Apperson, it is resolved that the Engineering Department notify 'Mr. Lewis `'Talker that before building ,permits will be issued in College Park Subdivision, it will be necessary to have water and sewer plans for the development of this area approved. On motion of NIr.Britton, seconded by Mr. Mfartin, it is resolved that contract S-65-2D for the installation of sewers in Deerbourne, Section E, be and the same is approved. M On motion of Ivr.Britton, seconded by N'r.Browning, it is resolved that the Chairman and Clerk of this Board be and they hereby are authorized to execute an option agreem ,n t with I, rs. Daisy Blankenship for the rental of 35-acres of land for sewer facilities. On motion of 1vir.Apperson, seconded by 11r.Browning, it is resolved that the Executive Secretary be authorized to send telephone bills to the various offices in which the hate shares expenses. On motion of Mr. Browning, seconded by Per. Apperson, it is resolved that the following requests for street lights be referred to the Light Committee: Jackson Street in Matoaca Corner of Kingsdale and Centralia Roads. On motion of 1,; r.Goyne, seconded by 1"X. Apperson, it is resolved that the entire Board be appointed on the Light Committee. On motion of h:r.Browning, seconded by l r.Goyne, it is resolved that this Board request the Highway Department to consider the construction of Hollow,-=y 1�oad involving widening and other iinprovements in the Highway's budget of 1965-'66 and for said work to be programmed as soon as possLble. On motion of Mr. Apperson, seconded by Mr.Goyne, it is resolved that the Highway Department be and it hereby is requested to change the designation of Route 892 from a ,secondary Road to a Primary Road. There was discussed the request of the Fire :association for the removal of snow in front of fire houses by Highway equipment. -3- There was read a request from 1liss Lucille Butler, concerning the end of Luck's Lrane and it was generally agreed thr,t the Highway Department would investigate this request. On motion of. I.r. Goyne, seconder by T.r.Britton, it is resolved that at the request of the Reynolds I'letals Company, the I.i�hway Department be re uested to surface -treat Coach Road, same being Rt. 614, in the 1995-166 budget and that same be accomplished as soon as possible. On motion -of ILir.Goyne, seconded by Nir.Britton, it is resolved that the Resident Engineer of the Highway Department be requested to ascertain the cost Sf constructing sidewalks on the following locations: On School Board property, east of 'alnut Drive, from Riv ermont Road to the School entrance. On public right of way along Ihitehead Road, from Swanson Road to the G.H.Reid School entrance. .Along Hopkins Road on public right of way from Edgemere Boulevard to Corbridge Road. On motion of I,r. 1,,artin, seconded by 'tir.Browning, it is resolved that the Resident Engineer of the Highway Department be requested to review Bendemeer Road for possible inclusion into the State Highway System of roads. On motion of I�X.Martin, seconded by Ivir.Britton, it is resolved that the Highway Department investigate Rt. 756 and Rt. 888 for possible widening and improvement. On motion of Mr.Browning, seconded by NIr. Ilartin, it is resolved that the Appomattox River '4ater Authority be and it hereby is requested to take the necessary action to insure the design of the proposed Appomattox dam includes a roadway that would connect the County of Chesterfield with the County of Dinwiddie. Fir. Grady Prentice comes before the Board presenting a request from the Chesterfield Farm Bureau for a Sales Tax and a M-anufacturing Tax. Upon consideration whereof, and on motion of 1`.r. Britton, seconded by Lr. Goyne, it is resolved that this Board receives the r eque st of the Farm Bureau with the statement that the Board is generally in sympathy with the Sales Tax request and will consider the recommendations of the Farm Bureau when the General Assembly meets next. On motion of Fir. Goyne, seconded by E_r. Apperson, it is resolved that this Board requests tts members of the General assembly to seek the passage of parallel legislation with the cities of the Commonwealth to allow counties to enact the Sales Tax. -4- On motion of h.r.Apperson, seconded by t'�-;r.Goyne, it is resolved that this Board grants a Variance to I:,r.H.C.Perdue to use certain plastic pipe which at present is in violation of the County Code in the Plumbing and sewer fixtures in his own home on Conifer Road. 65-4C. The request of the D::aniel's "ayside Furniture Company deferred from February 10, 1965 was again brought before the Board and, Whereas, no one appeared for or against this matter it was generally agreed th t this would be deferred for thirty days. 65-7C. Mr. K.P.Nichols,representing i.r.Tony A. ',iller, comes before the Board requesting the rezoning from Residential-2 and General Business (C-2) to General Business in Bermuda 1"lagi9terial District, of an approximate 20-acre parcel of lend of irregular shape fronting 620 feet on U.S.Route 1, and extendin eestwardly 1500 feet to a frontage of 45Q feet on Route 95, its northern boundary being Riverside Drive and presently zoned C-2 for a depth of 300 fe t on U.S.Route #1. It was pointed out that the Planning Commission recommended approval on a 4 to 3 vote, with the provision that County sewers beused. Mr. Nichols presented letter,3 from Counslting Engineers stating that public sewer is available and agreed to the use of said facility. On motion of 1°,r.Goyne, seconded by Pir.Apperson, it is resolved that the aforedescribed parcel be and it hereby is rezoned to General Business. 