r VIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on February 25, 1965, at 2:00 p,!m. Present: Mr. Irvin G.Horner, Chairman Mr.Ernest P.Gates, Comm.Atty. Mr. R. J.Britton Mr.Robt. A.Painter, Co. Eng. Mr. Herbert O.Browning Mr. Howard A. Mayo, Jr,Co. Planner Mr.J.Ruffin Apperson Mr. M.W.Burnett, Exec. Sec'y. Mr.A.R. Martin Absent: Mr.H.T.Goyne due to hospitalization. On motion of Mr. Apperson, seconded by Mr.Browning, the minutes of February 10, 1965, are approved. Col. Robt. Barton, representing the Howard Corstruction Company, comes befare the Board requesting a reduction of liquidated damages because his client has experienced inclement weather and could not get certain rights of way on time and that the actual work did not agree with the Engineer's estimate. Mr.Wiley and Mr. Limerick, of the firm of R.Stuart Royer & Associates explained the contractual arrangements and the actual conditions as recorded by the inspector. Upon considerable discussion, Mr.Browning made the following motion: That the liquidated damages in the amount of 33 00.00 be reduced to $2500.00. Whereupon Mr. Britton made a substitute motion, which was seconded by Mr. Appe rson: Be it resolved, that the liquidated damages be set at $2000.00, provided the Howard Corstruction Company paid in full the $6500.00 bill for the breaking of the County water lines. A vote being taken on the substitute motion, the majority vote Aye, Mr.Browning votes No. Mr. B.Dunkum and his client Mr.Rodney Morris come before the Board seeking a Variance for the construction of two buildings on Old Farm Road, stating that the subdivision of this property is in progress. Upon consideration whereof, and on motion of Mr.Martin, seconded by Mr.Browning it is resolved that a Variance be granted Mr.Morri s to allow the knstruction of the 'two' houses presently being built facing the Old Farm Road, with the reservation that 4 feet be granted to widen Old Farm Road, if it is proven by the survey that same is necessary IxI .Peter Kain comes before the Board requesting a reduction in sewer charge on a house in Morrisdale, which house was completed before the sewer line was completed and the delay in the completion of the sewer line had apparently caused him W0.00 in extra cost. Upon consideration whereof and on motion of Mr.Browning, seconded by Mr.Martin, it is resolved that this Board authorizes the County Engineer to connect the dwelling built by Mr.Kain in Morrisdale -1- LM M to the public sewer at a connection fee of 4�200.00. l,x.W.S.Pinchbeck requested in evriting, the renewal of five building permits in Dorchedter, which building permits were obtained on November 14, 1963 and for various reasons the houses have not been constructed. On motion of h-ir.Britt(6n, seconded by Mr. Apperson, it is resolved that the permits on the following lots in Dorchester be and they hereby are renewed: Lots -23E, 10D, 14D, 5G and 6 G. Hopkins signing a contract for the installation of water in Crestwood 2arms Subdivision, said signature being as Agent of Mrs. Page Rudd, the original owner of said tract. On motion of ;r.Lartin, seconded by 1,,r.Brit:,on, it is resolved that Mr. O.L.Hopkins be allowed to sign this contract which is purported to be the last contract in this development as the Agent of Mrs. Rudd without producing the necessary evidence. There was presented the following resolution from the Planning Commission', hEREAS, the County of Chesterfield has experienced tremendous growth within recent years; and 'aHEREAS, there seems to be no decrease in the number of new homes to be built in Chesterfield; and r�llrR:�AS, the 9,000,000 Bond Issue approfied by the voters of the County fo:, the financing of a sewer system has either --been spent or allocated, leaving certain areas as yet unserved by said sewer system, NOS,, THEnEFUHE, BE IT xLSULV_�), on motion of Mr.George W. Gray, seconded by Mr.David Walker, that this Planning Commission recommends to the Board of Supervisors the employment of a Consulting Fngire;er to study the needs of the County for the expansion of the sewer system and to make recommendations on how said needs can be financed. It was cited that the firm of R.Stuart Royer & Associates had Been doing our present sewer design work as wellas being the County's Consultant on water planning. On motion of Pir.Britton, seconded by Mr.Apperson, it is resolved that this Board follow the suggestion of the County Planning Commission employing the firm of R.Stuart Royer & Associates to study the feasibility of expanding the County's sewer system based on the needs of the various d rainage areas. On motion of Pir.Apperson, seconded by Lr.Britton, it is resolved that this Board requests the firm of R. 