On motion of Mr. Apperson, seconded by i'r. Browning, it is resolved
that the minutes of April 14, 1965, be and the same are approved.
65-8U. 1,x. Mann of the Kann Realty Company comes before the Board
requesting a Use Permit in Midlothian Magisterial District, to construct
a Radio Tower on a three -acre parcel of land of triangular shape,
fronting 770 feet on the southern right of way of the Southern Railroad
and having an average depth of 190 feet, property being 535 feet
northeast of the crossing of Route 714 and the Southern Railroad, which
request has been deferred from April 14, 1965,
Mr. Harmon and Mr. Martin of the Dotorola Elecgronics Corporation
state that the Company will be responsible for any interference in
the imrrrb diate area and state further that that their Company will
furnish and pay for the installation of the interference filters
should same be required in the immediate area.
Upon consideration whereof, and on motion of Mr. Britton, seconded by
Mr. Goyne, it is resolved that the application for a Use Permit to
construct a Radio Tower be and it hereby is approved with the provision
of the guaranteed interference filters in the immediate area.
Mr. Apperson abstains from voting.
There was read a petition from the Southaven Subdivision on Elkhardt
Road signed by some 71 families requesting sewerage facilities in their
area. Upon consideration whereof and on motion of Mr.Britton,
seconded by Mr.Goyne, it is resolved that this Board requests the
Engineering Department to review the situ�ition as soon as possible
to ascertain the feasibility of constructing a sewer system in this
area. '''hereupon Mr. Walter Smith and others come before the Board
in opposition to the request previously passed, stating that through
a misunderstanding they had waited in the main courtroom for this
hearing. Mr. Smith cites letters sent to Dr. I artin, Supervisor,
in opposition and states that most of the people in the area object
to the proposal.

action on this matter.

Three people from the vicinity of the intersection of Kingsland Road
and Chester Road come before the Board requesting further consideration
for a street light on this corner, which had been denied previously
by this Board.
On motion of Mr.Goyne, seconded by Mr.Apperson, it is resolved that
the entire Board visit this site for further consideration.
On motion of Mr. Britton, seconded by IUr.Apperson, it is resolved that

the Chairman and Clerk of this Board be authorized to sign an agreement
with the #highway Department for moving utility lines for the improvement
of "lalmsley Boulevard.
On motion of Mr.Apperson, seconded by I�Ir.Browning, it is resolved that
the County Engineer be allowed to attend the American ',later Works Association
meeting in Portland, Oregon, provided satisfactory financial arrangements
can be formulated by the next meeting.
On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that the

On motion of Pr.Goyne, seconded by Ivir.Apperson, it is resolved that
this Board accepts the recommendation of the County Engineer and the
Consulting Engineers concerning the liquidated damages on the installation
of sewers in Chester.
On motion of h1r.Britton, seconded by 1`1r.Apperson, it is resolved that
this Board agrees to allow the Baptist Church on Newell Road to pay
y;3000.00 for the installation of a dwwer line and to recover �500.00
for each family connecting on this road not to exceed g52500.00.
On motion of Mr.Britton, seconded by 1,�r.Apperson, it is resolved that
this Board abandons a sewer easement at Trevillian Road in Bon Air
provided a new easement is given by the citizens in that area.
On motion of 1,,ir.Apperson, seconded by Mr. Britton, it is resolved that
the County Engineer take,the necessary steps to apply for Federal funds
to supplement the County',s installation of sewers by May 1, 1965.
The County Engineer gave a report on the condition of street signs
in the built-up areas of the County. Upon consideration whereof, and
on motion of Mr.Britton, seconded by Ivir.Apperson, it is resolved that
the Street Sign Department be authorized to replace all of the street
signs which are rusty and generally deteriorated.
On motion of Pir.Apperson, seconed by Ivr.Browning, it is resolved that
the County Engineer be requested to study the feasibility of installing
sewer lines to the Alice Heights area.
here was presented a summary of Highway funds allocated to the Richmond
District and particularly to Chesterfield County by the Highway Depart-
ment. Upon consideration whereof, and on motion of I�ir.Goyne, seconded
by Mr.Browning, it is resolved that the Executive secretary be requested
to prepare a list of major Primary needs.
There was read a letter from the Highway Department citing the fact
that Rt. 1132 would be kept open from Rt. #1 eastw ardly to the new
Route 620.
On motion of Nir.Apperson, seconded by 11ir.Britton, it is resolved that
the bill for the audit of the County for the year 1963-164 be approved
for payment.
There was presented a jail report made by the Department of Welfare
and Institutions which report approved the present operation of the
County Jail.
On motion of Mr.Browning, seconded by Pir.Apperson, it is resolved that
this Board recommends to the Judge of Circuit Court, the Honorable
'Jilliam Old, the appointment of Mr. Jimmy L. Ownby as Dog T'Jarden for
the County of Chesterfield, the same hairtng been recommended by the