65-8C. Mrs. W. TA1ard comes before the Board representing the request of Mr. E.R.Payne and 1�'r. J. P. `llaymack, stating he had purchased said property and had agreed, in writing, to give to the County the necessary sewer easement across the rear of this property. It was cited that the Planning Commission had withheld approval until the easement had been granted and there appearing no one in opposition to this request, it is on motion of 1,ir.Britton, seconded by I�.r. Goyne, it is resolved that the aforedescribed parcel of land be and it hereby is rezoned for General Business. 65-11C. I,ir. William hiller, representing P:r, J.U. Lunsford comes before the Board requesting the rezoning in Dale Magisterial District, from j,,griculture to Residential-2 of a 13�22 acre parcel of land fronting 600 feet on the south line of lcoff venue and extending southwardly 1459 feet, being 1402 feet east of h,'alkley Road. It was pointed out V 4it the Planning Commission recommended approval and there appearing no one in opposition to this request, it is on motion of r,lr.:apperson, seconded by Vr.Britton, resolved that the aforedescribed parcel of land be and it hereby iz rezoned for R-2 purposes. 65-12C. Nir.T` illiam 1iiller, Surveyor, representing I."arjorie P.Rose, comes before the Board requeting the rezoning in Piidlothian ligricultural Dixtrict, from Agriculture to Residential-1 of a 39.37 acre parcel of land fronting 1260 feet on Coalfield Road (Route 754) and extending westwardly 1503 feet, being 840 feet south of P.iidlothian Turnpike. It was cited that the Planning Commission recommended approval of this request, it is on motion of Ivir. i,,artin, seconded by Nr.Britton, resolved that the aforedescribed parcel of land be and it hereby is rezoned for -5- Residential-1 purpes. 65-13C. Ivir. Lewis I .7 alker, Jr. comes before the Board requesting the rezoning in Matoaca h.a-:isterial District, from Industrial to Local Business (C-1) of an 8.8 acre parcel of land of irregular shape fronting 1256 feet on Dupoy Aoad and extending southwestwardly approximately 405 feet and also fronting 597 feet on Davis Road. And it was cited that the Planning commission recommended 573 feet on River Road rind 631 feet on Dupuy Road to General Business, further that 575 feet on Dupuy Road be rezoned to Local Business limited to multiple family dwellings. position to this request, it is on motion of There appeared no one in op 1�1r. Iu'r. R.P.Sowers, representing i r. Harry Grandis, comes before the Board requesting the rezoning in Manchester i�iagisterial District, from Residential-2 to Industrial of a parcel of 1,-ind of irregular shape, fronting 165 feet on the south line of Bells Road (Route 1641) and 1650 feet on the southwest line of the a.C.L.Railroad,said parcel having; an average depth of 310 feet parallel to the Railroad. It ,:as cited that the Planning Commission recommends that approval be given to this request, subject to providing a 66 foot road adjacent to the Residential-2 zoning, the buildings in front of said 66-ft. road with at least a 50ft. setback and that plans for said buildings be approved by the Board of Supervisors. There appearing no one in opposition to tl,is request, it is on motion of iar.Britton, seconded by I.r.Goyne, resolved th�lt the aforedescribed parcel of land be and it hereby is rezoned for Industrial purposes with the provision that the builder adhere to the recommendations of the Planning Commission. 65-15C. Ivr. Walter J. Paulette requested that this application be with- drawn. 65-16C. i�'ir. R.P.Sowers, representing the Toddsbury Land Corporation, comes before Board requesting the rezoning in Dale Lagisterial District, from Agricultural to Gener -,l Business (C-2) of a rectangular shaped parcel of land fronting 617 feet on Hopkins Road (Route 637) a nd extending eastwardly 30C) feet, its northern boundary being the southern right of way line of proposed highway State Route 892. It was pointed out that the Planning Commission recommended approval of this request limited to professional offices only by a vote of 3 to 2. I-:r. Sowers states that his clients will bhild housing facilities for some 725 families, ,here will be public water and sewer, hard -surfaced st,roets with curbs and gutters. Pir. George 'lilson, Land Planner, st::tes the t this is a well -planned facility and should enhance the value of the surrounding area. M I.r. Ed Grigg, President of said Corporation, states that the 248-acres is zoned Residential, that 16.1 acres have a Use -Permit for multi -family dwellings, that the proposed IN.iedical Center will cost approximately 0100,000, that the multi -family dwelling units will cost approximately 4,2,000,000i that the houses he proposes to build will cost between .