On motion of Mr. Apperson, seconded by Mr.Browning, it is resolved that
the minutes of December 9, 1964, be and they hereby are approved.
Write usual resolutions taking in' roads in Miniborya and 'Toodmont
Subdivisions, into the Secondary Road System.
On motion of Mr. Britton, seconded by Mr.Martin, the following
resolution is adopted:
WHEREAS, Windsor Corporation is the developer of a certain subdivision
entitled Cherokee Estates, Section "E", plat of which dated October 20,
1960 and prepared by J.K.Timmons is recorded in the Clerk's Office of
the Circuit Court of Chesterfield County,Virginia, in Plat Book 12,
page 30; and
WHEREAS, said Plan of Subdivision shows a turnaround easement affecting
Lot 19, Block A of said subdivision which is not longer necessary; and
WHEREAS, Windsor Corporation now desires to vacate and abandon said
easement and Chesterfield County is willing to give its approval to
said vacation and abandonment.
NOW, TH ;REi0RE, BE IT R&D LVED: That the Board of Supervisors does
hereby approve the vacation of the turnaround easement as shown in red
on plat by J.K .Timmons, dated bec ember 1, 1964, said easement affecting
Lot 19, Block A as shown on plan of Cherokee Estates, Section E, dated
October 20, 1960, and recorded in the Clerk's office of the Circuit
Court of Chesterfield County, Virginia, in Plat Book 12, page 30.
This resolution is conditioned upon and shall become operative when
the aforementioned petitioner shall have executed and acknowledged
for record on a form approved by the Commonwealth's Attorney and the
County Engineer, an appropriate deed of vacation. When such deed of
vacation has been approved, the same shall be recorded in the Clerk's
Office of the Circuit Court and said Clerk shall indicate the vacation
of said turnaround easement on the margin of the recorded plan of
"Cherokee Estates, Section E�1,, recorded in the Clerk's Office in
Plat Book 12, page 30, and snallenter the same on the Geantor side of
the General Index of Deeds in the name of the party hereto.
The Chairman and the Clerk of this Board are authorized to execute this
instrument of vacation on behalf of the Board when the same is approved
by the Comnonwealth'sAttorney.
Mr. George Ruffin, Chief, Chester Volunteer Fire Department, comes before
the Board presenting plans and specifications for a new pumper for the
Chester Fire Department and citex the fact that this Department is
constructing a new building and in his opinion needs a new pumper.
On motion of Mr.Apperson, seconded by Mr.Browning, it is resolved that
this request be referred to the Fire Committee for consideration.
There was read a letter from Nir.F.E.Clark, Chief Dale Volunteer Fire
Department, explaining certain changes in the equipment specifications
on the new equipment recently recommended by this Department.
On motion of Mr.Apperson, seconded by Mr.Browning, it is resolved that
this Board agrees to allow the Dale Fire Department to make the necessary
changes as requested.
On motion of Mr.Apperson, seconded by Mr.Horner, it is resolved that
the request of the Matoaca Fire Department be and it hereby is referred
to the Fire Committee.
There was read a letter from Mr.Fred Thompson indicating that the
School Board would need approximately $16,000.00 more than the $35,000.00
previously requested at the end of the fiscal year and it was generally
agreed that this letter be filed with the Board's papers.
On motionof Mr.Britton, seconded by Mr.Apperson, it is resolved that
the request of the T&T Construction Company re -activating certain
building permits presently out of date be approved, provided the
surfac e w ater on lots covered by the building permits does not drain
into the Hollandale Subdivision.
On motion of Mr.Apperson, seconded by Mr.Britton, it is resolved that
the following erroneous assessments be and they hereby are approved for
payment:

There was read a notification from the Compensation Board as to
the salaries set for the various Constitutional officers, which
notice is received and filed with the BoardIs papers.
On motion of Mr.Apperson, seconded by Mr.Brittonf it is resolved that
the bid from the Nationwide Insurance Company for furnishing
insurance for Chesterfield County vehicles, not incbuding the School
Board, in the amount of $192987.74, be and the same is hereby
accepted.
On motion of Mr.Martin, seconded by Mr.Horner, itt is resolved that
the Executive Secretary be requested to study the feasibility of
joining the school fleet of vehicles with the County vehicles
in an effort to further reduce the insurance cost.
On motion of Mr.Britton, seconded by Mr.Apperson, it is resolved
that this Board recommends to the Judge of Circuit Court, the
Honorable William Old, the appointment of Raymond L.Neace, Jr. as a
Police Officer for the County of Chesterfield.
And be it further resolved that the Board approves the appointment
of Allie Vester Maddra, III,for appointment as a Police Dispatcher.
Nir.Richard Gayle from the Central Chesterfield Ruritan Club
questions the Board rather closely concerning the recreational
prospects on the new Swiftj Creek impoundment and expressed generally
that anything the County did in the nature of impounding water
should be used by the ger--ral public for recreational purposes.

Mr.S.T.Wagstaff combefore the Board complimeing the Board on the
past yearts work and suggested that the Board re -district the County
before it is forced to; that no Board member be allowed to do business
with the County, and that the County establish one price for water
meters.
Mr. Don Hodgins appears to complain about not being given a reduction
in his water bill when a plastic line on his property failed.
Mr. Tom Berry, representing Blue Gross -Blue Shield, comes before the
Board explaining that the loss ratio for the County exceeded the amount
taken in, that there was an increase in the use of hospitals, there was
an increase in the cost of hospital services and advised the Board that
next year's rates would be increased approximately 20%; however, some
increased benefits would be given under the new policy. Mr. Berry
explained thqt a County employee would have an option under the new
plan, depending on the level of protection desired. Upon consideration
whereof, and on motion of 1�,r.Apperson, seconded by 114r.Martin, it is
resolved that the Blue -Cross -Blue Shield proposal be and it hereby 8s
accepted, which calls for the County paying 25% of the insurance cost.
Mr. Tom Skelton comes before the Board requesting permission to
establish a Rescue Squaw for Chester and the southern part of the County.
Mr. William Johnson from the Forest View Rescue Squad states that
Forest View does not object if a new Squad can be financed properly
and if it will not hurt the operation of the Bensley Rescue Squad.
Mr.Bishop of the Bensley Rescue Squad states that in his opinion
there are not enough donations available in the area to support two
Rescue Squads. On motion of Mr.Apperson, seconded by AvIr. Browning,
it is resolved that this Board follow the procedure set out in the
County Ordinance and requests that one member from eadh Rescue Squad
be appointed a Committee to work with hr. Skelton to study the feasibility
of starting a new Rescue Squad and report to the Board of S#pervisors.
On rr;otion of Mr.Britton, seconded by Mr.Apperson, it is resolved that
the Standard later Contract No.366 for the installation of water lines
on Cherokee Road in the amount of :;',1050.G0 be and it hereby is approved.
The County Engineer presents a request from Mr.P.J. Cervarich to
extend the required twelve month sewer connection date to January 1,
1966.
Upon consideration whereof, and on motion of Mr.Apperson, seconded by
Mr. Martin it is resolved that the sewer connection date be extended
to July 1, 1965.
The request of I•rs.W.L.Funai, residing gt2825 Hey Road to connect an
additional house on the same water meter was presented to the Board and
upon consideration whereof; and on motion of Mr. Britton, seconded by
kir.Browning, it is resolved that this matter be investigated further
by the County Enginee_t
On motion of Mr.Apperson, seconded by Mr.Britton, it is resolved that