We, the undersigned, property owners of SOUTHAVEN SUBDIVISION,
Manchester District of Chesterfield County, do herein by our signatures
petition the County of Chesterfield, Virginia, to provide us with the county
sewage system. We feel that it is imperative that our petition be given
immediate and affirmative vote.
There are at present in Southaven Subdivision malfunctioning septic
and drainage systems. Some yards are continually overflowing and excess is
being drained by rubber hose to drainage ditches. Green moss is prevalent
throughout a large area of the Subdivision. This condition is not conducive
to a safe and hygenic place for our children and pets to play.
In addition, due to the faulty septic tank systems, all of Southaven
has been condemned by the Federal Housing Administration. Their action has
greatly decreased the value of our properties and has made it almost impos-
sible for anyone to sell and recover their original investment. At the same
time, we are still continuing to pay real estate taxes at previously assessed
valuations.

The following residents of Brighton Green Subdivision hereby request that action
be taken by the Chesterfield County Board of Supervisors to improve visual con-
ditions for drivers of automobiles entering Buford Road from North Pinetta Drive.
The intersection of North Pinetta Drive and. Buford Road, located in Chesterfield
County, is deemed a traffic hazard to motorists entering Buford. Road from Pinetta
Drive. Trees and shrubbery obstruct the view of motorists and this creates a
definite hazard to persons travelling on each of the above roadways.
Also contributing to the unsafe condition of this intersection is the acute incline
of Pinetta Drive as it enters Buford Road. At times, when there is snow or ice on
the roads, it is impossible to get out of Pinetta Drive on to Buford Road.
The attached photographs provide an indication of the hazardous conditions caused
by trees and shrubbery at this intersection.
In addition, the undersigned request that improvements be made to Pinetta Drive
and the bridge crossing Powhite Creek so that both will be brought up to the
standards of the neighborhood and will be adequate to handle the increasing traffic
this road is being required to carry.
Finally, a large sewerage lagoon is being constructed on the south side of Pinetta
Drive at Powhite Creek. As you know, there was no opposition by property owners
to this lagoon. We trust that the county will landscape and maintain both the lagoon
and its approach on Pinetta Drive in such a manner as to eliminate any adverse effect
on property values in this area.
We trust that you will see that these matters are brought to the attention of the
full Board at its first meeting following receipt of this petition.
We would appreciate a reply concerning what action is to be taken on this request.

PUBLIC HEARINGS
Public hearings on the tentative allocations of primary and
interstate highway funds will be held as follows:
For the Salem District, the hearing will be held at 2 p.m.
Tuesday, June 8 in the Hotel Roanoke, Roanoke, Virginia.
For the Bristol, Staunton and Lynchburg Districts, the hearings
will be held beginning at 9 a.m. Wednesday, June 9, in the
Hotel Roanoke. Districts will be heard in the following order:
Bristol, Staunton and Lynchburg.
For the Richmond, Fredericksburg, Culpeper and Suffolk Districts,
hearings will be held beginning at 9:30 a.m. Thursday, June 10,
in the Highway Department auditorium, 1221 East Broad Street,
Richmond. Districts will be heard in the following order: Richmond,

