the costs or expenses thereof shall be chargeable to and paid by the
owner of such property.
2. That the owners of vacant property within the boundaries of
platted subdivisions in the County of Chesterfield shall cut the
grass, weeds and other foreigh growth on such property whenever
such owners are directed to do so by the Executive Secretary of this
County. If the owner of such property after reasonable notice to
cut the grass, weeds and other foreigh growth on his property fails
to do so, then thexecutive Secretary is authized to have such grass,
weeds or other foreign growth cut by County employees, in which event
the costs and expenses thereof shall be chargeable to and paid by the
owner of such property.
3. That Overy charge authorized by this ordinance with which
the ownet of any suchproperty shall have been assessed and which remains
unpaid shall constitute a lien against such property. If the owner
of such property fails to pay the costs and expenses, they shall be
collected by the Treasurer of the �:ounty in the same manner as taxes
and levies are collected. The Executive Secretary shall certify the
costs and expenses to the Treasurer of the County who shall collect
such amount, and if such amount shall remain unpaid for a period of
sixty days then the Treasurer of the County shall certify such charges
as being unpaid to the Clerk of the Circuit Court of ;hesterfield
County who shall maintain a record book of such delinquent costs and
expenses on file in the records of his office.
This ordinance shall be in full force and effect after its enactment
as prescribed by law.

The jail report from the department of '4elfare and Institutions is
received and filed with the Boardts papers:
Pvir,Robert Barton] representing the Howard Construction Company
comes b efore the Board requesting that consideration be given to
reducing the assessed liquidation damages, stating that the lack
of rights of vaay, the inclement weather, and the necessity to go
deeper than anticipated in the installation of the sewer line had
caused his client great damages. Upon consideration whereof,
and on motion of Mr. Apperson, seconded by Iv1r.Browning, it is resolved
that this matter be considered further by the County after conferring
with the Consulting Engineers.
I�-ir. Spooner Hull, iir. Henry MlicGranighan and Mr. Wm. Foutz come before
the Board making certain recommendations concerning the operation
of the election procedures in the County of Chesterfield. Upon
consideration whereof and on motion of Mr.Britton, seconded by Mr.
Apperson, it is resolved that this matter be considered further and
the Chairman appointed the entire Board as a Committee to study the
facts that will be ascertained by the Executive Secretary.

65-1U. This matter was deferred from January 13,, 1965.
MIr. Mann in support of the request of the Mann Realty Company
for a Use -Permit to construct and operate a Radio Tower on a
parcel of land, frontin on Route 624, east of Rt.60, originally
heard on January 13, 1995, comes before the Board again, stating
that in his opinion the erectionof a Radio Tower sufficiently
shielded by trees would cause no problem to adjacent real estate.
Pir.William Jones comes before the Board stating that when he
purchased this property he w as told that the owner would sell
no adjacent land for business purposes, that he would suffer a
great financial loss and the erection of such a tower should be
on business property which is available in the area.
Upon consideration whereof, and on motion of D'r.I.artin, seconded
by I�ir. Goyne, it is resolved th �t the request of Mr.Mann be and
it hereby is denied.
A delegation composed of hlrs.D.?J.T urphey, Mrs. Dodge, Iirs. I�Iaguigan,
Mr. Mason Bliss and others come before the Board questioning the Board's
intentions concerning the construction of a library system in the
County.
A,r. Bliss was most voluable in his request for action.
Whereupon the Chairman states that a Committee of ten members will be
appointed on February 10, 1965, which Committee will be requested to
advise the Board as to the best action that should be taken at this
time.
On motion of Mr.Browning, seconded by Lr.Goyne, it is resolved that the
request of the Western Riders for the use of the hair Grounds on Sunday
be and the same is hereby deniedA
On motion of Mr.Apperson, seconded by Nr.Browning, it is resolved that
the request of the Western Riderw to build a small concession stand
in the general vicinity of the horse ring be generally approved, with
the provision that the Buildings & Grounds Committee be charged with the
location and g en eral appearance of said stand.
There was read a letter from Mr. Thomas Boushall requesting the refund
of $467.60 to the Central Virginia Educational Television Corporation
for taxes paid in the year 1964. Upon consideration whereof, and on
motion of Mr. Britton, seconded by NTr.I�lartin, it is resolved that the
sum of w467.60 he refunded upon the receipt of the proper request signed
by the nefessary officials of the County.
Several letters were read from various Fire Departments and it was
generally agreed that a request would be considered further at the
next meeting of the Fire Committee.
On motion of Mr. Apperson, seconded by Mr.Britton, it is resolved that
the Treasurer of the County be and he hereby is requested to appropriate
t,100,000 from the unappropriated surplus of the County `^dater Construction
Fund to 19e in the County ':later budget.