Contract S-65-12D for the extension of sewers in Falling Creek Subdivision,
Section "F", be and it hereby is approved.
On motion of Mr.Apperson, seconded by Mr.Horner, it is resolved that
the Howard Construction Company be charged �281.49 as liquidated damages
under contract 6102-17.
On motionof N1r.Britton, seconded by lir. Apperson, it is resolved that

the request of C.S.Coxon, residing at $ Circlewood Drive for additional
time to connect to the County Sewer System at the rate of 0200.00 be
and it hereby is approved. It is here nosed that Mr. Browning and Mr.
Horner vote "No".
There was presented a letter from the Highway Department setting forth
certain stipulations as to the Swift Creek impoundment in regards to
the safeguarding of Primary and -jecondary roads on this reservoir.
On motion of Mr.Apperson, seconded by Mr. Horner, it is resolved that
in view of a letter received from the Highway Department that the water
level of the Swift Creek impoundment be set at 177 feet and the planning
of the dam and the clearing of the area be adjusted accordingly.
On motion of Mr.Britton, seconded by Mr.Apperson, be it resolved that
the Board of Supervisors of Chesterfield County publicly records its thanks
and appreciation for the efforts of Pul'r.J.Vaughan nary, Representative
from the Third Congressional District, in obtaining Federal Aid under the
later Pollution Control Act for the construction of the County's Sewer
Sys tem.
On motion of Mr.Browning, seconded by Mr.Martin, it is resolved that
the Weed Ordinance be advertised for public hearing.
On motion of Mr.Apperson, seconded by Mr.Britton, it is resolved that
the following be set as a policy on vacations and sick leave for all
County personnel:
Section I - Sick Leave:
Any salaried officer or employee who has been in the County's
service for one (1) month or more and is compelled to be absent
from his work on account of illness shall be allowed sick leave at
the rate of one (1) day for each completed month of service.
Such si ckleave allowance with pay shall be granted to salaried
officers and employees when they are incapacitated for the performance
of their duties because of sickness or injury or on exposure to
contagious disease, and not mor than two 02) days sick leave
allowance will be granted for serious illness in the employee's
immediate family.
No salaried officer or employee shall be entitled to sick leave in
excess of the accumulated sick leave then due. Sick leave shall be
accumulative to a total not exceeding sixty (60) working days.

A doctor's certificce will be required to cer'Cify the employee's
sickness after the first week's absence. Extreme cases requiring
more than accumulated sick leave may be reviewed by the Board of
Supervisors.
Section II - Vacation Leave:
Every salaried officer or employee who has been in the County's
service for a period of twelve (12) months or more shall be allowed
vacation leave with pay. Vacation leave with pay shall accrue in
accordance with the following schedule:
(a) After twelve (12) months of continuous service, one (1)
week vacation will be allowed.
(b) After two (2) years of continuous service, two (2)
work weeks vacation will be allowed.
The following procedure may be adhered to by the departments:
(a) Vacation leave must be taken within one (1) year after
said leave is available. Vacation leave may not be
accumulated.
(b) Time for vacation leave with pay shall be scheduled and
approved by the Department head.
(c ) Upon separation from the County's service, an employee
shall be entitled to pay for all accrued vacation leave.
The Executive :secretary cited the f act that there is to be a second Urban
Policy Conference sponsored by the University of Richmond and the
Brookings Institute to study the regional problems and the County had
been requested to contribute to the financing of this project.
On motion of Mr.Lartin, seconded byMr. Apperson, it is resolved that
the sum of s;500.00 be given towards the financing of this program.
On motion of Nir.Britton, seconded by Nir.Apperson, it is resolved that
the request of the citizens on Old Quarry Road for the closing of
approximately 280 feet of said right of way be received and that the
citizens in the area be advised as to the legal papers necessary
before the Board can take the requested action.
It was generally agreed that the County Engineer study the need for
fire hydrants on Percival Street, east of Curtis Street.
It was generally agreed that some study would be made concerning the
nefessity of requiring a permit to accompany the sale of firearms
in the County.
On motion of Mr. Apperson, seconded by Ivir .Browning, it i s resolved that
the Commonwealth's Attorney be requested to investigate the County
Ordinance on the littering of roads, particulately with a view to
requiring all vehicles carrying trash to have the necessary cover.
On motion of Mr.Apperson, seconded by lvlr.Browning� it is resolved that
this meeting be adjourned at 6:55 p.m. until January 13, 1965, at
9:00 a.m.