This is to acknowledge receipt of the Board of Supervisors' resolution
of February 10, 1965 requesting that Route 1132 be left open as a result
of the construction of the above project.
It came to my attention right after the original plans were completed
that a private cemetery is located on the north segment of Route 1132
that we originally intended obliterating. After determining the location
of this grave yard, we arrived at the conclusion that we could maintain
access to it and any of the other properties better under the following
procedure:
1, Make a connection, to include the required
drain pipe, off relocated Route 620 at approx.
Station 15+00e
2. Barricade and obliterate approx. 150 feet of the
north end of Route 1132 where it enters Route le
3. Discontinue and leave open that segment of existing
Route 1132 between Route 620 and the section on the
north end where we would establish the barricade.
The brick home on the north end (shown green on the attached sketch) would
enter Route 1 as it now does. There are no homes on the north segment of
Route 1132 to warrant it being maintained by public funds and discontinuance
would simply mean the State would drop this road for maintenance with the
county retaining possession and control of the thirty (30) foot right of
way, In reality, this would give any interested party, including the private
grave yard, a right to use this segment of road as ingress and egress to
their property.

It is not practical from a safety standpoint to maintain this north segment
of Route 1132 as a through road and consequently it should be dead ended go
traffic cannot enter Route 1 from it. If not dead ended, we would induce
quite a bit of turn movement at both Points "A" and "B" on Route 1 as shown
on the attached sketch; it eliminates the possibility of through Route 1132»
619 traffic across Route 1 at Point "A" and eliminates cross traffic and/or
short cut traffic at Point "C". You will readily admit that the safest
movement of traffic on or off Route 620 is to bring it all to Point "B"
where distances are sufficient, the movements may be controlled and no cross
traffic will be involved.
The above can be handled at the time of construction without having to revise
the plans.

CHESTERFIEID COUNTY JAIL
Report on Inspection of April 15, 1965
ADMINISTRATION. -
The jail of Chesterfield County was inspected April 15, 1965, at 8:10 a.m. Mr. H. S.
Mann, Chief Jailor, and members of his staff were present.
Population of the jail was 21: 11 white men, 2 white boys, 1 white woman, 6 colored
men and 1 colored woman.
Records indicated there are 13 prisoners, who have been tried and sentenced, being
held in jail but it was determined that most of these were awaiting transfer. There
were 2 prisoners being held for Amelia County that could be transferred to our State
Farm or a Road Camp if the Court Orders were mailed to this office. Several of these
sentenced prisoners were being used to a very good advantage as trusties around the
jail.
This jail continues to be administered in conformity with established laws and reguo
lations governing the operation of jails in Virginia.
SUPERVISION:
Full"time supervision is provided with matron service on a resident basis.
PERSONNEL:
There is one chief jailor, four jailors, a resident matron and a cook.
DISCIPLINE:
There are isolation cells that can be used to enforce discipline should a prisoner
become unruly. Discipline is maintained, chiefly, through supervision and, at the time
of the inspection, there appeared to be no problems of discipline.
BUILDING:
This is a modern, well planned, jail building with a capacity of forty-eight. There
have been no changes in this building since the last inspection.

Each cell is equipped with one stationary, steel, wall bunk. Standard bedding is
supplied, consisting of mattresses, mattress covers, sheets, blankets, pillows and
pillowcases.
Kitchen equipment consists of a gas burning, cook range, an electric refrigerator,
stainless steel sinks, work tables, coffee maker, food mixer, electric slicer, salad
master, can opener and the necessary cooking utensils.

Eating utensils are stainless steel, divided trays, similar to those used by the
Military Service, and heavy weight, aluminum cups and bowls by Wear -Ever.
Laundry equipment consists of a washer, extractor and dryer.
FOOD:
The food provided in this jail continues to be very good. It is prepared in a well
equipped kitchen by an employed cook and served in three meals per day which, on this
date, were as follows:

PERSONAL HYGIENE:

Clean-up spaces are provided for the initial processing of both male and female prisoners.
There are showers located in the day rooms of each cell section, allowing prisoners to
bathe at will.
Sheets are furnished two to a bed, are changed and laundered each week.
CIMLIlKESS AND SANITATION:
The design of the jail is favorable to ease of cleaning and, at the time of the in-w
spection, it was found to be in fairly good condition.
MEDICAL SERVICE:
There is a jail physician, who is subject to call. Hospitals, for emergencies, are
available in Richmond and Petersburg, each approximately fifteen miles from the jail.
