Stephen Glover, Pastor, Southside Baptist Church, who gives the invocation4 On motion of Mr.Apperson, secon4d by Mr. Britton; it is resolved that the minutes of November 24, 1964 be and they hereby are approved as amended. Mr. Apperson states that Mr. Fred Thompson, Supt. of School of Chesterfield County was recently recognized by the Chesterfield -South Richmond Y.M.C:A, for his long and devoted service to the Youth of the County. Mr. Frank Landrum and Mr. Olin Taylor come before the Board requesting the approval of certain suggested appointments. On motion of Mr.Apperson, seconded by Mr.Martin, it is resolved that the appointment of Mr.Ed Moseley and the re -appointment of Mr. Garland hening and Mr. John Watkins to the Museum Committee for a period of three (3) years each, be and the same is hereby approved. On motion of Mr.Britton, seconded by Mr.Apperson, it is resolved that contract A-363for the installation of water on Merriwood Road be and the same is hereby approved. On motion of Mr. Britton seconded by Mr.Apperson, it is resolved that the permit to cross the haboard Airline Ry at Merriewood Road be and it hereby is approved subject to the approval of the Commonvatthf s Attorney. On motion of Mr.Apperson, seconded by Mr.Martin, it is resolved that the Board amend the agreement with the Seaboard Airline Ry. at its requests, for the permit to cross the Railroad property in the vicinity of Sloan's Apartments at Falling Creek. On motion of Mr. Britton, seconded by Mr.Horner, it is resolved that contract S-64-38C for the installation of sewers along Route #1 to the Roadway express Company be awarded to the Roanoke Construction Clinton Court S division - Bramwell Road a`Md Sawston Road. There was read a letter from the Seaboard Airline RR.citing the fact that in 1965 a new span would be constructed to replace the existing span in the vicinity of Rt.615 On motion of Njr.Apperson, seconded by Mr.Martin, it is resolved that the application of the Commonwealth Gas Distribution Corporation for the installation of a 211 natural-gas pipe line across Shell Road, according to a plat dated October 21, 1964 and designed as D-78-E, filed with the Board's papers, be, and the same is hereby approved. WHEREAS, the Highway Department was requested by resolution of this Board dated February 13, 1963 to investigate the traffic condition of Halloway Avenue; and WHEREAS, the present Supervisor of Matoaca District has requested by resolution dated Febru�iry 27, 1964, that this road be improved; and WHEREAS, the present road is used by School buses Caking children to Matoaca High School and has other increased traffic uses; and WHEREAS, Halloway Avenue is excessively narrow so that two buses encounter great hardship in passing at certain locations, NOW, THERr;FOiiE, on motion of Mr.Browning, seconded by Mr. Apperson, be it resolved that this Board requests the Highway Department to include Halloway Avenue in the coming year's budget for widening and other improvements, to start immediately in planning the improvements and rights of way necessary and as soon as weather permits to widen and improve Halloway Avenue so that the citizens and school children using this road will not be subjected to unnecessary hazards. There arose a discussion in the marking of certain crosswalks on Rt.36 in the Village of Ettrick, '''hereupon T.:r. Lancaster promised to make a report in writing concerning same. On motion of NirlBritton, seconded by T�ir.Apperson, it is resolved that the vacation agreement of Northlake Hills be approved, provided the accompanying papers are re -written to keep for the County a utilities easement across Lots 8 and 9:, Block A and provided the papers as rewritten be approved by the Commonwealth's Attorney. On motion of Mr. Apperson, seconded by 14ir.Horner, it is resolved that the following appropriations be and the same are hereby made for the month of January, 1965, from the funds and for the functions or purposes indicated in the amount of wr1,201,156.00. On motion of Mr.Martin, seconded by Mr.Browning, it is resolved that the request of the I.Iags£aff Fire Department to replace a tank on the -3- M n On motion of Mr. Boyne, seconded by Mr.Apperson, it is resolved that this Board approves the request of Per. W.B.Hutcheson for his sustained damage to his well which he stated was caused by the installation of a 26-ft. trench in the street construction for the installation of sewers, which request is that the County pay one-half the cost of deepening his well not to exceed �100.00, with the firm understanding that this action is not an admission of responsibility in this matter. 