Your petitioner, Windsor Corporation, being the subdivider of Cherokee
Estates, Section E, and the former owner of Lot 19, Block A, as shown on Plan
of Cherokee Estates, Section E, plat of which dated October 20, 1960 and prepared
by J. K. Timmons is recorded in the Clerk's Office of the Circuit Court of
Chesterfield County, Virginia, in Plat Book 12, page 30, respectfully petitions
this Board to approve the vacation of a turnaround easement affecting a portion
of Lot 19, Block A of the aforesaid plan of subdivision, said vacation to be in
accordance with the procedure set forth in Section 15-766.3 of the Code of

of easement in Cherokee Estates, Section E, upon the assump-
tion that all the persons who signed the agreement are all
the owners who own lots on such plat. "Owners" includes
lien creditors whose debts are secured by a recorded deed
of trust or mortgage. The agreement of abandonment should
be executed on behalf of'the County of Chesterfield by Harold
T. Goyne, Sr., Chairman of the Board and the seal of the
County affixed thereto and his signature attested by you.
There should be a resolution adopted authorizing this
vacation and the execution of this agreement by the proper
County officials. The agreement should be recorded in the
Clerk's Office. Inquiry should be made of Mr. Somers to
determine the owners of all the lots shown on Section E of
Cherokee Estates.

When our new Oren truck (No. 59) was delivered, it was
brought to the attention of the Oren representative that
it was equipi)ed with box type high pressure hose reel
covers instead of the roll type reel covers shown on the
specification. Oren has agreed to give us, the stream-
lining of the cab, three helper steps and John Beam
mounting 'brackets for the high -)ressure nozzles.
Oren will give us the above in place of having to ilake
the roll type reel covers and if the department, at a
later date, wishes these roll type covers made, it will
cost the department $120.00.
I would like to know if the county will agree to this as
no additional cost to the county above the original bid
is involved.

When I met with the Board of Supervisors on November 10
and asked for additional funds for teachers' salaries for the current
session approximating $35, 000, I also stated that it was entirely
possible that we would have to employ additional teachers as the
session advance d.
When the 10 chool :bard met in regular session December 16, 1964,
a report was made clearly indicating the need for additional employees:
one to perform the duties of assistant principal at Huguenot High School
and four to instruct in the elementary schools. At the direction of the
board, we shall proceed to employ the necessary personnel and give
notice that we will need an additional support before the session ends
in the amount of $16, 000. I have also been instructed by the school
board to call your attention to the fact that there are many class sections
in the county which cannot be successfully instructed if many more
children move in, and therefore we wdl may expect more teachers
during the current session.

of houses as applied for by building permits already issued in our West
Chesterfield Gardens Subdivision, Manchester, District, Chesterfield County,
Virginia. The reason we did not proceed with construction as soon as the
building permits were received was that sewers were not available as early as
we had anticipated. When they became available, our commitments for construc-

The Compensation Board, in fixing Budget allowances for the offices of County
Sheriff and City Sergeant for the calendar year 1965, has decided not to make
any allowance for estimated mileage, as our experience over the years has been
that it is practically impossible to estimate with any degree of accuracy the
amount of mileage which may be necessary for a Sheriff or Sergeant or a full-
time Deputy to use on official business during the calendar year. Therefore,
no amount of money is shown opposite mileage on the allowance sheet attached
hereto. The Compensation Board will continue, as has been done in the past,
to approve for payment, at the approved rate per mile, the State's proportion-
ate part of necessary official mileage used by a Sheriff or Sergeant or his
full-time Deputies as shown on C.B. Forms 1 A Revised and 15, which forms, as
you know, are filed monthly.
The Compensation Board does not approve of a Sheriff or a full-time Deputy
traveling on what is commonly known as "patrolling" except for a specific
purpose; that is, where he has information that some unlawful act may be
committed, or a suspect found, etc., at a certain place, and he travels in
an effort to prevent a crime or apprehend a suspect. A Sheriff or Sergeant
or a full-time Deputy should be very careful, in traveling from one point to
another, to take the most direct route, and, if it is a long-distance trip
he has to make, he should always first ascertain if travel by public trans-
portation would be less expensive than by private automobile. In other words,
a Sheriff or Sergeant or a Deputy should use every means possible to hold
down the expenses of travel on official business.
The Compensation Board hopes that every Board of Supervisors of a County and
every Council of a City (or its authorized agent) will carefully examine the
monthly detailed report of mileage of Sheriffs and Sergeants and their
Deputies in an effort to eliminate any unnecessary travel.