On motion of Mr.Apperson, seconded by Pir.Goyne, it is resolved that the
addendum to the Contract with the Seaboard Airline Company for the
installation of a transite water line crossing said Railroad 2690 feet
south of ItAle Post 7,near Bellwood,be amended to include the installation
of 481, pipe be used instead of the smaller casement pipe, be approved,
and the Chairman is authorized to sign said agreement.
On motion of M'r.Britton, seconded by Ivir.Apperson, the following resolution
is adopted:
WHEREAS, Broad Rock Land Corporation, and John L.Franklin and Louise
B.iranklin, husband and wife, are the owners of Lots 31 and 32, Block J,
Section B, Forest Hill farms as shown on a map entitled "Map Showing
Proposed Rearrqngement of Lots 31 and 32, Block J, Secti on B, Forest Hill
Farms, Chesterfield County, Virginiall, made by J.K.Timmons, Civil Engineer,
dated August 15, 1962, the dividing property line of Lots 31 and 32, being
shown on said map as "froposed Lot Line", a copy of which map is attached
as "Exhibit A" to the hereinafter deucribed Petition; and
WHEREAb, the said John L. Franklin and Louise B.Franklin and Broad
Rock Land Corporation have petitioned this Board to relocate a sixteen
foot drainage easement now existing on Lots 31 and 32, Block J, Section
B, Forest Hill Farms, so that it lies within Lot 31 along its western
property line, and to vacate the present sixteen foot drainage easement
and to dedicate a new sixteen foot drainage easement, all as shown on plats
attached to said petition; and
WHEREAS, the proposed vacation and relocation will not interfere
with any rights of any party other than the petitioners;
NOW, THERE;FORL, BE IT RESOLVED: That the Board of Supervisors
of Chesterfield County, Virginia, doth hereby approve the vacation of the

sixteen foot drainage easement on Lots 31 and Block J, Sectioh B,
Forest Hill Farms, as shown on a plat attached to said petition, as
well as on a plat of Forest Hill Farms, Section B, made by J.K.Timmons,
Civil Engineer, dated May 12, 1959, recorded October 27, 1959, in Plat
Book 11, Page 73, in the Clerk's Office of the Circuit Court of (J'hester-
field County, Virginia, which said vacation shall be effective only. when
a declaration of vacation is executed by the owners of said lots and
recorded in the Clerk's Office of the Circuit Court of Chesterfield
County, Virginia, and a deed of dedication is executed by said owners in
such form as is approved by the Comrr:onwealth's attorney of this County.
BE IT PURTHER REaOLVED: That the Clerk of the Circuit Court
of Chesterfield ,county is requested to indicate the vacation of such
easement on the margin of the recorded pl�,:t of Forest Hill Farms,
Section B, recorded in Pl�:t Book 11, page 73, and to enter the same on
the grantor side of the General Index of Deeds in the names of the
parties hereto.