64-793. Mr. W. B. Ingram, Jr. and Mr.R.A.Stratton come before the Board requesting the rezoning from Residential-2 to General Business (C-2) in Rianc Nester Magisterial District, of a parcel of land fronting 160 feet on the east line of Broad Rock Road (Route 10) and 150 feet on the south line of Epperson Avenue and better known as 3201 and 3207 Tlest Broad Rock Road. It was cited that the Planning Commission recommended that the request be reduced to Local Business; the applicant agrees to this reduction. There appearing no one in opposition to this request, it is on motion of Mr. Horner, seconded by Mr.Apperson, resolved that the afore - described parcel of land be and it hereby is rezoned to C-1, Local Business. 64-8os. Nir; J.L. Longest comes before the Board requesting the rezoning in Dale Magisterial District from Agriculture to Residential-2 of a 120-acre parcel of land of irregular shape, fronting 1239 feet on the north line of Ecoff Avenue (Route 1502) and extending northwardly 1650 feet, and fronting 700 feet on the south line of Ecoff Avenue and extending southwardly approximately 4800 feet to a frontage of 600 feet on the north line of Route 10 at tbs intersection with the T&W Railroad right of way. Said parcel being approximately 2000 feet east of Chalkley Road (Route 632) and better known as the proposed subdivision of Lakewood Farms. It is cited that the Planning Commission recommended approval of this request. Mr. Longest states that his property does not go to Route 10 and amends his application to the limits of the Creek. There appearing no one in opposition to this request, it is on motion of Mr. App erson, seconded by Mr. Horner, resolved that the aforedescribed parcel of land as amended be and it hereby is rezoned for Residential-2 purposes. 64-81S. fir. Marshall Lowenstein, representint Mr. Stanley B.Britt, Jr., comes before the Board requesting the rezoning; from Residential-2 to C-2, Genera 1 Business of a parcel of land fronting 85 feet on Belt Boulevard (Rt. 161) and extending southwestwardly 123 feet, being 230 feet east of Brandon Road and better known as 110 E. Belt Blvd. It was cited that the Planning Commission recommended the approval of this request and there appearing no one in opposition to --5- M M this request, it is on motion of hir.horneri seconded by Mr.Browning, resolved that the aforedescribed parcel of land be and it hereby is rezoned to Co-2 -General Business. 64-82S. Mr.Richard Sprouse comes before the Board requesting the rezoning from Agriculture to General Business (C-2) of a 4-1/2 acre parcel of land of irregular shape, fronting 120 feet on the southeast line of Route 10 and extending southeastwardly approximately 712 feet, being 1500 feet northeast of Canasta Drive. It was cited that the Planning Commission had recommended approval of this request and there appearing no one in opposition, it is on motion of Mr. Apperson, seconded by Ir.Browning, resolved that the aforedescribed parcel of land be and it hereby is rezoned for General Business purposes. 64-83S. Kr. C.L.Rudolph requests the rezoning from Agriculture to Residential-2 of a parcel of land of irregular shape, fronting approximately 900 feet on Falling Creek and extending eastwardly 700 feet, being 150 feet south of the intersection of Banton Street and Hartwell Drive and being section I'D" of Falling creek Court, and a parcel of land fronting on lillesden Road, 170 feet and extending 160 feet eastwardly and fronting 235 feet on Willesden Road, and extending westwardly approximately 320 feet, said parcels being 180 feet north of Space Road and being Falling Creek Court Section "Ely. It was cited that the Planning Commission had recommended approval, it is on motion of Mr. hiartin, seconded by Yr.Horner, resolved that the afore - described parcels be and they hereby are rezoned for Residen- tial - 2 purposes. 64-84S. 1,4r. R.J.Forestone comes before the Board requesting the rezoning from Agricultural to Local Business (C-1) of a parcel of land of igregular shape fronting 101 feet on Broad Rock Road (Rt. 10) and extending northeastwandly 650 feet, being 520 feet southwest of Kinsley avenue, in Manchester Magisterial District. It was cited that the Planning Commission recommended disapproval of this request. Mr.Firestone states that he would like to construct an Insurance and Real Estate office and would accept a conditional zoning for these uses. Mr. Raymond Kaberowski, representing the home owners and other people in the area presented a petition signed by some 50 people objecting to the proposal . Pirs. Moore, representing the P.T.A.opposes this request. Iv,r.F.J.Hubbard and others appear in opposition. Upon consideration whereof, and on motion of Mr.Horner, seconded by I�,r.Browning, it is resolved that the request of nir. Firestone be and it hereby is d enied. 