'Stuett Royer & Associates -3 M to prepare a contract to cover the engineering costs for the fes sibility study of expanding the sewer system. On motion of Mr.Apperson, seconded by 1vir.Partin, it is resolved that the Standard ''rater Contract R-262-A revised for the installation of water in the subdivision of Nottingham for the price of $100.00 be and it hereby is approved. On motion of Lr.Britton, seconded by Mr.Apperson, it is resolved that the following Spacial 'later Contracts be and the same are hereby approved: A-370 - Preston Place,Section I 'a8531.50 RA-371 - Logan Street 24,0500 On motionof Pir.Horner, seconded by IV'r.Apperson, it is resolved that a meeting be held at the Grange Hall School on March 11, 1965 at 8:00 p.m. to discuss the closing of Rt. 604 and how the traffic problem will be handled. And be it further resolved, that the County of Chesterfield prepare a notice and deliver same to the citizens of the area. On motion of Nir.Appersoni seconded by P.r.Britton, it is resolved that the following sewer contracts be and the same are approved: S-65-17D - Marlboro, Section "B" S-65-3D - Meadowbrook, Section "Cn On motion of Mr.Britton, seconded by Nir.Apperson, it is resolved that on the advice of the County Engineer and the Consulting Engineers concerned with the sewerage disposal in the Kenmore Ridge area, this Board authorizes the preparation Find signing of an option to rent approximately 35-acres of land from the Blankenship Estate, immediately east of the Kenmore Ridge Swwerage Treatment Plant. On motion of Lr.Britton, seconded by T-'.r.Appe rson, it is resolved that the quitclaim deed be signed and thA this Board afcepts new easement from the Park Building Corporation on Belt Boulevard in exchanging sewer easement. Mr.Calvin Viar presents a study of street signs in the populated areas of the County and it was generally agreed that he would include all areas of the County before final consideration be given to his recommendations. On motion of Mr.Britton, seconded by Mr.Apperson, it is resolved that the County Engineer requests of bIr. James Sloan the prepayment of water connection charges on apartment houses on the west side of Route #1 and request further,if possible,a change in the direction of -4- M n the water line which would facilitate the Countyt s di s�ribution of water to this project. On motion of 1J1r.Apperson, seconded by 1,ir.Britton, it is resolved that the firm of Wiley & Wilson be requested tomake application to the Federal Aviation .`igency for an airport in Chesterfield County 'oil the second site proposed near the _Jalthall Interchange and to make said application by .,pril 2, 1965. There was a brief discussion on the street light request of Mrs. R.T1. Dunnavant. On motion of Nir.Browning, seconded by Er.J�pperson, it is resolved that this Board request the Judge of Circuit Court, the Honorable William Old, to appoint Per. Bobby L.i',icGinnis as Police Officer for the Bounty of Chesterfield. ,ind be it further resolved that Plr. Franklin L. Hanks be and he hereby is appointed Police Dispatcher. On motion of D,r.Apperson, seconded by Mr.Martin, it is resolved that the request of the Manchester Fire Department for a 65 foot Aerial Lade.:er truck be and it hereby is referred to the Fire Committee. There was read a letter from the Chairman of the 7,4elf are Board, Pir. Stanley L.Crump, requesting that the Board of Supervisors approve the salary increase for 1,'iiss Lucy Corr from ti $700.00 to �9600.00 annually, beginning July 1, 1965. Upon consideration whereof, and on motion of 1,1r.Apperson, seconded by hr.l.artin, a motion was made to approve this request of the Welfare Board. Lr. Apperson and 1�1r. Martin vote Aye, P;r. Browning, Yr .Britton and 1 r.Horner vote No, stating that this matter should be discussed at the budget session after all budget items have been reviewed. There was distributed a proposed Ordinance drawn by the Commonwealth's Attorney which would make necessary the securing of a Use Permit before a trailer could be located anywhere in the County. It was generally agreed that this Ordinance be amended and considered further. On motion of I4,r.Apperson, seconded by 1,ir. Martin, it is resolved that the plan for the installation of telephones in the Utilities Division of the office addition which plans would cost approximately w135.00 per month and 050.00 installation