Contract C-359 calling for the construction of a 16" water line
on Turner Road be awarded to the Eubank Construction Company, who
submitted the low bid of 0572.60.
On motion of Mr.Martin, seconded by Ivr.Browning, it is resolved that
the Agreement with the Southern Railroad Company for the installation
of a 12" water line, 2550 feet west of Mile Post F-31, in the vicinity
ofoodmont, be and the same is hereby approved.
On motion of 1-r.Britton, seconded by IvIr.Apperson, it is resolved that
the following sewer contracts be and the same re hereby approved:

On motion of Mr.Apperson, seconded by lrr.Britton, it is resolved that
on the recommendation of the County Engineer th��t Central Builders,
installing sewers on Contract 6182-5 not be charged liquidated damages
or inspection fees due to extenuating circumstances attendant to this
particular job, be and it hereby is approved.
On motion of Mr. Apperson, seconded by Air. Br .tton, it is resolved
that the recommendation of the County Engineer that the English
Construction Company constructing a sewerage treatment plant under
Contract 6102-7A not be charged liquidated damages which might be
assessed; however, the extra time of inspectors be charged to the
contractor, be and the same is hereby approved.

Falling Creek in the general vicinity of the Falling Creek Bridge,
be approved provided satisfactory arrangements can be negotiated for
the installation of a County water line at the same time that the
telephone cable is installed.
The County Enineer comes before the Board citing certain special
provisions written into the agreement, between the Tate Lumber Company
and the County of Chesterfield for the acquisition of certain sewer
easements adjacent to the Tate Lumber Company's property.
On motion of Ivir.Britton, seconded by Ivir.Apperson, it is resolved that
the special agreements recorded in this contract be and the same are
hereby approved.
On motion of Mr.Apperson, seconded by i'ir.Britton, it is resolved that
the following Ordinance be and the same is hereby adopted as an
emergency ordinance:
AN ORDINANCE to amend Chapter XV,i.rticle X, Section 15-156 of
the Code of the County of Chesterfield, Virginia, as amended, by
adding thereto sub -paragraph (g) requiring certain parts of hot water
supplies and ttorage tanks or heaters to withstand temperature to
400 F. and certain labels to be affixed by the manufacturer.

There arose considerable discussion concerning the request of the

on the High School Football Field, the total cost of which would be
approximately $35,000. Upon consideration whereof, and on motion

advised that this corporation has no legal right to a h�

CHESTERFIELD COUNTY JAIL
Report on Inspection of December 30, 1964
ADMINISTRATION•
The jail of Chesterfield County was inspected December 30, 1964, at 3:15 p.m. Mr. H.
S. Mann, Chief Jailor, members of his staff and Mr. R. P. Mason, Supervisor of Jails,
appointed, were present.
Population of the jail was 29: 16 white men, 1 white boy, ll colored men and 1 colored
boy.
This being the last inspection by the incumbent Supervisor of Jails, after twenty—one
years, plus, service in this capacity, and the first inspection by his successor, it
is deemed fitting that this be in the nature of a "then" and "now" or progress report.
At the initial inspection of this institution in 1943, it was being operated as a
police lockup with the police headquarters on the first floor and the lockup on the
second floor of the old jail building. Its overall rating, as a lockup, was "fair";
the present overall rating, as a jail, is "fairly good to good". At that time, the
chief of police was Mr. C. W. Smith, who had charge of the lockup; the present sheriff
is Mr. 0. B. Gates. At that time, the Judge of the Circuit Court was Honorable J. G.
Jefferson, Jr.; the present Judge of the Circuit Court is Honorable William Old.
For a number of years, Chesterfield County operated only a police detention lockup and
awaiting trial prisoners were transferred to the Henrico County Jail. A new jail
building was completed and put into operation May 1, 1961.
At the initial inspection, full—time police supervision was being provided the lockup.
Presently, full—time supervision is provided with matron service on a resident basis.
PERSONNEL:
At the initial inspection, there was no designated personnel, as such, except that police
dispatchers afforded the lockup constant supervision.
Presently, the staff consists of one chief jailor, four jailors, a resident matron and
a cook.
DISCIPLINE:
In a lockup, discipline is not one of the factors taken under consideration, hence, there
is no comparison with the present situation where the design of the jail is favorable
to the positive control of prisoners with eight possible types of segregation and special
control cells for the enforcement of discipline, when necessary.
With good supervision, it is, usually, possible to maintain very good discipline in this