64-853. Mr. J. K.Timmons, representing Mr. C.E.Coppley comes before the Board requesting the 'rezoning from Agriculture to Residential-2 of a parcel of land of irregular shape, fronting 670 feet on Belmont Road and extending southwardly 1050feet along Rt. 10 extended, and the rezoning from Agriculture to Residential-1 of a parcel of land of irregular shape, fronting 2020 feet on Pocoshock OQreekj bounded on the south by Falling Creek, better known as the proposed subdivision of Brookbury, with the ex- ception of those parcels owned by T,rs.B.T.Copley, Mr. John Wake, Ivr. Leo Nepbtnick and I�,r. B.B.Bowles. It was cited that the Planning Commission had recommended that all of the properties be rezoned for Residential-1. Mr. Timmons stated that his client is in accord with Residential-1 zoning, provided he can get a Variance for 21 lots which may not meet all of the requirements of Residential-1. Mr.Thomas J. Nichols questions the plan of development but does not oppose the requested rezoning. Upon consideration whereof, and on motion of Mr. Martin, seconded by Pr.Apperson, it is resolved that the areas requested to be rezoned Residential-1 and Residential-2 be rezoned to Residential-1 with the exception of the following lots which shall be rezoned to Residential-2: Block A - Lots 1,4,5,6,7,8,9, 10 and 13. Block B - Lots 1, 2, 32 4, 5, $, 12 and 13. Block C - Lots 1, 2, 3, and 4. 64-86S.. Mr. L.W. Martin comes before the Board requesting the rezoning from Agriculture to Residential-2 of a 28-acre parcel of land of irregular shape, fronting approximately 940 feet on Sanborn Drive and extending westwardly approximately 1300 feet, being approximately 150 feet north of Swanson Road and better known as Warwick Acres, Section "C". It was cited that the Planning Commission recommended approval of this request. Upon consideration whereof, and on motion of Mr. Horner, seconded by Mr.Nlartin, it i s r esolved that the aforedescribed parcel of land be and it hereby is rezoned to Resident ial -2 . 64-87S. Mr. T.C.Powell requests the rezoning in Manchester Magisterial District from Residential-2 to General Business (C-2) of a 2.5 acre parcel of land fronting 245 feet on Falling Creek Avenue and extending southwardly 445 feet, being 1225 feet west of Route 1 (Petersburg Pike). Nir.Graham Jennings and Mr. R. P.Sowers, represent the opposition to this request and since there is no one to speak for the applicant, and the Planning Commission recommends disapproval, it is on motion of Mr.Apperson, seconded by Mr. Browning, resolved thatthis rezoning request be and it hereby is denied. NO 64-$$S. kr.R.P. Sowers representing Sneed's Inc., comes before the Board requesting the rezoning in Midlothian Magisterial District, from Residential-1 to GeneralBusinews (C-2) of a parcel of land fronting 190 feet on Rt. 147 and extending northwardly 220 feet, being 100 feet east of Bon Oaks Lane and zoned for C-2 for a depth of 150 feet, and presents a proposed rendering of a new store in place of the present store on this property. There appearing no one in opposition to this request and on the recommendation of the Planning Commission for its approval, it is on motion of Avr.iviartin, seconded by lvr.Browning, resolved that the aforedescribed property be and it hereby is rezoned for General Business purposes. 64-89S. Miss Brenda Bairfield, representing 1,r.J.J.Jewett, comes before the Board requesting the rezoning from Agriculture to Residential-1 of a 57-acre parcel of land of irregular. shape fronting 1150 feet on Route 647, Reams Road, and extending southwestwardly approximately 2700 feet being 1300 feet northwest of Providence Road (Route 678j and known as the proposed subdivision of Gatewood, in Midlothian Magisterial District. And it was cited that the Planning Commissidn recommends approval. On motion of 1�ir. li'artin, seconded by 111r.Apperson, it is resolved that the aforedescribed parcel be and it hereby is rezoned to Residential-1. I,r. James Fletcher of the C&P Telephone Company presents certain recommendations to improve the telephone service in the Police Department and the emergency work of the Police and Fire Departments. On motion of Mr.Browning, seconded by Pir.Apperson, it 'is resolved that this matter be referred to the Police Committee. There arose a discussion with P.,r.Timmons and 1,,•r.Copley concerning the installation of sewers in the Subdivision of :oodbury. It was generally agreed that this matter would be discussed further by the Planning Commission. On motion of ivir.Apperson, seconded by Pir.Browning, it is resolved that the following sums be appropriated from the unappropriated surplus of the Genergl Fund: To 5A - Administration of Justice d200.00 To 19- Capital Outlay -�150)000.00 On motion of l-,r.Apperson, seconded by 14r.Martin, it is resolved that the request for the installation of a street light at the corner of Rt.360 and Randolph Road be and it