�15 and 16,000,000, and that his :'orporation will follow to the letter the plans as presented, if permitted. !.r. James Carneal, Real Estate Broker, specializing in comrr_ercial property suites that the proposed use in his opinion is the highest akjd best use for the land. I,ir.rred Gray, representing `�.S.Carnes, et als, presents arguments against the request, presents a petition and letters against said request, saying that this is spot zoning and is against the plan of the area zoning as previously set �:sncj, produces plans showing how the Carnes property will be developed in the near future. There were approximately 30 people present in opposition to the request. NIr.Apperson states that the Highvway plans to close Dalebrook Road some day, that the corner property is already zoned, that such a zoned area would need the support of the neighbrohood and moves that the proposed zoning be denied, which motion was seconded by i,':r. i:artin. Mr.Goyne states that this is progress, that the Board should zone the property for the highest and best use for the land in question. Upon consideration whereof Ivir. Britton makes 3 substitute motion, which is seconded by I�,ir. Goyne, th�!t the matter be deferred until April 14, 1965. i, vote being taken- 1,tr. Britton, 1�_r.Goyne and Dir. Coleman L.Chavis comes before the Board requesting the rezoning in Bermuda Magisterial District, from Agriculture to G neral Business (C-2) of a rectangular shaped parcel of land fronting 43e0 feet on Route 10 and extending northwardly 1000 feet, said parcel is bounded on the north by Sunset Blvd., and on the east by East f�venue, and is presently zoned General Business for a depth of 200 feet, and cites the fact th<:t he wi sh es to put in a Trailer Court. A'ir. 'I iam Wise, with J.K.Timmons, states thr_3t the engineering has been designed so that sewerage couli be properly disposed of by means of a pumping station and septic tank. Mr. SIilliam Schaeffer, representing the Bensley Volunteer Fire Department comes before the Board requesting a Use Fermit to construct and oper-te Volunteer H.escue Squad buildings, necessary parking, and other activities in connection with its business on an irregular shaped parcel of land fronting 75 feet on Lillis Road and extending northwardly 357 feet, with its rear boundcr:ry being 121.86 feet in length, property being 700 feet east of Route 1 and lit. 3012 in Bermuda Magisterial District. There appearing no one in opposition to this request, it is on motion of I,ir.Goyne:, seconded by Ix. 1tpperson, resolved that the Use Permit to construct and oper,�te a Volunteer Rescue Squad on the above described property be and it hereby is granted. Mr.Aubrey Gill, Vice -Chairman of the Library committee appointed by the Board of Supervisors comes before the Board presenting the recommendations of the Library Committee, which in essence are that the Library Committee recommends the establishment of a County -wide Library System under the direction of a Library Board of Trustees, appointed by the Judge of Circuit Court, tiaho would appoint a State certified Librarian and recommends further that the Board appropriate 1.00 per capita, exclusive of capital outlay) for the Library System. Upon consideration whereof and on motion of Rir.Goyne, seconded by i,r. l�ritton, it is resolved the-t this Board receives the recommendations of this Committee and thanks the Committee for it's efforts in studying this project. This day again there was discussed the n, tter of the property lying immediately south of the offide building at the Courthouse involving the store and building currently used by the "elfare Department, presently owned by Ivir. Lee Gordon and others. Upon consideration whereof and on motion of i,�r. 1.artin, seconded by I,:r.xpperson, it is resolved that this Board request, the Commonwealth's Attorney to examine the title and to prepare a contract of sale for the purchase of this property. There was presented a pro; osal to change certain insurance procedures covering the fire insurance for the courthouse, which matter was referred to the Buildings and Grounds '�%orrinittee for study and report. On motion of i'-r.Britton, seconded by I:r.i.artin, it is resolved that Contract 64-14 for the installation of cert�:in water lines in the Belt Boulevard vicinity be awarded to the Van Doren Construction Company with the use of reinforced concrete pipe for a total price of "722242.61. On motion of 1,'X W person, seconded by ;_r.Britton, it is resolved that Sewer contract S-65-18D for the inst,.11ation of certz.in sewer lines at 3outhsi de Plaza be approved. There again arose a discussion concerning the length of the meetings and the possibility of meeting all -day on the fourth Thursday, which matter will be discussed further. Dear Mr. Horner, MEMBER AMERICAN ASSOCIATION OF NURSERYMEN SOUTHERN NURSERYMEN'S ASSOCIATION VIRGINIA NURSERYMEN'S