INTRODUCING
BLUE SHIELD CONTRACT SERIES 4000, 6000, 7501
Now your Blue Shield benefits are based on a new concept of de-
termining the payments to your physician for professional services
MEDICAL SERVICES
The medical care ogered in all three contracts includes normal, intensive
ernd prolonged detention care. (Consultations are also covered under
all contracts.)
Normal hospital care allows up to 70 days of in -hospital care
per ronfinement. A 90-day period between confinements renews the
full benefits.
Intensive tttetlieal care is rendered by the attending physician when
the patient requires additional time and study beyond normal services.
Allowances are made for up to 14 benefit days in Lieu of other in -
hospital medical rare benefits.
Prolonged detention care is rendered for critical conditions and
consists of constant and prolonged bedside attendance by the physician.
SURGERY AND ANESTHESIA
Surgical care allowances include pre- and postoperative care of the
patient while in the hospital; for non -hospitalized cases, allowances
include postoperative visits to the doctor's office. Services may be
performed in the hospital and in the office of the surgeon.
Anesthesia services include pre- and postoperative visits and the
administration of the anesthetic and fluids or blood incident to the
anesthesia or surgery performed.
Maternity care benefits for a normal delivery are provided according
to the allowance listed. Benefits for complications, Caesarean delivery,
etc. vary depending upon the exact service rendered. Care of normal
newborn by other than the delivering physician is covered.
RADIOLOGY
Radiological services include diagnostic and therapeutic treatments.
Dia-mostic X-ray benefits up to $50 for SERIES 4000, $100 for
SERIES 6000, and $150 for SERIES 7500 for in -hospital services and
initial X-ray examinations for iton-hospitalized accident cases are avail-
able per participant year.
Radiation therapy covered includes use of X-ray, radium or radon
for cancer and certain other serious conditions both in and out of
the hospital. Maximum limits allowed depend upon the specific disease.
PATHOLOGY
Pathological services include materials and suPplies incidental to
the diagnostic examination of tissues.
GENERAL
Full -service income limits are applicable to each contract as indi-
cated. Participating Physicians of this Blue Shield flan have agreed
to accept the 131ue Shield allowances as payment in full of their
charges for covered services that they render to a member when his
income is within the amount sort by his contract, except in cases when
there is other insurance coverage for the same services.
Blue Shield allowances are determined by the service performed and are paid according to the Blue Shield
Fee Schedule based upon the Professional Services Index. The PSI is a nationally developed guide that
shows a relationship between different medical and surgical services. Each included service is related to
others in terms of a "unit" measurement which is given a different dollar value for each contract series.
These dollar values are then used to convert the unit value to a dollar allowance.

This is with further reference to the meeting in the Highway
office on September 4, 1964 between officials of the County of
Chesterfield, their consultants, and engineers of this Department,
and to the submission by J. K. Timmons & Associates of November 16,
1964 to Mr. H. G. Blundon, our Secondary Roads Engineer.
The submission of sketches and letter by Mr. Timmons has been
reviewed carefully by our engineering staff, and every effort has been
made to minimize the cost to Chesterfield County for adjustments to
the highway system. It has however been necessary, in order to pro-
tect the traveling public and the highway facility, that we require
adequate safeguards wherever the reservoir will involve the highway
system.
Since Mr. Timmons' submission of the 16th he has been in confer-
ence with Mr. Pond of the engineering staff for a full discussion of
his submission, and Mr. Timmons has concurred with the engineering
aspects as regards the protection of the highways.
We therefore wish to submit the following information for your
and Mr. Timmons' guidance:
1. The pool elevation could be raised provided the County is
willing to make the necessary adjustments and provide the
necessary protective measures which would assure the highway
facilities' having essentially the same potential service to
the highway user and not increasing our maintenance problems
and expense. If it is your desire to raise the normal pool
elevation to an elevation of 177, it will be necessary that
the height of the berm be increased to a minimum elevation of
186. If it is your desire to go to an elevation above 177