charge, be and it hereby is approved. On motion of P,,r.Browning, seconded by 1uir.Apperson, it is resolved that the suggeat ions forwarded by Mr. James Fletcher of the Telephone Company for improving the telephone service in the Police Department and in improving emergency calls at night, which proposal would cost approxirm tely .120.00 per month, be and the same is hereby approved for installation. -Page 5- M M On motion of 1,':r.Browning, seconded by N1r.Britton, it is resolved that the bids for the purchase of furniture for the office addition be awarded to the best and cheapest bidder, depending upon the kind of. furniture to be matched, :the tot,�l sum of which is approximately �,15, 000.00. On motion of Mr.Browning, seconded by Asir. Apperson, it is resolved that a Variance be awarded to Mr. Lewis for the construction of a dwelling on a parcel of land on the west side of Dogwood t-venue,Lxtended, there being on file in the Board's papers a statement to the effect that this road will be constructed -by the Tri-City Realty Corporation at some future date. This Variance is -ranted with the understanding that all other County requirements be recognized. There was discussed the possibility of meetin;; at 9:00 a.m. on the second meeting in each month in order to give the Board more time to consider ounty problems. No action was taken on this request. A considerable portion of Genito Road (Route 604) will be flooded, and two alternate methods of dealing with this problem have been studied and are as follows: 1. Raise the road at its existing location. 2. Relocate a portion of this road on higher ground to the north of the present location starting at a point approximately 2,600 feet east of Route 667 and connect- ing with the existing road at a point near the Colonial Pipeline crossing, approximately 5,600 feet east of Tomahawk Creek. Engineering estimates indicate this route will be the least expensive. Before a final decision is made, the Board of Supervisors has requested that a public hearing be held to give a more detailed explanation of the problem and to afford the users of this road an opportunity to express their thoughts on the proposed changes. Requests received in this office on or before April 2, 1965, will be considered for allocations of Federal funds to be made about July 1, 1965. Requests for aid submitted after April 2, 1965 will be considered on the basis of funds available at the time of submission. If you desire to have a project considered for inclusion in the FY-66 Program, it will be necessary for you to prepare FAA Form-1623, Request for Aid. The proper preparation of the Request for Aid and the essential supporting documents which must accompany that Request are an important factor in this Agency's determination as to which projects can be included in the Program. In view of this, it is recommended that you write, tele- phone or visit this office at your earliest convenience. He would remain with the State Police if it were possible for him to become a Trooper, however, his height of 5 feet 9J inches failed to meet the minimum requirement of 5 feet 10 inches. Burnett, Executive Secretary Board of Supervisors Chesterfield, Virginia Dear Mr. Burnett: At a meeting of the Chesterfield -Colonial Heights Welfare Board held February 18, 1965, the Board requested that I write you a letter con- cerning Miss Corr's salary. Because of the size and continuous growth of Chesterfield County, the increased responsibility of this department and salaries paid to other officials, the Chesterfield -Colonial Heights Welfare Board feels very strongly that the salary of the Superintendent should be increased. Therefore, on motion of Mr. Hart, seconded by Mr. White and unanimously approved by the Board, the Superintendent's salary was increased, effective July 1, 1965, from $8700 to $9600 annually. In order for this increase to be effective in the eyes of the State De- partment, it is necessary that you bring this request to the Board of Supervisors and have them pass a resolution concurring with the action of this Board. GATES COMMONWEALTH ATTORNEY I am enclosing an original and six copies of an ordinance regarding house trailers requested at the last meeting of the Board of Supervisors. This ordinance will have to be adopted under the provisions of §15.1-493 of the Code of Virginia, 1950, as amended, which requires that it be referred to the Planning Commission for its recommendation and hearings as specified in §15.1-431 before the Planning Commission and the Board of Supervisors.