hereby is approved. Goyne, seconded by !,,r.Browning, it is resolved that the low bid of the Anderson Construction Company for the construction of the Chesterfield Lbg Pound in the amount of -8- $10,215.00, be and it hereby is approved and the time set for the completion of this project be ninety (90) days as agreed. On motion of Pir.Browning, seconded by 11'1r.I�Iartin, it is resolved that this Board requests the Judge of Circuit Court, the Honorable ?,Iilliam Old to appoint such lawyers as are necessary to search the titles on all lands to be acquired by the County at the Swift .:reek Reservoir. On motion of Pir.Apperson, seconded by Mr. Browning, it is resolved that the Court Order authorizing the payment of ;500.00 to 1�-ir.John J. Daffron, Jr. for title examinations for the Powhite lagoon be and it hereby is approved. On motion of I',:r.Plartin, seconded by 1,.;.r.Apperson, it is resolved that this Board grant a Variance to i_r.George Harris to allow the construction of a home on a parcel of land fronting on a }private road, off the lit. Nebo Road, provided the home in which he presently lives will be razed and that neither he, his heirs or assigns will have any claim on the Zounty for the constructionof a road to this house. On motion of P1r.Goyne, seconded by Mr.111-1artin, it is resolved that this Board _,,rant a Variance to ivir. Calvin Lipscomb to allow the construction of a dwelling; on a 65-ft. lot fronting on the LNwing Road in Bermuda District, provided side setback and other requirements are in conformity with the Code. We will, in the immediate future, desire sewer connections for six brick duplexes fronting on Sunbury Road in this subdivision which were built by us approximately three years ago, and which are now served by individual septic tanks as well as sewer connections for one seven unit apartment building now under construction in this subdivision and located on Kinsley Avenue, as well as one connection for a Seven -Eleven Store now under construction at the corner of Broad Rock Road and Kinsley Avenue. In consideration of the fact that the existing lines to serve these build- ings referred to above are now present and available for the County's use at no expense to the County, it is requested that we be permitted to connect the above structures to such existing lines and that the usual connection fees for such be waived. These proposed pipelines will carry natural gas from our existing line to U. S. Filter, constructed in 1962, to the Roadway Express Terminal, now under construction. The 3' 11 extension will be laid within the forty (40' ) foot right of way of the State Highway Department and will be located approximately four (41) feet from the edsge of the pavement. The 2" line will be laid across the highway from the southerly side to the northerly side. We would like to request approval of the Board of Supervisors for the laying of these proposed pipelines. It is very difficult for Oren Roanoke Corporation to determine whether or not this panel needs to be replaced until after the booster tank is taken out. We proposed the following service: 1. An additional emergency line for Police and Fire calls. 2. A line for Identification and Dog Warden. 3. A line for Detectives. 4. A line for the Record Clerk. 5. Telephones at the two Dispatching and Record Clerk's locations, that would have the ability to answer all the lines in the Police Depart- ment. 6. An additional night line from Chester and an additional night line from Richmond. 7. Alternate call numbers associated with four night lines from Chester and associated night listings in the telephone directory. The Emergency number will have to be changed in order to pro- vide two lines with rotating service, but the old Emergency number can be strapped to one of the new numbers so that you will not miss any calls. A line for Identification and Dog Warden will enable the operator to ring direct, eliminating their message being taken by the Dispatchers or the Detectives. Also, the line will eliminate the call back. The Detectives often uses the Captain of Detectives' telephone for as much as one half day at a time. This means no calls can be re- ceived by the Captain of Detectives during this period. The Record Clerk's calls go through the Dispatching at present. This ties up Dispatching unnecessarily. The calls should go direct to the Record Clerk. The telephones at the two Dispatching and Record Clerk's lo- cations would enable these locations to answer calls when other em- ployees in the Police Department were away from their locations. It would provide these locations with the ability to transfer the calls if they are at the Courthouse or take a call back -if the employee is away from the Courthouse. The Record Clerk's telephone would serve as a back up point, if