ASSOCIATION MIDLOTHIAN, VA. March 1, 1965 Last week at the meeting of the Board of Directors of the County Fair Association, a resolution was passed to the effect that the Board of Supervisors be requested to include in its 1965 budget sufficient funds to purchase adequate table -seat combination units for the newer exhibit building on the fair grounds. Each unit serves as both table and seat, and would be similar to those now used in cafeterias of the more modern schools in the county. These units may also be easily converted into benches when the building is needed as an auditorium. We have had the Flowers School Equipment Co. of Richmond to come out and make an estimate on the units necessary in the dining area. Enclosed is a copy of their estimate, picture of unit quoted on, and sketch of arrangement in dining area. I might mention that for the Fair period each year, we are having to borrow such units from nearby schools- a practice which is not good for many reasons, including wear and tear on hauling two ways. In addition the purchase of these units would be very desirable, and useful not only for the Fair, but for many other public meetings in this fine building. As mentioned above, these units are so constructed that they may easily be made into benches and rolled into place for other public meetings. I am enclosing a letter from Mr. Marshall Jones in which he indicates that with the above equipment on hand, the County Extension Agents and other groups could use this building for at least 75 to 80 meetings a year. In closing, I want to thank your board for the fine cooperation it has shown toward our association in the past, making it possible for the people of our county to enjoy the best equipment of any county fair in the state. Dear Sirs: At our last association meeting, it was brought to our attention by one of the Fire Departments that during the snow of Jan. 1), 1965, the following morning they came to the fire house for routine check up and found a 5 foot bank of snow blocking the firehouse and entrance to their parking lot , put there by the machines clearing the roads. Goyne : '.''he purpose of this letter is to ask for the county's consideration in surfac-ng Coach Road, which is located at the east end of the Bellwood Plants of the Reynolds I%Qtals Company. This is the only road connecting Willis Road and Reymet Road other than Petersburg Pike. If the above road is graded and surfaced two major objectives can be accomplished. The use of this road would expedite our emergency trips to the h'�edical College of Virginia for injury cases. It would Prevent from seventy-five to one hundred automobiles from entering Petersburg Pike at the Reymet Road intersection after working hours at each shift change. The same situation would apply coming to work. This then would alleviate accident potential and possible loss of life. The above automobiles would go from the Reynolds Plants at Bellwood down Coach Road over to the Willis Road turnpike entrance and vice versa. At present with: dirt road being extremely rough and of a washboard nature, from sixty to seventy-five automobiles including some trucks and school buses are using the road at each shift. change. Paulette (Agricultural to C-2) Mr. Faulette comes reouesting the rezoning from agriculture to General Business (C-2) to operate a Turkey Shoot, on a rFctangular shared parcel of land in Bermuda Magisterial District, fronting 140 feet on Centralia Road (Route 1L5) and extending southeastwardly 400 feet, being 1400 feet northeast of the intersection of Kingsdale Road (Route 613) and Centralia Road. He cites that he has been operating a turkey shoot on this property for the past twelve years until recent complaints were lodged at the Court- house. Mir. Eldridge Spain, attorney for the opposition, presents a petition bearing some 40 signatures and states that Mr. Paulette has been operating a business illegally and unlawfully for twelve years, that is detrimental to the area. He goes on to point out that a number 72 shot which is normally used in turkey shoot activities is of moderate power but has'a dangerous range for this area in that it ordinarily travels 210 yards, other shot travel even greater distances. Comes also Mrs. Bellwood, attorney -in -fact for Mrs. Robertson objecting. Mr. James Benn states there was a gentlemans agreement that Fr. raulette would discontinue the turkey shoot after the dwelling was built. Many residents of the area work at night and the turkey shoot constitutes a disturbing factor to their peace and rest. On motion of Mr. ;balker, seconded by Vr. All vote aye. 65-16C In Re: Toddsbury Land Corp. (Agricultural to C-2) Mr. R. Finkney Sowers, attorney for Toddsbury Land Corporation, comes requesting the rezoning from agricultural to General 13usiness ( �.