jail, simply through the exercise of supervision and this is made even more practical
because prisoners soon learn that there are the means to control them, if necessary.
BUILDING:
At the initial inspection, the old jail building was used as a lockup and there appears
no need to detail its plan in this report.
The present jail building is a well -planned, modern jail building with a capacity of
48. It is composed of eight sections of cells. A typical cell section consists of
six concrete cells with steel grille fronts and sliding cell doors, remotely controlled
from the jailor's corridor by mechanical locking devices. Each section of six cells
has a day room that is equal in floor space to that of the six cells it serves. Each
day room has a concrete shower stall, a vitreous basin and toilet of prison design,
with no exposed lines, and a steel bench and table, securely anchored to the steel
grille partition forming the outer perimeter of the day room, and this steel partition
is of tool -resistant steel. Also, the entrance door to the cell section is of tool -
resistant steel.
A typical cell has one stationary, steel, wall bunk with 16-.gauge, sheet metal bottom,
a heavy, metal shelf with hooks for personal belongings and for hanging clothing and
towels, and a prison -type, vitreous basin and toilet.
The combination of cells and day room are capable of serving as safety vestibule in
moving prisoners to and from cell sections. In addition to the normal capacity of 14.8,
there are special, individual cells for the isolation of special cases, one of which
is entirely unfurnished, and is designed for controlling persons who become violent
for any reason, and to be used as punishment for the enforcement of discipline.
Service areas of the building include a laundry, kitchen, storage spaces, a conference
room, visiting panel and processing showers. Also, the building houses an apartment for
the resident jailor and matron.
In the lockup seen at the initial inspection, there were metal lattice, wall bunks and
double -deck cots with bedding of mattresses and blankets.
In the present jail, each cell is fitted with one stationary, steel, wall bunk with solid
bottom, except that the disciplinary cell has a built-in, concrete seat or couch. There
is a total of 50 wall bunks. All cells are fitted with lavatories and toilets as
described for the day rooms under "Building", with a total of 58 lavatories and 58
toilets. There are ten showers fitted with vandal -proof heads and push-button valves
which provide pretempered water,maintained at suitable temperature for bathing, for
approximately one minute at a time to eliminate showers left running. Bedding consists
of mattresses, mattress covers, sheets, blankets, pillows and pillow cases.
Laundry equipment consists of one Washette Model JWX25Z, Serial No. 612232 Washer, one
Bock Mctractor, Model M100-L-7575 and there is a gas -fired, rough dryer, or tumbler.
In the kitchen, there is a gas -burning, cook range, Peerless Model 8605CS. There is

an electric refrigerator, Jordan No. 54, with two refrigerated sections and one freezer
compartment. The number 54 would indicate that its capacity is probably 54 cu. ft. There
is one, three -compartment, stainless steel, deep sink with table attached, and one stain-
less steel, two -compartment, scullery sink, two stainless steel, work tables - one with
a utensil rack, and another stainless steel, tray table at the food pass. There is a
Wear -Ever 4600 Coffee Maker and Beverage Dispenser with ring and coffee bag, one Hobart
A200 Food Mixer, one General Model 775 Electric Slicer, one Gricer Salad Master, one
Edlund Can Opener, and there are heavy -weight, aluminum, stock pots and sauce pans and
fry pans. There are reinforced aluminum, roasting pans, bread pans, the necessary
cook knives, spoons, etc., and a mechanical, vegetable peeler.
Eating utensils are stainless steel, divided trays and shallow bowls. Wear -Ever alumi-
num cups No. 4810 are provided for beverages.
FOOD:
Very good food is provided in this jail. It is prepared in a well-equipped kitchen by
an employed cook and the menu, this date, was as follows:

This jail has all of the necessary facilities for good personal hygiene and it appears
that prisoners are required to keep personally clean while in jail.
There are two clean-up spaces for the initial processing of prisoners, one for men and
one for women. The day room of each cell section has a shower bath where prisoners
may bathe at will. The bedding is complete and is used with two sheets to a bed, which
are changed and laundered, at least, each week.
CLEANLINESS AND SANITATION:
The design of the jail is favorable to ease of cleaning and is generally found in reason-
ably good condition of cleanliness. It is felt that an improvement might be made by
increased use of scrub brushes and squeegies for floor cleaning and a reduction in the
use of mops for this purpose.
MEDICAL SERVICE:
There is a jail physician, who is subject to call. Hospitals, for emergencies, are
available in Richmond and Petersburg, each approximately fifteen miles from the jail.

The Board of Elections of Chesterfield County recomends to following:
Card file to be set up in each precinct in the county and a central card
file to be set up in the central registrar office at the courthouse. These
files to be set up alphabetically by precinct. Card to be used by all
registrars is shown.

in October. Delivery of ballots to registrars will be made at this meeting
Registrars to be compensated for mileage @.07 per mile and $1.50 per hour
for time consumed by meeting. We feel that this is an absolute necessity.

A full time central registrar to be appiinted and necessary office space
provided for the Central registrars office. This will have to be by a
resolution from the Board of Supervisors and app"ntment made in May
by Va Election Laws. Salary will have to be discussed with the head of
Personell for Chesterfield County. when possible this person could
be used as a typist or file clerk and amount of time used by other
departments credited to Central Registrars office.

All of the above officers were re-elected for a second term with the
exception of Chief Sarfield who was re-elected for a third term.
Luring 1964, this Department answered 206 Alarms, 17 Auto
Fire, 86 House Fires, 22 Misc. Calls, and 81 400ds fires. Total Value
of the Property Involved was $ 1,501,000.00 , Damage to the Property
Inv >lved was 4 20, 280.00 , or a Loss of 1 . 3;0. This Department expend-
ed 2310 Vanhours, 1874 at Fires and 6111 at Drill and Training.
Also, during 1964, we would like to point to se¢eral imp-
rovements that were made to the Firehouse. An addition was added to
the existing structure conatining, A 3oiler Room, Hose Drying room,
Storage Ro,Dms and a Lounge. A complete new leatinj System was install-
ed, A False Ceiling installed in the Engine boom, New Lighting system
in the Engine Roam (21urosecent 'Type) and a Complete repainting of
the Engine Room and Stairway leading to the Second Flbor .

Reference is made to agreement dated December 9, 19641,
between Chesterfield County and the Railroad covering an 11. 92-inch
transite water pipe line crossing under the property and tracks of the
Railroad 29690 feet southwardly from our nUe Post 7 near Bellwood.
We are in receipt of letter from Wiley & Wilson., Consulting
Engineers, requesting permission to use for the casing pipe a 48-inch
round pipes fabricated from Armco 12-gauge liner plates3, bituminous
coatedp with ends sealedo in lieu of the 18.624-inch steel pipe recited
in the agreements account of contractor encountering rock.
It will be satisfactory to install the 48-inch pipe., with the
understanding that all other terms and conditions recited in the agree-
ment of December go 1964, will remain in full force and effect.
Please indicate your approval and acceptance of this amend-
ment by signing in the space provided belowt and return to me the
duplicate -original of this letter. It is suggested that copy of this
letter be attached to and made a part of our respective counterparts
of stated agreement.