with the normal pool level, it will require the raising of
present Route 360 and the revamping of the structures
thereon accordingly.
2. Route 360 must be provided with adequate protection against
wave action, saturation of the embankment by reservoir waters,
and redesigning of the median in the vicinity of the bridges
to assure protection of the approach fills against saturation
and to provide adequate median drainage.
3. The Secondary roads involved in the reservoir area will have
to be adjusted to provide the same degree of protection
against wave action and saturation as provided for Route 360.
We do, however, wish to call your attention to the fact that,
if the County feels that Route 668 is not necessary for the
travel patterns in the County, this Department will offer no
objection to the abandonment thereof. Insofar as Route 604
is concerned, it will be necessary that a facility of equal
design, alignment and gradewise, be arranged for, either
through the raising of the existing road and structures or
through a relocation beginning east of the reservoir and
tying in again to Route 604 west of the reservoir. The
desire line of traffic here is on Route 604. Therefore, it
would be expected that traffic could traverse this route
uninterrupted.
4. Where the embankments are to be raised, proper adjustments
are to be made to the drainage structures in accordance with
Highway Department methods and criteria. We wish especially
to call attention to the fact that, where fills are to be
increased over box culverts, these structures must be
lengthened and the proper endwalls and wingwalls replaced in
accordance with our standards.
5. Before work can be begun and before a full agreement can be
consummated between the County and the Highway Department, we
must be furnished with detailed working drawings and/or plans
covering all of the adjustments to the highway facility and
all of the protection to be provided therefor. This shall
include details of all structure adjustments and other drain-
age facilities. Upon approval of these and based upon these,
a detailed agreement will be drawn up for execution by the
Board and this Department.
6. In order to be of what assistance we can to the County, we
will be glad to furnish the material testing for all of the
materials which will be involved in the highway readjust-
ments. This will include embankment material, fill material,

base material, steel, concrete, and sand, along with the
necessary borings and/or collection of samples. It will be
necessary, however, that we be furnished with information as
to the source and location of these various materials. The
cost for this testing will be borne by highway funds allo-
cated for use within Chesterfield County.
This letter, as you know, is in general terms. However,
specifics have been carefully covered during Mr. Timmons' conference
with Mr. Pond. Our engineering staff stand ready to be of any
assistance we can in this matter and are perfectly willing to confer
with your consultant at any time he so desires.

AN ORDINANCE to require the owners of property in Chesterfield
County to remove therefrom any and all trash, garbage, refuse,
litter and other substances which might endanger the health of
other residents of such County; to require owners of vacant property
within the bounds of platted subdivisions to cut the grass, weeds
and other foreign growth on such property; to provide for the
removal thereof and the cutting of such grass, weeds and other
foreign growth by the County if the owner fails to do so, in which
event the costs or expenses shall be charged to and paid by the
owner of such property and collected by the County as taxes and
levies are collected; and to provide that such costs for failing
to remove trash, garbage, refuse, litter and other substances and
failing to cut weeds, grass and other foreign growth shall be a
lien on such property.
BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY,
VIRGINIA:
1. That the owners of property within the County of Chester-
field upon being notified thereof by the Executive Secretary of the
County to remove any and all trash, garbage, refuse, litter and
other substances which might endanger the health of the other resi-
dents of such County are required to do so, and if such trash, gar-
bage, refuse, litter and other substances are not removed by the
owner after being notified to do so then the Executive Secretary of
the County of Chesterfield is authorized to have the same removed,
in which event the costs or expenses thereof shall be chargeable to
and paid by the owner of such property.
2. That the owners of vacant property within the boundaries of
platted subdivisions in the County of Chesterfield shall cut the
grass, weeds and other foreign growth on such property whenever
such owners are directed to do so by the Executive Secretary of this
c� County. If the owner of such property after reasonable notice to