-�C=2 ) of rectangular shaped parcel of land in Dale Magisterial District, fronting 617 feet on Hopkins Road (Route 637) and extending eastwardly 300 feet, its northern boundary being the southern right-of-way line of proposed highway State Route 892. He cites that the petitioner owns the land to the east, south and across Route 892, and that all of this land except the parcel immediately to the east of that in question have been zoned and approved by this Commis- sion. Dwelling construction is scheduled to start in the spring. It is agreed that only medical offices will be placed on this parcel of land while the remaining agricultural parcel is planned for the proposed neighborhood shopping center. He points out that the City of Richmond snows Hopkins Road to have a proposed 110 foot right of way and the State Highway Departments plans indicate Hopkins Road to go over Route 892. Mr. George Wilson, land planner, points out that in the last 3 or 4 years, Medical Centers are being located in residential areas taking on a domestic character in architecture. The planned medical group is a part of the overall complex to serve several hundred families. He comments on the Reston plan and several similiar installations in the Richmond Region pointing out that River Road Shopping Center is an eye appealing developtpent. It is his opinion that it would not affect any- thing across the road due to the widening and construction of the new road and the design of the proposed building. Mr. E. Grigg, an officer of the Toddsbury Corporation, states they propose to build many of the houses and apartments prior to starting construction of the medical offices and will follow the plan which has been presented on several occasions consisting of 164 apartments over 600 individual lots. Mr. Lawrence Trainer, speaking for the opposition, opens by stating that the County should stop playing Santa Claus to these people and that he does not believe all he hears concerning their clans. At his recuest 18 people stand noting their opposition. He then presents a petition bearing the signatures of approximately 134 property owners from Dale District opposing the zoning change. A letter bearing the signature of W. S. Carnes states that he owns commercially zoned property bound by Route 892, Hopkins Road and Bonni.eban.k Road and that he is ready, willing, and able to develop this land is the spring of 1965. Page Five m A letter from Mr. C. Douglas Spencer, president of Fuoua Farms, Inc., makes a similiar statement concerning commercially zoned land located at the intersection of South Beulah and Hopkins Roads which will be developed when the demand is great enough. Mr. Trainer shows a layout of the Carnes property noting that it indicates an office building and doctor's offices. Further, he has no proof of the Highway Department plans for Hopkins Road and a traffic problem now exists due to the road. He then enumerates the shopping centers within a distance of three miles noting, in particular Branch's Shopping Center. In closing he states he is`'stron.gly opposed, think they are trying to snow us, I don't believe they will do what they say." N1rs. ,dice Smith, a resident of the area, states that she wishes to keep it residential, She goes on to cite she has talked to Mr. Lancaster, resident highway engineer, and the office in Richmond, and was told they did not have it on their books that Hopkins Road would be 110 feet wide. A discussion follows concerning the construction of 892 at which time reference is made to the 'Location and Design Study" published by the Department of hithways, September, 1962. Plate VI shows the Hopkins Road right-of-way being approximately 100 feet wide at Hollywood Drive with an elevated road going over 892. The elevation at Briar wood Drive being approximately 12 feet. Mr. Sowers, in making his closing statements, points out that his clients want to provide services for the planned subdivision which they are devel- oping and will eliminate some of the traffic problems in doing so. This is not a matter of economics for this Commission nor are the one hundred or more who signed the petitions from this subdivision. He goes on to say he represented Carnes in 1960 and got it zoned. He respectfully asks that this request be considered a part of an over all plan which has been shown on several occasions to this Commission and other boards of the County. IVIr. Carnes did not do this, his was spot zoning. IMr. Trainer states that Mr. Sowers cannot control traffic, all just words. On motion of Mr. Taylor, seconded by Yr. Gray, it is resolved that the Commission recommend approval of the aforementioned reouest limited to professional offices only. The reserves of sand and gravel adjacent to the James River have become very limited in the past ten years due to the increased need for construction materials and the acquistion of suitable deposits for industrial development purposes. Southern desires to open a quarry on the Shoosmith property to supply the construction aggregate market generated by the increased industrial and residential development in the eastern portion of Chesterfield County and to replace the dwindling sand and gravel reserves adjacent to the James River. The area in which we plan to develop the quarry is located in the southwestern portion of the tract as shown in blue where the stone occurs close to the