Come now your petitioners, John L. Franklin and Louise B.
Franklin, husband and wife, and Broad Rock Land Corporation, by its duly
authorized officers, and respectfully show unto the Board that John L. Franklin
and Louise B. Franklin are the owners of Lot No. 32, Block J, Section B,
Forest Hill Farms, and that Broad Rock Land Corporation is the owner of
Lot No. 31, Block J, Section B, Forest Hill Farms, both lots being shown on
a map attached to this Petition as "Exhibit A", and entitled "Map Showing
Proposed Rearrangement of Lots 31 and 32, Block J, Sect. B, Forest Hill
Farms, Chesterfield Co., Va." dated August 15, 1962, made by J. K.
Timmons, Civil Engineer, Richmond, Va., the dividing property line

Lot 32 as thus shown on said map was conveyed to John L. Franklin and
Louise B. Franklin, husband and wife, by two deeds: the first from Broad
Rock Land Corporation, dated July 24, 1962 and recorded July 31, 1962, in
Deed Book 685, Page 221, in the Clerk's Office of the Circuit Court of
Chesterfield County, Va.; and the second from Broad Rock Land Corporation,
dated January 19, 1965 , and recorded January 21, 1965 , in
the aforesaid Clerk's Office. A copy of the second of the aforementioned
deeds is attached to this Petition as "Exhibit B".
Your petitioners respectfully petition this Board to approve the

plat of Forest Hill Farms, Section B, made by J. K. Timmons, Civil
Engineer, dated May 12, 1959, and recorded October 27, 1959, in the
Clerk's Office of the Circuit Court of Chesterfield County, Va. in Plat Book
11, Page 73.
2. That a one story brick home has been constructed on Lot 32,
Block J, Section B, Forest Hill Farms, which encroaches slightly upon the
drainage easement existing on Lot 32, all as shown on a map made by J. K.
Timmons, Civil Engineer & Surveyor, dated July 27, 1962, a copy of
which is attached hereto as "Exhibit C11.
3. That your petitioners are the owners of the property upon
which the present 16 foot drainage easement lies, and are the only owners of
property that would be affected by a request to vacate the present drainage
easement and to relocate it, and that the relocation of said easement as
hereinafter described will accomplish the same purposes as the present
easement for drainage.
THEREFORE, your petitioners respectfully request that the said
existing 16 foot drainage easement be relocated so that it lies within Lot 31
along its western property line which will necessitate the vacation of the
present 16 foot drainage easement shown in red on the map by J. K. Timmons,
Civil Engineer, dated August 15, 1962, attached hereto as "Exhibit A", and
a dedication of a 16 foot drainage easement within Lot 31 along its western
property line, shown in blue on the abovementioned map attached hereto as

labels to be affixed by the manufacturer.
BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY,
VIRGINIA, that:

This will confirm our telephone conversation today in
which I requested on behalf of Virginia State College that the
Board of Supervisors pass a resolution stating that it was the
intention of the board to abandon to the extent of the altera-
tions in Fourth Avenue and Boisseau Street the area to be used
up by the erection of the Health and Physical Education Building.
I talked to Mr. Stock of the Highway Commission this
morning, and he stated that if the board would pass such a resolu-
tion merely stating an intention to abandon the old roads when
the new roads were constructed, this would be sufficient in his
opinion to justify the Commission in acting pursuant to Section
33-109, closing that portion of the roadway during construction.

REs Request to abandon old roads after construction of new roads
Dear Attorney Gatess
As suggested by attorney Wm. Earle White, we are requesting
that at the January 289 1965, meeting of the Chesterfield County
Board of Supervisors a resolution be introduced to state the in-
tention of the Board to abandon the old roads when the new roads
are constructed as described on a plat made by Austin Brockenbrough
and Associates dated December 219 196$9 that affect portions of
Fourth Avenue and Boisseau Street. With this statement of intention,
it is felt that the Highway Commission will approve the closing of
a portion of these two streets during construction of the new roads.
This the Commission has authority to do under Section 33-109 of the
Code of Virginia.
The purpose of this letter is to urge that you advise the Board
to declare its intention so that the college may so advise the High-
way Commission of its action.

The Board further directed the Superintendent of Schools to forward same
to the Board of Supervisors, Chesterfield County, with the request that it
be approved and included in the total budget of Chesterfield County, Virginia,
for the fiscal year 1965-66.