both Dispatching telephones were busy on emergency calls. Additional night lines from Richmond and Chester would reduce the number of calls ringing and receiving no answer after the switch- board is closed. The alternate call number would eliminate the above no ring condition if the night number is dialed. This number would have to be listed in the telephone directory as the "Nights, Sundays and Holidays" number so that the public could be acquainted with it. The above service can be provided for approximately $ 120.00 additional per month, with a non -recurring charge of $ 250.00 for installation. Install force main in shoulder of Route 10 to a point east of the State Police station where a gravity sewer will be built to flow to the existing 10" sewer at Walmsley Boulevard and Route 10. pq�tgq161.1 Install sewers in and from Brookbury large enough to serve the Brookbury drainage area, and drainage areas therefrom, to Hopkins Road. These sewers would be installed along Falling Creek Reservoir and would connect to the previously -designed 12" trunk at Falling Creek and Hopkins Road. Under this method, the Pocoshock Creek and Falling Creek drainage areas above Brookbury would not be provided for. In the analysis that follows, the sewer line .sizes are based on serving ten (10) persons per acre at four (4) persons per home (2.5 homes per acre). All sewers will be laid on a minimum slope. On that basis, the various diameter sewers have a capacity as follows: 8" pipe 218 homes 10" pipe 382 homes 12" pipe 600 homes 15" pipe — 1129 homes 18" pipe 1759 homes The line, starting at the upper end of Brookbury, picks up 119 acres (299 homes) that lie above that point. This requires a ten -inch pipe. Such prevails to a point of sewer junction at the swale below Jake Road (see Brookbury tentative plan) . Eighty-four additional homes are served to this point, bringing the total to 382 and necessitating a size increase to 12-inch pipe. Such prevails to the and of Brookbury at Route 10. At this point the sewer trunk has a potential of 298 + 211 or 509 homes. The amounts of loll and 12" sewers involved from their start at the upper end of Brookbury to Route 10 are 3000' of 10" and 4200' of 12". The existing sewer in Walmsley Boulevard is a ten-iach pipe at 0.32% with a capacity of 382 homes or 600 g.p.m. Such capacity is adequate to serve the 211 lots in Brookbury. Decembi3r 1,1964 ' Page Two 211 lots = 844 persons = 59 g.p.m. average, or 330 g.p.m. peak. Force main length (to State Police station) is 3800 feet. Static head is 110' . Friction head in 6" force main = 461, in 8" force main. = 11' . A 6" force main at 170 g.p.m. (minimum flow for clearing velocity) requires a pump of 175 g.p.m. at 1560 T.D.H. capacity. This pump has a very low efficiency and bad curve. An 8" force mail will be more appropriate, although it requires 300 gallons per minute for cleansing velocity. Pump required = 300 g.p.m. at 1204 T. D. H. (takes 4" pump with 20 h. p . motor), To complete the system required for Method A, it will require the Installation of 1400' of 10" sewer pipe in Route 10, from the State Police station to Walmsley Boulevard. METHOD- From Method A, the 12" sewer proposed to Route 10 would serve 509 lots. Referring to the accompanying map, at point (A) the added acreage is 69 (172 homes) bringing the total of homes served to 597 for which the 12" pipe is still adequate. .fit point (B) the added acreage = 92 (230) for a total of. 827 lots Which require s _a 15" pipe. At point 40) the, added acreage = 60 (150) for a total of 977 lots for which the 15" pipe is adequate. At point (D) the added acreage = 130 (325) for a total of 1302 lots which requires an 18" pipe. At Hopkins Road the added acreage = 93 (232) for a total of 1534 lots for which the 18" pipe is adequate. This line will connect here to the previously - designed 12" pipe in Meadowbrook. Construction of the trunks from Brookbury around the reservoir to Hopkins Road would be a difficult project. The sewer, of necessity, must have a continuous fall while the lake level is constant. At the low end we get deep cuts unless we start high in Brookbury (which shoves the sewer up into the back yards of the proposed houses). U such construction is attempted, it should be done once and for all by installation of a trunk large enough to servo the entire drainage area. This could be done by installing a 36" pipe all the way fromm the beginning of Brookbury down the north side of the reservoir to Hopkins Road. A similar pipe would need to be installed, in the future, down the soutb side of the reservoir to serve Failing Creek. The sewer's routing would be from Brookbury. through points E, F.and G (on the accompanying map). Pipe lengths involved from Brookbury are: 1600' - 12", 2500' - 15", 5000' - 18".