surface along Swift Creek and its tributaries. The processing plant is to be located east of the quarry and is shown as orange on the attached plat. The entire area at the present time consists of cutover wood- lands and is remote in respect to residential development. We plan only to remove the timber from the quarry and plant site areas and the remaining woodland would serve as a buffer zone to protect adjacent property owners from objectionable noises and appearence. Access to the plant site would be obtained by construction of a suitable road from Route 10 through the woodland area. The initial operation will produce a small volume of crushed stone and will be increased over a period of time to reflect the market growth and to eventually supply the material now processed in the James River operations as these deposits are depleted. �z. Since the law clearly specifies that the Library Board of Trustees be appointed by the judge of the Circuit Court, and it being not feasible to establish a library without state aid, we recommend to the Board of Supervisors that you ark the Circuit Court judge to appoint a Library Board of Trustees as soon as possible. I would appreciate your presenting this to the Board in my behalf for, as I explained to you, I will be in New York when the Board meets on March loth. You will recall that it will be necessary for the Board to agree that Mr. and Mrs. T. B. With this assumption in mind, I see nothing wrong with this appraisal, and the appraisal value shown, appears to be correct. This case sharply points up the difference between fee appraising, (for investment), and appraising for tax pur- poses. The fee appraiser can and should, base his appraisal on the maximum return possible from the property. This is possible, because he is able to ascertain that the owner or prospective owner, is able and willing to improve his property to the extent that it will produce maximum returns. Using present income, this property shows a value of $22,352. Our actual appraisal for tax purposes is $22,160. M M (2) Another factor is shown here, explaining the $40,000 sale in 1963. This location is unique in that it is the only privately owned parcel in this position as far as conveniences to all county functions are concerned. GENERAL COMMENTS This appraisal is made with the understanding and the assumption that ♦ variance has been granted to the present owners- to erect a two- story, 4800 square feet office, building on the rdar of the lot facing the court house square. This is further borne out by the fact that one-half of the proposed space is now usder lease for a total of $7.920.00 per year. A portion of the space leased as offices is on the basis of approximately $4.00 per square foot with all services furnished. A part of the leased space is restaurant which to on the basis of $2. 28 per square foot with the tenaut paying all utilities and keeping the interior of tke reestaurant in good condition. I have examined otllae plane for the building and compared it with small office buildings in outlying sections of the city including the small office buildings around the Willow Lawn area. The rest reflected by the signed leases is in line with the rout in the outlying areas including the Willow Lawn area, however, we do not believe the demand at this location is as diversified u it is in areas such as Willow Lawn, but the demand appears strong for a limited amount of space in a location as strategic as this. VALUATION PREMISE Our valuation is based on a consideration of summation approach to value and the consideration of income approach to value with the extra land mot covered by the present income addbd; also a consideration of land residual using projected reacts for the new improvement. We consider bath the present improvements somewhat obsolete for the site but still coaWbuting some value. In land valae comparison we have used land sales for small office buildtage in the Willow Lawn area and considered land sales for office purposes in other areas. Thore are no sales cf property in the immediate vicinity that have areas of comparability with the subject property became of the unique location of the subject property. The following sales of band indicates what dovelopers are pairing for land in outlying areas suitable for office building construction on which they expect to receive a gross rent of $►3. 75 to $4.00 per square foot which is the indicated rental value of the portion of the: subject space which is now reacted. •3- CM 1. On many of these calls we are at the station calling Chesterfield dis- patcher for the location before the exchief can get to the statin and tell us he received the call and not Chesterfield,also when the exchief is not home our phone is useless at the present time but with an extension in the station there would be someone around most of the time and if the exchief weren't home someone would be at the station. The installment and yearly cost is mighty small for the purpose it is to serve. Installment cost is $6:00 dollars and yearly cost of the extension would be $ 54.00 Dollars.