cut the grass, weeds and other foreign growth on his property fails
to do so, then the Executive Secretary is authorized to have such
grass, weeds or other foreign growth cut by County employees, in
which event the costs and expenses thereof shall be chargeable to
and paid by the owner of such property.
3. That every charge authorized by this ordinance with which
the owner of any such property shall have been assessed and which
remains unpaid shall constitute a lien against such property. If
the owner of such property fails to pay the costs and expenses,
they shall be collected by the Treasurer of the County in the same
manner as taxes and levies are collected. The Exeative Secretary
shall certify the costs and expenses to the Treasurer of the County
who shall collect such amount, and if such amount shall remain unpaid
for a period of sixty days then the Treasurer of the County shall
certify such charges as being unpaid to the Clerk of the Circuit
Court of Chesterfield County who shall maintain a record book of
such delinquent costs and expenses on file in the records of his
office.
This ordinance shall be in full force and effect after its
enactment as prescribed by law.
Section I. Sick Leave:
Any salaried officer or employee who has been in the County's
service for one (1) month or more and is compelled to be
absent from his work on account of illness shall be allowed
sick leave at the rate of one (1) day for each completed month
of service.
Such sick leave allowance with pay shallbe granted to salaried
officers and employees when they are incapacitated for the
performance of their duties because of sickness or injur or on
exposure to contagious disease, and not more than two (2T days
sick leave allowance will be granted for serious illness in the
employee's immediate family.
No salaried officer or employee shall be entitled to sick
leave in excess of the accumulated sick leave then due. Sick
leave shall be accumulative to a total not exceeding sixty (60)
working days. x doctor's certificate will be required to
certify the employee's sickness after the first week's absence.
Extreme cases requiring more than accumulated sick leave may be
reviewed by the Board of Supervisors„
Section II. Vacation Leave
Every salaried officer or employee who has been in the Countyts
service for a period of twelve (12 ) months or more shall be
allowed vacation leave with pay. Vacation leave with pay
shall accrue in accordance with the following schedule:
(a) After twelve (12) months of continuous service,
one (1) work week vacation will be allowed.
(b) After two (2) years of continuous service, two (2)
work weeks vacation will be allowed.
The following procedure may be adhered to by the departments:
(a) Vacation leave must be taken within one (1) year
after said leave is available. Vacation leave may not
be accumulated.
(b) Time for vacation leave with pay shall be scheduled
and approved by the Department head.
(c) Upon separation from the County's service, an
employee shall be entitled to pay for all accrued
vacation leave.

You are, of course, aware of the second Urban Policy
Conference being sponsored by the University of Richmond and
The Brookings Institution. This conference, to be made up of
approximately forty members, will consist of eight sessions at
three week intervals commencing January 13, 1965, and continuing
through June 9th.
As a participant in the first conference held earlier
this year and as a member of the committee making plans for the
second conference, you are thoroughly familiar with its purpose
and the schedule and format for each session. Enclosed are
several copies of the schedule. This is an unusual opportunity
for civic, business and govermental leaders to study and think
aloud together about problems affecting our metropolitan area.
Visiting experts will discuss in the morning hours of each session
how these same problems have been approached in other metropolitan
areas. During the afternoon hours, with the help of local special-
ists and invited guests, the conference will consider possible
solutions for our own area. Active participation by governmental
leaders is essential to the success of the program.
You are also aware that the first conference was made
possible by a grant from The Old Dominion Foundation. Since this
will not be available for the second conference, the estimated
$10,000 budget believed necessary to defray the cost of the con-
ference (including travel expenses and honoraria of visiting spe-
cialists) is being financed by a few local industrial, business
and banking firms as well as governmental units. To this end we
have already received promises of $1000 each from four large busi-
ness firms in the community and $500 each from three others. In
addition, at its regular meeting held last Monday afternoon, the

Council of the City of Richmond appropriated $1,000 for the same
purpose.
At a dinner meeting of our Regional Planning Commission
last November 18th, I mentioned to Mr. Harold T. Goyne, the Chair-
man of your Board of Supervisors, our plans for organizing this
second conference with special emphasis on local problems. I
expressed the hope that representatives of Chesterfield County
would be willing to help pay a portion of the cost of the program.
He suggested that I take up the matter directly with you.
We, of course, hope that you and possibly two members
of your Board of Supervisors will be active and regular partici-
pants. Other members of the Board and county officials will be
invited to attend various of the sessions according to the topic
being discussed.
I will greatly appreciate your advising me as promptly
as possible the extent to which we can count on support from
Chesterfield County to help defray the cost of the conference.
I am firmly convinced that all participants and their associates
will get more than full value received for the cost involved. As
I mentioned before, the City of Richmond has appropriated $1000.
A letter similar to this will go to Henrico County with
a request that it also be an active participant as well as a
supporter of the conference.

The first Conference, you will recall, was made possible by a generous
grant from the Old Dominion Foundation. The 1965 Conference is being financed
by a number of local industrial and business firms as well as governmental
units. The previous Conference dealt with principles, theories, and new knowledge
of urbanization. With this background the second Conference will focus more on
local problems and possible solutions. To this end it is expected that there
will be greater participation by officials of local governmental units as well
as local experts and specialists.
There will be eight seminars, with meetings every third Wednesday begin-
ning January 13. The enclosed sheet gives the date and subject for each seminar.
Each session will meet at the John Marshall Hotel from 10:00 a.m. to 3:30 p.m.
and will include luncheon. In the morning period there will be visiting experts
to present a broad analysis of the issues for each session and to discuss alterna-
tive solutions reached in other areas. During the afternoon, presentations will
be made by local specialists followed by general discussion by the conference
participants, the visiting experts and local specialists.
To insure success of the Conference, it is essential that top leadership
of the community participate. Therefore, on behalf of the University of Richmond

Dear Mr. Britton:
In accordance with your suggestion some weeks ago, I am writing for assistance in
providing relief to me and to my neighbors on approximately 280' of Old Quarry
Road. The enclosed sketch shows the area concerned.
This pert of Old Quarry Road is a real eyesore and nuisance. It is ungraded., un-
surfaced, and deeply rutted. Vehicles trying to avoid ruts have often damaged my
property edging and drains. In wet weather South Drive drainage ditches are
filled with silt washed out of the road. In dry weather a dust problem is created.
As few as four to six vehicles daily have been observed using this particular sec-
tion. With changes in the road net, the use has dropped. This was especially
noticeable when Chippingham Parkway opened and local people no longer cut through
to Cherokee Road. Old Quarry Road, which has only two very short blocks, is nei-
ther a through street nor a link between through streets. No houses are entered
from the section of concern here.
We are desirous of some feasible and equitable form of relief. Conceivably, this
280' section (which has both 20' and 50' widths of right-of-way) could be graded
and surfaced in its present widths, or the road could be widened throughout and
then graded and surfaced. However, the Department of Highways will not accept 20'
widths for inclusion in its road system. And, if the County obtained enough
right-of-way for widening the 20' segment to State standards, the road would come
as close as 5' to my house and nearly that to my neighbor's house across the road.
The enclosed sketch and photograph show this. No matter how this section of road
were widened, our houses would surely suffer in reduced value with a road so close
to the buildings.
None of the four home owners whose property abuts this section would object if the
existing widths could be paved. However, the simplest relief would be provided by
closing the north end of the road. This, also, would be agreeable to all of the
abutting property owners. Few other people would be affected. Presumably, this
is the reason the subdivider of the adjoining plat was not required to grade and
surface the 200' of the section which lies within his plat. (I would add that my
house was built long before the subdivision or the surrounding area were develop-
ed, and the house across the road was built well before the subdivision.)
I appreciate your offer to review the situation, and would welcome further dis-
cussion at your convenience. Let me say again that I fully understand the extent
of your responsibilities in such matters.
